How to unlock the 5 Star Recruiting achievement in NCAA Football 07 - Definitive Guide
Taken from the X360A Forum. Written by Evil_Snow_Man.
"After your first season with an A+ Prestige school (where you hopefully just won the national championship) go to create a prospect player. Now, just enter a few random letters for the player name, make his home state the state of your school, and than change his position (I made 2 of every position available) and than hit start. For the points, put the first 5-6 columns up to 99. This should put the overall at 95+. That is all you need for the player to be a 5 star recruit.
I made 40 people over all and it took me all of about 15 minutes to do. Now since they are all in your state, and your a top school, they are all going to be with in 75% - 100% interested in your school. Save the game. Now sim the recruiting. I was getting 8 or more of these 5 star recruits 75% of the time... That is 3 out of every 4 times will get you the achievement... Sure fire, quick, and most of all EASY."

Nice guide (WE ARE!), but I do have to point out that the Create a Recruit option is available at the end of the year under the Roster Menu option. When you advance to the Offseason after the Bowl Season and you have options for Recruiting, Cut Players, Advance to Preseason, back out and select the "Rosters" tab. Create a Prospect is there.
Just pointing this out because I couldn't find it.

I hate this achievement. I've tried them all and nothing seems to work. This is the last one I need too. ARGH.

A good way (although takes a while) to get this is to use the pitches. Easiest if you use a team that is ranked in the top 5 and has an A+ prestige.
Make sure you save right before you start any recruiting!!!
Go to the list of players and look at everyone, not just your targets (which should only be previously committed players) and players from your state. Go down the list and make sure you write down all 5-star players who are interested. If you chose a top 5 team, there should be at least 6 or 7 interested players.
Pick either "Send the house" or "Send the head coach" for each of these players and start everyone off with the same pitch (I try Program Prestige first because it attracts many players). Let the computer do the rest and sim to the next week.
Now go to the Current Targets tab. Click RS and go to the Feedback section. If there is a green plus next to the pitch you used, that pitch was successful. Write down next to the players name the pitch used and circle it (or use some other indicator so you recognize that that is the successful pitch for that player). If there is just a yellow circle or a red minus sign, write down the pitch used a draw an x next to it (indicating that this did not work).
Now, reload your file and try a different pitch for the players who did not get the green plus. I usually try Coach Prestige next.
Continue to do this process until you have found all interested players' pitches. Then reload the file and use the successful pitch on them. Every week, use the "Send the house" or "Send the head coach" and use the same successful pitch on the players until the commit to your team.
If you want to unlock the top recruiting class achievement along with this, look at the 4-star players also.
I have found that the most common and successful pitches are (in order): Program Prestige, Coach Prestige, Coach Style, Playing Time, Academics, Location.
Note - if the player you are trying to recruit does not show up on the Current Targets screen, they have committed to another team. You can try reloading and trying again or give up on them and work on the other players.

Thanks for the great info, I guess I just didn't bother with the in game recruiting that's why I never got it. Will try this out on the weekend, this method looks like the easiest to follow thanks for breaking it down into parts

Keep at it. Just get to know what works best for each player and make sure you keep focusing on those tactics for them and learn what the other players want. This will make sure that every week they move more and more into your favor. Also, it's important to remember to focus on players that want to be on your team as well. If your team isn't listed as one of their interests, it's unlikely you'll be able to get them on your team without spending all of your resources.

In-Season Recruiting should play a fairly big roll in this. I would suggest at least 4 5-star players confirmed before the regular season ends...that will set you up well for the off-season. And save here too, in case it goes bad for you.
If you had a perfect season or a one loss season, it's fair to assume that you'll have at least 2, probably 3 5-star recruits with a high interest level right off the bat. You need to find which "pitch" will pique their interest as soon as you can so you can lock them up early. You may be able to steal 1 or 2 others if you are persistent enough and get the right pitch early.
I had as many as 5 in-season and as many as 5 or 6 in off-season recruiting. But it still took about 10-15 years of simming and recruiting to finally get 8 total.
GameFAQs has a good guide to recruiting which helped me a lot.

Finally decided to finish this game off because of this achievement.,
I created the 24 peeps like bryandagamer suggested.
then simmed until i had 5+ interests at the beginning, then saved. (if i didnt i reloaded the save)
simmed week two, and made sure i signed at least 3 and had another 6 with hi interest or i would reload the save.
once i had 6 signed by week 2 and at least 3 more high interest i saved or reloaded
then simmed week 3 a few times. finished out with 10 5 star requires doing it this way.
by walking it week by week this way, i was able to nail it down instead of having to redo the whole 5 weeks multipile times.
