How to unlock the Gunsmith achievement in Enter The Gungeon - Definitive Guide
The bullet requires 4 components, which are spread out on floors 2-5. Give these to the blacksmith on floor five.
The Prime Primer is purchased from the second floor shop. It costs 110 Shells and the pilot's shop discount passive does NOT apply to it. Try visiting the oubliette for extra shells if you are having trouble acquiring the money. You can also steal it using various items.
The Arcane Gunpowder is found on the third floor in a large room with floating minecarts. This room will spawn every run until you turn in the gunpowder. To cross, hop into the only accessible minecart and ride it along the path until you can dodgeroll into the next minecart. Continue on until you cross the chasm. Note that the Gunpowder is an active item (that has no effect) and you will have to abandon whatever active item you have to pick it up.
The Planar Lead is in a similar room on floor 4. It will spawn on every run until you turn in the Planar Lead. This room is a large pit with a random invisible path you must walk across in order to access the Planar Lead. Using your starting pistol, fire away from the pit. The spent casings will fall behind you and float on the invisible path which will illuminate the way. Any weapon that sprays liquid on the floor will also illuminate the way (Mega Douser, Fossilized gun) in a much easier manner. You can also hookshot or fly across if you happen to have those items.
The Obsidian Casing is obtained from the boss of the fifth floor. Once he is defeated, his skull will be laying on the left side of the room. Break this open with any gun and the Casing will drop from it.
You do not need to collect all four items in one run. Once you hand in any item, progress is saved and you never have to fetch it for her again.

To make the Bullet That Can Kill the Past, you have to find its four separate components and turn them in to the Blacksmith on the Fifth Chamber.
Important: You do not need to find all of these in one run. If you find one and turn it in, it'll carry over to all other runs.
The first component is the Prime Primer. It's the easiest of the four to get, as you just have to buy it from the shop. it's expensive, though, at 110 shells.
The second component is the Arcane Gunpowder. This can be found in a large room in the Third Chamber. You'll have to navigate across mine carts that rest on invisible tracks. Get in the close one and move in it until you line up with another, then dodge roll to that one. Keep going until you make it to the other end of the room. If you have a flying item, this is easy as pie, although it's really not hard without. As a note the Arcane Gunpowder is the only item of these four that is an Active item, so you'll have to replace whatever Active item you have to carry it. Your best bet might be using the Scout to get it, since he can carry two Active items. The map is the same every time.
The third component is the Planar Lead. It can be found at the end of a long room in the Fourth Chamber. There's an invisible path over the large gap in the room that you have to travel over to get to the Planar Lead. If you have a flying item, this is super-easy. If not, having a gun that leaves some manner of puddle on the floor (i.e. the Mega Douser or Plunger) will make things easier since the puddles will show where the invisible path is. In lieu of something like that, some guns drop casings behind them when they fire or reload. If you're incredibly patient and this is your only option, you can back up to the pit and fire away from it, and when the casings fall, they'll stay visible if there's a path behind you. As a side note, this room's path DOES change between runs, and will also change if you fall in the pit while trying to get across.
The final component is the Obsidian Shell Casing. It can be found after defeating the High Dragun at the end of the Fifth Chamber. Once you beat it, its skull will fall to the ground. Shoot it until it explodes, and there's the Obsidian Shell Casing.
Once you turn the last of these four items in to the Blacksmith, she'll craft the Bullet That Can Kill the Past, and the trophy will unlock.

I assume so, since I haven’t checked it personally, I’m judging by logic and the picture of the trophy. There is an NPC in the 5th hall, she asks you to bring her 4 items. A capsule that the merchant of the 2nd floor has for 110 coins, an item that falls from the boss of the 5th floor after breaking his bones, an item from the 3rd floor from the room where trolleys travel through the air and on the 4th floor there is a room with a huge abyss and an item behind it. I had wings, I flew over, I don’t know if there is another way to get there.

In the room with a large chasm there is an invisible path; you can see it with the help of shell casings falling on the floor after shots. Carefully walk next to the abyss and shoot, the cartridges will remain where there is an invisible path.

In the room with trolleys, we simply sit in the nearest available trolley and ride to the next one, after which we stop (if you are not confident in yourself and want to save extra health) and dodge towards the next trolley (you don’t need to click on the cross, the character will sit down on his own). Then just from one to the other and so on to the bag of gunpowder. You can return on a special trolley or by teleport.
For the other abyss, you can use a water pistol; it perfectly marks an invisible path (this will not work in a room with trolleys).
