To Reach level 3 you need to have completed 28 developments. These are the milestones awarded when you complete an era, not the projects that the villages create.
You should hopefully have completed the 3 tutorial developments and all of the level 1 developments. See the following solution for details.
The You got all the easy ones! achievement in REUS worth 53 pointsComplete all the level 1 developments.
With all that complete you'll already have 19/28 so you only need 9 of the 26 level 2 developments. There is a separate achievement for completing 9 level 2 achievements so visit that guide for some hints and tips. There are 10 fairly easy developments so getting this far is quite easy.
The Now we’re talking real developments! achievement in REUS worth 30 pointsComplete nine level 2 developments.
Reaching level 3 unlocks the 120 minute era games which makes getting the rest of the level 2 developments much easier.
