How to unlock the Everybody Lived for Once achievement in Frostpunk: Edition - Definitive Guide
Lostgames has some good advice. My guide is just to add onto this since I just finished this yesterday and did it only using charcoal kilns for that achievement and not upgrading the range of the generator achievement(you can upgrade power though). This was on easy as well for reference.
Starting with:
As far as buildings go, you want 2 workshops as soon as possible within first circle of generator starting on beacon research asap, gathering post on wood and steel piles, 24 shift on whatever you want, I put gathering post. I put automaton on steel piles not near gathering posts since it's base 60% efficiency whereas max engineers have a higher rate of gathering. I put one group on coal, and only used the generator after work shifts and turned it off during work shift(only until 1st temp dip) and medical in first circle before the midnight health check. On one side, build tents in a circular pattern for when you use a steam hub. You should still have space for cookhouse and public house within first circle of generator range.
Ending with:
At the end of the game this is what I had: 12 automatons, 2 on hothouses, 1 on advanced wall drill, 1 or 2 on steam sawmills, 4 on charcoal kilns, 2 on advanced steam steelworks.
I didn't really have any engineers working on resources since my scouts brought back so many steam cores I built 11 automatons half working on wood/steel and a handful on charcoal kilns and had 7 or 8 left. So I had 3 workshops full and probably doing 1-2 research a workday(14hr)
So with about 4 days left is when I started sending supplies to Manchester. All of these were upgraded fully especially the kilns and automatons for efficiency. Steam hubs in front of every Ark, I toggled between just heaters or steam hubs depending on temp to keep them atleast chilly, don't keep both on it will drain your coal.
I invested in large resource depots for coal and food, and had about 6-8 smaller depots for wood and steel. Things were filling up so fast because I upgraded automatons to 90% efficiency. I didn't even have to build a second medical tent or invest in ovecrowding law.
Once you have all the resources just start sending them out by using the D-pad on the beacon to change the scout to expedition. Once you send out the last expedition and you have 8k coal yourself and enough food rations(assuming you've finished the factory and automaton quests), the game will end you don't have to wait for the expeditions to reach Manchester.

Difficulty: Easy! (This gives you 1. More time to work on your city and the other city 2. Resources are plenty!)
The amount of people you start out with, is what you get! no more and no less through the whole game.
Starting Tips:
!!!Pause the moment you start the map!!!
1. Place 1 Automatronic on wood, and 15 engineers on Steel and wood Piles and pass the law "Emergency Shift", Do Emergency Shift on both the steel and wood pile.
2. (WHILE STILL PAUSED) Create 2 Research Facilities (wait till one is built), research Beacon ASAP and Emergency Shift ASAP (Death by Emergency shift on easy are EXTREMELY RARE! ( I lost 1 engineer and this is after abusing it about 15 times)).
3. Continue till the beacon is done then immediately send out scouts.
Note: The moment you send out people you will get a "25-30 day" mission. This is your time
Continue the game like normal but try your best to rush material (Steel & Coal ----- Then Coal and food late game. but it doesn't hurt to start this early as well).
????What is going to be demanded from the other town????
1/3 :: 600 Wood 600 Steel 1 Automatronic (go to your beacon and click right (twice) till you see the one automatronic scout (note that automatronic scouts should be researched just to be safe :) )).
2/3 :: around 2000 food, 2 Automatronics
3/3 :: Around 6000 Coal!, 4 Automatronics (This is why you need (2) Lv3 Coal buildings. As I was able to get 5,320 coal PER Day! Try to do this.
When you have 6-7 days left before the storm you should have.....
7-8 Automatronics (THIS IS ALMOST A MUST!)
(2) Lv3 Coal building, (1) Lv3 Wall Drill, (2) Lv3 Steel Buildings
