Pretty easy to get. Start a new tournament and choose Canada. You don't need to play the entire game, so just sim up until mid 3rd period and take over then. Given the team's rating you shouldn't have trouble winning - I was usually up by at least 2-3 goals with 5 minutes left.

Additionally, it is a good idea to change the other teams in the tournament to extremely weak opponents like Japan, Denmark, etc. with grades in the lower 70s.
Also, if you follow the sim route, intervene while down two goals, and can't score enough to win the game, simply quit out. It will save you from having to reload the tournament, as the game basically has the appearance of not existing if you quit out before the game ends.

Begin by choosing international tournament. Once in, pick a maximum of 3 games and Canada as your team. Make sure the difficulty is on 'All-Star'. Select horrible teams to play against such as Great Britian and Italy. If you're having difficulty with this, you can adjust the player sliders in your favour.
