How to unlock the Handy Man achievement in DEAD RISING 2: CASE WEST - Definitive Guide
Shocker: Defibrilllator (Found in Lab Area, outside of the upstairs Maintenance Room or on top of one of the shelves in the Storage Bay) + Medical Tray (Lab Area or on top of one of the shelves in the Storage Bay, be sure to take the metal ones. Not the brown dining trays.)
Zap N' Shine: Floor Buffer (Throughout the complex) + Electric Prod
(Carried by Zombie Handlers, the people in the hazmat suits)
Sterilizer: Chemicals (Green liquid, outside the upstairs Maintenance Room in the lab) + Syringe (Note, this is the Syringe GUN required, not the Box of Syringes)
Reaper: Sickle (Holding bay, far right container with your back to the starting point of the game) + Katana Sword (In one of the rooms of the Living Quarters area)
Impact Blaster: Impact Hammer (Carried by the big burly guys, or can be find on top of one of the ledges above a door in the Living Quarters) + BFG (In the Living Quarters room where you save the scientist)
Lightning Gun: BFG (Blast Frequency Gun) + Electric Prod
Laser Gun: Laser Sword (Flashlight (can be found in Supply Office, your headquarters throughout the game) and Gems, can be found in Living Quarters area) + Lightning Gun (BFG + Electric Prod)

If you picked up Dead Rising 2: Case West and are having a problem getting the "Handy Man" Achievement, which requires building all the new weapons in the DLC, it may not necessarily be that you're missing something. XBLA Fans, in its "DR2: Case West Weapons Combo Guide," notes that the "Handy Man" requires players build only the seven new weapons in the game. Apparently, if you create any other weapons before those seven, you'll have to move the save file to another device or delete it.
I can confirm that this is true. Do not create any of the `old` weapons before going for this achievement. If you have to do them in sequence, I am not sure but I did so just to be sure.

This thing from Joystiq seems off. I mean, you have to create a Laser Sword (Flashlight/Gems) in order to make the Laser Gun, but the Laser Sword itself is not a new weapon. I use it all the time in DR2.

there's a sickle in with the katana on the right side of the room leaning against the right side of the shelf

Keep in mind just like in dead rising 2, most parts for combo weapons were either in the maintenance rooms or lying around just outside. Case west is no different.
keep in mind the hardest thing to make is the laser sword (needed for the laser gun) because you need gems. and i only saw gems in two locations, in the underground maintenance room and and on a night stand in one of the living quarters.
all other parts are scattered all over.

This solution is for anyone who has had there 'Handy Man' glitch on them.
The NEW weapons are as follows;
1. Shocker: Defibrilllator (Staircase Outside Security Control Room, other random locations)
+ Medical Tray (Labs, other random locations)
2. Zap N' Shine: Floor Buffer (Outside Maintenance Rooms near Holding Pens, other random locations)
+ Electric Prod (Carried by All Zombie Handlers, other random locations)
3. Sterilizer: Chemicals (Labs, other random locations)
+ Syringe Gun (Found in Labs, other random locations)
4. Reaper: Sickle (Cargo Container near Spawn, Living Quarter Roof)

I can confirm that if you didn't get the Handy Man cheev on your first try, deleting your save is NOT necessary. All you have to do is start a new game in a new save slot and build only the seven new weapons (building the laser sword is necessary for one of the new weapons so it does not mess up the cheev).
I also watched the little cutscene for the last weapon. Not sure if that makes a difference.

I just got the achievement without creating a new save file or deleting anything. This was after making the football grenade combo several times before learning about the bug. Maybe it was an old bug, but I got it no problems.
Build all of the new combo weapons that were not in Dead Rising 2.
They consist of:
[ ] Reaper = Sickle & Katana (can be found in living quarters MR)
[ ] Zap 'N Shine = Floor Buffer & Electric Prod (can be found near storage bay MR or east holding pens area MR)
[ ] Lightning Gun = Blast Frequency Gun & Electric Prod (can be found at east holding pens area MR)
[ ] Impact Blaster = Impact Hammer & Blast Frequency Gun (can be found at east holding pens area MR)
[ ] Sterilizer = Chemicals & Syringe Gun (can be found in Gas Control area in the labs)
[ ] Shocker = Defibrillator & Medical Tray (can be found in labs)
[ ] Laser Gun = Laser Sword & Electric Gun (Laser sword parts can be found in living quarters MR for the torch and gems inside the first room nearby on the 2nd floor)
This achievement is glitchy as of 2014.9.3 with no planned patch, though not for everyone. After doing it 5 times, using different methods, I finally got it to unlock. If it glitched for you, then use this solution:
Using a new save initially did not work while only making the new combo weapons without making any old ones as other solutions suggested. Making them in a special order also did not work. What did work was clearing my hard drives cache, starting a new game, and making only the new combo weapons (except laser sword) in a random order.
My theory of what causes this glitch is when a co-op partner makes a combo weapon you have not made and you get the scratch card without making it. Even if you make it later it is already glitched by that point. I have not tested this much, but I have a friend who did this achievement 3 times, seemingly starting with single player and doing co-op later, and he never had issues unlocking it. For this reason, it may be wise to play solo first.
