Read a lot about this achievement whilst trying in vain to obtain it with the Humiliate Fallen Empire route. Never worked for me on the win 10 version (v2.8.x)
The dormat empires, even if you colonise a holy world say to really annoy them will not enter supremacist state, only belligerent.
An awakened fallen empire is a bit different, they emerge as supremacist and I managed to provoke one into war by having low 10k fleets then ramping up. Then just as was about to win they switched state from supremacist to isolationist. How annoying is that. Apparently this is a bug they fixed back in 2.6 to stop diplomactic states being changeable during a war, but clearly it doesn't apply to Fallen Empires.
how I did it in the end after about five attempts with fallen empires is as follows
Medium galaxy, no fallen empires, hardest difficulty (Grand Admiral). AI aggressiveness normal.
Force spawned a very militant empire I named the Thunbergs (my joke). They were far enough away to keep things peaceful until I could ramp up my infrastructure and tech. Had only basic 10k fleets for pirates etc and I looked a soft target. Then once ready, insult them and colonise planet close by.
I basically created an infrastructure that could ramp up fleets in a few months to 24 battleship fleets (five or six of them).
They were supremacist by the time they made contact. And they didn't change this stance.
So basically you need to do this with normal empires, NOT fallen empires despite all the guides saying it's the best way. I think they nerfed this method at some point.

Thanks for the guide, I've been trying to get this one for awhile. I've just never even seen the AI use the supremacy stance, a bit annoying.

Usually the destruction of the capital is enough to survive the humiliation and end the war.
In theory, this algorithm introduces the extinct into a state of supermassism when war is declared on you, but I myself did not achieve the achievement on the first try.
