This can be done in freemode where you have unlimited money. it can be a little bit time consuming at first.
Since you have unlimited money, just keep building exhibits and concessions, as well as doing upgrades. anything you can to get up to level 18 (leveling is VERY QUICK in this game).
once you are at level 18, you have unlocked all types of concessions. so place 1 of each kind on the map and you will unlock this achievement.

I'm level 32, I have one of each concession & I can't get the damned thing to unlock!! :(
