How to unlock the Say something romantic achievement in Kentucky Route Zero: TV Edition - Definitive Guide
At the beginning of Act III Scene I, once you get control in the car park, head down the screen from the truck. Near the reflection of the Moon, you'll take control of Ezra.
Flora's there with a paper boat. Ask her about her boat and agree to watch it sail away. Then do just that.
When the dialogue option comes back, talk to Flora.
I don't know if dialogue choices matter but I said I could barely see the boat then told her a poem she didn't like. The achievement popped after that.

Act III at the Museum of Dwelling (Scene I)
Note: Missing this event at the beginning of Act III may prevent the opportunity to complete Under the horizon at the end of the Act. Both can be resolved in a second play of the Act if you miss them
After Conway's dream and scene with the doctor that introduce the Act, you will be playing as Conway, outside the Museum of Dwelling. Head down towards the bottom of the screen and control will switch to Ezra. Then head left until you can see the Moon reflecting in a puddle of water. Next to this puddle will be a girl named Flora standing left of a street light. Have Ezra talk with her about her paper boat.
Flora will set her boat off in the water and will tell you to recite some poetry when it is nearly out of site. When the boat is nearly offscreen you will be able to talk to Flora again to say that you can see the boat "Just barely, if I squint" or "No" and either option will allow Ezra to choose lines of poetry to recite, which will award this trophy.

Go south until you swap characters, then head left to find Flora. Say "Did you make that boat?" then "Ok." Wait for the next dialogue chance to then say "Just barely, if I squint," then "I don't know what to say."
