How to unlock the Zumba Duo achievement in Zumba Fitness World Party - Definitive Guide

The Achievement description states that you and your partner need to complete a "Full Class," but that is misleading. You don't need to select the 60-minute "Full Class" option. "Short Class" and "Mid Length Class" will unlock the Achievement as well.

From the Main Menu, select Full Class.
Select any class other than Custom Class. Short Class will be the easiest and takes 20 minutes to complete.
Choose any class (play list). You can't tell what songs a class contains, but you can at least select them based on their intensity ratings.
Complete the class - a series of songs - with a local partner and the Achievement will pop after the last song.

I walked in the door coming home from work and my wife was nearly through with the last song of a short class, but it detected me and thought I was joining in. This achievement popped for her, even though I didn't do more than 30 seconds of the final song.
It didn't pop for me, but it also had me signed in as a guest.
Either way, this one is super simple to unlock.

Despite the wording in this achievement's description, this does NOT need to be done in the full one-hour long class. It can be in either the 20-, 40-, or 60-minute class. Simply have a second person join you and play through any one of the three classes. The rating that either of you gets has no bearing on this achievement. You both simply need to finish it, and technically don't even need to move once the Kinect sensor recognizes you both. Finish one class with a second person to unlock this achievement.

Note that, as with many Kinect games, you could very well trick the Kinect into recognizing a second person with such things as a coat rack, a chair, etc. If you don't have a second person available, you can get creative to try to get the Kinect to recognize a second person. Since rating doesn't matter, this is a viable option for this achievement.
