How to unlock the Artificial Intelligence achievement in Red Dead Redemption 2 - Definitive Guide
Marko Dragic is a man you will first meet at the beginning of Chapter 4 and he is available always after this point, even after you finish the campaign.
He is located
This mission is in 3 parts.
When he is available he will appear with a grey question mark at this location. He will give you a mission involving a small boat in a lake which you must complete for part 1.
Part 2 of this achievement requires you to meet him again in Dover Hill (located at the very most North Eastern part of the map, directly North of Annesburg) however there are some conditions that need to be met before part 2 can be activated.
-It must be at least 24 in game hours since you completed part 1
-It must be between 9pm and 5am in game time
-An active thunderstorm must be currently happening in game
(When I went there for the first time a thunderstorm started automatically so it’s worth you going to Dover Hill first to see if one starts)
If these are met you can complete part 2 of the mission
The switches order is
Part 3 of the mission is to return back to the same place after 2 days of in game time (you can use a campfire and sleep closeby to skip time) and discover the fate of Marko Dragic.
Thanks to crewdy4923 for pointing out that a mission marker does not appear after you have completed part 2. So just wait 2 days of in game time and go back there, even though there is no marker.

Not part of the solution, but a nice easter egg to point out is that you can find the... "thing" later in the mountains where you started the game (following a trail in the snow I think)

Small thing, but it might be worth pointing out that a mission marker doesn’t appear for the final part. I waited for like 6 days in game thinking a marker would appear before I just went up there anyway and found him.

This is a Stranger Mission strand available upon reaching Chapter 4 and is located in Saint Denis.
Part 2: The next section can only be started once at least 24 hours of in-game time have passed. Feel free to stay in a hotel or camp and sleep to pass the time. Next, visit Marko in Doverhill (North of Annesburg) between the hours of 10pm - 5am, with an active thunderstorm. The thunderstorm should automatically happen if you meet all the previous conditions as you ride your horse into the area. Go inside his building and talk to him. The next part will have you placing 3 lightning conductors based on the blinking light. Then return to him, go up the ladder to the tower as he instructs you, and choose the levers Right, Left, Middle to solve it easily, talking to him again to conclude part 2
Part 3: (No mission marker) 48 hours of in-game time must pass. Feel free to sleep it off in the Annesburg hotel (accessed through gunsmith). Now, head back to his lab in Doverhill, to see the conclusion of the quest. Pick up the item, and unlock the achievement.
NOTE: You can complete this after completing the campaign.

Guessing this is missable if you started the quest but then completed the main story line. Now I am at end game, it seems to have made alot of achievements unobtainable for me unless i start again.

I think its notable to say its not a marked objective after the second part. I was waiting for a blip for what seemed like forever before i went there on my own. Just walk in the door pick up the object and the achievement is yours.

To unlock the Artificial Intelligence trophy in Red Dead Redemption 2 you need to complete the three Stranger missions involving Marko Dragic, not a straight forward task as you rarely have cause to go anywhere near the mission spawn points. You won't get to meet him until Chapter 4, but don't worry -- he hangs around after the conclusion of the main story line.
First off you need to head to a park with a lake in Saint Denis, near the A of SAINT DENIS on your map. Approach the stranger with some equipment set up by the edge of the lake to start the mission, in which you need to destroy a bunch of toy boats with another toy boat.
After all that, you will have to head all the way up to the north of the map in a place called Dover Hill, north of Annesburg. Approach the house after night fall at least 24 hours after you finish the first mission and you should be able to enter the house. Dragic will task you with triangulating the best position for three lightning rods up on the hills. Those familiar with the Epsilon Program missions in GTA V will be at home here -- you have to follow a signal from the device in your hand to find the right spots. Place three and head back to Dragic, then head up the tower as instructed. Hit the right switch, then the left, then the middle.
After the conclusion of the second mission, you'll need to return after 48 hours in-game. This last sequence isn't a mission at all, you just discover an incident and claim the electric lantern as your reward. The trophy should pop immediately after you enter the house and witness what there is to witness.
