Reus

The Fishing Dock is a tier 1 project and only spawns on an ocean patch. To get it to spawn create an ocean and populate the sea next to the land with fish. Then put a forest or swamp on the land and save the game. The nomad will set up a village and hopefully the fishing dock should spawn. If you don't get the dock reload the save game and try again.

To complete the project the village needs to be using 20 food and 10 wealth. You should be getting quite a bit of food from the fish so add in a mine or two and the project should complete in no time.
