How to unlock the Quelled Kokabiel achievement in Star Ocean: The Last Hope - Definitive Guide
This achievement is for the 7th boss battle. I INSIST you be AT LEAST level 50 before attempting this extremely difficult boss battle. I was level 54 on Earth difficulty (The easiest) and I still had some problems.
First, make sure at least two people are equipped with the auto healing battle skill, and edge is equipped with Critical Hit battle skill level 10.
To "hurt" the boss, he is a dragon guy with faeries flying around him. Its impossible to tell which two faeries are hurt by magic, and which two are hurt by attacks....
Have at least 20 EM Bombs, as they will help in destroying this boss. Use a team with two close range attackers, and two long range attackers, an example is Edge, Arumat, Reimi, and Lymle.
Play as Edge and spam attacks and skills on him (I used Stampede Slash and Cyclone Blade) and hit the dragon looking guy himself, his faeries will become noticeable of you attacking their master and will fly into defend him, when this happens SPAM THE SKILLS and activate rush mode every second you can, you will take up to 5000+ damage in the first wave.
If Edge falls down, switch to a long range attacker and use EM bombs to lure the boss away from Edge.
Keep doing this until the boss dies and the achievement unlocks.

I'd advise using Arumat with a maxed out Nether Strike and Bloodstorm Revolution and chaining them together as best you can when he's weak to attacks. It'll do massive damage and neither of them physically move Arumat around. You don't even need to use any items in the battle to win.

Decent solution for this boss... To each their own I guess, I went a completely separate way. I think one of the main points is that before the boss, you've got an absolutely PERFECT spot for grinding. Between the save orb and the healing orb is faaar too much exp (considering how easy the mobs are)
I personally went from 45-65 in a little over an hour, using the bonus board and ambush multipliers. Definitely worth levelling past 50/55 before even attempting the boss.
Also, you have to beat the spawns before the boss is vulnerable. There are four that won't take any damage, but the others are used as protection.
Sorry to intrude, good solution regardless; just thought I'd add some things.

Set up your party to contain three of your best attackers and Sarah. Set each of the attackers to tactics with "full force" in the name, then sit back as Sarah and dole out items / cast Faerie Healing when necessary. Run if the boss or its minions somehow get too close. If you get some time where you're not healing, throw a couple offensive spells at the boss when it's glowing.
This may be the coward's way out, but it worked well, and I was able to keep my entire bonus board intact leading to a HUGE amount of extra experience after the battle.

I recommend teaching maxing out Arumat's Chain Combo and Critical Hit skills before starting the battle, and choosing some nice attacks for the trigger buttons.
Kokabiel is a different type of boss than you'll be used to at this point in the game. Attacks do next to nothing (as with most of the Grigori) unless you know her weak spot, which is sort of tough to find.
Anyway, many of the attacks will come from the Spawn, the little things that fly around. There are a bunch of them on the field, and you can kill them fairly easily, although there are four that are invincible and will constantly be there.
The easiest way to kill them, I've found, is to target Kokabiel and start attacking her with Arumat (though this won't do crap for damage). Eventually, during these combos, you'll take out all of the Spawn (except for the invincible four). When there's just four left, BACK OFF. There's not much you can do at this point except help heal and use charge your rush gauge. This way, you can conserve your party's resources.
As soon as Kokabiel has the glowing golden sphere around her, run in, activate rush mode if you have it, and start to unleash the chain combos. You should be able to complete two full combos (around five or six special moves) before the sphere shatters and the new Spawn appear. Repeat this tactic ad nauseum. If you're using Arumat with a maxed out Critical Hit skill, you can do around 100,000 damage with five special moves!
The only thing you'll have to look out for later in the battle is the rate increase in Kokabiel's attacks. It's quite easy to dodge these though with jumps.
Try not to activate any Rush combos, as this will make Kokabiel's sphere disappear and you won't do much damage.
