A quicker method, is:

(1) Electric buckshot (as shown)
(2) 1st Splicer (as shown)
(3) Female splicer in the toilets (facing the ferris wheel controls, it's on your left)
(4) 2nd Electric buckshot (as shown from melting the ice)
(5) Grab the chemical thrower behind the big stature and craft electro gel (use auto-hack tool from the ice area to get a craft buff)
(6) Lure the female splicer from behind the door near Chemthrower (use code 1951 to open the door).

I did it in 3:30 despite messing up a bit (accidentally left the Chemthrower so had to return for it), so would have been closer to 3:10.

Great video!
I found out that the Ferris Wheel Switch is "immune" to damage as long as the animation goes/ferris wheel turns. You have to wait for the screen to say "Needs electricity" before you go for the next shoot. Just a tip. I was forced to restart because of this a few times.

Is anyone having trouble spawning the first splicer that you need to have chase you? I messed up my first run through and did a few restarts and he no longer spawns..

My problem is them running awry from me.... annoying

If you had the same problem as I did, get their attention and then just run to the switch, I was letting them hit me and that reset there AI or something so it make them go hide. As long as they haven't hit you, they will continue to chase you.

helpful tip i havnt seen listed much. You can use the save/load feat. So can save every lil bit if run is going right and load if something goes wrong like enemy running away or telekinesis having trouble lifting bullets

Worked great - I saved a little time collecting more health kits and just running through the bolts after collecting the crossbow

I wasn't going to post a guide for this, but on my run I cleared the 4 minute time by a fair chunk so thought I would.

Video linked above, but below are text instructions for anyone that may struggle to keep up with the video:

  • Spawn in, turn around and activate the Bathysphere lever until you die and respawn in the Vita Chamber. Note you can set the difficulty to hard here to die faster, then pause and switch back to easy.
  • Leave the bathysphere, pick up the shotgun, electric buck, and first aid kits. Activate the door control to leave the room, then shoot the sparking door control to your left with electric buck and pass through the door.
  • Pick up the eve hypos and first aid kits from the table on the left, then drop down to the level below using the gap in the railing found behind the splicer who is (attempting) to attack the lift panel.
  • Head to the back right corner to pick up the trap bolt from the corpse, then head all the way to the left to another break in the railings. Pick up Static Discharge and drop down to the bottom floor.
  • Pick up the electric buck by the Ferris Wheel lever, shoot the lever, and then activate it for Spin 1/6.
  • Head left to find a splicer infront of some shops. Make him chase you back to the lever and allow him to hit you. Your static discharge will kill him and shock the lever. Activate the lever for Spin 2/6.
  • Head right behind the wall to the carnival.
  • Pick up Telekinesis, then use telekinesis to pick up any of the teddies to your left on the first carnival stand. Carry the teddy to your right behind the first carnival stand on this side, and hold the teddy over the fire. Once it catches fire, head into the back of this room and melt the ice above you. Grab the electric buck that gets freed up and falls here - if it drops through the pipe just use telekinesis to fish it back out.
  • Head back into the carnival area and now head behind the stand with the teddies in to the room behind it. Activate the safe to trigger a set of trap bolts, then grab the nearest trap bolt with telekinesis and drag it to the safe to open it up. Pick up the crossbow then run through the trap bolts and out of the room (easy difficulty to avoid death is recommended!)
  • Turn left in the carnival room now, we're heading for the back right room with the panel that requires a door code. Enter 1951 and open the door and get the splicers attention, making it follow you back to the main area with the Ferris Wheel lever.
  • Allow the splicer to hit you by the lever and activate it for Spin 3/6.
  • Once it's cooled down, shoot the lever with your electric buck and activate it for Spin 4/6.
  • Turn around from the lever and head straight behind you into the toilets. In the back left side of the Gents is another splicer, get it to follow you back to the lever.
  • Allow this splicer to hit you by the lever and activate it for Spin 5/6.
  • Once it's cooled down, shoot a trap bolt at the lever and run into the bolt to activate it. Then activate the lever for Spin 6/6.
  • Head over to the Ferris Wheel and watch as the Little Sister is freed. Once she climbs off of the Ferris Wheel and hops off the ledge to you, interact with her to end the level.

As described in "Master Electrician" there are 9 different methods of charging the Ferris wheel.

To get it fast, it's all about choosing which methods are the quickest, I'll do a quick rundown of the route I chose, and link to a video of me running it in roughly 3:13. You should familiarize yourself with the area before attempting the expert run, if only through my video, or someone elses.

Breakdown of the route and choices:
In my run I'm using 2x shotgun shells, 3 splicers and 1 (2) trap bolts, my route is as follows:
- Kill yourself in the bathysphere
- Exit, jump over the railing down to the next level, grab the trap bolt
- Jump over the railing down to the lever, pick up the shotgun shell, shoot it.
- Pull the splicer by the record store, make him hit you close to the lever
- Pull the splicer in the toilets, let her hit you close to the lever
- Run to grand carnival, pick up telekinesis, grab a teddy bear, light it on fire, melt the ice and get another shotgun shell (possibly skip-able, see note below)
- Enter the room directly opposite, open the safe using telekinesis on one of the trap bolts, grab the crossbow
- Pick up a trap bolt from the dead splicer at the balloon game
- Enter the room with the code (1951), pull the mob to the lever (possibly skip-able)
- Shoot it with the shotgun
- Shoot it with the crossbow
- Shoot it with the crossbow
- Save the sister

To save even more time, you can skip one of the points noted above as I've "picked up" 7 methods of charge in my guide. I recommend either skipping the burning teddy bear because of its occasional refusal to melt the ice quickly, or skipping the room you enter with the code to get the last splicer. These are most likely the two you will save the most time on.

See my run below:

Here's a guide I made for all of the achievements tied to a shocking turn of events including the expert achievement, hopefully it helps some of you out.

The fastest way is to use two crossbow bolts (which are picked up from corpses), electric shot and three enemies.
