The pagoda is the large Japanese style building that sticks up way higher than anywhere else in the area, you reach the second level with ninja run then you will see red lanterns around the edge that you can jump up to, ascending to the next level. It's several levels up, just aim your jump at the middle of the lamp, aiming at the line holding the lamp will make sure you don't jump over it. Once on top just chop up the only thing thats up there and the achievement will pop.

During R-04 you will need to make your way to the top of a building. During your progress you will enter a garden which you need to progress through to reach the next area.
After entering the area, kill all the enemies and then proceed to climb the tower in front of you. To reach the top of the tower you will need to use the lanterns on each rooftop to gain access to the spire.
Once you reach the spire, all you have to do is cut the spire using Blade Mode.

After destroying a few electrical panels and escaping a building, you'll reach a Japanese garden. The tallest building is the Pagoda. It's right in front of you when you start. You can begin climbing it using crates on the other side. Just turn and jump stably and properly to traverse the chains of lamps; it works.
