How to unlock the Coup de Grace achievement in Tropico 4 - Definitive Guide
I was having a bit of trouble getting a Coup to happen naturally during the campaign, so I did the following in a Sandbox game (settings were for high rebel/coup likelihood, population starting at 30, and all other settings were easiest -- Rebel Yell was NOT enabled) to get this achievement:
1) Started a 20 year game on Cara Libro (one of the easy islands), immediately building a mine on a close iron deposit, and a fishing wharf.
2) I put the game on high speed mode, and built a couple apartment complexes and an Armory over the next couple years. After the Armory was built, I hired foreign specialists to fill it with generals, all at the default $20 pay rate.
3) Building nothing else, I let my population get more and more disgruntled over the next several years. I slowly brought the generals' pay down to $8 over those several years. Your country's funds will build up easily over this time, as you'll be exporting iron from your one mine, and not spending anything on any other new buildings.
4) Once I got the first notice of someone becoming a rebel, I lowered ALL uneducated pay to 1, all soldiers to 2, and all generals to 3. Make sure your palace guard has a full contingent of soldiers, hiring foreign specialists to fill any vacancies. It didn't take long to get notices of increased uprising AND increased coup likelihoods.
5) The uprising likelihood went from medium to high first, so I instituted the "Free Housing" and "Food for the People" edicts. An uprising occurred anyway, but shortly after the uprising was put down, the Coup threat went from medium to high. Now, it was just a waiting game.
6) When the coup finally began, I raised all soldier pay back to 10, all general pay back to 20, and ALL uneducated pay back to 5. SAVE THE GAME at this point, in the unlikely event that you actually lose the coup, so you can re-load at this point, and try to win, again. Once the final coup participant is neutralized, the achievement will immediately pop.
Note: If you watch the progression of your troops and the coup participants, you can save the game RIGHT before they engage in combat, so if one of your troops dies, you can simply re-load as needed, until things go your way.
This whole process took just shy of 10 game years, or not quite half-an-hour, playing primarily at fast speed, tweaking only when I thought necessary, with the outlined steps, above.

I got lucky I suppose, I got it while doing mission 14 i think. Want trying for it, just didn't have money to raise happiness and I got turned on, 6 loyal vs 1 traitor. Lol

Build an Armoury and stop paying the generals. Your adviser will start warning you about a coup that will happen if you don't do something about the militarist's happiness. When the coup happens, you have to win it with just your palace guards.
