To get an S Rank you'll need to do everything with minimal damage as possible. No friendly Fire, use non-lethal force on all suspects, arrest every suspect, grab every soft and primary objective. Every suspect has a morale, so kicking down doors, yelling, breaching doors, stun grenades, non lethal weapons, etc (anything that scares them) will lower morale making them surrender. Have your squad filled with non lethal weapons and gadgets to make this kinda easier.

Does it need to be in singleplayer? Or can it be done in multiplayer? If so, say I have every mission S except twisted nerve on single player, then get S on twisted nerve on multiplayer, does that get me the achievement?

This I do not know. But from the tags for this achievement that's placed I think it can be done on either modes.

No friendly Fire (flash bangs which is pretty lame since they just like staring at stuff which will cause you to get penalized if they get stunned by it), use non-lethal force on all suspects, arrest every suspect, grab every soft and primary objective. Every suspect has a morale, so kicking down doors, yelling, breaching doors, stun grenades, non lethal weapons, etc (anything that scares them) will lower morale making them surrender. Have your squad filled with non lethal weapons and gadgets to make this kinda easier.

Thanks to Bellstien (comment below) mentioning Multiplayer as my solution is single player only.

Man is this game janky, forced to do so many restarts because of broken mechanics/bugs, unable to secure weapons/hostages, weapons falling through floors etc.

Anyway if doing this in coop i highly recommend 1 brings nothing but flashbangs, such as M32a1 flash launcher along with the M320 Flash. They will blow up on impact on anything so you can aim on roofs, bad guys and stuff like that and basically flash a lot of guys in a room with 1 shot ( when it works that is).

Door wedges are also awesome for securing doors and making sure that bad guys cant move around as much. Can only have 2 wedges equipped, but for some reason in game you have 4 you can use (Bug?)

Also friendly fire is ok since its none lethal weapons only for S rank(headshots from bean bag shotty will kill though). So you can shoot/flash each other, but don't shoot tied up civilians that's -50 points.

And when everything in a coop mission has been safely secured the game will automatically end, if you have a option to press up to end the mission that means something is not secured and will not be a S rank if you vote to end.
Don't forget to enable a setting in option that highlights dropped weapons with a orange light around it.

As of Now for me its bugged suspects get glitched into vents or walls with endless crawling or shimmy making arrest impossible to do will update this when or if the game gets fixed

This happened to me twice. Usually upon replaying the mission they don’t usually get stuck. It’s annoying when you do everything right and one dude on his knees or in a crack is unable to be restrained. It’s awful

This is one of the hardest achievements in the game, and will test your patience. You've been warned. So first thing's first. What is S Rank? It requires you to:

1) Arrest every suspect ALIVE. If any suspect dies at any point, regardless of who killed them, you gotta restart

2) Save every civilian. This one is pretty self-explanatory

3) Collect every bit of evidence, aka the weapons that the suspects drop when they surrender

4) Complete the soft objectives. Not every mission has soft objectives, so just be aware of that

5) Make sure that every officer lives. Doesn't matter how much damage they take, as long as they live

6) No friendly fire, which annoyingly counts flash bangs. If you see the words "friendly fire" appear at the bottom of the screen at any point, you gotta restart. Same goes for unlawful use of force.

7) This one isn't actually required for S Rank, but for the achievement, you gotta do the S Ranks on Standard difficulty. Theoretically the S Ranks should also count on Hard difficulty but for the love of god don't do that.

One last thing to note before I get into the guide proper. You can unlock S rank in any game mode, whether it be commander, quick play, or multiplayer. For example, I did 90% of the S Ranks in quick play mode, but I did do Thank You, Come Again in commander mode and A Lethal Obsession in multiplayer with a buddy of mine, and therefore I didn't have to touch those two missions again.

===Loadout===

Now let's get to the loadout proper. Most of the weapons in the game are lethal but there are some less lethal options that can make both suspects and civilians surrender. They are the VPL-25 (assualt rifle), TPL (submachine gun), Bean Bag Shotgun (shotgun), TRPL (pistol), M32A1 (launcher, which only appears if you preordered the game) Taser (tacticals), and finally CS Gas, Stinger, and Flashbang (grenades). Personally I found the TPL and Taser to be kinda useless, so stay away from them. The TRPL only has a six round magazine and is again kinda useless. And while I've heard great things about the M32A1, I didn't preorder the game so I can't say anything about it. That leaves the VPL-25 and the Bean Bag Shotgun.

Personally I preferred the shotgun. No matter how many magazines I brought for the VPL-25 I always found myself running short, and since I have a nasty habit of reloading after every gunfight, I often only used about a third or half of a magazine before moving onto the next. I didn't waste the ammo I didn't use, but it meant that once a mission was nearly done, most of my magazines were only half full, which became dangerous in gunfights. Meanwhile the shotgun didn't have this problem.

BTW, let's talk about another difference between the two guns. VPL-25 shoots pepperball rounds, which as far as I can tell are physically incapable of killing anyone. Instead, they leave a cloud of gas around an enemy and causes them to surrender. Meanwhile the bean bag shotgun shoots pillow-based shotgun shells, which hurt like hell but won't kill people. Most of the time. A headshot with the bean bag shotgun will kill someone, so aim for the chest or extremities.

As for grenades, I ran with only flashbangs. Stingers supposedly do the exact same thing as flash bangs, but I can't confirm that since I never used them. CS Gas grenades supposedly will fill up a room with gas and either force enemies to surrender or leave. However, I've read reports about the CS Gas being broken on console, and from personal experience, it didn't really do anything.

So my personal loadout for every mission was 6 mags for the shotgun and 5 flashbangs. Are those overkill? Probably, but like the old adage says, it's better to be safe than sorry. You may have also noticed I didn't mention a pistol. I brought the TRPL but no ammo for it since I didn't find it useful. Of course, everyone is gonna have their personal preferences, so experiment with the all the non-lethal weapons I mentioned earlier on the first mission Thank You, Come Again to find which one's you prefer.

As for the tactical slot, this one is a no-brainer. Bring the Mirror Gun. It allows you to see under doors and even around corners. No other tactical comes even close to Mirror Gun in terms of importance.

For armor, I ran heavy armor, full coverage, and ceramic material. I've read some reports that say that heavy armor is only marginally better than light armor, but I figured, the heavier the better. Ceramic armor provides full impact reduction at first (aka you're practically invincible), but after enough shots, it'll break. I still found this to be better than the steel armor. No real reason here, just felt that ceramic was better. As for headwear, I had a ballistic mask and anti-flash goggles. The ballistic mask supposedly protects your face more, but once again, I read reports that the gas mask is only marginally worse while providing protection against gas. I should point out that you can't die from gas, it just makes you walk slower and turns your screen red. Plus with how often I was using flashbangs, anti-flash goggles made life less miserable.

Finally for deployables, I literally only had five flashbangs and nothing else. That's where your allies come into play. In quick play and commander mode you have four AI squadmates to help you out. I equipped each of them with 2 flashbangs and 2 wedges. Flashbangs were just for breaching rooms and wedges can block doorways and force enemies to stay put. Enemies typically stay in the area where you first see them, but occasionally they will migrate to other parts of the map and scare the shit out of you.

As for what else my squadmates had, they had 4 rounds of the VPL-25, 1 round of the TRPL, riot shield, heavy armor, full coverage, ceramic, ballistic mask, and anti-flash goggles. Like I mentioned early, I think it's impossible to kill anyone with pepperball shots, which means your squadmates won't accidentally kill anyone. Plus it was nice to have some long range weapons for opens areas since the shotgun ain't exactly meant for long range shootouts. The tactical shield mostly just protects their back. Occasionally they would use it, and that's were the pistol round comes into play, since you can only shoot with a pistol while holding the riot shield.

===Random Tips===

1) For 90% of the missions, slow and steady wins the race. On missions like Elephants and Relapse, if you take too long suspects will start executing civilians, but even then it takes quite a while to reach that point. Your Mirror Gun is your best friend. Use it on every door to get an understanding of what's on the other side. I know that after hours of attempts on the same mission you'll go stir crazy and start rushing it. Unfortunately that strategy rarely ever works and will get you killed.

2) A lot of missions have a wide open area in the middle of the map, such as the dance floor in Neon Tomb and the server room in Sinuous Trail. Try to avoid those areas. Instead, circle around the outside of the map and slowly whittle down the number of suspects before stepping foot in the middle areas. I call them kill zones for a reason, because you will die if everyone is shooting you from every angle.

3) About a year ago, someone looked at the code for the game and found out that enemies have a .01 second reaction time when you open a door they're aiming at. That is not a typo. They will shoot you faster than you can physically react. So if you use your Mirror Gun and see an enemy aiming at the door, either find another way in or wait for them to turn around.

4) When a suspect or civilian surrenders, you can make them waddle their way to you. Look directly at a person who has surrendered, hold RB, choose the "Move" option, and then choose "My Position" option. It's so much safer to handcuff someone behind cover than out in the open. Note that some suspects will get up and try to shoot you so keep an eye on them when they're moving to you. Also, people will stop moving if there is nearby gunfire.

5) Try to peek doors whenever you can. Enemies don't hear you peaking doors, while simply opening then or breaching them will alert them. Plus you can peek doors to disarm traps.

6) After you complete the objective "Bring Order to Chaos", you can hold RB and choose the option "Search and Secure." You're squadmates will then look around the level for any evidence that wasn't picked up and any civilians that weren't secured. Note that they won't complete soft objectives, that you have to do on your own.

6) Speaking of evidence, in the options menu, scroll over to the accessibility tab, and turn on highlight weapons. This will make any gun on the ground have a yellow highlight. Much easier to see.

7) When dealing with a hostage situation and the suspect hasn't seen you yet, throw a grenade into the room. If the suspects has seen you, I personally just started shooting the hostage until the suspect let them go. Which is admittedly a horrifying sentence, but remember, less lethal weapons won't hurt civilians if you shoot them in the chest (they might sue the police department but that's not my problem). With the bean bag shotgun, one of the shots will inevitably hit the suspect in the arm and stun them.
