This is a level 2 project thus you have to complete a level 1 project before this will spawn.
The level one project required here is a School:
It will spawn in forest or swamp villages. Due to the specializations utilize plants here.. that way you don't have to deal with -10 awe from the minerals.

A Barracks will only spawn in a swamp village.
