In order to Transmute resources you need to build the Alchemist's Tent in the camp. It'll likely be one of the last buildings you unlock as it's near the top of the building menu and requires resources that drop from Act 2 and 3.
Once built, you will get an "Alchemy" menu added to the camp. Simply choose which resource you want to Decompose and it will destroy the resource and give you a certain amount of Hydrogen in return. You can then spend the Hydrogen to synthesize new resources.
This achievement requires you to Transmute (it's called Decompose in game) 50 resources. You can use full shards or even the small chunks, but the smaller more common resources are only worth a small amount of Hydrogen and since you need to Synthesize 100 resources for a different achievement it will be worth Transmuting some of the larger resources that you have in excess.
You can see the values above, Stable Wood for example, the orange "=25" is how much Hydrogen you will get from Transmuting, the white "=50" is how much Hydrogen it costs to Synthesize.
As a side note, in order to create the Alchemist's Tent, you will need some Astral Orbs. Your mileage may vary depending on what tiles you've been using but I found myself lacking and used this strategy to farm them quickly - https://www.reddit.com/r/Loop_Hero/comments/m179cu/a_simple_...
