How to unlock the Apocalypso achievement in Tropico 6 - Definitive Guide
31/05/2021 - I replayed the mission on hard to see if it is going to work out and you should be fine with following the guide with just few small adjustments. You can find them at the bottom of this solution.
It's probably the only tricky scenario. The rest can be done eventually as you're not under strict time pressure and with quite rough requirement. Fortunately we start with nicely developed island (although a bit cold war) and about $100,000 to spend.As for the general focus in the misssion, we're going to go for the following factions: communists, religious, industrialists and conservatives as they are the easiest.
The guide will be written assuming you're playing on normal. However, easy is definitely compatible.
Start by the following constitution options:
Voting rights - All citizens vote (doesn't matter really, let's pick the neutral option)
Armed forces - Pacifist state (for superpowers relations boost)
Ecology - Economy first (we don't really care about environment and we need the efficiency boost)
Separation of powers - True separation (liberty)
Personal rights - security surveillance (works nicely with theocracy)
Healthcare - single-payer system
Confirm changes.

Let's take a look at our initial position. We have 20 years to build a paradise. We have two offices which work nicely with all our buildings. The backbone of our economy are textile mills, we have three of them. They are supported by two ranches (llama) and two plantations (cotton). Food is provided by three corn plantations, two fisherman's wharfs and two pig ranches. We have also four coal mines which provide resources for our power plants. However, our economy is not ready yet. Pause the game.
Let's modernize our clothing industry and utilise modern times technology. Go to your top right island (the one with clothing factories). Issue the industrialisation. Demolish the coal mine closest to cotton plantations and build three fashion companies that will fit just nicely on the other side of plantations. Buy a blueprint for hydroponic plantation. Modernize two cotton plantations. Change textile mills' workmode to acrylic dyes.
Go to the central island (the one with palace). Build spy academy and customs office. Research State loans, Pharmaceutical company, Good old days, Wealth tax, Military police, Contraception Ban, Right to arms and Marriage rights. Make customs office a high priority.
Go to the left island (the third one). Modernize two plantations and change one to sugar. Build rum distillery and cigar factory. Unpause the game. As soon as you finish researcing state loans, issue it. Change production in the second plantation to tobacco and build one more sugar. Build two pharmaceutical companies. When their research and construction are completed, change their modes to powerful placebo.
As soon as the customs office is created, max its budget, wait until it is fully staffed and sign up an export offer for apparel (preferable, at least medium) or cloth (small). Spy academy is the lowest priority, you'll spend a lot of time waiting for money to flow so that's when it will be completed. Turn off local food consumptions everywhere (which means two wharfs and two pigs ranches). Once you can afford it, build one more llama ranch and two more cotton hydroponic plantations on the right island. Go to the left island and build cocoa, pineapple, coffee, corn and banana hydroponic plantations.
At some point (shortly after protests at the palace) you'll be approached by Belmonte with a choice between USA and Middle East. Make Tropico Great Again (Middle East asks you to manufacture weapons which is not in our scope) with a very simple task which gives us a lot of cash. Your USA approval should still be at 60% so you only need a liberty happiness. Issue right to arms and just wait, your task will complete itself.
Let's use this money to a greater good. Issue aggricultural subsidies. We need three more production lines, build chocolate factory and juicery on the left island. After it's done, complete the task for Mason Belmonte (doesn't really matter what reward you pick) and build shopping malls in each island. Next step is cheese production, build two goat ranches behind your plantations and one creamery nearby. Add a cannery too. Once you get enough raid points, start the Colosseum heist. Build high school somewhere in the main island. Connect left island to the main island (curve next to the power plant into the curve next to teamster's office, do the same to connect right island (road next to the teamster port) to the main island (any turn next to the hospital) - this will require building bridge and then matching it with two ends.
Tradewise, sign up any offer which is for selling cigars, rum, pharmaceuticals and chocolate. You should always have the apparel contract up and running.
Build a coconut harvester next to the teamster port on the right island. Modernize the corn plantation and build two more there, all for corns. Modernize all ranches, that's why you need so much corn. Build two fish farms, one for shellfish and one for fish. You should also build one solar power plant, you can do this on main island next to the small village with prison. At this point I added fourth fashion company.
Upgrade your plantations so they have all necessary boosts for efficiency. Don't bother going for job quality, they don't need to like their jobs. Sugar fiber fertilization is extremely efficient as it just boosts everything around like crazy. Get extensive fertilization for tobacco, inoculation for cocoa, bean processing for coffee and selective breeding for every corn plantation. Get veterinary vaccination for all ranches.
Build two more solar plants. You'll definitely have problems with electricity, this should solve it for good.
You'll have one ultimatum from intellectuals after being hacked. It's quite random what you'll get but make sure you build it. Meanwhile, in the Colosseum heist, pay if you can but if you can't afford it, you'll have to import necessary resources. Sign the smallest trade deal just to get it done. Make sure you buy them from superpowers, otherwise they will be very expensive.
Now for the next researches. Go for literacy program (issue once researched), religion and state, child allowances, free housing, free wheels, experimental ground treatment, waste treatment facility and radio station.
After you win elections, change constitution, get theocracy and traditional marriage. If you got global market economy, get international trade partnership as we rely on few goods and the rest are just a filler. If you're not done with building the shopping malls yet, make sure to get this option after the task is over (accept the global market economy research as a reward).
Time to focus on the entertainment. Build Colosseum as soon as possible which will boost your Tropican happiness significantly. Build a stadium (upgrade), a movie theater and a radio station (upgrade them to boost entertainment) on each island. This should cover both well-off and poor.
Side note about entertainment. The way it works in this game is as follows. You have a Tropican who wants to have fun and has a certain wealth. He looks at what his vicinity can offer. He won't travel across the city to go to this great stadium if he has a bar nearby. However, if you have a bar and a movie theatre available for him, he'll visit the one which offers better service. You also have to remember that poor people can't visit stadiums but well-off can visit movie theatres. That's why whose two buildings combined are so effective, they have a great capacity, quality of service and cover your entire working population. As for broke, you should aim to get them at least to poor status.
At the same time issue all those edicts that you researched over this time, don't forget about food for the people.
At some point you'll be approached by Eline Dupont who'll ask you to create three waste treatment facilities. This is actually very useful for us as we can use them to make some electricity. However, ignore her demands as they would give you a hit to your relations with conservatives which are the hardest of our four factions. Your economy should be really strong at this point so we don't really need EU cash. Plus, ehm, we stole the Colosseum so they're not happy.
Now it should be a waiting game. Watch all demands from different factions and make sure you stay above 70 in both happiness and in factions approval. If someone asks you for something stupid (like total surveillance), accept it but don't do it.
You're probably going to have two ultimatums from intellectuals and capitalists, none of them is actually a problem for us as losing swiss money and knowledge is barely a problem and the financial crisis doesn't impact already signed deals (so we're going to retain our lucrative deals). Abandon ultimatums from two factions for an easy opportunity to get this:

During last year (under 365 days) you need to meet all requirements to trigger a victory. If you need a quick boost, go for experimental ground treatment as this is probably the one you'll need. Any tax cuts will also do the trick.
Hard mode adjustments
You will have slightly harder time managing your economy. Your cash flow will be positive but you'll lose money at the early stage, especially when your industry is still under construction. You may also get a message from Penultimo asking if you want to quit to main menu or continue playing. Hit continue, you will soon break even.
During your first industrial revolution you probably won't have enough money to buy everything, ignore rum distillery and get right to arms instead so you can get US cash faster. Make sure you add the distillery during the second wave (the one with juicery, creamery and so on), issue industrialisation before starting this. Overall you should have your entire industry ready before your first elections, I didn't have factory ranches at that point but it didn't really matter, I upgraded them later on.
You should be good with power balance if you max your solar plants budget.

They aren't that big of a hassle, I actually decided to ignore their demands as the hacking isn't going to lose you much. Finish your researches, you barely have any Swiss money and Broker isn't extremely important here.

After failing, reloading, and spending about 20 hours frustrated I pulled up your guide. I did not follow everything 100% but I was able to get 70 happiness and 4/4 factions over 70% with 5 years to spare. I did have a guerilla uprising with about 2 years left that caused me to lose so I reloaded and took appropriate actions to win. Thank you for the guide!
