Start a game as a bartender (unlocked by drinking 10 alcoholic drinks in a single game). When you are on a mission that requires neutralizing a person, you can occasionally talk to them and have an option to 'ask them to leave', along with a success percentage. If you select this and it works, you will unlock the achievement.

Start a new run as the Bartender as he has the Charismatic trait which makes most people friendly. You'll need to find a 'Neutralize' mission; if there isn't one on your current level, then restart your run.
