After reaching level 20 you will be able to do Viral Advertising. So go into freeform mode and start building a zoo as you please, money is unlimited. After building many exhibits and adding animals you will reach level 20. From there go to the Main Gate menu, in there go to Advertising and select Viral. I choose the most expensive, high intensity. The achievement unlocked right away after selecting it. I did also set my admission price to free previously.
