It's because you're in the middle of a crisis (Janitors on Strike, Zoo Keepers on Strike, Gastroenteritis Epidemic, Drought, etc). Once the crisis is over, you can release animals again.

I have a feeling you have to release the color variant Kangaroos, too. I've released all the animals on this list, but my achievement is stuck at 86%.
