You-Go Girl can be found in Level 6. She's the prostitute zombie dressed in pink. You will have to get the achievement for Supervisor Jameson first, and on a second playthrough of level 6, get this achievement. When you get back to the garage after finding her, and redeeming the claim, you'll get the achievement.

You-Go Girl is a zombie that stands by the side of the road and shows up in the sixth level (only after you've encountered and defeated Supervisor Jameson found in the same level). The game will highlight this "new enemy" to you the first time you encounter it. Simply shoot her and wait for the level to end, either by exploding your car, coming to a full stop or completing the level.

I found the Hangover, Tommy Kong and Short fuse Alex on level 5, Supervisor Jameson on level 6 and You-Go Girl on level 6 as well. (Every time I died, I got a new character on the level.).
