How to unlock the Miracle hoarder achievement in S.T.A.L.K.E.R. 2: Heart of Chornobyl - Definitive Guide
After collecting all 69 artifacts for the achievement, I want to summarize the following:
1) There are 4 types of anomalous zones in the game (acid, thermal, gravitational, electric), and depending on what type of artifact you are looking for, you need to make a safe on the approach to the anomalous zone, if you didn't find necessary artifact you need - reload - repeat searching. No need to go elsewhere to the different anomalous zone if the artifacts are respawning, you will waste you time.
I used link, provided by @GameMaster136 as a checklist and recourse to look what kind of artifacts I missed and in which anomalous zones they are. In addition to this you can use interactive map to see all of the available anomalous zones
2) Don't sell any of the artifacts if you didn't get the achievement yet, put all of the available in your stash and do a quick check if you forgot what you still missed. Otherwise you will be confused
3) There are 2 quests in the game where you can get quest related artifacts - Crystal Thorn and Soul. These artifacts DO NOT count for the achievement, make sure you have the ones dropped from anomalous zones, they even have different descriptions
2) The spawn of artifacts does not depend on how far away from the anomalous zone you are. The main thing is to make a safe until the detector locks the artifact (optimal distance is 100 m).
4) There are several anomalous zones in the game with a clearly locked artifact, and no matter how many times you reload at any distance, the artifact will be the same. For example, I saw always Kolobok artifact on acid anomalies east of Sultansk, as well as Thunderberry in one of the tunnel with electric anomaly and they didn't respawn to something else. In such case try to find different anomalous zone if you see the artifact is always the same
5) The artifact drop system works very strangely in the game. During the farming, the most difficult thing was to get "common" artifacts and the spawning chance for them was 5 times lower than a legendary artifacts for example. The last artifact I was struggling to find was Thorn, which I was looking for about 2.5 hours and it was a real pain. I respawned in the acid territory and was trying to find it and found all of the available acid-type artifacts except Thorn. There might be a script in the game that compares the artifacts available in your inventory and compares them with those that you missed, thus, giving a very low drop percentage on them, regardless of whether the artifact is very common or a legendary artifact. This is my assumption based where I saw other guys have the same problem but with different artifacts they are trying to find
Hope it was helpful a bit

From the looks of it there are up to 69 different artifacts (not including the 6 arch-artifacts and one that is story related) which is definitely a lot more than were in the previous games. I'm hoping this list is accurate since I haven't found everything yet and every other list I found seemed incomplete.
More often than not you'll find them in anomaly fields but sometimes you can find them near dead bodies in certain areas. And after an emission or two artifacts will usually respawn in artifact fields. The Echo detector tends to be rather annoying to use for artifact hunting so it's best to upgrade to something better if you can. It's possible to get a Bear detector as a quest reward for completing "A Sign of Hope" which is at the Noontide base on Wild Island.
Regularly I would do a run around Zalissya in the Lesser Zone since there are 5 anomaly fields somewhat near the town. And I would then move north into Garbage since there are 6 more anomaly fields that are easy enough to check out. Can make for a decent way to make some cash in about half an hour if you're quick about it. And doesn't hurt to see if you come across any new artifacts while you're out it.
One particular thing of note is that artifacts are spawned randomly, but based by distance. So if you make a quick save before reaching an anomaly field (100-150m or so) you can check to see what's there and if you want to reroll it you can do so by loading your save. If you don't mind spending the time trying for it you can attempt to reroll artifacts until you get something new or worth a lot of money.
You can also find legendary artifacts like the Compass, Thunderberry, and Liquid Rock early in the game. I managed to get a Compass in the Deaf Meadow gravitational field northeast of Zalissya. And also got a Thunderberry from the Pol Depot electrical field northwest of Zalissya. So it's definitely worth checking anomaly fields in the starting areas since the game doesn't prevent high tier artifacts from spawning in them.

Yes, 69 artifacts are confirmed and I do not believe the "Heart of Chernobyl" is needed. Also, most people will end up getting the rare and legendary artifacts before all of the common and uncommon ones, and it is advised to reload a very early save to farm these once you make a list of what you have on your main save, preferable near the end of the story. What I did was stash all artifacts (I sold duplicates), and then went through the above list and marked off all that I had. I only had 7 common/uncommon ones remaining and reloaded an earlier save and was immediately finding them with the reload trick. Down to just needing fireball now along with Chocolate bar (which can be bought from a vendor so I am saving this for last to test out if purchasing them works - I sure hope so...)

It was quite a pain in the ass wasting an hour trying to find a Bubble which was the last artifact I needed. The achievement popped after I grabbed it and I did not need to have the Heart of Chernobyl story artifact.

People have been mentioning the Crystal Thorn and I think that may be tripping some people up. It's possible to get one from a story related quest and I'm suspecting that one doesn't count for the achievement. You'll know you have the quest related one since it has a unique description that references where you found it. If you only have this one chances are you probably need a regular one for the collection which can be found in acid anomalies. I had both when I found my final artifact so the achievement popped without issue.
There is another unique quest artifact that can be obtained through the "All That Is Left" quest in the Chemical Plant area. This quest is missable if you take too long to do it or depending on how late it is in the story when you visit the Chemical Plant for the first time. It's a Soul that has a unique description and it sounds like it doesn't count for the achievement which means needing to find a regular Soul in electrical anomaly fields.

Yes I’ve noticed that as well so I would assume so also regarding the 100/150miter method this has helped but I do think at each anomaly there is a set amount of anomaly’s that can spawn from that particular spot as I need 2 more lyre-fire and sapphire in witch I’ve spend hours now not getting I’ve also tried the complete random one with the psi effect and from the spots I’ve tried farming I’m noticing a pattern from them all that they will spit out the same artifact of a select bunch now I’ve only got my experience from this and can’t confirm this through game file but when loading the same game over and over to get the same artifact does make me believe it’s selected bunch with in that anomaly and you just have to luck out in finding the right on you need when doing the 100/150meter reload

There are 70 standard Artifacts to collect in all, and they're all very random on how they appear and how they spawn. That's what we've created a really in-depth guide to ensure you ge them all, which you can find below. Good luck out there!

Maybe it's my pen, but try collecting in the same place during the day or at night. And remove all artifacts from your belt.
