How to unlock the Blue Ribbon Champ achievement in BioShock Infinite: The Complete Edition - Definitive Guide
I copied this from my xbox 360 guide I made a few years ago. If there are any questions just leave in the comments.
*EDIT*: It has come to my attention that almost all the videos on this guide do not properly work anymore. The owner of the videos on youtube deleted his account so all of their videos are gone. The new videos are better and have a link that takes you to a playlist of each challenge for the "arena/theater" so that you may have a visual of what to do. the links are right below the description for each "arena." Sorry for any inconvenience to those who had no visual aid and hopefully this youtuber (Banehowl) will keep his videos up for everyone to continue to use. EDIT: Banehowl on youtube.com owns the videos for each individual challenge and his videos were broken down and shows the EASIEST way to do them. I suggest watching his videos on the rounds you may get stuck on, he has some amazing tips.
There are a total of 60 ribbons and 15 in each theater. Before even attempting this, I STRONGLY recommend upgrading all your Vigors and beating all the theaters so you will be stronger. Every time when you beat a wave you will enter a room that is an armory, to the right there is a door where you can buy an extra life but, be warned the price doubles each time and you can only buy three (once per a life) the prices are; 500, 1000, then lastly 2000. You can only purchase up to three. You might want to begin your upgrades on your weapons whilst doing these challenges.
This achievement is really agitating because if you fail a ribbon you have to work your way back up to that round from the beginning (round 1). Do NOT quit if you have received any ribbons that you did not already have because you will have to redo it. This achievement will be time consuming and frustrating at times.
The first Theater is easy compared to the others and some challenges are a joke compared to the ones that are ludicrous, but the theaters get harder from left to right. All in all it is doable if you try enough times, but let's get to it!
The Ops Zeal
Round one (1)
Beat the wave using only skyline attacks
simple enough just keep attaching to the skyline and then sky attack the enemy by pressing "A" when prompted.
Round two (2)
Defeat the wave while only taking shield damage
just use the sniper and keep a good distance the entire time, stay in cover.
Round three (3)
Defeat the wave while only using sky-hook attacks and shotgun
I recommend using the china boom stick shotgun over the heater you are allowed to use the sky attacks (lunges by pressing "A").
Round four (4)
Defeat the wave while only using machine guns
Just run around using the machine gun, it would be wise if you upgraded the damage before trying for it.
Round five (5)
Defeat the wave while only using the pistol and the hand cannon
this wave is simple since the only enemy is the handyman, just keep attaching and un-attaching from the skyline and shot him with the hand cannon in the heart if possible.
Round six (6)
Defeat the wave without picking up weapons or looting corpses
very simple just run around killing the enemies without picking a weapon up or with looting the corpses.
Round seven (7)
Defeat the wave only using zoom able weapons while they are zoomed
I highly recommend using the Sniper Rifle and the Carbine and slowing down on the skyline is quite helpful for getting them around the corners, just be aware of the snipers in the middle.
Round eight (8)
Defeat the wave while only using tears possession traps and return to sender traps
there are two gun automations. (1. a turret 2. a rocket launcher turret) Just run around the map activating those two and you will be fine.
Round nine (9)
Defeat the wave without hitting anyone in the heart or the head
Use a sniper and a carbine for the accuracy and shoot the handyman in the foot.
Round ten (10)
Defeat the siren before she resurrects any enemies
I used charge (fully upgraded) and a fully upgraded shotgun you must be quick on killing her {you can use a rocket launcher to throw the bodies away from her but i prefer the charge vigor}. Shawn1991 has stated in the comments that if you use the Undertow perk to launch the dead bodies off the ship she wont resurrect anyone.

I was even clumsy and first pushed the corpses back under where you spawn instead off the deck but I guess this confused her enough to give me time to push them off completely. I don't know if anyone else has come across this but after knocking two soldiers off the edge I was camped on the smaller platform the left of the spawn beside the railings, at this point the siren moved under the spawn close to the edge and just died."
Round eleven (11)
Defeat the wave without using the sky lines or the hook points
Just stay on the ground (which feels weird for some reason) and run around cover to cover.
Round twelve (12)
Defeat the wave in 1:15
USE CHARGE you can go through the railing if there is an enemy in sight and also the shotgun (recommend both being fully upgradable or you will die).
Round thirteen (13)
Defeat the wave using only weapons on the skyline or using sky line strikes
For this one you can use the sniper while sliding in a circle and if they hop on knock them off.
Round fourteen (14)
Defeat the wave using only shock jockey and headshots
PICK A SNIPER and be very careful with your shots all shock jockey does is stun them temporarily so be cautious. You can lay taps with shock jockey also if you don't want to take the chance of failing by missing.
Round fifteen (15)
Defeat each enemy with a different vigor type
This was he hardest in my opinion (might want to purchase a resurrection) Kill one handyman with the charge, then use return to sender to kill the robot with a crankgun, lastly use a combination to kill the last enemy (handyman) the combo is ravens and devil's kiss but mainly devil's kiss.

Duke and Dimwit
Round one (1)
Defeat all enemies using a shotgun
Just keep flying around and jump down get a couple of good shots in, there are health packs on the right side (bottom floor) if you get low on health and also more shotguns where you spawn but on the other side of the tower. If you shock them then shot them you will deal a large amount of damage.
Round two (2)
Defeat two enemies with a possessed patriot
One will spawn right in front of you at the beginning just keep possessing it until the requirements have been met.
Round three (3)
cause three firemen to explode in mid air
This was a pain, for this you will need to bring down their health slowly and as the annotation goes up for them committing suicide you need to quickly throw them in the air using bucking bronco. There are more than enough to do this with.
Round four (4)
DAMAGE 5 enemies with a vigor trap
They spawn on the right of you after a building moves you need to lay a crows trap and once a enemy trips it you will receive it.
Round five (5)
Defeat the wave in under 0:45
quickly look to the right and attach on the sky line and lunge to most of the enemies for the others quickly dispatch them with a shotgun. Key is to keep moving and move with purpose be swift but, play it smart.
Round six (6)
Defeat the handyman while he is electrocuting the sky line
You have to get the final shot/hit on him while he is shocking the sky line so shot at him to weaken him first then hop on the skyline then wait for him to jump up on the rail and shoot him quickly after you have jumped off.
Round seven (7)
Defeat 5 enemies using Undertow
As soon as the enemy ship positions itself beside you just tap the left trigger to send all of them overboard another easy one to perform.
Round eight (8)
Defeat two enemies with a possessed rocket turret
The rocket turret is under the ship so just keep possessing it by charging the possession vigor and enemies will jump down with you and it will eventually kill enough.
Round nine (9)
Defeat all enemies with a different weapon and a different vigor
This means simply kill each enemy differently through the entire wave, don't reuse items.
I went in with a sniper and a carbine I took out one patiot with the sniper then the crow enemy with a carbine I hopped down and use a rpg on the wall to the left of the patriot on a machine gunner pick up his machine gun and the patriot's crank gun kill one enemy with each then kill the last patriot with return to sender then use vigors on the last two enemies but make sure that they are separated when you throw them.
Round ten (10)
Complete the wave using only Charge; Return to Sender; and shotguns.
Self-explanatory just equip a shotgun and use the listed vigors. When I used charge it said I failed so I only used return to sender and my shotgun (I'm assuming due to me upgrading charge fully the explosive damage affected the challenge). Avoid any traps that you may of set in previous rounds be cautious of shooting the grenades in mid air that can ruin your run through
EDIT: A friend has confirmed that upgrading charge will void the ribbon due to explosive damage so if you have upgraded charge fully don't use it.
Round eleven (11)
Defeat the patriot with a possessed enemy
weaken the patriot then posses another enemy to finish him off (do this as soon as possible as with as many enemies you can early on its difficult but with 2 soldiers left it makes it easier).
Round twelve (12)
Defeat all enemies with vigor traps
Hold "LT" to lay a trap and you must be looking at the ground to lay it then the enemy must walk over the trap to trip it. Try to lay them where they jump up to if you do it right they will land on a trap each time. I suggest using Crows as devil's kiss can throw enemies off the ledge.
Round Thirteen (13)
defeat 5 enemies with a single devil's kiss BLAST
I finally managed to do this one, the best way to do this is by using undertow (hold "LT") to grab the enemies and bring them down to you (bring them down beside your spawn and not on the stairs (you will need a flat surface for the devil's kiss to work properly) throw crows then use undertow to bring more down to you try to have 6 but at least five) and throw more crows (one or two to weaken them) then MAKE SURE YOU DON'T HAVE STORM EQUIPPED some say it glitches it from unlocking since it causes another explosion took hours to figure this out and people in the comments have confirmed it I can also confirm that, and then throw your devil at the ground not at a enemy (if at the ground the ball will break up better than directly towards an enemy) and if they are bunched together and weak enough you should get it as long as they are weak from the crows (they must be weak since you must kill them from the BLAST. If placed properly the ball will blow up into 5 smaller balls causing 5 smaller explosions. THIS WILL REQUIRE PATIENCE IF NOT OBTAINED RIGHT OFF THE BAT. KEEP AT IT!
Round fourteen (14)
kill the handyman with a tesla coil
save him for last then weaken him and then take him in the area where the coil is and just circle him around (it might take awhile)
Round fifteen (15)
complete the wave in under 1:30
This one was a pain (use charge the whole time and your shotgun at the end). equip charge and lunge to a enemy on top of the higher ships then attach to the freight hook to get on the zeppelin once on the large zeppelin charge your way down the side to the door then charge your way to the engine and cut it and charge your way out and jump on the lower ships and very quickly kill the enemies. It seems as if some disappeared one was on the ship when I got back. If you don't want to rush that fast you can use undertow to throw enemies off the first boat and undertow the patriot and shotgun him twice and then charge to the engine and off the boat. Just don't spend to long on one enemy.

Raven's Dome
Round One (1)
Defeat all enemies with the sky-hook melee
all the enemies are weak so just spam "Y"
Round two (2)
Defeat all enemies with the pistol
you can upgrade your gun before hand and try to conserve ammo AIM FOR THE HEAD simple enough
Round Three (3)
Defeat all enemies using only the Undertow Vigor
Try to get the enemies near an edge and use it wisely this one can be easy or hard depending on how you plan to use it. There are more salts in a building if you run out and Liz isn't helping
Round four (4)
Defeat all enemies with vigor traps
keep a distance between them and you. I prefer using Devil's Kiss, but mix it up try out Crows and Return to Sender. Murder of Crow's traps are also VERY strong.
Round five (5)
Beat the Handyman before any other enemy
This might take a couple attempts. Kill the handyman first. try using charge fully upgraded (your'e briefly invincible)keep on the move and try to stay separated from the others. The gear Brittle Skinned is also VERY helpful
Round six (6)
Defeat 5 enemies via friendly fire
If your Possession is fully upgraded them being killed will count as a friendly fire and when it wears off they will kill themselves which also counts as a friendly fire kill there are tears around the map if not fully upgraded
Round seven (7)
Defeat the Volley Gunner and the Zealot before damaging any snipers
this is self explanatory but stay in cover and take out the others swiftly but be careful not to take out any snipers before you have killed any one else.
Round eight (8)
Defeat all enemies with turrets or environmental hazards
the environment would be oil on the ground or tesla coils etc. The turrets would be the automations on the map just run and take cover once they are activated. But continue to move shortly after.
Round nine (9)
Defeat all enemies in 60 seconds using Vigors only
the best things to do this with is charge but mainly undertow to throw people off of the city. Keep throwing them off with undertow and you should be able to do this easily
Round ten (10)
Take no damage for 30 seconds
VERY easy just take cover when you spawn and the survive the rest of the round
Round eleven (11)
Defeat all enemies with the Shotgun
Helps if you have upgraded the shotgun (damage wise) Don't use any Vigors at all or it will fail the challenge
Round twelve (12)
Defeat the wave without picking up weapons or looting corpses
Don't pick up anything or don't press "X" on a corpse
Round thirteen (13)
Defeat all enemies while they are distracted with a Booker decoy tear
weaken the enemies (patriots so that you shoot them in the back) shoot the snipers, pop them in the head with a sniper when they are distracted by your decoy. If you have problems with them following run away and hide and once they don't see you throw up your decoy. You can weaken them but you can only kill them while their back is turned and are distracted
Round fourteen (14)
Defeat each enemy with the same weapon type it wields
use the decoys to your advantage and the weapons are in tears across the map but you might want to go in with two of the three. 1. shotgun 2. machine gun 3. RPG The Machine gun is in the back of the building with you spawn in. RPGs are by the stairs on the building with the grass and leaves. Lastly, the Shotguns are in the building with the ceiling with the hole in it.
Round fifteen (15)
Defeat each enemy with a different weapon
Go in using the RPG and a hand cannon and take out the handy man and the fireman then pick a gun up for the last enemy

Emporia Arcade
Round one (1)
Defeat an enemy by bucking bronco with a possessed motorized patriot
save one patriot and one or two soldiers, weaken them and posses the patriot and when the soldier is near death throw him up try to have 100% salts throughout this challenge and snipe the other patriot first from your spawn.
Round two (2)
Defeat two enemies on a skyline with vigor traps
place a vigor trap right below the skyline where you spawn at as soon as you spawn since there are enemies that slide down to you if you don't get it try getting one on the sky line then kill Him with return to sender but kill the rocket guys first and the soldier as they don't use the skyline
Round three (3)
Defeat wave with hazards or support brought in through tears
bring in the tesla coil and stay in cover and kill one at a time this was an honest pain due to it being so boring (my last enemy didn't move at all from his position even after I ran around so I had to redo it ).
Round four (4)
Defeat the wave using a different weapon or Vigor on every enemy
self explanatory just use different things on each enemy and never use the same thing try to use different weapons as the enemies
Round five (5)
Defeat both Handymen while they are electrocuting the skyline
Weaken both of them and then kill them when they hop on the sky line to shock it to get you off of it shoot them to finish them off and you will have to do one at a time obviously
Round six (6)
Defeat all enemies using only the shotgun
Self explanatory just keep your shield and health up and keep moving. keep moving around side to side to avoid the sniper's shots. be sure you have a door purchased just in case
Round seven (7)
Defeat two enemies with the fireman's suicide explosion
weaken all the enemies and bunch the together. Harder than you think trust me. I used undertow to separate the bunch and quickly damaged the fireman this will be annoying but keep at it once he is weak make sure the other enemy is beside him.
Alcapwn6969 stated in my comments "Note on 4-7: it looks like this ribbon can glitch to count towards your achievement even if you don't get it. Others have posted that they have unlocked the achievement without getting the ribbon, and I had the progress tracker report 59/60 when I just had 4-7 and 2-13 left to go. I then focused on 4-7, got it, and no achievement. The achievement did unlock for me after I then got 2-13.
So, my *strong* suggestion is to save 4-7 for last, and potentially spare yourself the pain of trying to control the firemen suicides."
Round eight (8)
defeat the wave in 1:20
Once more use charge on the patriots and to get to the ledges without having to go around the long way I reached the last ledge with one bar left on my salts and my salts is a 10/10 so on the first patriot just shoot him to death quickly if you are not maxed out on salts then start to use charge and hop around with the freight hook on the building.
Round nine (9)
Defeat the Siren before destroying the zeppelin
The siren will be right at the end there is a decoy to use in the middle of the room she will resurrect a few enemies you can charge at them there is a salt in the middle right when you walk in the door all you must do is kill her before destroying the engine.
Round ten (10)
Defeat all enemies using the sniper rifle
Upgrade your damage before hand and aim for criticals (there is gear in the bottom section called headmaster where criticals do 50% more damage also scavenger's vest (40% chance that enemies will drop ammo when killed) which is in the second gear category if you die you will respawn with more ammo so make sure you have a extra life.
Round eleven (11)
Defeat all enemies while they are distracted with a Booker decoy tear
Just be sure to have an extra live and weaken the 2 handyman as much as possible (charge + grenade luncher) ! There is two decoys on the map ! Just travel to one, try to kill a handyman, then travel to the other...Do it again and again and again until they are both dead! Crows are great for weakening handymen as they just stand there swatting at the birds.
round twelve (12)
defeat all soldiers and zealots with bucking bronco followed by a charge just switch off between the two if you get them together at all it will be a little easier just stay aware of all the enemies you can die while you are about to charge and deal with the patriots if possible before hand as you don't need to do it to them.
round thirteen (13)
defeat each weapon type using the same weapon it wields
Use Return to Sender to shield you. (Blue orb this time, no trap) Have the Pistol and Shotgun equipped. The four guns the enemies have are: 1: Shotguns, 2: Machine Guns, 3: Pistols, 4: Hand Cannons. There are only two women with pistols and two women with hand cannons. When the wave starts, there is initially one boat with two women with pistols, guy with hoods carrying shotguns, and guys with horns carrying machine guns. On this boat is all four weapons that you will need. So why choose the pistol and shotgun? Well, the two women will come out of the boat including all the shotgun guys. Take out the two pistol women with your pistol. Careful because this makes the next two boats come in. Wait behind cover for all the shotgun guys to come and take them out. Soon the two women with hand cannons will come, but IGNORE them. After the two women with the pistols are killed and the shotguns guys are dead, jump to the first boat that was there when the wave started. (Be warned though, have full salt and keep using Return to Sender cause those boats will be full of machine gun guys!!!!!) Grab the machine gun and hand cannon, activate the tear with the hook on the BUILDING and get back to the building. Find cover and take out the hand cannon woman. Finally finish off the remaining machine gun guys. One last tip, I highly recommend fully upgraded health, salt, Return to Sender. Also get a respawn!
round fourteen (14)
defeat the handyman with a motorized patriot tear
Weaken the handyman (charge and the grenade launcher) and summon the patriot when he is near death (you can use return to sender to protect you)
Round fifteen (15)
Knock 4 corpses off Columbia before the Siren can resurrect them
A ship will drop dead bodies off, you can throw them off using Undertow it will unlock as soon as you throw the bodies off the ledge and she floats away.

Round one (1)
Defeat all enemies using a shotgun
Just keep flying around and jump down get a couple of good shots in, there are health packs on the right side (bottom floor) if you get low on health and also more shotguns where you spawn but on the other side of the tower. If you shock them then shot them you will deal a large amount of damage.
Round two (2)
Defeat two enemies with a possessed patriot
One will spawn right in front of you at the beginning just keep possessing it until the requirements have been met.
Round three (3)
cause three firemen to explode in mid air
This was a pain, for this you will need to bring down their health slowly and as the annotation goes up for them committing suicide you need to quickly throw them in the air using bucking bronco. There are more than enough to do this with.
Round four (4)
DAMAGE 5 enemies with a vigor trap
They spawn on the right of you after a building moves you need to lay a crows trap and once a enemy trips it you will receive it.
Round five (5)
Defeat the wave in under 0:45
quickly look to the right and attach on the sky line and lunge to most of the enemies for the others quickly dispatch them with a shotgun. Key is to keep moving and move with purpose be swift but, play it smart.
Round six (6)
Defeat the handyman while he is electrocuting the sky line
You have to get the final shot/hit on him while he is shocking the sky line so shot at him to weaken him first then hop on the skyline then wait for him to jump up on the rail and shoot him quickly after you have jumped off.
Round seven (7)
Defeat 5 enemies using Undertow
As soon as the enemy ship positions itself beside you just tap the left trigger to send all of them overboard another easy one to perform.
Round eight (8)
Defeat two enemies with a possessed rocket turret
The rocket turret is under the ship so just keep possessing it by charging the possession vigor and enemies will jump down with you and it will eventually kill enough.
Round nine (9)
Defeat all enemies with a different weapon and a different vigor
This means simply kill each enemy differently through the entire wave, don't reuse items.
I went in with a sniper and a carbine I took out one patiot with the sniper then the crow enemy with a carbine I hopped down and use a rpg on the wall to the left of the patriot on a machine gunner pick up his machine gun and the patriot's crank gun kill one enemy with each then kill the last patriot with return to sender then use vigors on the last two enemies but make sure that they are separated when you throw them.
Round ten (10)
Complete the wave using only Charge; Return to Sender; and shotguns.
Self-explanatory just equip a shotgun and use the listed vigors. When I used charge it said I failed so I only used return to sender and my shotgun (I'm assuming due to me upgrading charge fully the explosive damage affected the challenge). Avoid any traps that you may of set in previous rounds be cautious of shooting the grenades in mid air that can ruin your run through
EDIT: A friend has confirmed that upgrading charge will void the ribbon due to explosive damage so if you have upgraded charge fully don't use it.
Round eleven (11)
Defeat the patriot with a possessed enemy
weaken the patriot then posses another enemy to finish him off (do this as soon as possible as with as many enemies you can early on its difficult but with 2 soldiers left it makes it easier).
Round twelve (12)
Defeat all enemies with vigor traps
Hold "LT" to lay a trap and you must be looking at the ground to lay it then the enemy must walk over the trap to trip it. Try to lay them where they jump up to if you do it right they will land on a trap each time. I suggest using Crows as devil's kiss can throw enemies off the ledge.
Round Thirteen (13)
defeat 5 enemies with a single devil's kiss BLAST
I finally managed to do this one, the best way to do this is by using undertow (hold "LT") to grab the enemies and bring them down to you (bring them down beside your spawn and not on the stairs (you will need a flat surface for the devil's kiss to work properly) throw crows then use undertow to bring more down to you try to have 6 but at least five) and throw more crows (one or two to weaken them) then MAKE SURE YOU DON'T HAVE STORM EQUIPPED some say it glitches it from unlocking since it causes another explosion took hours to figure this out and people in the comments have confirmed it I can also confirm that, and then throw your devil at the ground not at a enemy (if at the ground the ball will break up better than directly towards an enemy) and if they are bunched together and weak enough you should get it as long as they are weak from the crows (they must be weak since you must kill them from the BLAST. If placed properly the ball will blow up into 5 smaller balls causing 5 smaller explosions. THIS WILL REQUIRE PATIENCE IF NOT OBTAINED RIGHT OFF THE BAT. KEEP AT IT!
Round fourteen (14)
kill the handyman with a tesla coil
save him for last then weaken him and then take him in the area where the coil is and just circle him around (it might take awhile)
Round fifteen (15)
complete the wave in under 1:30
This one was a pain (use charge the whole time and your shotgun at the end). equip charge and lunge to a enemy on top of the higher ships then attach to the freight hook to get on the zeppelin once on the large zeppelin charge your way down the side to the door then charge your way to the engine and cut it and charge your way out and jump on the lower ships and very quickly kill the enemies. It seems as if some disappeared one was on the ship when I got back. If you don't want to rush that fast you can use undertow to throw enemies off the first boat and undertow the patriot and shotgun him twice and then charge to the engine and off the boat. Just don't spend to long on one enemy.

all the enemies are weak so just spam "Y"

Defeat all enemies with the pistol
you can upgrade your gun before hand and try to conserve ammo AIM FOR THE HEAD simple enough
Round Three (3)
Defeat all enemies using only the Undertow Vigor
Try to get the enemies near an edge and use it wisely this one can be easy or hard depending on how you plan to use it. There are more salts in a building if you run out and Liz isn't helping
Round four (4)
Defeat all enemies with vigor traps
keep a distance between them and you. I prefer using Devil's Kiss, but mix it up try out Crows and Return to Sender. Murder of Crow's traps are also VERY strong.
Round five (5)
Beat the Handyman before any other enemy
This might take a couple attempts. Kill the handyman first. try using charge fully upgraded (your'e briefly invincible)keep on the move and try to stay separated from the others. The gear Brittle Skinned is also VERY helpful
Round six (6)
Defeat 5 enemies via friendly fire
If your Possession is fully upgraded them being killed will count as a friendly fire and when it wears off they will kill themselves which also counts as a friendly fire kill there are tears around the map if not fully upgraded
Round seven (7)
Defeat the Volley Gunner and the Zealot before damaging any snipers
this is self explanatory but stay in cover and take out the others swiftly but be careful not to take out any snipers before you have killed any one else.
Round eight (8)
Defeat all enemies with turrets or environmental hazards
the environment would be oil on the ground or tesla coils etc. The turrets would be the automations on the map just run and take cover once they are activated. But continue to move shortly after.
Round nine (9)
Defeat all enemies in 60 seconds using Vigors only
the best things to do this with is charge but mainly undertow to throw people off of the city. Keep throwing them off with undertow and you should be able to do this easily
Round ten (10)
Take no damage for 30 seconds
VERY easy just take cover when you spawn and the survive the rest of the round
Round eleven (11)
Defeat all enemies with the Shotgun
Helps if you have upgraded the shotgun (damage wise) Don't use any Vigors at all or it will fail the challenge
Round twelve (12)
Defeat the wave without picking up weapons or looting corpses
Don't pick up anything or don't press "X" on a corpse
Round thirteen (13)
Defeat all enemies while they are distracted with a Booker decoy tear
weaken the enemies (patriots so that you shoot them in the back) shoot the snipers, pop them in the head with a sniper when they are distracted by your decoy. If you have problems with them following run away and hide and once they don't see you throw up your decoy. You can weaken them but you can only kill them while their back is turned and are distracted

Defeat each enemy with the same weapon type it wields
use the decoys to your advantage and the weapons are in tears across the map but you might want to go in with two of the three. 1. shotgun 2. machine gun 3. RPG The Machine gun is in the back of the building with you spawn in. RPGs are by the stairs on the building with the grass and leaves. Lastly, the Shotguns are in the building with the ceiling with the hole in it.

Defeat each enemy with a different weapon
Go in using the RPG and a hand cannon and take out the handy man and the fireman then pick a gun up for the last enemy

Defeat an enemy by bucking bronco with a possessed motorized patriot
save one patriot and one or two soldiers, weaken them and posses the patriot and when the soldier is near death throw him up try to have 100% salts throughout this challenge and snipe the other patriot first from your spawn.
Round two (2)
Defeat two enemies on a skyline with vigor traps
place a vigor trap right below the skyline where you spawn at as soon as you spawn since there are enemies that slide down to you if you don't get it try getting one on the sky line then kill Him with return to sender but kill the rocket guys first and the soldier as they don't use the skyline
Round three (3)
Defeat wave with hazards or support brought in through tears
bring in the tesla coil and stay in cover and kill one at a time this was an honest pain due to it being so boring (my last enemy didn't move at all from his position even after I ran around so I had to redo it ).
Round four (4)
Defeat the wave using a different weapon or Vigor on every enemy
self explanatory just use different things on each enemy and never use the same thing try to use different weapons as the enemies
Round five (5)
Defeat both Handymen while they are electrocuting the skyline
Weaken both of them and then kill them when they hop on the sky line to shock it to get you off of it shoot them to finish them off and you will have to do one at a time obviously
Round six (6)
Defeat all enemies using only the shotgun
Self explanatory just keep your shield and health up and keep moving. keep moving around side to side to avoid the sniper's shots. be sure you have a door purchased just in case
Round seven (7)
Defeat two enemies with the fireman's suicide explosion
weaken all the enemies and bunch the together. Harder than you think trust me. I used undertow to separate the bunch and quickly damaged the fireman this will be annoying but keep at it once he is weak make sure the other enemy is beside him.
Alcapwn6969 stated in my comments "Note on 4-7: it looks like this ribbon can glitch to count towards your achievement even if you don't get it. Others have posted that they have unlocked the achievement without getting the ribbon, and I had the progress tracker report 59/60 when I just had 4-7 and 2-13 left to go. I then focused on 4-7, got it, and no achievement. The achievement did unlock for me after I then got 2-13.
So, my *strong* suggestion is to save 4-7 for last, and potentially spare yourself the pain of trying to control the firemen suicides."
Round eight (8)
defeat the wave in 1:20
Once more use charge on the patriots and to get to the ledges without having to go around the long way I reached the last ledge with one bar left on my salts and my salts is a 10/10 so on the first patriot just shoot him to death quickly if you are not maxed out on salts then start to use charge and hop around with the freight hook on the building.
Round nine (9)
Defeat the Siren before destroying the zeppelin
The siren will be right at the end there is a decoy to use in the middle of the room she will resurrect a few enemies you can charge at them there is a salt in the middle right when you walk in the door all you must do is kill her before destroying the engine.
Round ten (10)
Defeat all enemies using the sniper rifle
Upgrade your damage before hand and aim for criticals (there is gear in the bottom section called headmaster where criticals do 50% more damage also scavenger's vest (40% chance that enemies will drop ammo when killed) which is in the second gear category if you die you will respawn with more ammo so make sure you have a extra life.
Round eleven (11)
Defeat all enemies while they are distracted with a Booker decoy tear
Just be sure to have an extra live and weaken the 2 handyman as much as possible (charge + grenade luncher) ! There is two decoys on the map ! Just travel to one, try to kill a handyman, then travel to the other...Do it again and again and again until they are both dead! Crows are great for weakening handymen as they just stand there swatting at the birds.
round twelve (12)
defeat all soldiers and zealots with bucking bronco followed by a charge just switch off between the two if you get them together at all it will be a little easier just stay aware of all the enemies you can die while you are about to charge and deal with the patriots if possible before hand as you don't need to do it to them.
round thirteen (13)
defeat each weapon type using the same weapon it wields
Use Return to Sender to shield you. (Blue orb this time, no trap) Have the Pistol and Shotgun equipped. The four guns the enemies have are: 1: Shotguns, 2: Machine Guns, 3: Pistols, 4: Hand Cannons. There are only two women with pistols and two women with hand cannons. When the wave starts, there is initially one boat with two women with pistols, guy with hoods carrying shotguns, and guys with horns carrying machine guns. On this boat is all four weapons that you will need. So why choose the pistol and shotgun? Well, the two women will come out of the boat including all the shotgun guys. Take out the two pistol women with your pistol. Careful because this makes the next two boats come in. Wait behind cover for all the shotgun guys to come and take them out. Soon the two women with hand cannons will come, but IGNORE them. After the two women with the pistols are killed and the shotguns guys are dead, jump to the first boat that was there when the wave started. (Be warned though, have full salt and keep using Return to Sender cause those boats will be full of machine gun guys!!!!!) Grab the machine gun and hand cannon, activate the tear with the hook on the BUILDING and get back to the building. Find cover and take out the hand cannon woman. Finally finish off the remaining machine gun guys. One last tip, I highly recommend fully upgraded health, salt, Return to Sender. Also get a respawn!

Weaken the handyman (charge and the grenade launcher) and summon the patriot when he is near death (you can use return to sender to protect you)

Knock 4 corpses off Columbia before the Siren can resurrect them
A ship will drop dead bodies off, you can throw them off using Undertow it will unlock as soon as you throw the bodies off the ledge and she floats away.

A question that is possibly answered, but I missed it. Do you have to get all 15 ribbons in a row, or is this cummulative? Like, once you get it, you don't have to worry about getting it again except for the extra money?

I have no idea if these will be helpful or not, but they are tips I posted to the old XB360 forums a long time ago. Some of them will be close to what Ross Hodge says above, and others of them might be alternate takes.
First and foremost, do not concern yourself with the challenges the first time you try to clear each of the four arenas. You do not have to complete the challenge to complete one of the 15 waves in an arena. For every wave, minus the final wave, that you clear you will receive either an Infusion or a piece of Gear. Some of the challenges will all but demand that you have all of the Infusions and some of the Gear from the four arenas in order to complete it. The better equipped you are, the better your chance of succeeding the challenge.
If you fail a wave, you will have the choice of forfeiting your score and continuing, restarting from wave 1, or going back to the challenge hub. Don't be afraid to forfeit your score and continue, especially until you have all the Infusions. You are rewarded with the Infusions and Gear for completing the wave, not completing the challenge, and it doesn't matter if you continue in the middle of the wave. So long as you complete the wave, you will get your upgrade.
You will also have the option to purchase a single resurrection prior to the start of the wave or during the wave if you make your way to "Booker Office Door" on the map. You can essentially have two of these in a wave, however, if you purchase one prior to the wave and then purchasing it again mid-wave if you happen to die and thus use your first one. Resurrections will save both your score and your challenge progress, so on the particularly hard challenges, it is worth it to purchase them. However, you can only purchase three total resurrections throughout the course of any 15-wave go, so do not purchase them until the wave you expect to use them. If you are trying to get the ribbon for wave 13 of 15, don't purchase a resurrection until wave 13. Just forfeit your scores on waves 1-12 if you happen to die before wave 13.
I recommend upgrading Shield and Salts before Health. Some challenges will be Vigor-dependent, so it helps to have as much Salt as possible. But be sure to take a few Shield upgrades first, as this will definitely help you survive the wave so you can get the Infusions and Gears.
When you have enough Silver Eagles, upgrade all of your Vigors and Founder Weapons before upgrading Vox Weapons. No challenge is going to call for a Vox Weapon. I haven't verified if the Vox counterpart to a Founder weapon will count for a challenge, such as the Heater for a Shotgun, but unless you prefer the Vox Weapons, I would say save them to last. You will eventually have enough Silver Eagles in the DLC to upgrade everything.
Some challenges will ask you to defeat an enemy using a certain Vigor or Weapon, and others will ask you to defeat an enemy using only a certain Vigor or Weapon. The key difference is this: if it has the word "only" in it, you cannot damage or kill an enemy using anything else. An example might be "Defeat all enemies using only the Sniper Rifle." For that challenge, you cannot use damage from anything except the Sniper Rifle. This would mean not using support from Tears, using Possession, or splash damage from enemy rpgs or volley guns. Be very careful, as I had a few I had to repeat because I accidentally shot a rpg out of the air and killed the rpg gunner with the splash damage from the explosion, thus negating my shotgun challenge, for example. However, if the word "only" doesn't appear, you are allowed to use other means to damage to the enemy, but you must kill the enemy using the challenge requirement. An example of that could be "Defeat each enemy using a different Vigor or Weapon." So long as the killing damage is from a Vigor or Weapon that has not killed an enemy on that wave, it doesn't matter how you whittled them down.
If you have not already learned to use it, master the use of the Return to Sender Vigor, especially its quick shield use. Some challenges are going to be very tricky, such as "Kill Two Enemies Using a Fireman's Suicide Attack." Having something to negate the damage while you're setting up the enemies for this is very, very helpful. Using it to collect ammo can also be a life-saver, but it will drain your Salt quickly and you will need to be careful using it in this manner for any challenge that would prevent you from damaging or killing an enemy with it.
Some challenges will be timed. While everyone has their own style, I found it helpful to have a fully upgraded Sniper Rifle, RPG, and Undertow for these. RPGs are good for taking out several enemies at once, Sniper Rifle for quick kills at a distance, and Undertow for knocking enemies off Columbia. Possession is also helpful if you use it early.
Gear can be critical, both as a benefit or a detriment. Swap out your gear as needed, and remember to do this. Anything that increases Vigor or splash damage can completely negate a challenge on accident if you didn't intend to damage or kill an additional enemy, so use things like the Storm hat carefully.
Challenges are rated on a scale of 1-5.
1-Easy. Can do without prep.
2-Moderately difficult. Can wing it.
3-Hard. Expect to repeat it at least once.
4-Challenging. It is recommended to finish all the waves prior to putting serious effort into it.
5-Controller Through the Wall Frustrating.
OPS ZEAL
1 - Defeat the wave using Sky-Line strikes only. Challenge Level 1.
2 - Defeat the wave while only taking shield damage. Challenge Level 1.
3 - Defeat the wave using only the Sky-Hook attacks and Shotgun. Challenge Level 1.
4 - Defeat the wave using only machine guns or the crank gun Challenge Level 2. There is no crank gun in this level, so unless you're holding onto one from a prior attempt, it's machine gun only. The only real challenge is the volley gunner. Be careful of splash damage from the volley gun hitting other enemies, and be very careful not to shoot the volley itself as it leaves the launcher.
5 - Defeat the wave using only the pistol and hand cannon. Challenge Level 2. The only enemy is a Handyman. Keep a level head and aim for the heart. You can get one free shot at it if you hide in the spawn area and aim around the door while the Handyman is still.
6 - Defeat the wave without picking up weapons or looting corpses. Challenge Level 1.
7 - Defeat all enemies using only zoomable weapons while they are zoomed. Challenge Level 2. Use the Sniper Rifle and the RPG or Hand Cannon and just stay on the skylines. Don't forget to zoom after reloading.
8 - Defeat all enemies using only Tears; Possession Traps; and Return to Sender traps. Challenge Level 2. Lots of Tears in this level that can damage enemies. You can probably do this by possessing the volley gunners and chasing the crows around the Tesla coil.
9 - Defeat all enemies without ever hitting anyone in the head or the heart. Challenge Level 2. The Handyman is the only one you have to worry about heartshots. Just be very careful not to headshot soldiers.
10 - Defeat the Siren before she performs a resurrection. Challenge Level 3. Many people recommend using Undertow to push the corpses off the ledge before she can resurrect them, and then begin your attack. I've had instances where she was already starting the process and this negated the Undertow. You can probably succeed using the upgraded Charge/Shotgun method and just bullrush her as well, which is what I did.
11 - Defeat the wave without using Sky-Lines or Hook-points. Challenge Level 1. Possession and the RPG are your friends.
12 - Defeat the wave within 1:15. Challenge Level 2. Honestly, this is not as difficult as it sounds. Bring the RPG and either a shotgun or a handcannon. As soon as the wave starts, shoot the RPG 3-4 times at the two Fireman on the far platform. By the 3rd or 4th shot, the crows will appear at your location. Use Bucking Bronco to send them airborne. If you have an available RPG shot ready, use it on the crows. Otherwise, finish them off with your alt weapons. If one of the Fireman survived the initial RPG assault, finish it off after the crows are dead.
13 - Defeat the wave using only weapons fired from a Sky-Line or Sky-Line strikes. Challenge Level 2. Just be patient. The only real problem you'll face is when the Handyman electrocutes the Skyline. Just don't fire while you're on the ground waiting for the line to be clear.
14 - Defeat the wave using only Shock Jockey and Headshots. Challenge Level 3. The only reason this is rated 3 and not 2 is because one errant shot and the challenge is ruined. Aim your shots carefully, especially on the crows. Also, if you are not quick to kill some of the soldiers, they will jump on the skylines. Be careful not to skyline strike them if you use the Sniper Rifle from the skylines as I tend to do.
15 - Defeat each enemy with a different Vigor type. Challenge Level 4. This is first real hurdle. You will face two Handymen and one Patriot. Remember, you can whittle down each enemy however you like, but you have to defeat each one using a unique Vigor. Most players recommend using Devil's Kiss on one Handymen, Charge on the second, and then Return to Sender for the Patriot. Make sure you buy a resurrection before starting the level.
DUKE & DIMWIT
1 - Defeat all enemies with the shotgun. Challenge Level 2. You can whittle down the RPG gunners with other weapons if you need to, but you can only kill enemies with the shotgun. Be careful not to Skyline strike anyone. Return to Sender shield is good for close up combat, but you must be very careful not damage RPG gunners or other enemies with the RPG splash damage.
2 - Defeat two enemies with a possessed Patriot . Challenge Level 2. Be patient and keep Possessing the Patriot.
3 - Force 3 Firemen to self destruct while airborne from Bucking Bronco or Undertow . Challenge Level 2. Much easier than it sounds. Launch them into the air with Bucking Bronco and use the RPG while they are airborne. Rinse and repeat. Helps to do this in the covered walkway on the ground near the spawn point.
4 - Damage 5 enemies with Vigor Traps. Challenge Level 2. Use Return to Sender to kill everything in the level until you complete the challenge.
5 - Complete the wave in under 0:45 . Challenge Level 3. Move fast. Sniper Rifle is very helpful. Shoot the first sniper. Shoot the second sniper if you can. Kill the skyline enemies with the RPG or shotgun, or if you can, push them off the skyline with Undertow (be careful, it sometimes takes a few seconds for them to fall off the map), then shoot any remaining snipers.
6 - Defeat the Handyman while he's electrocuting a Sky-Line . Challenge Level 2. Not difficult. Just be patient and whittle his health down. Ride the skylines and wait for him to electrocute it. Make sure the kill shot comes while he is grabbing the line.
7 - Defeat five enemies with Undertow . Challenge Level 1. A whole ship of enemies will fly to your position. Push them off. If you miss fail to get it on the first ship, a second ship will arrive soon after.
8 - Defeat 2 enemies with a Possessed rocket turret . Challenge Level 3. The rocket turret is one of the larger versions under a floating ship. Keep moving around the map. Enemies will be following you, so routinely Possess the turret and eventually it will end up killing 2 of the enemies. Be patient. This can take time. And I don't recommend running around the initial spawn area.
9 - Defeat every enemy with a different weapon or Vigor . Challenge Level 4. it's not difficult, but you have to be very careful not to kill any enemy with the same source of damage. Be careful of things with splash damage like RPGs and Devil's Kiss. Remember, you can only take two weapons into the fight with you, so scavenge weapons such as a Patriot's crank gun during the fight to give yourself an extra source of damage. Switch Vigors often.
10 - Complete the wave using only Charge, Return to Sender, and Shotguns . Challenge Level 3. Keep a level head you'll be fine. If you ride the Skylines, be careful to not Skyline Strike anyone.
11 - Defeat the Patriot with a possessed enemy . Challenge Level 4. You have to whittle down the Patriot while not killing off the remaining enemies. Be careful of the Patriot dying while you're lowering its health, or it having too much health and killing your Possessed allies. This one leans towards a 5 because of little details, not because it's outright hard.
12 -Defeat all enemies with Vigor traps . Challenge Level 2. Return to Sender every enemy.
13 - Defeat 5 enemies with a single Devil's Kiss blast . Challenge Level 5. Expect to repeat this one several times. You have to use Undertow to collect the enemies from the gazebo, use Murder of Crows to keep them in place, repeat this at least once for additional enemies still on the gazebo, and then launch a Devil's Kiss into the middle of them. Some people claim to have tossed a Devil's Kiss on top of the gazebo as soon as the level started and did this. I have yet to see it happen that way, but it is apparently possible.
Alternative solution by Ultra500 - Charge the Flak Cannon gunner, which will position you on top of the gazebo. From there, you can use the Devils Kiss to attack everyone at once. While I haven't attempted this, the video posted in the comments below does present this as an easier solution.
14 - Defeat the Handyman with a Tesla Coil. Challenge Level 3. Same as before. Whittle the Handyman down, and then have him chase you around the Tesla coil. Be very patient, as the coil doesn't damage him too much and the final blow can take a while.
15 - Complete the wave in under 1:30 . Challenge Level 4. Make your way into the Zeppelin as quick as possible and finish it quickly. Get off the zeppelin and finish any remaining enemies on the smaller ships.
RAVEN'S DOME
1 - Defeat the wave using Sky-Hook melee. Challenge Level 1. Just don't execute anyone and you're fine.
2 - Defeat all enemies using the Pistol. Challenge Level 1.
3 - Defeat all enemies using Undertow.. Challenge Level 2. Not actually that difficult, but you can potentially run out of Salt.
4 - Defeat all enemies using Vigor Traps. Challenge Level 3. Return to Sender is still your friend on these types of challenges. Watch your Salts.
5 - Defeat the Handyman before any other enemy. Challenge Level 4. This sounds easy, but there are all kinds of random things that can blow the challenge, like an enemy falling off of Columbia without any assistance from you. As always, watch the splash damage and do not Possess any enemy to help you take down the Handyman.
6 - Defeat five enemies using Friendly Fire. Challenge Level 2. Use Possession and Tears, and just be patient.
7 - Defeat all the volley gunner and the Zealot before damaging any sniper. Challenge Level 3. Again, watch splash damage. If possible, use Undertow to push the volley gunner and the crow off Columbia, just don't accidentally push a sniper off with them.
8 - Defeat all enemies using turrets or environmental hazards. Challenge Level 3. The high dome platform has both a turret and a Tesla Coil, if I recall correctly.
9 - Defeat all enemies in 60 seconds using Vigors only. Challenge Level 5. Do not slow down. Stay in motion going from enemy to enemy. You may need to do this level a few times to recognize where most of them will spawn. The enemies are spaced about the map and some of them are not going to come to you. Use Undertow to grab enemies or Charge to go right to them. Even then, this one is very tricky. Buy a resurrection just in case.
10 - Take no damage for 30 seconds. Challenge Level 1. You will spawn behind cover. Duck and remain behind cover for 30 seconds until the ribbon pops.
11 - Defeat all enemies using the Shotgun. Challenge Level 3. Probably a Level 2 challenge, but you can get overwhelmed if you aren't careful. Note: this one seems to be an exception to the "using only" guideline I gave up top. If you use Return to Sender to protect yourself, you will fail the challenge despite the wording not including the word "only."
12 - Defeat the wave without picking up a weapon or looting a corpse. Challenge Level 1. Same as before. The only real danger here is looting a corpse out of habit.
13 - Defeat the all enemies when they are distracted by a Booker Decoy Tear. Challenge Level 5. Snipers and Patriots. You can whittle them down as much as you like, but the kill shot must come while they are distracted by the Decoy. It's not enough for the Tear to be open, the enemy must be focused on it when you kill it. DO NOT HESITATE. If they kill the Booker decoy before your killshot hits it will invalid the challenge.
14 - Defeat each enemy using the same weapon-type it wields. Challenge Level 4. There are weapons available through Tears placed on the map to help you out with this. Start the wave with some combination of Shotgun, RPG, and Machine Gun, and you can find whichever you don't bring in with you using the Tears. The best advice I can give you is use the shield version of Return to Sender (not the ammo collector) to protect yourself and wait for an enemy to shoot at you so you know if it has a shotgun or a machine gun. Until they shoot, it can sometimes be difficult to tell which they are using.
15 - Defeat each enemy with a different Weapon. Challenge Level 5. You've got a Handyman and Firemen here. RPG and Handcannon are both good to start with, and you'll need to pick up another weapon as you go. Definitely one worthy of a Resurrection. Sometimes you'll get lucky and one or more enemies will fall off Columbia. This should not count against you so long as you did nothing to push them off.
EMPORIA
1 - Defeat enemy affected by Bucking Bronco using a Possessed Patriot. Challenge Level 5. Yes, you read this correctly. Given that enemies do not stay airborne long and Patriots do not stay Possessed long, you can imagine what a small window of opportunity you have here. If at all possible, try to weaken the enemy you're going to Bronco ahead of time so the Patriot doesn't have to do much damage.
2 - Defeat Two Enemies Riding Skylines Using Vigor Traps. Challenge Level 4. There are a number of ways to do this. Some people recommend putting Devil's Kiss under the Skylines so it will kill them as they hop off. That never worked for me. Instead, head to the top of the map where the RPG gunners are and take them out. There are, I believe, two additional enemies that will not get on the Skylines up there as well. Whatever you do, do not take out the Skyline Riders while you do this. Once you are clear, you're going to have to ride the Skylines to get them to chase you. On the top of the map, the Skyline will arc over the platform. If you stand there, you can see the approach of any Skyline rider coming up the line toward you. Use Render to Sender to collect the ammo as they shoot at you and them throw it back while they ride the lines.
3 - Defeat the wave using hazards or support brought in through Tears. Challenge Level 4. The only thing that seems to be valid for this challenge is the Tesla Coil, and you will have to kite enemies to it. Especially the Hailfire gunners. Do not use Undertow to push enemies into the Tesla Coil. Possession, on the other hand, doesn't seem to invalidate the challenge so you may want to use it on the volley gunners.
4 - Defeat the wave using a different Vigor or Weapon on every enemy. Challenge Level 3. We've done this dance before. Remember to switch Vigors and to watch splash damage if you use RPGs or Volley Guns.
5 - Defeat both Handymen while they are electrocuting the skyline. Challenge Level 4. Just like the one in Duke & Dimwit, except there are two Handymen. You don't have to kill them both at once.
6 - Defeat all enemies using the shotgun. Challenge Level 4. Be very, very careful of the snipers. They will have clear lines of sight to you and you will not have the Skylines to close the distance quickly. Use the Return to Sender shield to protect yourself.
7 - Defeat two enemies using the Fireman's suicide attack. Challenge Level 5. This is exactly as hard as it sounds. The enemies will need to be weakened so that the suicide attack will finish them. You're either going to have to be near the enemy when the Fireman blows, have the Fireman and the enemy both airborne with Bucking Bronco, or use Undertow to set everything up. There are, I believe, three Firemen in this round and you don't have to kill two enemies at once with a suicide, but there aren't that many regular enemies and they have a very nasty habit of dying from Fireman splash damage. Buy a Resurrection.
8 - Defeat the wave in 1:20. Challenge Level 5. Everyone has their own strategy for this. I used Possession on anything that wasn't a Patriot, and RPGs on the Patriot, and Sniped everything else. This may or may not work for you. A lot of people recommend using Charge to zoom from enemy to enemy.
9 - Defeat the Siren before destroying the Zeppelin. Challenge Level 3. You are under no time pressure to destroy the Zeppelin. It may be annoying if you have to chase the Siren off the Zeppelin through the Emporia map, but you're not penalized for this. Just make sure she is dead before you destroy the Zeppelin.
10 - Defeat the wave using only the Sniper Rifle. Challenge Level 5. You will not have Skylines to get you to safe distance. Everything is going to come at you on foot, usually in groups of 3-5. Even upgraded, you may run out of ammunition unless you fire from the hip well with the Sniper Rifle. Elizabeth may provide you ammo once, but I've never seen it happen twice. Buy a Resurrection. Sometimes, it is worth it to use that Resurrection to refill your ammo.
11 - Defeat the all enemies when they are distracted by a Booker Decoy Tear. Challenge Level 5. The enemies are two Handymen. Handymen are not easily distracted by Decoys, and when they are, they kill them VERY VERY quickly. Since you have to whittle the Handyman down so your kill shot can take place in that tiny window of time where the Handyman is distracted and the Decoy is still alive...yeah. This one is much harder than the one in Raven's Dome. And don't use anything with splash damage for your kill shots. They can take out the Decoy. Buy a Resurrection.
12 - Defeat all soldiers and Zealots using Bucking Bronco followed by a Charge. Challenge Level 3. Keep your head and make sure you do Bronco then Charge. Don't mix them up. And watch your Salts.
13 - Defeat each enemy using the same weapon-type it wields. Challenge Level 5. Start the wave with a pistol and a shotgun. as that will be what your first enemies will be carrying. Later enemies will have machine guns and handcannons. There is a single handcannon and machine gun leaning against the inside rail of the first ship that flies up to the spawn point. Do not go for those until you have killed the pistol and shotgun enemies. Be careful - there are some shotgun enemies who will arrive in the wave of second enemies carrying handcannons and machine guns. Use of Return to Sender is critical to keep yourself alive. There is a Salt Tear in the spawn area that can help you recharge. Buy a Resurrection.
14 - Defeat the Handyman using the Motorized Patriot Tear. Challenge Level 3. Weaken the Handyman then summon the Patriot. Just remember that if the Patriot gets killed before the Handyman dies to open another Tear elsewhere so the Patriot Tear will respawn.
15 - Knock Four Corpses Off Columbia Before the Siren Resurrects Them. Challenge Level 4. If you're quick, you can do this right at the start of the level. Have Undertow ready. A ship will fly onto the map to dump corpses at the feet of the Siren. Push them off quickly. If you miss the initial chance, you'll have others, but it won't be easy since you'll be under attack. Some reports of the ship missing the Siren and the corpses falling off the map by themselves and the challenge being awarded, but you can't count on that. You might have a happy accident, though.
First and foremost, do not concern yourself with the challenges the first time you try to clear each of the four arenas. You do not have to complete the challenge to complete one of the 15 waves in an arena. For every wave, minus the final wave, that you clear you will receive either an Infusion or a piece of Gear. Some of the challenges will all but demand that you have all of the Infusions and some of the Gear from the four arenas in order to complete it. The better equipped you are, the better your chance of succeeding the challenge.
If you fail a wave, you will have the choice of forfeiting your score and continuing, restarting from wave 1, or going back to the challenge hub. Don't be afraid to forfeit your score and continue, especially until you have all the Infusions. You are rewarded with the Infusions and Gear for completing the wave, not completing the challenge, and it doesn't matter if you continue in the middle of the wave. So long as you complete the wave, you will get your upgrade.
You will also have the option to purchase a single resurrection prior to the start of the wave or during the wave if you make your way to "Booker Office Door" on the map. You can essentially have two of these in a wave, however, if you purchase one prior to the wave and then purchasing it again mid-wave if you happen to die and thus use your first one. Resurrections will save both your score and your challenge progress, so on the particularly hard challenges, it is worth it to purchase them. However, you can only purchase three total resurrections throughout the course of any 15-wave go, so do not purchase them until the wave you expect to use them. If you are trying to get the ribbon for wave 13 of 15, don't purchase a resurrection until wave 13. Just forfeit your scores on waves 1-12 if you happen to die before wave 13.
I recommend upgrading Shield and Salts before Health. Some challenges will be Vigor-dependent, so it helps to have as much Salt as possible. But be sure to take a few Shield upgrades first, as this will definitely help you survive the wave so you can get the Infusions and Gears.
When you have enough Silver Eagles, upgrade all of your Vigors and Founder Weapons before upgrading Vox Weapons. No challenge is going to call for a Vox Weapon. I haven't verified if the Vox counterpart to a Founder weapon will count for a challenge, such as the Heater for a Shotgun, but unless you prefer the Vox Weapons, I would say save them to last. You will eventually have enough Silver Eagles in the DLC to upgrade everything.
Some challenges will ask you to defeat an enemy using a certain Vigor or Weapon, and others will ask you to defeat an enemy using only a certain Vigor or Weapon. The key difference is this: if it has the word "only" in it, you cannot damage or kill an enemy using anything else. An example might be "Defeat all enemies using only the Sniper Rifle." For that challenge, you cannot use damage from anything except the Sniper Rifle. This would mean not using support from Tears, using Possession, or splash damage from enemy rpgs or volley guns. Be very careful, as I had a few I had to repeat because I accidentally shot a rpg out of the air and killed the rpg gunner with the splash damage from the explosion, thus negating my shotgun challenge, for example. However, if the word "only" doesn't appear, you are allowed to use other means to damage to the enemy, but you must kill the enemy using the challenge requirement. An example of that could be "Defeat each enemy using a different Vigor or Weapon." So long as the killing damage is from a Vigor or Weapon that has not killed an enemy on that wave, it doesn't matter how you whittled them down.
If you have not already learned to use it, master the use of the Return to Sender Vigor, especially its quick shield use. Some challenges are going to be very tricky, such as "Kill Two Enemies Using a Fireman's Suicide Attack." Having something to negate the damage while you're setting up the enemies for this is very, very helpful. Using it to collect ammo can also be a life-saver, but it will drain your Salt quickly and you will need to be careful using it in this manner for any challenge that would prevent you from damaging or killing an enemy with it.
Some challenges will be timed. While everyone has their own style, I found it helpful to have a fully upgraded Sniper Rifle, RPG, and Undertow for these. RPGs are good for taking out several enemies at once, Sniper Rifle for quick kills at a distance, and Undertow for knocking enemies off Columbia. Possession is also helpful if you use it early.
Gear can be critical, both as a benefit or a detriment. Swap out your gear as needed, and remember to do this. Anything that increases Vigor or splash damage can completely negate a challenge on accident if you didn't intend to damage or kill an additional enemy, so use things like the Storm hat carefully.
Challenges are rated on a scale of 1-5.
1-Easy. Can do without prep.
2-Moderately difficult. Can wing it.
3-Hard. Expect to repeat it at least once.
4-Challenging. It is recommended to finish all the waves prior to putting serious effort into it.
5-Controller Through the Wall Frustrating.
OPS ZEAL
1 - Defeat the wave using Sky-Line strikes only. Challenge Level 1.
2 - Defeat the wave while only taking shield damage. Challenge Level 1.
3 - Defeat the wave using only the Sky-Hook attacks and Shotgun. Challenge Level 1.
4 - Defeat the wave using only machine guns or the crank gun Challenge Level 2. There is no crank gun in this level, so unless you're holding onto one from a prior attempt, it's machine gun only. The only real challenge is the volley gunner. Be careful of splash damage from the volley gun hitting other enemies, and be very careful not to shoot the volley itself as it leaves the launcher.
5 - Defeat the wave using only the pistol and hand cannon. Challenge Level 2. The only enemy is a Handyman. Keep a level head and aim for the heart. You can get one free shot at it if you hide in the spawn area and aim around the door while the Handyman is still.
6 - Defeat the wave without picking up weapons or looting corpses. Challenge Level 1.
7 - Defeat all enemies using only zoomable weapons while they are zoomed. Challenge Level 2. Use the Sniper Rifle and the RPG or Hand Cannon and just stay on the skylines. Don't forget to zoom after reloading.
8 - Defeat all enemies using only Tears; Possession Traps; and Return to Sender traps. Challenge Level 2. Lots of Tears in this level that can damage enemies. You can probably do this by possessing the volley gunners and chasing the crows around the Tesla coil.
9 - Defeat all enemies without ever hitting anyone in the head or the heart. Challenge Level 2. The Handyman is the only one you have to worry about heartshots. Just be very careful not to headshot soldiers.
10 - Defeat the Siren before she performs a resurrection. Challenge Level 3. Many people recommend using Undertow to push the corpses off the ledge before she can resurrect them, and then begin your attack. I've had instances where she was already starting the process and this negated the Undertow. You can probably succeed using the upgraded Charge/Shotgun method and just bullrush her as well, which is what I did.
11 - Defeat the wave without using Sky-Lines or Hook-points. Challenge Level 1. Possession and the RPG are your friends.
12 - Defeat the wave within 1:15. Challenge Level 2. Honestly, this is not as difficult as it sounds. Bring the RPG and either a shotgun or a handcannon. As soon as the wave starts, shoot the RPG 3-4 times at the two Fireman on the far platform. By the 3rd or 4th shot, the crows will appear at your location. Use Bucking Bronco to send them airborne. If you have an available RPG shot ready, use it on the crows. Otherwise, finish them off with your alt weapons. If one of the Fireman survived the initial RPG assault, finish it off after the crows are dead.
13 - Defeat the wave using only weapons fired from a Sky-Line or Sky-Line strikes. Challenge Level 2. Just be patient. The only real problem you'll face is when the Handyman electrocutes the Skyline. Just don't fire while you're on the ground waiting for the line to be clear.
14 - Defeat the wave using only Shock Jockey and Headshots. Challenge Level 3. The only reason this is rated 3 and not 2 is because one errant shot and the challenge is ruined. Aim your shots carefully, especially on the crows. Also, if you are not quick to kill some of the soldiers, they will jump on the skylines. Be careful not to skyline strike them if you use the Sniper Rifle from the skylines as I tend to do.
15 - Defeat each enemy with a different Vigor type. Challenge Level 4. This is first real hurdle. You will face two Handymen and one Patriot. Remember, you can whittle down each enemy however you like, but you have to defeat each one using a unique Vigor. Most players recommend using Devil's Kiss on one Handymen, Charge on the second, and then Return to Sender for the Patriot. Make sure you buy a resurrection before starting the level.
DUKE & DIMWIT
1 - Defeat all enemies with the shotgun. Challenge Level 2. You can whittle down the RPG gunners with other weapons if you need to, but you can only kill enemies with the shotgun. Be careful not to Skyline strike anyone. Return to Sender shield is good for close up combat, but you must be very careful not damage RPG gunners or other enemies with the RPG splash damage.
2 - Defeat two enemies with a possessed Patriot . Challenge Level 2. Be patient and keep Possessing the Patriot.
3 - Force 3 Firemen to self destruct while airborne from Bucking Bronco or Undertow . Challenge Level 2. Much easier than it sounds. Launch them into the air with Bucking Bronco and use the RPG while they are airborne. Rinse and repeat. Helps to do this in the covered walkway on the ground near the spawn point.
4 - Damage 5 enemies with Vigor Traps. Challenge Level 2. Use Return to Sender to kill everything in the level until you complete the challenge.
5 - Complete the wave in under 0:45 . Challenge Level 3. Move fast. Sniper Rifle is very helpful. Shoot the first sniper. Shoot the second sniper if you can. Kill the skyline enemies with the RPG or shotgun, or if you can, push them off the skyline with Undertow (be careful, it sometimes takes a few seconds for them to fall off the map), then shoot any remaining snipers.
6 - Defeat the Handyman while he's electrocuting a Sky-Line . Challenge Level 2. Not difficult. Just be patient and whittle his health down. Ride the skylines and wait for him to electrocute it. Make sure the kill shot comes while he is grabbing the line.

Enemies will be following you, so routinely Possess the turret and eventually it will end up killing 2 of the enemies. Be patient. This can take time. And I don't recommend running around the initial spawn area.
9 - Defeat every enemy with a different weapon or Vigor . Challenge Level 4. it's not difficult, but you have to be very careful not to kill any enemy with the same source of damage. Be careful of things with splash damage like RPGs and Devil's Kiss. Remember, you can only take two weapons into the fight with you, so scavenge weapons such as a Patriot's crank gun during the fight to give yourself an extra source of damage. Switch Vigors often.

15 - Defeat each enemy with a different Weapon. Challenge Level 5. You've got a Handyman and Firemen here. RPG and Handcannon are both good to start with, and you'll need to pick up another weapon as you go. Definitely one worthy of a Resurrection. Sometimes you'll get lucky and one or more enemies will fall off Columbia. This should not count against you so long as you did nothing to push them off.
EMPORIA
1 - Defeat enemy affected by Bucking Bronco using a Possessed Patriot. Challenge Level 5. Yes, you read this correctly. Given that enemies do not stay airborne long and Patriots do not stay Possessed long, you can imagine what a small window of opportunity you have here. If at all possible, try to weaken the enemy you're going to Bronco ahead of time so the Patriot doesn't have to do much damage.
2 - Defeat Two Enemies Riding Skylines Using Vigor Traps. Challenge Level 4. There are a number of ways to do this. Some people recommend putting Devil's Kiss under the Skylines so it will kill them as they hop off. That never worked for me. Instead, head to the top of the map where the RPG gunners are and take them out. There are, I believe, two additional enemies that will not get on the Skylines up there as well. Whatever you do, do not take out the Skyline Riders while you do this. Once you are clear, you're going to have to ride the Skylines to get them to chase you. On the top of the map, the Skyline will arc over the platform. If you stand there, you can see the approach of any Skyline rider coming up the line toward you. Use Render to Sender to collect the ammo as they shoot at you and them throw it back while they ride the lines.
3 - Defeat the wave using hazards or support brought in through Tears. Challenge Level 4. The only thing that seems to be valid for this challenge is the Tesla Coil, and you will have to kite enemies to it. Especially the Hailfire gunners. Do not use Undertow to push enemies into the Tesla Coil. Possession, on the other hand, doesn't seem to invalidate the challenge so you may want to use it on the volley gunners.
4 - Defeat the wave using a different Vigor or Weapon on every enemy. Challenge Level 3. We've done this dance before. Remember to switch Vigors and to watch splash damage if you use RPGs or Volley Guns.
5 - Defeat both Handymen while they are electrocuting the skyline. Challenge Level 4. Just like the one in Duke & Dimwit, except there are two Handymen. You don't have to kill them both at once.
6 - Defeat all enemies using the shotgun. Challenge Level 4. Be very, very careful of the snipers. They will have clear lines of sight to you and you will not have the Skylines to close the distance quickly. Use the Return to Sender shield to protect yourself.
7 - Defeat two enemies using the Fireman's suicide attack. Challenge Level 5. This is exactly as hard as it sounds. The enemies will need to be weakened so that the suicide attack will finish them. You're either going to have to be near the enemy when the Fireman blows, have the Fireman and the enemy both airborne with Bucking Bronco, or use Undertow to set everything up. There are, I believe, three Firemen in this round and you don't have to kill two enemies at once with a suicide, but there aren't that many regular enemies and they have a very nasty habit of dying from Fireman splash damage. Buy a Resurrection.
8 - Defeat the wave in 1:20. Challenge Level 5. Everyone has their own strategy for this. I used Possession on anything that wasn't a Patriot, and RPGs on the Patriot, and Sniped everything else. This may or may not work for you. A lot of people recommend using Charge to zoom from enemy to enemy.
9 - Defeat the Siren before destroying the Zeppelin. Challenge Level 3. You are under no time pressure to destroy the Zeppelin. It may be annoying if you have to chase the Siren off the Zeppelin through the Emporia map, but you're not penalized for this. Just make sure she is dead before you destroy the Zeppelin.
10 - Defeat the wave using only the Sniper Rifle. Challenge Level 5. You will not have Skylines to get you to safe distance. Everything is going to come at you on foot, usually in groups of 3-5. Even upgraded, you may run out of ammunition unless you fire from the hip well with the Sniper Rifle. Elizabeth may provide you ammo once, but I've never seen it happen twice. Buy a Resurrection. Sometimes, it is worth it to use that Resurrection to refill your ammo.
11 - Defeat the all enemies when they are distracted by a Booker Decoy Tear. Challenge Level 5. The enemies are two Handymen. Handymen are not easily distracted by Decoys, and when they are, they kill them VERY VERY quickly. Since you have to whittle the Handyman down so your kill shot can take place in that tiny window of time where the Handyman is distracted and the Decoy is still alive...yeah. This one is much harder than the one in Raven's Dome. And don't use anything with splash damage for your kill shots. They can take out the Decoy. Buy a Resurrection.
12 - Defeat all soldiers and Zealots using Bucking Bronco followed by a Charge. Challenge Level 3. Keep your head and make sure you do Bronco then Charge. Don't mix them up. And watch your Salts.
13 - Defeat each enemy using the same weapon-type it wields. Challenge Level 5. Start the wave with a pistol and a shotgun. as that will be what your first enemies will be carrying. Later enemies will have machine guns and handcannons. There is a single handcannon and machine gun leaning against the inside rail of the first ship that flies up to the spawn point. Do not go for those until you have killed the pistol and shotgun enemies. Be careful - there are some shotgun enemies who will arrive in the wave of second enemies carrying handcannons and machine guns. Use of Return to Sender is critical to keep yourself alive. There is a Salt Tear in the spawn area that can help you recharge. Buy a Resurrection.
14 - Defeat the Handyman using the Motorized Patriot Tear. Challenge Level 3. Weaken the Handyman then summon the Patriot. Just remember that if the Patriot gets killed before the Handyman dies to open another Tear elsewhere so the Patriot Tear will respawn.
15 - Knock Four Corpses Off Columbia Before the Siren Resurrects Them. Challenge Level 4. If you're quick, you can do this right at the start of the level. Have Undertow ready. A ship will fly onto the map to dump corpses at the feet of the Siren. Push them off quickly. If you miss the initial chance, you'll have others, but it won't be easy since you'll be under attack. Some reports of the ship missing the Siren and the corpses falling off the map by themselves and the challenge being awarded, but you can't count on that. You might have a happy accident, though.

***IMPORTANT NOTE FROM THE AUTHOR: Wow! It’s been almost seven years since I attempted this achievement on my xbox 360 on August 2013. That was the year I decided to make a guide to help out all those frustrated by this achievement. A lot has changed and they ported this game over to the Xbox One. I used this very same guide to achieve the Blue Ribbon Champ on my Xbox One. I decided for a while not to repost my guide to avoid potential conflict with The Kudi Zone guide, or as the gamer calls himself now: Raw Sauce Ross. As I have finally managed to unlock this achievement, I figured I would share my strategy as well as The Kudi Zone. Nice guide btw.
There are a total of 60 blue ribbons across 4 maps: The Ops Zeal, Duke and Dimwit Theater, Raven's Dome, and Emporia Arcade. Each contain 15 blue ribbon challenges well as 15 waves. After each wave is over, you enter a armory that contains every weapon available in the game as well as a vigor machine, a weapon machine, and Booker's door that allows one single respawn if you die on a wave. After competing a wave, you are given either one gear or one infusion bottle. These alternate every round meaning if you beat wave 1 and received 1 infusion, then by beating round 2 you will get a gear.
Please note: That after you complete a wave and get a gear or infusion, replaying that wave and beating it will not give you another! One thing I'm unsure of is if the gear is random or not.
As The Kudi Zone suggested, I suggest upgrading every weapon and vigor and collect every gear. By gear, I mean the cloths (Hat, Shirt, Pants, and Shoes) that you collect after completing every other wave. You should also try to complete all 15 waves for each map to get a feel for them and what blue ribbon challenges lay ahead. Now if you fail one challenge, don't quit! Move on as you can still earn money, upgrades, etc.
This can be frustrating as if you fail a wave, you will need to replay all the way back from wave 1 to earn that ribbon again. I don't have to say how annoyed I was to lose wave 13 or 14 and have to replay all first 12 waves again!
You can also buy a single life or respawn (Booker's Door) in either the armory or on each map if you can locate his door. Be Warned, You can only buy the door three times for every 15 waves or map you play! It cost 500 but doubles every time you lose a life and buy another. So 500, 1000, 2000 respectively......
IMPORTANT: For waves that call for VIGOR and VIGOR COMBOS, make sure to UNEQUIP gear that will otherwise affect you from getting the ribbon. I.E. Burning Halo, Overkill, and Brittle Skinned. Thanks Shand Alk3 for the tip.
IMPORTANT Update 2: I received an excellent tip from a good friend of mine, Alcapwn6969.
He says: "Note on 4-7: it looks like this ribbon can glitch to count towards your achievement even if you don't get it. Others have posted that they have unlocked the achievement without getting the ribbon, and I had the progress tracker report 59/60 when I just had 4-7 and 2-13 left to go. I then focused on 4-7, got it, and no achievement. The achievement did unlock for me after I then got 2-13.
So, my *strong* suggestion is to save 4-7 for last, and potentially spare yourself the pain of trying to control the firemen suicides."
I can confirm this because it happened to me. I managed to get every ribbon but Emporia Arcade Wave 7 but I still got the achievement. (FYI, I went back and got this wave done later even though I had the achievement.) I'm sorry, he means Emporia Arcade waves 7 and 13 (4 being map 4). It's glitchy.
According to MCMAHON x RFC he states "The glitch that Alcapwn6969 is talking about is something to do with with emporia wave 8. I had 58/60 ribbons and the only two I needed were 4-7 and 4-13. I failed on wave 7 then I completed wave 8 and it said 59/60 even though I had a ribbon on this wave.
I then failed 4-13. So I went back and completed wave 7, no achievement then got to wave 13 completed it and the cheevo unlocked. Yep it's glitchy."

The easiest maps are from left to right meaning:
The Ops Zeal (Very Easy)
Duke and Dimwit Theater (Easy)
Raven's Dome (Medium)
Emporia Arcade (Hard)
The gear I wore while going for this achievement is:
Hat (Burning Halo)
Shirt (Bullet Boom)
Pants (Fleet Feet)
Shoes (Last Man Standing)
Why?: Burning Halo goes great with Charge, especially against big enemies like Siren and Handyman. Bullet Boom gives me more bullets to fire, always a plus. Fleet Feet allowed me to escape easier from fast enemies. Last Man Standing was crucial when you lose to much health as it gives you some by killing an enemy.
The main weapons I used (unless ribbon calls for specific one):
Hand Cannon
Sniper Rifle
Why?: My reasoning for these weapons boils down to the bare roots. I like the weapons and am good with both of them. Particularly the sniper as it helps with distance against enemies. The Hand Cannon I believe is powerful against all enemies compared with everything but the rpg and volly gun. Both of these take forever to reload and shoot, therefore it boils down to preference.
The main vigors I used (unless ribbon calls for a specific one or combo):
Charge
Murder of Crows/Undertow
Why?: Charge is a must, especially combined with Burning Halo. It allows you to charge your shield after hitting an enemy. This helps save your health. Now I swap murder of crows and undertow depending on the enemy. For example, for the handyman, I use murder of crows while hammering him with sniper rounds or hand cannon fire and I will swap to charge if he breaks free and hits me. Undertow I use more for the last couple of waves of Duke and Dimwit theater and Raven's Dome because I can "Use the Force" er..... water to push enemies off buildings and those floating boats.
The Ops Zeal
Wave one (1)
Beat the wave using only skyline attacks
This requires you to jump on a sky line by pressing "A". When you get close enough so that you can see the target, it will show "Skyline Attack" over the enemy. Press "A" to perform this move. Do it 5 times total and the blue ribbon is yours.
Wave two (2)
Defeat the wave while only taking shield damage
This is much easier if you have everything upgraded. But if you don't, simply hang back in the room you spawn in and snipe all the enemies while staying behind walls and barrels for cover. If your a daredevil, you could use undertow (hold the button down) and grab enemies. This brings them right to you and all you have to do is kill them.
Wave three (3)
Defeat the wave while only using sky-hook attacks and shotgun
There are various ways to do this. I recommend grabbing the China Broom Shotgun. At spawn, jump on the skyline going left. look down immediately and sky-hook attack the enemy below. Go right and take out the 1 or 2 enemies with your shotgun. Loop around the pole that looks like a crow's nest and take out the remaning enemies with your shotgun. There should be 5 guys total.
Wave four (4)
Defeat the wave while only using machine guns
Simply get a machine gun from the armory and blast all the enemies. Easier if machine gun is fully upgraded.
Wave five (5)
Defeat the wave while only using the pistol
Just grab a handgun and use murder of crows to distract him. It's key here that you have to defeat him with a pistol, it says nothing about damaging him with anything else. Make sure though that the crows don't kill him because they deal some damage.
Wave six (6)
Defeat the wave without picking up weapons or looting corpses
This could be tricky if your just starting out because you might run out of ammo. I suggest using the sniper rifle and hand cannon. Use the hand cannon for up close enemies and the sniper for distant ones. Just don't pick up loot accidentally or a weapon.
Wave seven (7)
Defeat the wave only using zoomable weapons while they are zoomed
Do yourself a favor, use the sniper rifle! Nothing beats it plus the only other scoped weapon is the rpg that I know of. To zoom, press second analog stick in. Note: I tried zooming with hand cannon and killing enemies but I failed to get the blue ribbon. Yet I heard it worked for others.... So I suggest taking cover and using the Sniper rifle to stay safe.
Wave eight (8)
Defeat the wave while only using tears possession traps and return to sender traps
I simply used return to sender. (Hold down) Return to sender to unleash trap. It's easier if you aim at the enemy hold button down until blue ball become yellow and then fire it so that your sure it hits and kills the enemy. Some enemies require more then one shot though.
Wave nine (9)
Defeat the wave without hitting anyone in the heart or the head
Some people could use the Sniper rifle and Carbine for this. I choose to use murder of crows and a rpg to his back and feet. Either way works, just be careful where you aim...
Wave ten (10)
Defeat the siren before she resurrects any enemies
This is one of those waves where you need charge AND the gear Burning Halo. Immediately jump down from spawn, aim and charge the siren. Keep charge and shooting some Hand Cannon shots at her quickly. If your fast enough, you should get the ribbon. I've tried many tactics and this is by far the best one.
Wave eleven (11)
Defeat the wave without using the sky lines or the hook points
No Skyline! This will fell strange to some but instead look for cover. Stay away from the patriots crank guns and try to weed out the smaller enemies first. Again, Sniper Rifle and charge are crucial for this wave.
Wave twelve (12)
Defeat the wave in 1:15
Simply use Charge and Hand Cannon. Just be quick. It might help to play this a couple times to learn the enemies and were they start at....
Wave thirteen (13)
Defeat the wave using only weapons on the skyline or using sky line strikes
It took me some time to realize that you can aim the opposite way on the skyline from where your going to slow down. Thus, giving you a better shot at enemies. Also, if they are chasing you on the skyline, it's easier to jump and skyline attack them off the skyline. Skyline.....
Wave fourteen (14)
Defeat the wave using only shock jockey and head shots
This one frustrated me like crazy. Use the sniper rifle, hand cannon, and shock jockey. Immediately snipe one of the easier enemies. For the crow guy, shock him and then try to use the hand cannon for a head shot. It's tricky but I found easier to do up close then the sniper rifle. Use the sniper rifle for the ones in the distance of the map.
Update 2: xDevilsMagiic posted his way of doing. Seeing as it might help some, I couldn't help but post it.
He says: "For this I used shock jockey trap over and over, where you spawn. As you seem to get more shocks that when and you don't have to shock an enemy you can sit there zoomed in, also had the 40% chance when killing an enemy you get salts."
wave fifteen (15)
Defeat each enemy with a different vigor type
This is the hardest one for this wave and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) There are two handymans and one patriot. What I did was charged the patriot and and killed it. Then for one handyman, I used murder of crows with return to sender . For the last one, I weakened him and then finished him off with devil's blast.
Update 2: xDevilsMagiic posted his way of doing. Seeing as it might help some, I couldn't help but post it.
He says "You should take burning halo off when you’re near to killing the handyman, just to make sure it doesn't count as devils kiss."
This is key and I have posted a warning of this above. Always check gears when vigors need to be used for a blue ribbon.
Duke and Dimwit Theater
Wave one (1)
Defeat all enemies using a shotgun
Grab a shotgun and take the skyrail to the opposite building that the enemies are on and clear them out. If you run low on ammo, go back to the building you spawned at and there should be a tear with some of them there. I also recommend a respawn life for beginners on this one.
Wave two (2)
Defeat two enemies with a possessed patriot
There is one right when you spawn. Possess it with possession and get two enemies to get killed by the possessed patriot.
Wave three (3)
Cause three firemen to explode in mid-air
When you start, stay where you are and turn left. Let the firemen come up the building toward you and then simply use bucking bronco and fire your hand cannon like crazy. If the bucking bronco wears off, use it again. Just be careful because too much damage and the firemen will suicide and blow up.
Wave four (4)
Damage 5 enemies with a vigor trap
This took some tries but I ended up just throwing a devil's kiss at the building when it stopped and a got it. You could also fully upgrade the crow and use it too. This just requires you to be more close to the enemies in the building.
Wave five (5)
Defeat the wave in under :45 seconds
Have the Sniper Rifle and Hand Cannon ready. When you start, look right and down, snipe the sniper enemy. After that, Immediately turn around and jump on the skyline going left and get off on the building where the enemies where on during the first wave. Three or four guys will follow you and jump off the skyline. Shoot them all and run towards the opposite side of the building your on. Across from you is the last enemy, a sniper. Snipe him and if you were quick enough, the blue ribbon is yours.
Wave six (6)
Defeat the handyman while he is electrocuting the skyline
Simply weaken the handyman until he has a sliver of health. Jump on the skyline and wait for him to yell "Get off of that". He will then jump up and electrocute the skyline. Jump off and finish him off while he is still attached to the skyline.
Wave seven (7)
Defeat 5 enemies using Undertow
Simple: Just wait for the patrol boat to come by and use the force, er... again! I mean water..... (Undertow vigor)
Wave eight (8)
Defeat two enemies with a possessed rocket turret
There will be a boat that has a rocket turret beneath it. Just possess it and let it kill two enemies.
Wave nine (9)
Defeat all enemies with a different weapon or different vigor
Easy. just use different weapons and vigor to kill each enemy. Don't use anything twice!!!!!
Wave ten (10)
Compete the wave using only Charge, Return to Sender, and the shotgun
Another easy one. Just make sure to use the required items.

Take any gear off that has an effect (e.g. Burning Halo), and watch out for the volley kill with friendly fire."
Again, this is key. Check your gears on waves that uses vigors for blue ribbon challenges.
Wave eleven (11)
Defeat the patriot with a possessed enemy
It's key here to weaken the patriot, otherwise he will just kill all possessed enemies you throw at him. Weaken him, then possess an enemy that can kill him.
Wave twelve (12)
Defeat all enemies with vigor traps
Most people believe you have to lay a trap on the floor. Not true!!!! Use return to sender, hold "LT" so the blue orb becomes orange/yellow. Aim at the enemy and fire it so that it hits him directly. It will still count as a trap kill!!!!!!
Wave thirteen (13)
Defeat 5 enemies with a single devil's kiss
This is another difficult one. I simply threw one devils kiss up to the top of the building all the enemies are on and I got it. You have to aim and throw it though right when the wave starts for this to work. Too late, you miss the opportunity. Bad aim, and you miss your shot. Usually two enemies will jump down but I will still get exactly the last five who are up there. You could also try to throw multiple devil's kiss shots, but this ribbon calls for one! Took me some time to realize this.
Wave fourteen (14)
Defeat the handyman with a Tesla coil
This is easy but time consuming. Weaken the hangman until he has a little bit of health left. Then activate the tear with the coil and run around it. Eventually the handyman will play tag with you until he gets shocked to death.
wave fifteen (15)
Complete the wave in under 1:30
This is the second hardest one for this wave (next to wave 13) and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) Before you start this wave. Have Undertow equipped, and murder of crows behind it. I had an rpg for this but never used it. When the wave starts jump to the next boat and use undertow to clear all enemies on the next couple of boats. This is crucial as it really saves time! Jump up from boat to boat and then to the Zeppelin. Now swap for murder of crows and run into the ship. Send the crows towards all the enemies in the ship, run for the engine. Cut the engine, turn right and there is a door opened. Run to it and jump out. Don't worry about the rest of the enemies or that you might die or respawn when you jump out. As soon as you jump out, you win! The wave is finished despite enemies still being alive.
Please Note: I received a tip from xDevilsMagiic that all enemies must be defeated before cutting the engine and jumping from the Zeppelin. My Strategy above did work for me, but I guess it is not working for others. So to be on the safe side, I suggest we follow xDevilsMagiic's advice and defeat every enemy before jumping out. This also requires a different strategy.
Start the wave with Undertow equipped and murder of crows in the back. Have the handcannon and rpg ready to go. Now, before you start - you have 1:30. It doesn't sound like a whole lot of time but it is if you don't fall over a boat or get yourself killed. I still recommend having a extra life. (Booker's Door) However, if you die once you most likely won't make it in time for the ribbon. So short story made short: Stay focus, know where the enemies are. So when you start there will be 4 boats including the one you are on. Let's say your on boat 1 and the next one's are 2,3, etc. Boat 3 and 4 have enemies on them. Jump from boat 1 to boat 2, and use Undertow to clear all enemies off the boats. Proceed to jump to boat 3 and then boat 4. Now before you jump onto the Zeppelin, there is one normal soldier by the hook you have to attach to in order to get onto the zeppelin and one rpg soldier guarding the door you need to get into the zeppelin. Take the jump and get on the zeppelin. IMMEDIATELY use the hand cannon on the normal soldier, switch to the rpg. Run halfway towards the door with the rpg soldier and fire your rpg to blow him th kingdom come. (An alternative depending upon if the rpg soldiers back is directly to the rail of the zeppelin is to use undertow and launch him off the boat) Now switch to murder of crows, run into the zeppelin and launch the crows at all the enemies. Take out your hand cannon and take out all soldiers while they are distracted by the crows. When they are all defeated, cut the engine quick and jump out the door to the right. DON"T FORGET: You simply can't just cut the engine for the wave to end. YOU MUST turn right where there will be a door with a red buzzer buzzing above it and jump out. Don't worry that you might die (you won't) or that you might pop back on the boat. If you did it right, the wave will automatically end and you get the ribbon if you made the time. IF HOWEVER, you pop up back on the boat, it might mean you forgot to kill a enemy or two.......
Remember patience and focus is key. Don't try this if your to stressed out, it won't help and will only earn yourself a broken tv or controller.......
Update 2: It appears that if the enemies are on the Zeppelin and you cut the engine and jump out the door; the zeppelin will blow up and kill ONLY the enemies who are on the ZEPPELIN! I took this into account during the original guide, I just forgot to mention that the zeppelin does indeed blow up anything on board after you make the jump.

Raven's Dome
Wave one (1)
Defeat all enemies with the sky-hook melee
Easy. All the enemies are rookies and you can get this by just pressing "Y" and whacking them with your sky-hook.
Wave two (2)
Defeat all the enemies with the pistol
Just like it says, grab a pistol and shoot. Easier if it's upgraded! Don't use anything but the pistol.
Wave three (3)
Defeat all enemies using only the Undertow vigor
Simply use undertow only. If you run out of salt, there is some in the building with the roof and a square hole in it. It's in the second room.
Wave four (4)
Defeat all enemies with a vigor traps
It's your preference. I choose to use return to sender with the trick I mentioned above. Murder of Crows works great too.
Wave five (5)
Defeat the Handyman before any other enemy
Kill the handy man first. This is the only time I unequipped Burning halo because it would effect anyone near the handyman. Keep your distance and use fully upgraded charge. This one might take a couple of tries.
Wave six (6)
Defeat 5 enemies via friendly fire
I used machine turret tears to kill the enemies. If the blew one up I would activate another tear and wait for the machine turret to come back. You could also use fully upgraded possession as they will suicide and it will count as friendly fire.
Wave seven (7)
Defeat the Volley Gunners and Zealots before any of the Snipers
Just follow instructions and make sure not to kill the snipers until last.
Update 2: xDevilsMagiic posted his way of doing. Seeing as it might help some, I couldn't help but post it.
He says: "Take the skyline up to where the Tesla coil would be, it has the bird cages hanging down from the building, this is where both volleys and zealots spawn. Take them out now when I did this i killed 1 sniper then the hand cannon so I believe the hand cannon counts as a sniper?"
To answer the question, I believe there are two snipers. Kill them last. If one has a hand cannon instead then I don't know. The sniper must of picked it up and it would still count as a fail because it calls for KILLING SNIPERS last. Even if the sniper has a hand cannon, his "class" is still a sniper. If it helps, wait for Elizabeth to call out "Sniper", that way you will know. His first instructions to take the skyline to the leaf/grass/bird cage area is spot on. This is where the zealots and volley gunners start off at. Go here first!!!
Wave eight (8)
Defeat all enemies with turrets or environmental hazards
This one is just time consuming and will require a lot of maneuvering. Simply activate tears with oil spills, Tesla Coils, and Turrets and have them kill all the enemies.
Update 2: For Raven's Dome, mission 8, I believe I used the tesla coil to destroy most of the enemies. For the most part I kept running around the tesla coil trying to lure enemies to it. Now for the ones that were not chasing me down, usually the rpg soldiers, I would activate turrets and have them shoot them. If the rpg people destroy the turret, simply activate another tear and wait for the turret tear to reappear. Then just rinse and repeat. This was how I did it. You could use oil or something but I personally found this harder.

the tesla coil killed all my enemys... it's better to stay in the middle of the tree/leaf building, because if you wait in front of the tesla coil, explosive bullets from the section below can hit other shocked enemys... use the skyline to lure your enemys, just jump back into the tree building, run around the corners and the tesla coild do the job... the enemys with the explosive weapon (i don't know to correct translation, sorry ^^") stays most of the time in the lower section and try to hit you from the distance...but if you hide behind the turret/at the end of the room, they use the skyline sooner or later... and they land in the near of the tesla coil." Wave nine (9)
Defeat all enemies in :60 seconds using Vigor only
Undertow is your friend here. Keep using Undertow to throw enemies off boats and firemen off building. Takes practice, but its not as hard as it sounds.
Update 2: For Raven's Dome Wave 9: You have 1 minute exactly to kill all enemies. Equip undertow!!! This was how I did it: when the wave starts you are on a boat heading to the building with trees, leaves, etc. To the left of the building is the sky rail. As soon as you can jump on it, do it. Then immediately jump off into the center of the tree/leaf building. Now if you face towards the center if the map there will be a boat with two (2) - three (3) guys. Use undertow to kill them. Now run towards the boat and get to the building with the ceiling with a square hole in it. It's directly across from the tree/leaf building. Go inside and wait in the room with the square hole in the ceiling. Note: there is a salt tear in the next room if you need it. Now i this room, there are two exits, one door to the next room with the salt tear and the other big entrance facing the opposite side of the map you started the wave on. Outside there will be more boats that launch enemies here including firemen. Use undertow to launch them off the building. After this, there will be usually one more guy above you on the ceiling. Use undertow to launch him off and the ribbon is yours. Keep in mind that this must be done quick but with precision. I myself when playing this round did not focus on enemy count. I just practiced this route and it worked for me. Also, all of the enemies get off the boats eventually. None spawn in the buildings, so if you can memorize where the boats are, it will give you the advantage because you know where the enemies might be and in what buildings.... Take no damage for :30 seconds
Easiest blue ribbon to get. When the wave starts turn around and find cover but DO NOT SHOOT. Wait 30 Seconds, get the ribbon, and then survive the wave!
Wave eleven (11)
Defeat all enemies with the shotgun
Simply kill enemies with just the shotgun. Helps if you have it fully upgraded.
Wave twelve (12)
Defeat the wave without picking up any weapons or looting any corpses
This one is a repeat. Just kill enemies without picking up weapons or looting corpses. Looting is for thieves.
Wave thirteen (13)
Defeat all enemies while they are distracted by a Booker decoy tear
This is another difficult one. I had quite some trouble with this one. One building has a patriot and two snipers and one decoy. Another building has one patriot and a decoy. I choose to activate the decoy and get rid of the snipers first as they are the weakest and it only takes on to two shots to kill them. Then I defeated the patriot and moved on to the next building, activated the decoy and got rid of the last patriot. Two thing important here. 1:Before you shoot, make sure they are facing the decoy and not you! 2: You can weaken the enemy without losing the blue ribbon, but they must be killed when they are distracted by the decoy! CRUCIAL!!!!
Wave fourteen (14)
Defeat each enemy with the weapon type it yields
The only fact that matters is that you kill the enemy with the weapon they hold. The enemies hold three weapons: 1: Shotguns, 2: Machine Guns, 3: RPGs. My biggest tip is to bring in two of the three weapons from the armory as it makes it a lot easier. You could daredevil it and find the weapons in the map. RPGs are by the stairs on the building with the grass and leaves. The Machine gun is in the back of the building with you spawn in. Last but not least, the Shotguns are in the building with the ceiling with the square hole in it. (The roof one of the snipers was on for the decoy wave.)
wave fifteen (15)
Defeat each enemy with a different weapon
This is the second hardest one for this wave (next to wave 13... again) and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) Before you start this wave. Have hand cannon and rpg equipped. There are three enemies, 1 handyman and 2 firemen. Just kill the handyman with the rpg. Then kill a fireman with the hand cannon. Grab another gun, and defeat the last fireman with it.
Emporia Arcade
Wave one (1)
Defeat an enemy who is in mid-air with a possessed motorized patriot.
Kill all the enemies except one patriot and maybe two soldiers. Now use bucking bronco on the soldiers and possess the patriot. It might help to weaken the soldiers before trying this though.
Wave two (2)
Defeat two enemies on a skyline with vigor traps
This one was hard. I used the Return to Sender trick I mentioned by holding "LT" and firing the orange orb trap at the enemies who were on the skylines. What I did was I eliminated all the enemies but four of them. Also Get rid of the rocket ones first. There are two of those soldiers and they won't go on the skyline.Then just keep moving to avoid fire and try to eliminate the soldiers on the skylines with return to sender traps.
Wave three (3)
Defeat the wave with environmental hazards or support brought in through tears.
I don't know what they mean by support cause I went through the whole map and the only tear I could use was the Tesla Coil. So activate that and run around the map. Try to lure all the enemies within range of the Tesla Coil. This takes patience and will be time consuming but it's not too hard.
Wave four (4)
Defeat the wave using a different weapon or vigor on every enemy
We've done this three times. Just keep using different weapons and vigor. NO REPEATS!!!
Wave five (5)
Defeat both handymen while they are electrocuting the skyline
Please note that you don't have to kill both of them while both are electrocuting the skyline! I myself weakened one, jumped on the skyline, and had him electrocute it as I jumped off. Then I shot him while he was on the skyline. Then I just rinse and repeat with the other handyman.
Wave six (6)
Defeat all enemies while only using the shotgun
Same routine. We've also done this two or three times. Only difference is the enemies are harder and have Sniper Rifles. Two Shots and you out! And that's with me being fully upgraded.
Wave seven (7)
Defeat two enemies with the fireman's suicide explosion
This is the Hardest One yet! Why? Because as I write this right now I still don't have this ribbon, yet I managed to get the achievement. I have every blue ribbon but this one. Still, I have a strategy. Use Undertow to grab a fireman and a soldier. Shoot the fireman quick with your hand cannon and hopefully you will get one down. Now just rinse and repeat.
Update 2: Yes I finally got this one. It took me 2 hours and about 9-12 tries to get. To answer your question: No you do not need to kill two guys with one suicide explosion. It can be one fireman and a soldier and then another. I followed my own guide and used undertow to grab one fireman AND (cant stress this enough) a soldier. Immediately swap to murder of crows and fire crows to keep both in place. Them hand cannon the fireman like crazy but don't shoot the soldier. After the crows leave the fireman will explode and you have one down. Now just rinse and repeat. Note: their are 3 firemen, so you have three chances!!!! Also, I waited underneath the building with the two floors until the firemen and soldiers jumped off the boat. This is a tricky one and takes patience and a little luck. For me again, this was definitely the hardest even more then duke and dimwit wave 13. Hope this helps and good luck!!!! ;)
Also sometimes the firemen will explode with it counting as a suicide explosion kill. Make sure the firemen has a bomb icon that blinks quickly as he is about to explode. He should also be running at you, thus making it a "suicidal explosion". If he isn't running but charging and about to explode, it usually means you didn't shoot him fast enough..... Hope this also helps and thanks for involuntarily reminding me. ;)
Update 3: I received an excellent tip from a good friend of mine, Alcapwn6969.
He says: "Note on 4-7: it looks like this ribbon can glitch to count towards your achievement even if you don't get it. Others have posted that they have unlocked the achievement without getting the ribbon, and I had the progress tracker report 59/60 when I just had 4-7 and 2-13 left to go. I then focused on 4-7, got it, and no achievement. The achievement did unlock for me after I then got 2-13.
So, my *strong* suggestion is to save 4-7 for last, and potentially spare yourself the pain of trying to control the firemen suicides."
I can confirm this because it happened to me. I managed to get every ribbon but Emporia Arcade Wave 7 but I still got the achievement. (FYI, I went back and got this wave done later even though I had the achievement.) I'm sorry, he means Emporia Arcade waves 7 and 13 (4 being map 4). It's glitchy.
According to MCMAHON x RFC he states "The glitch that Alcapwn6969 is talking about is something to do with with emporia wave 8. I had 58/60 ribbons and the only two I needed were 4-7 and 4-13. I failed on wave 7 then I completed wave 8 and it said 59/60 even though I had a ribbon on this wave.
I then failed 4-13. So I went back and completed wave 7, no achievement then got to wave 13 completed it and the cheevo unlocked. Yep it's glitchy."

Wave eight (8)
Defeat the wave in 1:20
Have Charge equipped. Start the wave and activate the tear above the boat for a freight hook. Jump on the boat and kill the patriot or charge him. Jump on to the tear hook and onto the building. Kill the soldiers and then jump off and finish the last patriot. I ran out of health and salt on this one, so it's tricky.
Wave nine (9)
Defeat the siren before destroying the Zeppelin
When the wave starts, find cover. Wait for two patrol boats to come and eliminate the six soldiers. I suggest having a Sniper Rifle for this part. After they are killed, jump on the first boat and the on to the next. Now find cover and take out the soldier and the patriot before proceeding to jump onto the Zeppelin. Now enter the Zeppelin, kill the soldiers and take out the siren with charge and the burning halo combo. Then cut the engine and jump out of the plane. Done.
Wave ten (10)
Defeat all enemies using the Sniper Rifle
Definitely, definitely, definitely get a respawn. (Booker's door) Start the wave and loads of soldiers will come to you. So just find cover and shoot the best you can. Now you most likely will run out of ammo. I tried finding a sniper rifle tear but couldn't find one. So I let them kill me and I respawned with more ammo. Please note, as soon as you respawn, turn around facing Booker's Door and buy another respawn. This way you can get enough ammo to win the blue ribbon for this wave.
Wave eleven (11)
Defeat all enemies while they are distracted by a Booker tear decoy
This can be difficult for some. There are two decoys and your up against just two handyman. What I did was activate a decoy tear and waited for the handymen to come. Then I used murder of crows and kept shooting them with the RPG or Hand cannon until they both died. Just make sure the final blow is when they are facing the decoy! Keep moving around and collect as much health and salt as needed.
Update 2: According to Revolver Ned, If one of the handyman shots his blue orb of electricity at another when it's weak AND kills the other handyman - it will count as friendly fire but still ALLOW you to get the blue ribbon WITHOUT PENALTY!
Also worth noting is as you start this wave, you will immediately have one handyman to the left of you (left of the map) and one handyman on the right. (right of the map) The one on the left will shoot an orb at you as soon as the wave starts, so here is an additional tip. As soon as the wave starts, turn around and run into the second floor building. Jump onto the skyline and then find a safe place to land and plan a strategy. Or use mine, it's up to you.... :) Thanks Revolver Ned for the tip. Credit for the tip goes to him.
Wave twelve (12)
Defeat all soldiers and zealots with bucking bronco followed by a charge
There are some patriots here, but you can ignore them first or take them out first. Either way, after just use bucking bronco on the soldiers and zealots and finish them with charge.
Update 2: Shand Alk3 says: "Sorry to bother you again, but I have a new issue...Emporia Arcade Wave 12. The first enemy I come across (A crow) I use Bucking Bronco followed immediately with Charge and the moment charge hits him, it's an instant fail! I've tried charging it before I let it go, I made sure he doesn't fall off the edge. Yet, the moment I hit him..fail. The only explanation is that if you do it, it HAS to kill him. But why would that even be a requirement? One time I did it and he didn't die from it, but it still failed me when I hit him. Ugh, this is giving me headaches and uncertainty about if this is even possible with all these bugs."
To address this problem, Make sure to unequip all gear that will affect your vigors like Burning Halo, Overkill, and Brittle Skinned.
Wave thirteen (13)
Defeat enemies with the same weapons that they are wielding
I don't know what is up with wave 13's but this one was tough too. The best tactic: Use Return to Sender to shield you. (Blue orb this time, no trap) Have the Pistol and Shotgun equipped. The four guns the enemies have are: 1: Shotguns, 2: Machine Guns, 3: Pistols, 4: Hand Cannons. There are only two women with pistols and two women with hand cannons. When the wave starts, there is initially one boat with two women with pistols, guy with hoods carrying shotguns, and guys with horns carrying machine guns. On this boat is all four weapons that you will need. So why choose the pistol and shotgun? Well, the two women will come out of the boat including all the shotgun guys. Take out the two pistol women with your pistol. Careful because this makes the next two boats come in. Wait behind cover for all the shotgun guys to come and take them out. Soon the two women with hand cannons will come, but IGNORE them. After the two woman with the pistols are killed and the shotguns guys are dead, jump to the first boat that was there when the wave started. (Be warned though, have full salt and keep using Return to Sender cause those boats will be full of machine gun guys!!!!!) Grab the machine gun and hand cannon, activate the tear with the hook on the BUILDING and get back to the building. Find cover and take out the hand cannon woman. Finally finish off the remaining machine gun guys. One last tip, I highly recommend fully upgraded health, salt, Return to Sender. Also get a respawn! (Booker's Door)
Update 2: Shand Alk3 posted a suggestion that might help some people. He says "I DID, however, find an easy win for Emporia Arcade Wave 13! Start with the Shotgun and Machine Gun and buy a life beforehand. At Start kill all the shotugun enemies and the machine gunners. (leave the pistol girls alone). Once you do that you will see the other boats coming for you. At this point, just let them kill you. Once youre in the "office" DO NOT PRESS X! Apparently they can see where you are and they will attempt to jump down after you, effectively killing them from Freefall. It won't void the ribbon! After maybe a minute there will be 2 guys left..both of them machine gunners. Just spawn and kill 'em..BOOM!" Hope this helps some. Thanks for the tip Shand Alk3!
Update 3: Here is another possible solution given to me by MCMAHON x RFC:
He says "I just unlocked this achievement and I have a really easy way to complete emporia arcade wave 13 for anyone who is struggling.
Okay before the wave starts buy an revive just in case. As soon as the wave starts go out to the balcony and drop down to the bottom turn around and go inside. Stay here and watch as all the enemies fall to their death. I only had to kill the last 3 and they were all machine guys and they stayed on the ship the whole time."
The only problem that might occur to some is sometimes when you fall, you automatically respawn up on top on the second floor. But supposedly there is a place where you can jump to the bottom floor . Go underneath the second floor and most of the enemies will jump down and kill themselves. After there will be two or tree enemies to take out, usually three machine gunners. Easy if you go in with a machine gun in the armory.

Defeat the handyman with a Motorized patriot tear
Not as hard as it sounds. Just weaken the handyman, activate the motorized patriot when its weak and have it finish him off.
wave fifteen (15)
Defeat the siren before she resurrects an enemy
I thought this would be hard but it was easy. Just turn around when the wave starts and walk towards the opposite side you spawned at. Have Undertow equipped, and soon A siren will appear. She will try to resurrect some bodies. Just position yourself so that you can use undertow to launch the bodies over the building. The ribbon unlocked right after this. I didn't even have to defeat her.

As I have finally managed to unlock this achievement, I figured I would share my strategy as well as The Kudi Zone. Nice guide btw.
There are a total of 60 blue ribbons across 4 maps: The Ops Zeal, Duke and Dimwit Theater, Raven's Dome, and Emporia Arcade. Each contain 15 blue ribbon challenges well as 15 waves. After each wave is over, you enter a armory that contains every weapon available in the game as well as a vigor machine, a weapon machine, and Booker's door that allows one single respawn if you die on a wave. After competing a wave, you are given either one gear or one infusion bottle. These alternate every round meaning if you beat wave 1 and received 1 infusion, then by beating round 2 you will get a gear.
Please note: That after you complete a wave and get a gear or infusion, replaying that wave and beating it will not give you another! One thing I'm unsure of is if the gear is random or not.
As The Kudi Zone suggested, I suggest upgrading every weapon and vigor and collect every gear. By gear, I mean the cloths (Hat, Shirt, Pants, and Shoes) that you collect after completing every other wave. You should also try to complete all 15 waves for each map to get a feel for them and what blue ribbon challenges lay ahead. Now if you fail one challenge, don't quit! Move on as you can still earn money, upgrades, etc.
This can be frustrating as if you fail a wave, you will need to replay all the way back from wave 1 to earn that ribbon again. I don't have to say how annoyed I was to lose wave 13 or 14 and have to replay all first 12 waves again!
You can also buy a single life or respawn (Booker's Door) in either the armory or on each map if you can locate his door. Be Warned, You can only buy the door three times for every 15 waves or map you play! It cost 500 but doubles every time you lose a life and buy another. So 500, 1000, 2000 respectively......
IMPORTANT: For waves that call for VIGOR and VIGOR COMBOS, make sure to UNEQUIP gear that will otherwise affect you from getting the ribbon. I.E. Burning Halo, Overkill, and Brittle Skinned. Thanks Shand Alk3 for the tip.

The gear I wore while going for this achievement is:
Hat (Burning Halo)
Shirt (Bullet Boom)
Pants (Fleet Feet)
Shoes (Last Man Standing)
Why?: Burning Halo goes great with Charge, especially against big enemies like Siren and Handyman. Bullet Boom gives me more bullets to fire, always a plus. Fleet Feet allowed me to escape easier from fast enemies. Last Man Standing was crucial when you lose to much health as it gives you some by killing an enemy.
The main weapons I used (unless ribbon calls for specific one):
Hand Cannon
Sniper Rifle
Why?: My reasoning for these weapons boils down to the bare roots. I like the weapons and am good with both of them. Particularly the sniper as it helps with distance against enemies. The Hand Cannon I believe is powerful against all enemies compared with everything but the rpg and volly gun. Both of these take forever to reload and shoot, therefore it boils down to preference.
The main vigors I used (unless ribbon calls for a specific one or combo):
Charge
Murder of Crows/Undertow
Why?: Charge is a must, especially combined with Burning Halo. It allows you to charge your shield after hitting an enemy. This helps save your health. Now I swap murder of crows and undertow depending on the enemy. For example, for the handyman, I use murder of crows while hammering him with sniper rounds or hand cannon fire and I will swap to charge if he breaks free and hits me. Undertow I use more for the last couple of waves of Duke and Dimwit theater and Raven's Dome because I can "Use the Force" er..... water to push enemies off buildings and those floating boats.
The Ops Zeal
Wave one (1)
Beat the wave using only skyline attacks
This requires you to jump on a sky line by pressing "A". When you get close enough so that you can see the target, it will show "Skyline Attack" over the enemy. Press "A" to perform this move. Do it 5 times total and the blue ribbon is yours.
Wave two (2)
Defeat the wave while only taking shield damage
This is much easier if you have everything upgraded. But if you don't, simply hang back in the room you spawn in and snipe all the enemies while staying behind walls and barrels for cover. If your a daredevil, you could use undertow (hold the button down) and grab enemies. This brings them right to you and all you have to do is kill them.
Wave three (3)
Defeat the wave while only using sky-hook attacks and shotgun
There are various ways to do this. I recommend grabbing the China Broom Shotgun. At spawn, jump on the skyline going left. look down immediately and sky-hook attack the enemy below. Go right and take out the 1 or 2 enemies with your shotgun. Loop around the pole that looks like a crow's nest and take out the remaning enemies with your shotgun. There should be 5 guys total.
Wave four (4)
Defeat the wave while only using machine guns
Simply get a machine gun from the armory and blast all the enemies. Easier if machine gun is fully upgraded.
Wave five (5)
Defeat the wave while only using the pistol
Just grab a handgun and use murder of crows to distract him. It's key here that you have to defeat him with a pistol, it says nothing about damaging him with anything else. Make sure though that the crows don't kill him because they deal some damage.
Wave six (6)
Defeat the wave without picking up weapons or looting corpses
This could be tricky if your just starting out because you might run out of ammo. I suggest using the sniper rifle and hand cannon. Use the hand cannon for up close enemies and the sniper for distant ones. Just don't pick up loot accidentally or a weapon.

Defeat the wave only using zoomable weapons while they are zoomed
Do yourself a favor, use the sniper rifle! Nothing beats it plus the only other scoped weapon is the rpg that I know of. To zoom, press second analog stick in. Note: I tried zooming with hand cannon and killing enemies but I failed to get the blue ribbon. Yet I heard it worked for others.... So I suggest taking cover and using the Sniper rifle to stay safe.
Wave eight (8)
Defeat the wave while only using tears possession traps and return to sender traps
I simply used return to sender. (Hold down) Return to sender to unleash trap. It's easier if you aim at the enemy hold button down until blue ball become yellow and then fire it so that your sure it hits and kills the enemy. Some enemies require more then one shot though.
Wave nine (9)
Defeat the wave without hitting anyone in the heart or the head
Some people could use the Sniper rifle and Carbine for this. I choose to use murder of crows and a rpg to his back and feet. Either way works, just be careful where you aim...
Wave ten (10)
Defeat the siren before she resurrects any enemies
This is one of those waves where you need charge AND the gear Burning Halo. Immediately jump down from spawn, aim and charge the siren. Keep charge and shooting some Hand Cannon shots at her quickly. If your fast enough, you should get the ribbon. I've tried many tactics and this is by far the best one.
Wave eleven (11)
Defeat the wave without using the sky lines or the hook points
No Skyline! This will fell strange to some but instead look for cover. Stay away from the patriots crank guns and try to weed out the smaller enemies first. Again, Sniper Rifle and charge are crucial for this wave.
Wave twelve (12)
Defeat the wave in 1:15
Simply use Charge and Hand Cannon. Just be quick. It might help to play this a couple times to learn the enemies and were they start at....
Wave thirteen (13)
Defeat the wave using only weapons on the skyline or using sky line strikes
It took me some time to realize that you can aim the opposite way on the skyline from where your going to slow down. Thus, giving you a better shot at enemies. Also, if they are chasing you on the skyline, it's easier to jump and skyline attack them off the skyline. Skyline.....
Wave fourteen (14)
Defeat the wave using only shock jockey and head shots
This one frustrated me like crazy. Use the sniper rifle, hand cannon, and shock jockey. Immediately snipe one of the easier enemies. For the crow guy, shock him and then try to use the hand cannon for a head shot. It's tricky but I found easier to do up close then the sniper rifle. Use the sniper rifle for the ones in the distance of the map.

He says: "For this I used shock jockey trap over and over, where you spawn. As you seem to get more shocks that when and you don't have to shock an enemy you can sit there zoomed in, also had the 40% chance when killing an enemy you get salts."
wave fifteen (15)
Defeat each enemy with a different vigor type
This is the hardest one for this wave and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) There are two handymans and one patriot. What I did was charged the patriot and and killed it. Then for one handyman, I used murder of crows with return to sender . For the last one, I weakened him and then finished him off with devil's blast.

He says "You should take burning halo off when you’re near to killing the handyman, just to make sure it doesn't count as devils kiss."
This is key and I have posted a warning of this above. Always check gears when vigors need to be used for a blue ribbon.
Duke and Dimwit Theater
Wave one (1)
Defeat all enemies using a shotgun
Grab a shotgun and take the skyrail to the opposite building that the enemies are on and clear them out. If you run low on ammo, go back to the building you spawned at and there should be a tear with some of them there. I also recommend a respawn life for beginners on this one.
Wave two (2)
Defeat two enemies with a possessed patriot
There is one right when you spawn. Possess it with possession and get two enemies to get killed by the possessed patriot.
Wave three (3)
Cause three firemen to explode in mid-air
When you start, stay where you are and turn left. Let the firemen come up the building toward you and then simply use bucking bronco and fire your hand cannon like crazy. If the bucking bronco wears off, use it again. Just be careful because too much damage and the firemen will suicide and blow up.
Wave four (4)
Damage 5 enemies with a vigor trap
This took some tries but I ended up just throwing a devil's kiss at the building when it stopped and a got it. You could also fully upgrade the crow and use it too. This just requires you to be more close to the enemies in the building.
Wave five (5)
Defeat the wave in under :45 seconds
Have the Sniper Rifle and Hand Cannon ready. When you start, look right and down, snipe the sniper enemy. After that, Immediately turn around and jump on the skyline going left and get off on the building where the enemies where on during the first wave. Three or four guys will follow you and jump off the skyline. Shoot them all and run towards the opposite side of the building your on. Across from you is the last enemy, a sniper. Snipe him and if you were quick enough, the blue ribbon is yours.
Wave six (6)
Defeat the handyman while he is electrocuting the skyline
Simply weaken the handyman until he has a sliver of health. Jump on the skyline and wait for him to yell "Get off of that". He will then jump up and electrocute the skyline. Jump off and finish him off while he is still attached to the skyline.
Wave seven (7)
Defeat 5 enemies using Undertow
Simple: Just wait for the patrol boat to come by and use the force, er... again! I mean water..... (Undertow vigor)
Wave eight (8)
Defeat two enemies with a possessed rocket turret
There will be a boat that has a rocket turret beneath it. Just possess it and let it kill two enemies.
Wave nine (9)
Defeat all enemies with a different weapon or different vigor
Easy. just use different weapons and vigor to kill each enemy. Don't use anything twice!!!!!
Wave ten (10)
Compete the wave using only Charge, Return to Sender, and the shotgun
Another easy one. Just make sure to use the required items.

Again, this is key. Check your gears on waves that uses vigors for blue ribbon challenges.
Wave eleven (11)
Defeat the patriot with a possessed enemy
It's key here to weaken the patriot, otherwise he will just kill all possessed enemies you throw at him. Weaken him, then possess an enemy that can kill him.
Wave twelve (12)
Defeat all enemies with vigor traps
Most people believe you have to lay a trap on the floor. Not true!!!! Use return to sender, hold "LT" so the blue orb becomes orange/yellow. Aim at the enemy and fire it so that it hits him directly. It will still count as a trap kill!!!!!!
Wave thirteen (13)
Defeat 5 enemies with a single devil's kiss
This is another difficult one. I simply threw one devils kiss up to the top of the building all the enemies are on and I got it. You have to aim and throw it though right when the wave starts for this to work. Too late, you miss the opportunity. Bad aim, and you miss your shot. Usually two enemies will jump down but I will still get exactly the last five who are up there. You could also try to throw multiple devil's kiss shots, but this ribbon calls for one! Took me some time to realize this.
Wave fourteen (14)
Defeat the handyman with a Tesla coil
This is easy but time consuming. Weaken the hangman until he has a little bit of health left. Then activate the tear with the coil and run around it. Eventually the handyman will play tag with you until he gets shocked to death.
wave fifteen (15)
Complete the wave in under 1:30
This is the second hardest one for this wave (next to wave 13) and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) Before you start this wave. Have Undertow equipped, and murder of crows behind it. I had an rpg for this but never used it. When the wave starts jump to the next boat and use undertow to clear all enemies on the next couple of boats. This is crucial as it really saves time! Jump up from boat to boat and then to the Zeppelin. Now swap for murder of crows and run into the ship. Send the crows towards all the enemies in the ship, run for the engine. Cut the engine, turn right and there is a door opened. Run to it and jump out. Don't worry about the rest of the enemies or that you might die or respawn when you jump out. As soon as you jump out, you win! The wave is finished despite enemies still being alive.
Please Note: I received a tip from xDevilsMagiic that all enemies must be defeated before cutting the engine and jumping from the Zeppelin. My Strategy above did work for me, but I guess it is not working for others. So to be on the safe side, I suggest we follow xDevilsMagiic's advice and defeat every enemy before jumping out. This also requires a different strategy.
Start the wave with Undertow equipped and murder of crows in the back. Have the handcannon and rpg ready to go. Now, before you start - you have 1:30. It doesn't sound like a whole lot of time but it is if you don't fall over a boat or get yourself killed. I still recommend having a extra life. (Booker's Door) However, if you die once you most likely won't make it in time for the ribbon. So short story made short: Stay focus, know where the enemies are. So when you start there will be 4 boats including the one you are on. Let's say your on boat 1 and the next one's are 2,3, etc. Boat 3 and 4 have enemies on them. Jump from boat 1 to boat 2, and use Undertow to clear all enemies off the boats. Proceed to jump to boat 3 and then boat 4. Now before you jump onto the Zeppelin, there is one normal soldier by the hook you have to attach to in order to get onto the zeppelin and one rpg soldier guarding the door you need to get into the zeppelin. Take the jump and get on the zeppelin. IMMEDIATELY use the hand cannon on the normal soldier, switch to the rpg. Run halfway towards the door with the rpg soldier and fire your rpg to blow him th kingdom come. (An alternative depending upon if the rpg soldiers back is directly to the rail of the zeppelin is to use undertow and launch him off the boat) Now switch to murder of crows, run into the zeppelin and launch the crows at all the enemies. Take out your hand cannon and take out all soldiers while they are distracted by the crows. When they are all defeated, cut the engine quick and jump out the door to the right. DON"T FORGET: You simply can't just cut the engine for the wave to end. YOU MUST turn right where there will be a door with a red buzzer buzzing above it and jump out. Don't worry that you might die (you won't) or that you might pop back on the boat. If you did it right, the wave will automatically end and you get the ribbon if you made the time. IF HOWEVER, you pop up back on the boat, it might mean you forgot to kill a enemy or two.......
Remember patience and focus is key. Don't try this if your to stressed out, it won't help and will only earn yourself a broken tv or controller.......
Update 2: It appears that if the enemies are on the Zeppelin and you cut the engine and jump out the door; the zeppelin will blow up and kill ONLY the enemies who are on the ZEPPELIN! I took this into account during the original guide, I just forgot to mention that the zeppelin does indeed blow up anything on board after you make the jump.

Wave one (1)
Defeat all enemies with the sky-hook melee
Easy. All the enemies are rookies and you can get this by just pressing "Y" and whacking them with your sky-hook.
Wave two (2)
Defeat all the enemies with the pistol
Just like it says, grab a pistol and shoot. Easier if it's upgraded! Don't use anything but the pistol.
Wave three (3)
Defeat all enemies using only the Undertow vigor
Simply use undertow only. If you run out of salt, there is some in the building with the roof and a square hole in it. It's in the second room.
Wave four (4)
Defeat all enemies with a vigor traps
It's your preference. I choose to use return to sender with the trick I mentioned above. Murder of Crows works great too.
Wave five (5)
Defeat the Handyman before any other enemy
Kill the handy man first. This is the only time I unequipped Burning halo because it would effect anyone near the handyman. Keep your distance and use fully upgraded charge. This one might take a couple of tries.
Wave six (6)
Defeat 5 enemies via friendly fire
I used machine turret tears to kill the enemies. If the blew one up I would activate another tear and wait for the machine turret to come back. You could also use fully upgraded possession as they will suicide and it will count as friendly fire.
Wave seven (7)
Defeat the Volley Gunners and Zealots before any of the Snipers
Just follow instructions and make sure not to kill the snipers until last.
Update 2: xDevilsMagiic posted his way of doing. Seeing as it might help some, I couldn't help but post it.
He says: "Take the skyline up to where the Tesla coil would be, it has the bird cages hanging down from the building, this is where both volleys and zealots spawn. Take them out now when I did this i killed 1 sniper then the hand cannon so I believe the hand cannon counts as a sniper?"
To answer the question, I believe there are two snipers. Kill them last. If one has a hand cannon instead then I don't know. The sniper must of picked it up and it would still count as a fail because it calls for KILLING SNIPERS last. Even if the sniper has a hand cannon, his "class" is still a sniper. If it helps, wait for Elizabeth to call out "Sniper", that way you will know. His first instructions to take the skyline to the leaf/grass/bird cage area is spot on. This is where the zealots and volley gunners start off at. Go here first!!!
Wave eight (8)
Defeat all enemies with turrets or environmental hazards
This one is just time consuming and will require a lot of maneuvering. Simply activate tears with oil spills, Tesla Coils, and Turrets and have them kill all the enemies.
Update 2: For Raven's Dome, mission 8, I believe I used the tesla coil to destroy most of the enemies. For the most part I kept running around the tesla coil trying to lure enemies to it. Now for the ones that were not chasing me down, usually the rpg soldiers, I would activate turrets and have them shoot them. If the rpg people destroy the turret, simply activate another tear and wait for the turret tear to reappear. Then just rinse and repeat. This was how I did it. You could use oil or something but I personally found this harder.

the tesla coil killed all my enemys... it's better to stay in the middle of the tree/leaf building, because if you wait in front of the tesla coil, explosive bullets from the section below can hit other shocked enemys... use the skyline to lure your enemys, just jump back into the tree building, run around the corners and the tesla coild do the job... the enemys with the explosive weapon (i don't know to correct translation, sorry ^^") stays most of the time in the lower section and try to hit you from the distance...but if you hide behind the turret/at the end of the room, they use the skyline sooner or later... and they land in the near of the tesla coil." Wave nine (9)
Defeat all enemies in :60 seconds using Vigor only
Undertow is your friend here. Keep using Undertow to throw enemies off boats and firemen off building. Takes practice, but its not as hard as it sounds.
Update 2: For Raven's Dome Wave 9: You have 1 minute exactly to kill all enemies. Equip undertow!!! This was how I did it: when the wave starts you are on a boat heading to the building with trees, leaves, etc. To the left of the building is the sky rail. As soon as you can jump on it, do it. Then immediately jump off into the center of the tree/leaf building. Now if you face towards the center if the map there will be a boat with two (2) - three (3) guys. Use undertow to kill them. Now run towards the boat and get to the building with the ceiling with a square hole in it. It's directly across from the tree/leaf building. Go inside and wait in the room with the square hole in the ceiling. Note: there is a salt tear in the next room if you need it. Now i this room, there are two exits, one door to the next room with the salt tear and the other big entrance facing the opposite side of the map you started the wave on. Outside there will be more boats that launch enemies here including firemen. Use undertow to launch them off the building. After this, there will be usually one more guy above you on the ceiling. Use undertow to launch him off and the ribbon is yours. Keep in mind that this must be done quick but with precision. I myself when playing this round did not focus on enemy count. I just practiced this route and it worked for me. Also, all of the enemies get off the boats eventually. None spawn in the buildings, so if you can memorize where the boats are, it will give you the advantage because you know where the enemies might be and in what buildings.... Take no damage for :30 seconds
Easiest blue ribbon to get. When the wave starts turn around and find cover but DO NOT SHOOT. Wait 30 Seconds, get the ribbon, and then survive the wave!
Wave eleven (11)
Defeat all enemies with the shotgun
Simply kill enemies with just the shotgun. Helps if you have it fully upgraded.
Wave twelve (12)
Defeat the wave without picking up any weapons or looting any corpses
This one is a repeat. Just kill enemies without picking up weapons or looting corpses. Looting is for thieves.
Wave thirteen (13)
Defeat all enemies while they are distracted by a Booker decoy tear
This is another difficult one. I had quite some trouble with this one. One building has a patriot and two snipers and one decoy. Another building has one patriot and a decoy. I choose to activate the decoy and get rid of the snipers first as they are the weakest and it only takes on to two shots to kill them. Then I defeated the patriot and moved on to the next building, activated the decoy and got rid of the last patriot. Two thing important here. 1:Before you shoot, make sure they are facing the decoy and not you! 2: You can weaken the enemy without losing the blue ribbon, but they must be killed when they are distracted by the decoy! CRUCIAL!!!!
Wave fourteen (14)
Defeat each enemy with the weapon type it yields
The only fact that matters is that you kill the enemy with the weapon they hold. The enemies hold three weapons: 1: Shotguns, 2: Machine Guns, 3: RPGs. My biggest tip is to bring in two of the three weapons from the armory as it makes it a lot easier. You could daredevil it and find the weapons in the map. RPGs are by the stairs on the building with the grass and leaves. The Machine gun is in the back of the building with you spawn in. Last but not least, the Shotguns are in the building with the ceiling with the square hole in it. (The roof one of the snipers was on for the decoy wave.)
wave fifteen (15)
Defeat each enemy with a different weapon
This is the second hardest one for this wave (next to wave 13... again) and one of the hardest for the achievement. Definitely buy a respawn. (Booker's door) Before you start this wave. Have hand cannon and rpg equipped. There are three enemies, 1 handyman and 2 firemen. Just kill the handyman with the rpg. Then kill a fireman with the hand cannon. Grab another gun, and defeat the last fireman with it.
Emporia Arcade
Wave one (1)
Defeat an enemy who is in mid-air with a possessed motorized patriot.
Kill all the enemies except one patriot and maybe two soldiers. Now use bucking bronco on the soldiers and possess the patriot. It might help to weaken the soldiers before trying this though.
Wave two (2)
Defeat two enemies on a skyline with vigor traps
This one was hard. I used the Return to Sender trick I mentioned by holding "LT" and firing the orange orb trap at the enemies who were on the skylines. What I did was I eliminated all the enemies but four of them. Also Get rid of the rocket ones first. There are two of those soldiers and they won't go on the skyline.Then just keep moving to avoid fire and try to eliminate the soldiers on the skylines with return to sender traps.
Wave three (3)
Defeat the wave with environmental hazards or support brought in through tears.
I don't know what they mean by support cause I went through the whole map and the only tear I could use was the Tesla Coil. So activate that and run around the map. Try to lure all the enemies within range of the Tesla Coil. This takes patience and will be time consuming but it's not too hard.
Wave four (4)
Defeat the wave using a different weapon or vigor on every enemy
We've done this three times. Just keep using different weapons and vigor. NO REPEATS!!!
Wave five (5)
Defeat both handymen while they are electrocuting the skyline
Please note that you don't have to kill both of them while both are electrocuting the skyline! I myself weakened one, jumped on the skyline, and had him electrocute it as I jumped off. Then I shot him while he was on the skyline. Then I just rinse and repeat with the other handyman.
Wave six (6)
Defeat all enemies while only using the shotgun
Same routine. We've also done this two or three times. Only difference is the enemies are harder and have Sniper Rifles. Two Shots and you out! And that's with me being fully upgraded.
Wave seven (7)
Defeat two enemies with the fireman's suicide explosion
This is the Hardest One yet! Why? Because as I write this right now I still don't have this ribbon, yet I managed to get the achievement. I have every blue ribbon but this one. Still, I have a strategy. Use Undertow to grab a fireman and a soldier. Shoot the fireman quick with your hand cannon and hopefully you will get one down. Now just rinse and repeat.
Update 2: Yes I finally got this one. It took me 2 hours and about 9-12 tries to get. To answer your question: No you do not need to kill two guys with one suicide explosion. It can be one fireman and a soldier and then another. I followed my own guide and used undertow to grab one fireman AND (cant stress this enough) a soldier. Immediately swap to murder of crows and fire crows to keep both in place. Them hand cannon the fireman like crazy but don't shoot the soldier. After the crows leave the fireman will explode and you have one down. Now just rinse and repeat. Note: their are 3 firemen, so you have three chances!!!! Also, I waited underneath the building with the two floors until the firemen and soldiers jumped off the boat. This is a tricky one and takes patience and a little luck. For me again, this was definitely the hardest even more then duke and dimwit wave 13. Hope this helps and good luck!!!! ;)
Also sometimes the firemen will explode with it counting as a suicide explosion kill. Make sure the firemen has a bomb icon that blinks quickly as he is about to explode. He should also be running at you, thus making it a "suicidal explosion". If he isn't running but charging and about to explode, it usually means you didn't shoot him fast enough..... Hope this also helps and thanks for involuntarily reminding me. ;)
Update 3: I received an excellent tip from a good friend of mine, Alcapwn6969.
He says: "Note on 4-7: it looks like this ribbon can glitch to count towards your achievement even if you don't get it. Others have posted that they have unlocked the achievement without getting the ribbon, and I had the progress tracker report 59/60 when I just had 4-7 and 2-13 left to go. I then focused on 4-7, got it, and no achievement. The achievement did unlock for me after I then got 2-13.
So, my *strong* suggestion is to save 4-7 for last, and potentially spare yourself the pain of trying to control the firemen suicides."
I can confirm this because it happened to me. I managed to get every ribbon but Emporia Arcade Wave 7 but I still got the achievement. (FYI, I went back and got this wave done later even though I had the achievement.) I'm sorry, he means Emporia Arcade waves 7 and 13 (4 being map 4). It's glitchy.
According to MCMAHON x RFC he states "The glitch that Alcapwn6969 is talking about is something to do with with emporia wave 8. I had 58/60 ribbons and the only two I needed were 4-7 and 4-13. I failed on wave 7 then I completed wave 8 and it said 59/60 even though I had a ribbon on this wave.
I then failed 4-13. So I went back and completed wave 7, no achievement then got to wave 13 completed it and the cheevo unlocked. Yep it's glitchy."

Defeat the wave in 1:20
Have Charge equipped. Start the wave and activate the tear above the boat for a freight hook. Jump on the boat and kill the patriot or charge him. Jump on to the tear hook and onto the building. Kill the soldiers and then jump off and finish the last patriot. I ran out of health and salt on this one, so it's tricky.
Wave nine (9)
Defeat the siren before destroying the Zeppelin
When the wave starts, find cover. Wait for two patrol boats to come and eliminate the six soldiers. I suggest having a Sniper Rifle for this part. After they are killed, jump on the first boat and the on to the next. Now find cover and take out the soldier and the patriot before proceeding to jump onto the Zeppelin. Now enter the Zeppelin, kill the soldiers and take out the siren with charge and the burning halo combo. Then cut the engine and jump out of the plane. Done.
Wave ten (10)
Defeat all enemies using the Sniper Rifle
Definitely, definitely, definitely get a respawn. (Booker's door) Start the wave and loads of soldiers will come to you. So just find cover and shoot the best you can. Now you most likely will run out of ammo. I tried finding a sniper rifle tear but couldn't find one. So I let them kill me and I respawned with more ammo. Please note, as soon as you respawn, turn around facing Booker's Door and buy another respawn. This way you can get enough ammo to win the blue ribbon for this wave.
Wave eleven (11)
Defeat all enemies while they are distracted by a Booker tear decoy
This can be difficult for some. There are two decoys and your up against just two handyman. What I did was activate a decoy tear and waited for the handymen to come. Then I used murder of crows and kept shooting them with the RPG or Hand cannon until they both died. Just make sure the final blow is when they are facing the decoy! Keep moving around and collect as much health and salt as needed.
Update 2: According to Revolver Ned, If one of the handyman shots his blue orb of electricity at another when it's weak AND kills the other handyman - it will count as friendly fire but still ALLOW you to get the blue ribbon WITHOUT PENALTY!
Also worth noting is as you start this wave, you will immediately have one handyman to the left of you (left of the map) and one handyman on the right. (right of the map) The one on the left will shoot an orb at you as soon as the wave starts, so here is an additional tip. As soon as the wave starts, turn around and run into the second floor building. Jump onto the skyline and then find a safe place to land and plan a strategy. Or use mine, it's up to you.... :) Thanks Revolver Ned for the tip. Credit for the tip goes to him.
Wave twelve (12)
Defeat all soldiers and zealots with bucking bronco followed by a charge
There are some patriots here, but you can ignore them first or take them out first. Either way, after just use bucking bronco on the soldiers and zealots and finish them with charge.
Update 2: Shand Alk3 says: "Sorry to bother you again, but I have a new issue...Emporia Arcade Wave 12. The first enemy I come across (A crow) I use Bucking Bronco followed immediately with Charge and the moment charge hits him, it's an instant fail! I've tried charging it before I let it go, I made sure he doesn't fall off the edge. Yet, the moment I hit him..fail. The only explanation is that if you do it, it HAS to kill him. But why would that even be a requirement? One time I did it and he didn't die from it, but it still failed me when I hit him. Ugh, this is giving me headaches and uncertainty about if this is even possible with all these bugs."
To address this problem, Make sure to unequip all gear that will affect your vigors like Burning Halo, Overkill, and Brittle Skinned.
Wave thirteen (13)
Defeat enemies with the same weapons that they are wielding
I don't know what is up with wave 13's but this one was tough too. The best tactic: Use Return to Sender to shield you. (Blue orb this time, no trap) Have the Pistol and Shotgun equipped. The four guns the enemies have are: 1: Shotguns, 2: Machine Guns, 3: Pistols, 4: Hand Cannons. There are only two women with pistols and two women with hand cannons. When the wave starts, there is initially one boat with two women with pistols, guy with hoods carrying shotguns, and guys with horns carrying machine guns. On this boat is all four weapons that you will need. So why choose the pistol and shotgun? Well, the two women will come out of the boat including all the shotgun guys. Take out the two pistol women with your pistol. Careful because this makes the next two boats come in. Wait behind cover for all the shotgun guys to come and take them out. Soon the two women with hand cannons will come, but IGNORE them. After the two woman with the pistols are killed and the shotguns guys are dead, jump to the first boat that was there when the wave started. (Be warned though, have full salt and keep using Return to Sender cause those boats will be full of machine gun guys!!!!!) Grab the machine gun and hand cannon, activate the tear with the hook on the BUILDING and get back to the building. Find cover and take out the hand cannon woman. Finally finish off the remaining machine gun guys. One last tip, I highly recommend fully upgraded health, salt, Return to Sender. Also get a respawn! (Booker's Door)
Update 2: Shand Alk3 posted a suggestion that might help some people. He says "I DID, however, find an easy win for Emporia Arcade Wave 13! Start with the Shotgun and Machine Gun and buy a life beforehand. At Start kill all the shotugun enemies and the machine gunners. (leave the pistol girls alone). Once you do that you will see the other boats coming for you. At this point, just let them kill you. Once youre in the "office" DO NOT PRESS X! Apparently they can see where you are and they will attempt to jump down after you, effectively killing them from Freefall. It won't void the ribbon! After maybe a minute there will be 2 guys left..both of them machine gunners. Just spawn and kill 'em..BOOM!" Hope this helps some. Thanks for the tip Shand Alk3!
Update 3: Here is another possible solution given to me by MCMAHON x RFC:
He says "I just unlocked this achievement and I have a really easy way to complete emporia arcade wave 13 for anyone who is struggling.
Okay before the wave starts buy an revive just in case. As soon as the wave starts go out to the balcony and drop down to the bottom turn around and go inside. Stay here and watch as all the enemies fall to their death. I only had to kill the last 3 and they were all machine guys and they stayed on the ship the whole time."
The only problem that might occur to some is sometimes when you fall, you automatically respawn up on top on the second floor. But supposedly there is a place where you can jump to the bottom floor . Go underneath the second floor and most of the enemies will jump down and kill themselves. After there will be two or tree enemies to take out, usually three machine gunners. Easy if you go in with a machine gun in the armory.

Defeat the handyman with a Motorized patriot tear
Not as hard as it sounds. Just weaken the handyman, activate the motorized patriot when its weak and have it finish him off.
wave fifteen (15)
Defeat the siren before she resurrects an enemy
I thought this would be hard but it was easy. Just turn around when the wave starts and walk towards the opposite side you spawned at. Have Undertow equipped, and soon A siren will appear. She will try to resurrect some bodies. Just position yourself so that you can use undertow to launch the bodies over the building. The ribbon unlocked right after this. I didn't even have to defeat her.

As of 11/9/16 there is currently a beneficial glitch where this unlocks with your second to last trophy as long as all that remains is this one ( and as far as I can tell from my own experience and that reported of others), and another Clash In The Clouds one.
For me, I did all the main game trophies first, then fully completed Burial at Sea 1 & 2. I then did all of the misc. trophies in this pack, and then proceeded to finish the 4 different arenas. Upon completing Emporia Arcade, I popped this trophy along with the one for completing Emporia Arcade.
I have seen others report that when they left this one and either The Ol' One-Two or Sergeant-At-Arms, this also popped along with those; again assuming that they only had one of those and the blue ribbon champ trophy left.

I can confirm this still works as of 28/05/2018. I completed the main game back in 2016, but I just recently did the DLC. I completed Burial at Sea Episode 1, then I did all Clash in the Clouds trophies except this one, and finally I did Burial at Sea Episode 2. This trophy unlocked at the same time as the trophy for completing Episode 2 on 1998 mode.

The other solutions are great, and very useful, but I thought I'd add a few tips about things I learned that aren't in the other solutions (some are, but not emphasized). I hope this also contextualizes a path for earning this achievement in a minimally stressful way.
First and foremost - just play through all four maps. You're going to have a very hard time getting blue ribbons on any maps until you meaningfully upgrade your health, shields, salt, vigor, and weapons. You get a lot of money in Emporia Arcade and infusions to improve your stats. Early levels that were challenging will become trivial once you've upgraded everything. I was able to upgrade basically all of the weapons and vigors I regularly used by the time I finished just clearing the maps.
Second, when you're ready to press onto doing blue ribbons, this is how it works: You play a map starting from wave 1 and going to wave 15 (or wherever you want to stop). So, if you only need a ribbon on, say, wave 13, you can literally do whatever you want on waves 1-12, it will not affect what you do on wave 13. You can die, you can fail the blue ribbons, you can just generally clown, whatever suits your mood. But, you'll eventually want to move through the waves as quickly as possible, and that's just killing enemies fast, however you can. The flip side of the the "you can do whatever you want" is that you'll have to, as there's no wave select so you're literally starting from wave 1 over and over to get to the wave you need. Tedious and dire. It is what it is.
A corollary to that is that because you get 3 Booker doors per map (across your run of 15 waves), you may not be able to do all ribbons in one run, especially on the more dangerous levels or where you might need/want to reset the map a bit. Sometimes it may make sense to save your Booker doors for later waves, so at least you're repeating less waves overall. Honestly Booker doors are a minor part of this, overall, as you really need to be good for some of these ribbons and once you are, Booker doors mostly become a sideshow. Naturally, Booker doors reset each time you start the map, so it's 3 per run, not 3 forever.
Some tips on weapons and vigors:
* An underrated weapon is the Hail Fire. It's basically a low damage RPG, but with very fast fire rate. This is my heavy hitter killer. Combined with a decent vigor (Charge for handymen, Undertow for patriots, etc.), this can take down the big enemies FAST.
* IMO, the Sniper Rifle is overrated. There are few things the sniper can do that the Carbine can't do better. Again, fire rate wins, so grab the Carbine.
* Undertow is great for two main things. First, it clears waves you're not working on. That level where you had to make sure to kill 10 guys with traps? Whoosh, you just pushed them all off the map. Second, it's also good for softening up the patriot (he takes a ton more damage while short circuiting) and also for briefly stunning the handyman. Reminder that a quick trigger press will push enemies, long trigger pull will grab and bring enemies to you (the ones that the water tendrils are connected to). You can then use it again immediately to push them, which can be super useful if you're standing on the edge of a platform. (Grab from the boat or platform they're on, then chuck them into the abyss.) Works great for speed runs.
* I like Devil's Kiss, as it seems to do a ton of damage to everyone. Good general purpose damage ability, excellent traps.
* Charge is good at later levels, especially once you upgrade it to get the temporary invulnerability. Very useful for spam-killing handymen with the Hail Fire, as handymen do a lot of damage in a short time, and it's all wiped away if you time the vigor right.
* Didn't really love Return to Sender but it has uses on levels with guys shooting you from multiple directions.
* Possession traps, even if thrown directly at an enemy, seem to last a lot longer than a regular pull.
Now, the levels:
* IMO, the hardest levels by far are the "kill enemies while they are distracted by a decoy" levels. They can be really cheap and annoying, but here's my two tips. First, whittle down the damage of every enemy before you kill it. You want to be able to one-shot them, or close. Second, you want to attack them as soon as they turn towards the decoy - DO NOT WAIT until they are attacking it. At first, I wanted to "be sure" they were attacking the decoy. Forget that. If they change their behavior and start towards the decoy, melt them then and there. Once they destroy the decoy, they immediately shift attention back to you and your kill is a guaranteed fail.
* Speed runs. There's no real method to these, just go fast, Undertow, and know where the enemies are. Expect to fail a few times, which sucks on a wave 15 but that's life (and this achievement) unfortunately.
* On the levels where you need to do something that involves a low number of enemies (fireman explosion kill, possession kills, etc.), don't hesitate to clear half of the wave before you start on the ribbon. Yeah, you might fail if you accidentally kill one of the enemies, but you'll fail if you get dumpstered by a bunch of enemies, too. Also don't hesitate to soften up the enemies that you need to kill, otherwise you could run out of salts before you get the ribbon, and trust me, you don't want to be running all over the map looking for tears or waiting for Elizabeth's dumb ass to scrounge some for you.
* The "different weapon/vigor" waves are harder than the other solutions make it sound, as some have quite a few enemies (and/or tough ones). You might need to plan a path - e.g., on the Duke & Dimwit level, I brought some rarer weapons (Hail Fire and Carbine), shot the soldier with the Carbine, undertowed the zealot, Hail Fired the patriot, and then took the crank gun and machine gun, etc. You may have to pick up enemy weapons, grab weapons from tears, use different vigors, etc. You can generally use whatever to bring their health down, so don't hesitate, just be careful not to kill them with a repeat weapon.
* The "only using" waves are serious about what they're saying. Don't skyline strike or use undertow if it says only x/y/z and they aren't on the list. Instant fail, kills don't matter.
* You can stay on the line for a second or two while the handyman is charging the skyline. If you're near him, that makes it pretty easy to kill him. Hail Fire, my friends.
* The "only kill with" (and kill handyman first) levels can be a pain too, as enemies have a habit of suiciding, killing one another by accident, etc. You will likely have to replay some of these due to no fault of your own, and without a consistent technique to avoid the fails. Welcome to Clash in the Clouds.
