How to unlock the Hope achievement in Tropico 5 - Penultimate Edition - Definitive Guide

This is the 15th and last campaign mission in the game and boy it goes out with a bang.

This really is a jack of all trades mission so you'll need to take everything you've learned into this one.

Throughout the campaign, you would have been going to-and-fro between 2 island nations which mean when you return to an island the next time, you'll have the same development on the island as the last time you finished a mission there.

For this reason, I highly advise you spend the 13th Mission "Leon Must Die" setting up for this one because this mission can be very tough if you don't have the correct set up.
The reason I say this is because any money you have at the end of any campaign missions is lost and you start the next mission on the same island with the same amount of starting cash regardless of how much you had at the end of the last time you were on that island.
The island you play on mission 13 "Leon Must Die" is the island you will be playing Mission 15 "Hope" on
You can either have these things ready by the end of Mission 13 or you'll have to set it up when mission 15 starts (which makes the mission tougher and costs you more money)

The main objectives in this mission come up as you complete through them, each one is themed to the 5 superpowers and you have to complete them to impress them and win the mission. They could come up in different orders but this is the order they come up for me most of the time.
Middle East: Have 50 Military personnel (see point 2 below)

EU: Have 3 TV buildings - you don't need to keep these, you can demolish at least 2 of these once you complete the objective, I advise keeping one to help keep your liberty up. If you have no power grid then just build 2 Wind Turbines (this should be enough to run a Hospital and a TV building).

USA: Have 180 Tourists on the island AT THE SAME TIME - you must have 180 tourists at one moment to achieve this. This one is the worst I think, if you are constantly hitting 150ish I advise building an airport if you are able to, it gives you an additional way to get tourists onto the island and it makes Tropico more attractive because of the airport. As a guide, I had around 10 various different hotels and 2 Cruise Ships (you might get away with just one as they are really expensive). Don't forget to use the Tourism Campaign Edict. The longer you try for this one, the harder the mission gets because it will take away all of your uneducated citizens from the plantations and mines because the tourism buildings pay better.

China: Have a population of 900 or more - this one is the second most annoying and if you're doing badly in the mission then you most likely won't make a dent in this because too many of your citizens will leave the island. A couple of things to help with this
- Use the upgrade in clinics and hospitals that increase birth rates.
- Use the Contraception ban edict
- Occasionally the game helps you by offering you to pay $50,000 for 50 immigrants on the next ship. These can be helpful if you are getting close to 900 but don't rely on this too much because it costs too much.

Russia: Export 20,000 tons of Rum - simple if you already have the Rum distillery up and running, just a waiting game and keep the invasions from killing the mission!

1. First of all, don't rely on natural deposits on this mission (oil, iron, gold etc.), chances are they are either running low or have run out by now (especially if the 13th mission took a while). You can extend the life of the deposits using the Geological/Fracking edicts, these can be useful if you have a lot of deposits on their last legs.
So you'll want to focus on Industry buildings like Lumber, Cigars and Rum since they are renewables. There can be some very profitable trade routes on these three as well so keep an eye out for them.
Definitely do Rum at least because it will be required for Russia's objective.
You're going to be distracted by the military side of things because there will be LOTS of conflict in this mission so make sure you set up the industries and plantations such that you can leave them to run themselves, if you can multitask then that's perfectly ok.

2. Secondly, from the start of this mission, if you don't have a strong military then you'll need to focus on this. The best ones to use for this mission are
Army Bases (for the tanks)
Military Forts (cheap for infantry)
Defense HQ (can only have one but the army personnel in here are very strong)
Aircraft Carrier (expensive but can drop bombs on the enemies, but don't use "fire at will"!)
Don't forget about your palace guards as well, they can be upgraded into great fighters!

As a guide, I had 5 Army Bases, 4 Military Forts, 1 Defense HQ and 1 Aircraft Carrier.
Edict wise, make sure you have Military Drills activated at all times, be careful because it deactivates after 5 years game time so keep an eye on it.
Some other things that can help with the conflicts, make sure you use the upgrades on all of your Military buildings because you're going to need the upper hand on the enemy who will already be using strong units. The upgraded tanks are especially important because the enemy never use the MKII ones which makes you stronger than theirs.
Consider making an alliance with a foreign power who has 80 or over in an embassy, you may have to pay them money most likely but they will provide you with 2 units to support you in battle and you need all the help you can get.
DON'T use Fortresses, I find they kept getting destroyed because they are designed to lure the enemy to them. They are expensive to rebuild after each conflict.
DON'T use the Giant Laser, you can only fire it if the enemy is near it and even then it costs to fire it and only can be used once every 3 months. You're better off with the Aircraft Carrier which costs a little bit more.

3. Thirdly, if you don't have a strong tourist presence on the island (you should because Mission 13's main objective was to attract 400 tourists) then you need to work on that.
And I'd say this is important because of the USA objective, but make sure your military is set up to deal with the invasions then focus on this.

4. DO NOT ignore the needs of the Tropican people as well, if you take your eye off them then they will punish you in the elections and a Tax Cut edict can be very costly at this point in the game. Also you can't just ban the elections (Martial Law edict) because that will really screw up the tourism rating and productivity.
I found that if you focused on some factions that are making demands through the blue objective markers near the palace, they might seem like petty requests. However if you satisfy their requests then they usually reward you and give you a choice.
Religion is an easy one to satisfy by building 2 Cathedrals and 3 Churches and a Catholic Mission.
For Healthcare just build a Hospital and 2-3 Clinics, use the Immunisation Edict, make sure to use the Hospitalisation wing upgrades for all as well because it means more people can use the services.
Housing will always be an issue so don't worry too much if this is low, I didn't really actively address this one. I just did what I could to ensure people could afford them, like lowering the rents as low as possible, then activating the Mortgage Subsidies edict.
Liberty can be helped by having a Newspaper and TV studio (required for EU objective), also use the Sensitivity training edict because there will be an insane amount of military present in this mission.
Crime Safety is easy as long as you build a few Police Stations, might be worth making them Fire Stations via upgrade as well just in case any fires start in the conflicts, however this won't be much of an issue if you're not using the "Fire at will" command on the Aircraft Carrier.
Food is a tricky one, you can help this by making sure there are as many different plantations as possible. Having a Grocery store and Supermarket can help get the food to the people easier too.
Entertainment can be easy if you're focusing on keeping the tourists happy, just make sure you don't make the entertainment buildings "Tourists only" so the Tropicans can use them too. Focus on having many different types of entertainment buildings and if they are operating at full occupancy then it usually means you need to build another one.
Lastly Job is an easy one to satisfy if you're good at keeping your workers happy, if you're not just make sure you hire as many building managers as possible which are Union reps and NOT Foremans, look after your workers and increase their wages if you want to keep them in that building, remember to use Y to set this wage for all buildings of the same type.

5. Making amendments to the constitution can greatly help with this, especially making sure you have open borders so people can easily come to the island. The rest is probably up to you depending on your play style. You can edit the constitution using RT+X, but beware that you cannot edit for a set amount of time after editing it and submitting it.

6. I feel that the hardest part of this mission is getting off to a good start and you want the money to not be an issue in this mission. I was using 3 docks and was pulling in about 30-50k across the 3 ports.
I think if you manage to get the USA objective crossed off and are still in a great financial position then you should save at least in case things go wrong because you're in great shape to finish the mission.

7. Some other minor points:
- make sure you have at least a High School and College, you need to have a constant flow of educated workers and not have to hire them from abroad.
- research is not important in this mission unless you still need to research something you feel you really need. If you kept up with the research in previous missions, you shouldn't need to though. The only important one is the Airport I'd say if you haven't already got that.
- try not to rely on electricity required buildings, the only 2 I'd say you really need are the TV station and the hospital. You can use 2 Wind Turbines to power those cheaply.

Sorry this is a long description but this mission is truly a difficult one and requires a very specific strategy.

This isn't really a guide but rather a way to cheat the mission. When I first played this mission I found it so hard I had no idea what I could do but then I remembered a previous campaign mission where you basically had unlimited money (Mission 11- Get rich quick) so I restated the whole campaign to reach that Mission again and built up my Military, Industry, Tourism, etc.
I filled them up all worker spots with imports and bought all upgrades

Basically what I'm saying is build everything that is needed for the last mission here which Includes:
Invasions: You will be invaded many times throughout the mission so build many Army and Tank Bases fully upgraded with all worker spots filled
EU: 3 T.V. Stations
US: 180 Tourists on the Island at one (Build a lot of tourist attractions along with an airport)
China: 900 Population (Import workers, Contraception Ban)
Russia: 20,000 Rum Exported (Build Many Rum Distilleries and Sugar Farms)
Middle East: 50 Military Personnel (Build a lot of Army and Tank Bases)

One Last Note is that the Island you play on in Mission 14: Changing the World gets Destroyed so Make sure the Island you play on on Mission 11 is not the same as Mission 14
