Complete the mission "Money for Old Rope" by sabotaging each of the three executions:
Poison the tongs on the wagon with Bane or Lullaby potion.
Swap the rope in the barn loft with the rotten rope from Hermann.
Take the Executioner's Sword from the tent chest, run into Rattay and dull it on the blacksmith's grindstone, then return it to the chest.
MISSABLE
This quest is obtained from the local executioner in Rattay. You first need to complete "Tough Love" from him. Then later on the quest "Money for Old Rope" will be available. You may have to talk to one of the Innkeeper's in Rattay to trigger it. You need to be able to read to complete this quest, so do the side quest "Mightier than the Sword" to learn to read before starting this. This is a TIME SENSITIVE quest so do it as soon as you get it, because you only have a week of in game time before it fails.
Once you start the quest, go to the Bailiff in Rattay and talk to him about the prisoners to find out what they did and then look up the the same types of crimes in the Black Chronicle. The Black Chronicle is located at the top floor of the Rathaus where you talk to the Bailiff. You can pick the lock to get in, steal the key from the Scribe or talk to him and convince him to open the door for you.
Once you've read the book, go back to Hermann and tell him how they'll be executed. Peter will be for the chopping block, Georg is to be hanged and Heralt will be tortured. Hermann will give you an old rope to switch out, then you'll have to find yourself some poison or Bane potion to use on the tongs. Once you have everything you need, to go to the camp where the Kuttenberg Executioner is. You must sabotage all three items for it to count.
Best to do it at night, as most of the guards are asleep. The tongs are located on top of the wagon seat. Then head into the barn and climb the ladder, where the noose will be located at in the left hand corner. The sword is located in a locked chest in his tent, the key is on the executioner. You can steal the key or pick the easy difficulty lock. For me, he never had the key on him and my only option was to unlock the chest. First I had to knock him out, as every time I unlocked the chest, he woke up and tried to fight me. You can bring the sword to a grindstone and wear it down and then return it to the chest. Once you have sabotaged all three items, go back and talk to Hermann.
He'll tell you that the executions will be held the next day at 2pm. Wait or go back at that time and watch the scene play out. Hermann will then reward you for your efforts.
For this very reason, it is advisable to learn to read before accepting the quest.
And yes, the tongs that need to be poisoned lie in front of the cart itself, and meat, “Aesop’s Medicine” or the “Dog’s Favorite” ability, available at level 10 of the “Stealth” skill, will help calm the dogs.
