This is found about 2/3 into level 3. There's a jump and a huge pit that it's at the end of. While in the air, a box will pop up with a description of "The Taxman" with a button to claim. Claim it, finish the level (in any manner - I personally chose to get overexcited about The Taxman and fell in the pit), and the achievement will pop once you're back on the car selection screen.

Found on level 3, about 2/3 of the way through. They are a large pile of explosive barrels, after a huge jump. After finding them, finish the level or blow your self up. The achievement will pop on the car selection menu
