Found on level 4, not long after start of the level, it is a football player with a torch. After finding it, finish the level or blow your self up. The achievement will pop on the car selection menu
On this level you can also find the All-In (explosive barrels within boxes) and Lighter (yellow enemy with torch). You get only one achievement per run, you have to replay the level 3 times.

This solution is the lighter not jack flash i believe. i just killed this one then died and got the lighter achieve. the in game pic for jack flash looks like a football player with a white and green jersey and looks like number 82 on it maybe.

Strange, I got Jack Flash (the football player) on level 4. The Lighter achievement auto unlocked after the update
