Just a note that you don't need to beat each of the three cookoffs within the time limit; this Achievement comes after the final boss battle with the Judges, thus falls in the "Story Related: Can't Be Missed" category.

What happens if you don't complete the time limit and don't get the collectables in the boxes? In my case I beat all three but the final box is locked when I went to revisit the area.

If you run out of time just press the start button, exit brain and re-enter and timer will be reset. If you have already completed any of the previous cookoffs, your progress will not be lost.

This is for completing Compton's Cookoff, the mental mindscape of Compton Boole. This Psychonaut has had a few issues, such as heavy judgment bore upon him by the others in the organization after the Deluge of Grulovia, and it wore down his mind to require him to self-isolate in the Psychoisolation facility. To complete his world, you must finish the three rounds of the Ram It Down cooking game show and help him finish off the judges with the lightning round.
(A few things of note):
1) Completing the rounds within the time limit will award you with a Half-a-mind for Rounds 1 and 2. Completing Round 3 may seem challenging if you do not properly plan your time right, but it has appeared that whether you complete it or not, the final Mystery Box will open, or should open, once you return during post-story clean-up. Wait until then to return, just to make sure.
2) Figments will appear sparingly through the rounds until the final round or return visit, so if you do not gather them all to start, simply wait until the return visit to get them all at once. The reward for the final box is a baggage tag, so you'll need to wait anyway.
3) Blending and boiling take about 30 seconds to be done, so it is better to get these out of the way first. Frying takes less time, but it requires you to shift the pan across several burners. Of the four, cutting is the easiest as you'll need to pull a chain and then pound the button that activates.
The boss fight of this is facing the Judges in a lightning round. Compton will require you, his sous chef, to send him ingredients so he can make the final meals for his judgmental puppet friends. The Hollis and Otto goats will vomit purple bile across the pan or attempt to bite you, while the Ford goat will be the one that expels the ingredients. Grab them and see which they are; if it is correct, toss it into the vacuum tube on either side of the judges. Repeat this three times for each judge for the dish to be completed, where you'll then need to run up to it and press
to feed them until they burst.
