then i just didnt add cops, no health, no fire, no schools. just no services.
took about 20mins.

You can actually get this even faster if you zone a bit of residential and industrial (maybe add a wind turbine if you want) to get the city to develop a bit. If you then dezone all industrial and destroy the power plant, you can sim on 3x speed for a few minutes until the Happiness meter drops below 15% (which you can track from the Happiness info tab). I got this one in about 5 minutes after a few minutes at 9-10% residential happiness.

I recommend getting this trophy at the very beginning of construction, when there are no services in the city (which means there are no factors that increase the happiness of residents), the minimum price of land and the level of buildings (which also does not allow the population to increase their happiness). Also, at the very beginning, the population has a positive-minimum level of happiness and it is much easier to lower it to the desired 15% percent than later in an already developed and happy city.
All that is required to quickly obtain this trophy at the very beginning of city construction is: 1) Create the most uncomfortable conditions for residents (industry next to housing, a coal power plant nearby), but carefully - not so that the population immediately runs away, but so that it grows, but happiness does not. 2) As the city grows, having received the opportunity to influence taxes, raise the tax for residential areas to the maximum. 3) Just wait. :-)

made 100k in the city - water supply below discharge, taxes at maximum everywhere, budget of services at minimum except for fire department, whenever possible closed parks, cemeteries and other buildings increasing happiness. In industrial and commercial areas happiness became 1-3%, when in residential areas it became 12% the trophy fell out. Everyone left the city at the same time unblocked the building for 2000 abandoned buildings.

You can organize it in your main city, the main thing is to make a separate save. We reduce the flow of money to utilities, police, medicine, and so on. We put wind turbines in residential areas, remove water intake from the clean zone and put it right before the waste disposal, in fact, this will lead to shit pouring out of the taps of residents.
