This missable achievement is unlocked when, during the faction quest, Canid’s Cradle, you broker peace between the two opposed factions. The achievement is missable. First, you are not obliged to accept the Canid's Cradle faction quest. Second, even if you do, you are not required to broker peace. You can, instead, side with either faction and defeat the other by killing its leader. Doing so, unlocks the mutually exclusive:

Although this achievement and Monarch Abides are mutually exclusive, you can make a save before the deciding point. After you unlock the first achievement, you can load the save and pop the other.
Whereas this achievement is unlocked during Canid's Cradle, it requires specific optional choices be made in earlier quests. During BOLT with his Name, you must read Sanjar's reviews and then delete them.
During the quests, The Commuter and Pay for the Printer, you must choose to acquiesce to Zora's requests rather than comply with Graham's directions. This entails getting extra food & supplies and saving the twins. Zora will then give you an additional quest, Sucker's Bait. Accept it and complete it by going to the Abandoned Relay Station and providing Zora with an Old Data Cartridge you find there.
You must also get Zora's reviews from Rizzo's secret lab in Cascadia. This does not have to be done beforehand (although it makes matters more convenient later). If you don't, Sanjar, will explicitly ask for them as part of the Canid's Cradle quest.
The game plays differently depending on how you respond to a decision on Groundbreaker. If you decline to turn Phineas in to the Board, you embark on the Phineas path. If you report him to the Board, you embark on the Halcyon path. During Radio Free Monarch (Phineas Path) or Signal Point in Space (Halcyon path), you persuade the two factions in conflict to stop their broadcasts and unlock:

Immediately following that, the faction quest, Canid’s Cradle becomes available. If you choose to accept the quest (you are not obliged to), you recover a targeting module sought after by both factions. Once the targeting module comes in to your possession, two mutually exclusive courses of action become available. Each results in an achievement. If you want to get both in the same playthrough, make a save once you gain custody of the module.
If you want to get the good ending in the game, work towards Monarch Abides first. Once you unlock it, load the save you made upon acquiring the targeting module.
Providing you complied with the prerequisites during Bolt with his Name, the Commuter, & Pay for the Printer and complete Sucker's Bait; you have the wherewithal to broker peace. Help Zora overthrow Graham & kill him. Then, Persuade her with a skill check of around 55 to work with Sanjar to their mutual benefit.
Then, go to Sanjar. You can persuade him to negotiate by discussing Zora's review. If you have not already found it, you will have to go to Rizzo's secret lab in Cascadia and read it on the terminal. You'll have a quest marker to assist you. Once Sanjar agrees to negotiate, go to the OSI Church just outside Stellar Bay and talk with Zora and Sanjar selecting the positive dialog choices on every occasion. Make sure you state that Sanjar was not culpable in any of Graham's misconduct. The achievement unlocks when the negotiation successfully concludes.
