How to unlock the Piggyback achievement in WATCH_DOGS - Definitive Guide
You can choose this game mode by going to the online part of the game and picking online tailing. Your objective is to stalk the online player and watch his every move Untill you reach 100% which should take 2 minutes if you keep a constant lock on him. The other player has no idea that your in his game Untill the end of the 100% or they spot you (at least in my experience). To blend in perfectly just act like a normal NPC when driving or walking, if you feel like they know where you are you can use the blackout hack and move to another spot or chase them down if they start driving/running away during the night time. If they should leave the game (quit to main menu) it will still count as a win so don't panic if this happens to you :)

My achievement didn't unlock until I completed 11 tailings.
Just a heads up to do one more if it doesn't unlock the achievement despite the progression claiming you have the achievement

This one is pretty simple. Sometimes you'll get lucky and it will be someone who happens to be afk. =)

You only need camera line of sight, not direct.
Meaning that you don't have to be in a realistic direct line of sight of the player to profile them. You can be hiding around a corner, behind a short wall / fence / etc and still profile. Try to find a place you can do this and maneuver the camera to cover a large viewing area while still in cover.
Don't be afraid to move around.
Unless you're up against some braindead players (which I have found on multiple occasions), the player will be running around like crazy trying to find you, so unlike Hacking where movement is very risky, it isn't as much here as the player has only one large search area to cover that does not shrink over time. Try to stay behind the player and only move once you lose line of sight, but patience can also work as the player will probably head back into line of sight multiple times.
Stay away from cameras.
These will only help the player find you as opposed to you gaining a better profile. Stick to manipulating the player camera or shifting position instead.
Only use a car if they are more than 150m from you.
You are given a reasonable amount of time with no line of sight before the game will force you to regain it before you fail, so if they are running from you on foot and have a decent lead on you, only get in a car if they do as well; otherwise you can catch up to them.
(I have not been able to confirm this yet, but it does feel like if you are closer to the player the percentage will go up faster)

I do believe that the percentage goes faster if you are closer and have a unbroken sight line

The other player won't be aware they're even being tailed, unless they just happen to spot you while scanning NPCs, or unless you do something to tip them off (such as running near them erratically, hacking things like gates and lifts near them that make it clear somebody else did it, or if they try to hack a camera you're already using and it says "In Use". Also, I think the game plays a little instrumental tune when somebody is tailing you (I've seen what I believe to be a connection between the music starting and being tailed), which may alone tip them off.
Otherwise, the game doesn't pop up and tell you that you're being tailed, the way it does for hacking missions.
