How to unlock the Peace in Our Time achievement in The Outer Worlds - Definitive Guide
Edit: AbsolutioN IX & FayMoon have pointed out in the comments you can unlock this achievement and "Monarch Abides" in a single playthrough with a carefully timed manual save.
-------------------------------------------------
The following solution was taken from PowerPyx's trophy guide - full credit to PowerPyx.
This trophy and Monarch Abides are mutually exclusive, you can’t do them both in the same playthrough without using save backups.
For this trophy after you’ve stopped the radio transmissions and got the info sent to Phineas or talked Hiram into working for the board a UDL ship will crash into the planet. Go get the targeting module, then you need to talk Sanjar and Zora into working with each other for their own best interests.
To have the Iconoclasts agree you need to have Zora overthrow Graham. To allow this to happen in the two prior quests you do for the Iconoclasts you need to side with what Zora wants, getting the extra food supplies from the smuggler, then getting the Twins back from the press instead of having them go in and help you. After that once you have got the targeting module you can speak to her again and she’ll ask you to get some mission logs, which leads to the discovery that Graham orchestrated the pirate attacks. You then need to agree with her to overthrow Graham and kill him. You can then talk Zora into potentially working with Sanjar if you have 55 Persuasion, or other skills around that level.
Sanjar can then be talked into working with Zora if you find her report from the Rizzo’s Lab in the same area you get the items for Sublight. You then talk them into meeting at the OSI church just outside the city, where you can basically give mostly neutral and encouraging answers to have them talk it out and agree to work together. Once they do you’ll complete the quest and earn this trophy.
At any moment during this mission, you can SAVE the game and decide to give the targeting module to Sanjar, Graham or Zora, win the battle for selected faction and get the alternative achievement "Monarch Abides". Then reload back and finish "Canid's Cradle" with peace solution to unlock "Peace in Our Time" achievement.
Also, for this achievement, you will need to make sure you complete the optional opjectives "wipe the terminals" for Sanjar and choose food supplies / save the Van Noys (Graham / Zora), during their respective quests.-------------------------------------------------

Followed everything, gone to Sanjar but not getting to the option for him to agree to meet anyone? Any ideas?

AbsolutioN IX is correct. You have to: wipe the terminals (Sanjar) and choose food supplies / save the Van Noys (Graham / Zora). Then, after reclaiming the targeting module, go talk with Sanjar and additional "(optional)" part of the "Canid's Cradle" mission will appear.

- These are 2 different MISSABLE "Story Options" which you CAN acquire in the same play-through making the right decisions and using Saves.
MONARCH ABIDES is easy to acquire where PEACE IN OUR TIME takes quite a few certain decisions needing to be made that are easily missable!! Follow this guide to make sure you get both w/o having to do multiple play-throughs!
*This WILL include some spoilers although I leave out most of the details, but if you don't at least read this ahead of time you are bound to miss the Peace In Our Time Achievement / Trophy
- These one's are a bit later in the story after you get to Monarch.
For Mightier Than The Sword (secret) & Monarch Abides (secret) you have to make decisions early in the story to obtain, so go to the guide there to avoid missing those.
------> STAGE 1 | "Radio Free Monarch" <------
*For PEACE IN OUR TIME you must complete these [optional] quests during the "Radio Free Monarch" Main Quest to get Zora involved and to be able to use a peaceful [option] during the quest "Canid's Cradle":
During "The Commuter" [Iconoclasts - Graham/Zora] :
- "Get Extra Supplies from Carlotta"
(for Zora instead of High-Capacity Cartridges for Graham)
During "Pay for the Printer" [Iconoclasts - Graham/Zora] :
- "Retrieve Zora's Team (Van Noys)"
During "BOLT with His Name" [MSI - Sanjar] :
- "Wipe Any Terminals in the Building"
(located in the 1st floor of the ARMS building, underneath the objective)
------> STAGE 2 | "Canid's Cradle" <------
After you get the targeting module from the fallen ship you may only have the 2 options for the "Canid's Cradle" quest, giving the module to either of the 2 faction leaders. SAVE HERE!!
} Give targeting Module to Sanjar, Graham, or Zora and win the war for Monarch Abides *THEN RE-LOAD SAVE and continue w/ the peaceful solution
To acquire Peace In Our Time you must talk to Zora @ Amber Heights in the building to the right of the one Graham chills in.
- She will ask you to do a small quest, once finished she will "need some time" before making a decision. (Can probably just fast travel somewhere and come back)
- I completed a side-quest and came back to her hangin' out on the 1st floor. Go up to her to have a convo, be on her side and end up taking out Graham.
***NOW instead of giving the Targeting Module to Zora or Sanjar, CONVINCE Zora to work with Sanjar, which will unlock the 3rd [option] that is basically to bring peace b/w MSI & Iconoclasts. Continue with Canid's Cradle quest AVOIDING GIVING THE MODULE TO EITHER ONE
Completing the small quest Sanjar gives you sets up a Negotiation b/w Zora & Sanjar. Simply go to the Church, SAVE to be safe, and complete the negotiation to acquire Peace In Our Time !!!!
Doing this stops you from having to do a new play-through! :)

This missable achievement is unlocked when, during the faction quest, Canid’s Cradle, you broker peace between the two opposed factions. The achievement is missable. First, you are not obliged to accept the Canid's Cradle faction quest. Second, even if you do, you are not required to broker peace. You can, instead, side with either faction and defeat the other by killing its leader. Doing so, unlocks the mutually exclusive:
Although this achievement and Monarch Abides are mutually exclusive, you can make a save before the deciding point. After you unlock the first achievement, you can load the save and pop the other.
Whereas this achievement is unlocked during Canid’s Cradle, it requires specific optional choices be made in earlier quests. During BOLT with his Name, you must read Sanjar's reviews and then delete them.
During the quests, The Commuter and Pay for the Printer, you must choose to acquiesce to Zora's requests rather than comply with Graham's directions. This entails getting extra food & supplies and saving the twins. Zora will then give you an additional quest, Sucker's Bait. Accept it and complete it by going to the Abandoned Relay Station and providing Zora with an Old Data Cartridge you find there.
You must also get Zora's reviews from Rizzo's secret lab in Cascadia. This does not have to be done beforehand (although it makes matters more convenient later). If you don't, Sanjar, will explicitly ask for them as part of the Canid’s Cradle quest.
The game plays differently depending on how you respond to a decision on Groundbreaker. If you decline to turn Phineas in to the Board, you embark on the Phineas path. If you report him to the Board, you embark on the Halcyon path. During Radio Free Monarch (Phineas Path) or Signal Point in Space (Halcyon path), you persuade the two factions in conflict to stop their broadcasts and unlock:
Immediately following that, the faction quest, Canid’s Cradle becomes available. If you choose to accept the quest (you are not obliged to), you recover a targeting module sought after by both factions. Once the targeting module comes in to your possession, two mutually exclusive courses of action become available. Each results in an achievement. If you want to get both in the same playthrough, make a save once you gain custody of the module.
If you want to get the good ending in the game, work towards Monarch Abides first. Once you unlock it, load the save you made upon acquiring the targeting module.
Providing you complied with the prerequisites during Bolt with his Name, the Commuter, & Pay for the Printer and complete Sucker's Bait; you have the wherewithal to broker peace. Help Zora overthrow Graham & kill him. Then, Persuade her with a skill check of around 55 to work with Sanjar to their mutual benefit.
Next, go to Sanjar. You can persuade him to negotiate by discussing Zora's review. If you have not already found it, you will have to go to Rizzo's secret lab in Cascadia and read it on the terminal. You'll have a quest marker to assist you. Once Sanjar agrees to negotiate, go to the OSI Church just outside Stellar Bay and talk with Zora and Sanjar selecting the positive dialog choices on every occasion. Make sure you state that Sanjar was not culpable in any of Graham's misconduct. The achievement unlocks when the negotiation successfully concludes.

Planet: Monarch
This is a bit lobg winded but it is better than wiping out an entire faction in the long run.
During the quest "Radio Free Monarch" you'll have to convince both MSI and the Iconoclasts to stop broadcasting on the Information Broker's channel.
When dealing with the Iconoclasts, you need to complete Zora's optional objectives. (Freeing the Twins and not asking them to help with the press + Gaining medical supplies with the extra money when talking to the merchant for Graham)
After the broadcasts are stopped a ship crashes, grab the power cell, now we're going to do nothing with it, it's just to move the quest along.
Go ti Amber Heights, talk to Zora in the medical bay (building to the right of where Graham always is) and talk to her. She'll ask if you can help her find out some history for the Iconoclasts, agree and this starts the quest "Sucker Bait".
This file incriminates Graham in some dispicable dealings. Return it to Zora, who asks for time to process it. Confront Graham about it but don't give him the power cell.
Go to Sanjar and ask him to make peace with the Iconoclasts, ask him about Zora taking over. He'll agree but you need you need to show him her personel file. Go to Cascadia and find the terminal, read her file then copy it.
Go back to Sanjar and hand it to him, he'll agree to meet her.
At Amber Heights, Zora will meet you on your way to Graham. She'll ask for your help in deposing him. Agree and do so. Once she's in power, ask her to make peace with MSI and talk to Sanjar. She'll agree if you pass a skill check.
• Persuasion 55
• Inspiration 55
Once you pass the check, go back to Sanjar ane he sets up a meeting.
Go to the meeting outside of Stellar Bay, take a neautral stance making them see they can work together. Once they agree to do so, the trophy unlocks.

*MISSABLE*
This achievement and "Monarch Abides" are opposing, and only one can be earned in a playthrough unless you save prior to important choices and reload to do the other side. Since you need two playthroughs to complete the game anyway, just do one in your first and then the other in your second.
To broker peace, you will want to side with Zora during the quests The Commuter and Pay for the Printer (by getting extra food as supplies and rescuing the twins), then she will privately give you the quest Sucker Bait to complete. This will cause her to overthrow and kill Graham. When working with Sanjar during BOLT with His Name and Errors Unseen make sure you read his reviews on the terminal that he asks you to erase as leverage later. You will also want to find reviews of Zora in Rizzo's Secret Lab, but if you don't come across them naturally, he'll give you a quest marker for it later.
After working with Hiram for the main story, you will get the quest Canid's Cradle when you see a ship crash on Monarch. Retrieve the targeting module from the ship, then speak with Zora and Sanjar but don't give either one the module, and instead convince them to work with each other. Zora will require some sweet talking and a speech check, while Sanjar will require the reviews we got earlier. They will arrange a meeting outside Stellar Bay, just use neutral dialog options and make both sides happy to unlock the achievement. Save prior just in case you accidentally anger one side or the other.

Skipable.
When meeting 2 iconoclast leaders, you need to support the lady. In this case, she will agree to negotiate with Sanji, the leader of the MSI.
The negotiation option can be opened in the dialogue with Sanji after you take the siege weapon from the fallen ship.

The most important thing about this is the first meeting in Amber Heights. When you come for additional cartridges, take provisions for change - this is Zora's support. Then, when you need to turn on the machine, you need to return Zora’s fighters. This will be the second support. A quest will open from Zora to get information.
