"Go into freeform mode, start building your zoo as you please, money is unlimited. After building a janitors office, select it and go to staff, select hire and choose a worker, preferably a 1 star worker. After hiring him achievement will pop, now choose to train him twice to unlock the achievement for training a worker to level 3."

It's called sandbox mode under online zoos in case anybody was confused by the use of the word free-form.
