Important point. You need to steal the crutch before talking to Kekkaba, otherwise he will still blame the rangers.
Three stats of the “alarm removal” skill and three “master key” stats were enough for me. Just use a quick save before trying.

The achievement is obtained when visiting the Rail Nomads for the first time. This must be done BEFORE talking with Kekkaba (head of the Topekans). Behind the building where the golden crutch is stored, we turn off the generator alarm and turn off the lights in the building.
