When exactly does the 'Masters Circuit' unlock?

@deutschZuid there should be a cutscene where she takes you a new area with a new track when you have won the required races. This where it unlocks.

For me worked like charm. For some reason I was never able to win CouStar race with setup from another guider (thegamer.com). No boost needed and just one B mashing.
