The level one project required here is a Tool Shop:
It will spawn in forest, desert or swamp villages. Due to the specializations utilize minerals here.

A Geologist will only spawn from a tool shop in a desert village
Requirements:
75 Tech

Could also require that you have:
3 mountain patches in the cities borders
