How to unlock the Hack the Planet achievement in Agents of Mayhem - Definitive Guide
The VR Training Program can be found inside the ARK, it is on the bottom right its called the "Wreck Room". I recommend doing the challenges after you beat the game and all character missions. Here is a list for best characters to use for each challenge:

By the time I bothered with this, I'd gotten all 12 agents to level 20 and had more than enough cores to get all 12 to level 20 super agents.
After that, I found Oni to be damn near unstoppable when it came to these missions. His aura can impart a number of debuffs to enemies, the best of which is his gear that applies a temporary Disrupt to enemies. ALL enemies from Helltroopers to Pride Captains are affected. They'll constantly get Disrupted and stagger back so Oni can just keep shooting them. Add something like Enfeeble to the aura and Slow to his bullet hits and you basically have a bunch of helpless enemies just stumbling around waiting for you to shoot them.
One caveat is that he's absolutely terrible against Boombots because they don't care about his aura. For them I used Yeti as his frost sprayer seems to hit them pretty well. I'd also use Rama to nail snipers when they were out of Oni's range and when there were turrets to destroy.
But seriously, once you get Oni to top level he is crazy OP.

Any agent at level 20 or above makes the wreck room a joke. If you save this for last, you can finish all 31 programs with no difficulty whatsoever regardless of the characters you choose to take. If you don't have an uber agent, don't attempt the wreck room with any character under level 10. The 9th level difficulty programs probably shouldn't be attempted under level 15.
If you are attempting this achievement at or around level 10, you will need a shieldbuster and skinpiercer in your squad. The third character doesn't particularly matter.
Shieldbusters are Fortune, Daisy, Oni, Joule, Rama, and Yeti. I recommend use of Daisy or Fortune simply because Daisy can clear rooms and Fortune has AOE, though Oni is still useful. Yeti must be far too close to the action and Joule's turret is no help at all 90% of the time. Rama has 591 shields at level 40 and is no good being rushed when inside of a box, despite being able to one-hit just about everything with headshots.
The skinpiercers are Braddock, Hardtack, Hollywood, Kingpin, Scheherazade, and Red Card. I recommend not using Scheherazade because melee is a horrible idea against two-thirds of the enemy types and her ranged attack requires remaining completely still. Hardtack has no range on his shotgun and is only useful with his teleharpoon, but focusing for that length of time on one guy is antithetical to success in the wreck room. Braddock seems built for this kind of stuff and her AP round gadget inflicts vulnerability so that is my recommendation, though Hollywood, Kingpin, and Red Card (with his gun in rifle mode) can all be equally as effective.
Basically, use your shieldbuster on anyone with a blue health bar and your skinpiercer on anyone with a yellow health bar.
My recommendation for every program is Fortune and Braddock. If they have shields (blue heath bar) strip them off with Fortune, then switch to Braddock to finish them off. Use the AP rounds special to inflict vulnerability and strip armor, and the enemy will either be dead by the time the special ammo runs out or will be easily defeated with a few normal bullets before vulnerability wears off.

In the WRECKING ROOM, there are simulation missions, 31 in total, that you need to complete.

It is best to leave the prize for the end of the game and run through this training with pumped up characters. Loading and spawning mobs will take most of the time.
