There are far, far more than 30 of these in game. They are flat stones with runic lines usually standing upright out of the earth or sometimes knocked down. You can press to charge them with your spirit energy (if you are currently charged) which turns the tune lines blue. You can also normally take your spirit energy back by pressing again.

You should have this by the end of Chapter 3.

Since the vast majority to these are required to progress the story this is functionally unmissable.
