After getting this I found a manual for locomotives, it mentioned starting them with a short circuit. Not sure, but that could enable you to do this when you don't have the skillpoints in that tree. Or it is just a hint to check the locomotive *shrug*
The manual was downstairs in the building right next to where the locomotive stands, in the doorway opposite of the entrance to the "destroy unwanted drugs"-sidequest.

Yeah I can confirm you don’t need the 3 skill points in the engineering skill tree to start the engine. If you don’t have the skill you can go into the nearby building as @appare in the comments said - there’s a manual to scan for the locomotive to start it’s engine

Yeah, I agree. I missed this achievement the first time around and had to load an old save. But I didn't have any points in engineering at that point, so this was super useful to save me going back and gaining three level ups.

During the "Street Vulture's Turf" quest, the game's third main quest, you'll jump into the territory of the Street Vultures gang, who are allegedly holding a police officer hostage.
This area is quite large and is divided into several sections. The last section is called Steel Mill and includes a main mission, as well as two optional missions. Starting from the spot on the map shown in the video, go straight until you reach the train engine and hold down the square button (or X button if you're playing on Xbox) to start the engine. Your Engineering Level should be at least at 3 before you can start the train, , or alternatively you should have scanned the user manual, which can be found in the Steel Mill's "North Stronghold".
Once the train is running follow it until it stops, and climb the ladder on the right hand side. The stairs will lead you to a small room, where there is a chest. Open it and the motherboard will be yours.

This achievement takes place in the third main mission, "Street Vulture's Turf," which sends you to a single large area.
