The semi-pro events are the horsepower-limiting events. If you are having trouble:
- Make sure you are playing on the easiest difficulty level. You can change it in the options at the start of a race.
- Only horsepower is limited so buy handling and powertrain upgrades.
- Buy engine upgrades to bring your horsepower right under the limit. You can see the horsepower for your car if you press Y to switch the view.
- It's better to start with a high-end car and add a few upgrades than it is to start with a low-end car and add a lot of upgrades. Cars with a lower starting class were not designed to be race cars and don't drive well even when extensively upgraded.
- Remember that Forza is a racing sim and you have to drive your car properly. When I started getting into Forza I bought a book on race driving that explained how to properly take different kinds of corners and stuff. There are many guides like this on the internet as well, both for Forza and for other racing sims like Gran Turismo.
- If you are having a hard time controlling your cars (an especially big problem if you are new to Forza), try these tips:
1) Don't brake or accelerate in turns. Brake before the turn and accelerate after you straighten out.
2) Remove some of your engine upgrades to lower the horsepower rating of your car. Cars with high horsepower (especially from the lower classes like C and D) can be difficult to control.
3) Front and all wheel drive cars are more forgiving than rear wheel drive cars. The little car diagram in the car selector shows the powertrain layout. Front engine, rear drive cars can be especially troublesome since there is less weight on the drive wheels.
4) For rear wheel drive cars, buy the 2x adjustable differential and change the settings for both acceleration and deceleration to about 33% in the tuning setup.

Get yourself a Lotus Elise 135R.
First race you should be able to do without any upgrades.
Otherwise, and if you afford it, buy all handling upgrades, gearing upgrades, race tires, aero packages and all that kinds of stuff but no engine upgrades/power upgrades.
For race 2: buy Powertrain Swap.
Race 3-10: additional upgrades within power restrictions.
Could use a Pagani Zonda and/or a Lamborghini Gallardo for last two races since they're containing a bit more powerful cars but they're still not as nimble as the Lotus, which with the right tune is like an extremely fast gocart.
