Solution for Playing with Power In Call of Duty: Black Ops II
Upgrade all staffs from elemental to ultimate by completing mini 'challenges'.
Ultimate FIRE - red
1-AGARTHA KILLS pt1/2
Go to Agartha through any portal, near the fire(red) portal there will be a grated floor over a lava pit with four ceramic cauldrons beside it. Kill zombies with the fire staff on this grating to fill the four cauldrons with fire - when completed successfully Samantha will speak. Go back through the ice teleporter.
2-CHURCH TORCHES
You now have to light a series of torches that are attached to each of the pillars in the basement of the church around the tank. Each pillar and torch has a number (except for one marked by zombie blood which is pillar 4). Upstairs will be an orange glowing code, decode it to find the order in which you need to shoot the pillars with the fire staff. The pillar numbers for symbols from left to right are: 11, 5, 9, 7, 6, 3, 4(blood).
The photo below shows the corresponding pillar numbers for each set of symbols.

Decode your wall from left to right, then light the torches / shoot the pillars in this order - when you have done this correctly you will hear a completion sound effect. Do it as quickly as possible or the torches will go out!
/!\ - Sometimes [rarely] this doesn't work but shooting the pillars in the order of one dot=first, two dots=second etc. or decoding from right to left does.
3-EXCAVATION SITE
Using the switches located in the downstairs chamber of the excavation site, rotate the blue discs so that the four coloured lights on each of the discs are RED. Shoot the glowing red orb underneath the discs until it disappears.
4-AGARTHA KILLS pt2/2
Return to Agartha/The Crazy Place and place your staff on its red alter.
Get kills near the staff until Sam says the power of fire is yours!
Ultimate WIND - yellow
1-RINGS
Go to Agartha through any portal, above the wind(yellow) portal there will be a puzzle. Look towards the centre of Agartha (with your back towards the teleporter) then look up. Shoot the rings with the wind staff to make them rotate to match this code.

If you have matched the code but Sam hasn't said anything then just shoot each ring once more so that the whole thing is rotated differently but the code is the same. Repeat this until you hear Sam speak. Go back through the wind teleporter.
2-SMOKE BALLS
Shoot each of the three smoking domes with the wind staff so that the smoke trail goes towards the excavation site.
Dome1: near juggernog, Dome2: cemetery near the church (shoot from the tank path or the upper catwalks of the excavation site), Dome3: near staminup (shoot from the window opening near staminup) - when you have done each correctly you will hear a completion sound effect.
3-EXCAVATION SITE
Using the switches located in the downstairs chamber of the excavation site, rotate the blue discs so that the four coloured lights on each of the discs are YELLOW. Shoot the glowing yellow orb underneath the discs until it disappears.
4-AGARTHA KILLS
Return to Agartha/The Crazy Place and place your staff on its yellow alter.
Get kills near the staff until Sam says the power of wind is yours!
Ultimate LIGHTNING - purple
1-PIANO
Go to Agartha through any portal, beside the lightning(purple) portal there will be a piano keyboard and opposite it a set of chords to be played from left to right. Shoot the purple piano keys with the lightning staff to play the chords. Play the chords A-minor then E-minor then D-minor (or simply follow the video at the bottom of this solution). If you cant read music, the picture below will show you which keys to shoot in which order. Shoot A,C,E then E,G,B then F,A,D. If the keys are numbered 1-7 from left to right shoot 6,1,3 then 3,5,7 then 4,6,2.

When completed successfully Samantha will speak. Go back through the teleporter.
2-SPARKING SWITCHES
There will now be 7 [or8[?]] sparking switches around the map. Simply find the switches that are sparking, hold x beside them to rotate them until they stop sparking. Switch locations: 1-staminup, 2-church tank spawn, 3-church(upstairs), 4-juggernog/gen4, 5-spawn, 6-tank station/gen2 bunker, [?]7-upstairs workshop exit[?], 8-excavation site near church stairs.
3-EXCAVATION SITE
Using the switches located in the downstairs chamber of the excavation site, rotate the blue discs so that the four coloured lights on each of the discs are PURPLE. Shoot the glowing purple orb underneath the discs until it disappears.
4-AGARTHA KILLS
Return to Agartha/The Crazy Place and place your staff on its purple alter.
Get kills near the staff until Sam says the power of lightning is yours!
Ultimate ICE - blue
1-BLOCKS
Go to Agartha through any portal, above the ice(blue) portal there will be a puzzle. Check the blue tile on the wall to see the dot code then shoot the blocks with the ice staff to make them rotate. Each dot code is paired with a specific symbol. I have a created a key below from a number of sources. Pairs with a green box around them are confirmed (this will be updated over time) the rest are not. The red numbers show the order in which the code will [sometimes] come up when you first get to Agartha if you do not make any errors.

When completed successfully Samantha will speak. Go back through the wind teleporter.
2-TOMBSTONES
There will now be three tombstones around the map. To destroy a tombstone simply shoot it with the ice staff then with a normal bullet weapon. Locations: tombstone1- on the outer face of the excavation site hill facing juggernog, tombstone2- behind juggernog, tombstone3- to the left of the broken giant robot (near the tank station). When done correctly you will hear a completion sound effect.
3-EXCAVATION SITE
Using the switches located in the downstairs chamber of the excavation site, rotate the blue discs so that the four coloured lights on each of the discs are BLUE. Shoot the glowing blue orb underneath the discs until it disappears.
4-AGARTHA KILLS
Return to Agartha/The Crazy Place and place your staff on its blue alter.

Go back through any teleporter.
You must have picked up and held EACH of the four 'ultimate staffs' in order to get the achievement. To switch staffs simply pick up a different one, to put a staff down replace it with a purchased gun. NB: Dying will also return your staff to its holder at the excavation site - if you die while all four ultimate rods are built while you're spectating you should pop the achievement even if you haven't held any of them [patched? Please confirm]. 'Max ammos' will NOT replenish staffs in their holders. Pressing left on the dpad will allow you to revive players remotely with your ultimate staff and holding down right trigger will allow you to use your ultimate staff's superpower (lava-pit, tornado, lightning storm or blizzard).

Notable errors/omissions in video: incorrect note said in voice over of video(but correct notes shown) for piano puzzle, missed sparking switch at tank station.
Not only do you need to upgrade your staffs, you also need to use (“wield”) each one at least once for the Trophy to unlock.
(Note: Through Upgrades can be done simultaneously, for efficiency's sake it is recommended to leave the Fire Staff upgrade to last, as in the progression below. )
Just like guns via Pack-a-Punch, each staff can be be upgraded to its ‘ultimate’ form, albeit through varying and complicated steps - or ‘challenges:’ each Staff requires a challenge for its ultimate form. Each one will require a puzzle to be solved, certain actions (“challenges”) to be taken (except for the Fire Staff, where you need to do the Challenge BEFORE the Puzzle) finally filled with zombie souls in the crazy place after being placed on the pedestal. The solution to the Lightning and Wind staffs puzzles are always the same. The ones for Ice and Fire vary between games. The post-puzzle challenges for all staffs, are constant and never change. Once all that is done, the four rings above the Staff pedestals need to be moved to correspond to the staff’s colour and then shoot the orb at its bottom before taking the staff to the Crazy Place for “soul filling.” Here are the steps as follow (and with multiple players, this can be done simultaneously.
The puzzle use numeric forms (except for Lightning, whose solution is consistent). In solving each puzzle, you must use the corresponding Staff. Here is the reference table, or ‘translation’ of the puzzles used (credits go to talloby from the Activision forums).
With that table above, here's how to approach the individual puzzles:
• Ice Staff Puzzle: Take the Ice staff to the Crazy Place and, in the Ice Staff’s area, as you face the puzzle with the centre of the Crazy Place behind your back, look up. You will see six suspended stone panels, each with a symbol (Cuneform Symbols). On your righthand side, you will see a square with a “dotted” symbol on the rocks (Ternary Symbols). You need to shoot the Cuneform symbol on the suspended stones that corresponds to the Ternary symbol to your right. Use the table above as reference. When you shoot the correct one, the Ternary form on your right will change. Shoot the next slab whose Cuneform symbol corresponds to the new Ternary number that appears.
• Lightning Staff Puzzle: This is a musical puzzle but, thankfully, no mastery is needed as the solution is always the same. In the Crazy Place, by the Lightning Staff’s Gateway, you will see three music staffs on your left, and on your right, two rows of purple triangles that form a ‘keyboard.’ You have to hit three keys at three different intervals. The fired orb will ‘stick’ and shortly after the third orb is fired, the orbs will disappear indicating the end of the interval. Here is how the keyboard is labeled (credits go to CoD Wikia)
By going by the label format in the image below, hit “A C E” first, then “E G B,” and finally “F A D.” If done correctly, a sound effect and a Samantha speech will cue the successful completion. To ascertain that, you can shoot the keyboard. If the orb doesn’t stick, it means it’s done.
• Wind Staff Puzzle: Like the Lightning Staff, the solution to this Puzzle is always the same. Above the Gateway are four rings or circles. You need to move each ring by hitting it with the Wind Staff. The solution is so: facing the Wind Staff’s gateway, the lefthand-size horizontal line must be (from innermost to outermost ring): I / IL / LF / L* (corresponding to 1, 6, 11, 8 if using the table above). Here's the solution (credits go CoD Wikia):
When done, a sound cue AND an announcement by Samantha will signal the completion of the step.
Now onto the challenges. With the exception of Fire Staff, there are actions that need to be taken using the corresponding Staff after that Staff’s puzzle is done. Here is the list of challenges:
• Ice Staff Challenge: Once the puzzle is done, you need to find three tombstones across the map. You need to freeze each one using the Ice Staff then shoot it with a bullet gun (Ray Guns won’t work). The tombstones are: on the “hill” that holds the Excavation Site. It should be visible as it will be facing in the direction of the Jugger-nog. The other one should be outside the footprint behind Jugger-nog (with the soul chest). The final one is outside the building by Generator 2. If you exit through the rear exit of the building (i.e. where the Tank stops if launched from church), on your far-left by a collapsed Giant’s hand you’ll find the final tombstone (If you have the Ice Staff and the Ray Gun, and you don’t want to lose the Ray Gun, you can simply freeze all three tombstones and then pick up a cheap bullet gun to replace the Ice Staff and destroy each tombstone. You can get your Ice Staff back from its pedestal.)?
• Lightning Staff Challenge: Once you complete the puzzle, you need to ‘deactivate’ certain panels located across the map Keep turning the switch on the panel until the “spark” disappears. This has to be done in this order at these locations:? ? By the Wonderfizz next to the Stamin-up machine.
? Behind the church’s stairway at the lower floor (right by a torch labeled “3”).
? On the upperfloor of the Church, nearby the Mystery Box location.
? On a broken wall outside the “Wind” cave (in the Jugger-nog area).
? By the small stairway in the starting area.
? Near the rear exit of the bunker by Generator 2.
? Finally, the panel outside the Excavation site, right across from entrance of the pathway to the Church. Once done, a sound cue should resonate, indicating a successful completion. • Wind Staff Challenge: After the puzzle, three chimneys will emit black smoke. You need to hit the chimneys wit the Wind Staff, redirecting the smoke to the direction of the Excavation site. The chimneys are in these three areas: the elevated wall separating the Generator 4 from the Wind Cave, in the inaccessible area behind the Stamin-up and finally, on the right-hand side on the tank’s rear tracks, assuming you’re exiting with the tank behind you. Once done, a sound cue and a speech by will indicate a successful completion.
After completing the puzzle of each Staff (or, as per my recommendation, the ones for Ice, Lightning and Wind), you need to go to the bottom of the Excavation Site. You will see four parallel stone rights atop of each other. Each one will have a color-coded light. At the bottom you’ll see a suspended orb coloured after your Staff’s element. You need to move each ring via switches so each ring’s light is lit in the colour corresponding to the Staff’s element. There will two sets of stairs that converge at the very bottom underneath wooden scaffolding. On each stairway (left and right), there will be a switch. There will be two more switches on the wooden scaffolding. Use these switches to rotate the rings. Once they’re lit in the colour of your staff, shoot the orb of at the bottom, which will send it into the skies.
Finally, you need to return the Staff to the Crazy Place and put it on its corresponding pedestal (entry point doesn’t matter). You need to kill enough zombies so that they are filled. I suggest you do so for all three Staffs (Wind, Ice and Lightning) simultaneously, along with the Fire Staff’s challenge below.
Now, the Fire Staff is different insofar as the Challenge needs to be done BEFORE the puzzle. (And since the challenge requires kills in Crazy Place, it is highly recommended that you do the challenge simultaneously as you complete the final step for creating the other ultimate three staffs):
• Fire Staff Challenge: In the Crazy Place, by the Fire Staff gateway is a burning furnace on the floor. By the floor are four stone “baskets.” What you need to do is, with the fire staff, you need to kill zombies on top of the ‘furnace.’ Further, you need to burn their corpses so as they erupt in black smoke. Each basket will light up in fire after a set number of kills By the time they’re filled up, assuming you’re doing the final upgrade for the other three staffs, they will be upgraded long before you complete that step so timing should not be a concern. Plus, as the smoke fills up the basket, the souls will will transfer to the other staffs, which is why it is HIGHLY recommended that you do this simultaneously with other staff upgrades. Once all four baskets are lit, exit the Crazy Place.
• Fire Staff Puzzle: After the Challenge, you need to do the Puzzle. The puzzle is the Church; the lower floor has unlit torches marked in numbers underneath (except “4” which has a bloodstain instead). You need to light them up in a certain order. To figure out that, go upstairs, and turn around facing the Mystery Box location. From left to right, lit Ternary numbers will appear. Using the reference above, you need to match the Ternary number to integer number, then light the torches in the lower floor whose numbers correspond with the Ternary numbers, in the order indicated too (again, left to right facing the Mystery Box location).
After that, you need to do the final two steps for the Ultimate Fire Staff. They are identical to the other staffs: go back to the Excavation Site, move the rings so the light is red-lit, shoot the orb and return to the Crazy Place to upgrade the Fire Staff by filling it with zombie souls.
Once all ultimate forms are created, use each once - ding!

This particular achievement will take quite a bit of time, although it can be simplified by switching to easy difficulty, or by having multiple people work on the staffs at once. If you want to know how to create the staffs in the first place, please refer to "Playing with Power." So let's get into it.
Fire:
The first step in the fire ultimate staff construction takes us to the crazy place, and actually is a slight foreshadowing of another step to come.
Step 1. Fill the Cauldrons
We begin by having to fill souls at the grate area next to the fire teleporter in Agartha. In order to get to Agartha you need to go through any of the portals, but I advise going through the fire portal as it places you directly where you need to be. The fire portal is located through the left door out of spawn as if you were going to generator 3, just outside to your left as soon as you go through the door. Now you will need to fill the four cauldrons so they go from empty to having a flame coming out of them. In order for these kills to count you will need to kill zombies with the fire staff, and will know you are finished when all four cauldrons are on fire and Samantha speaks to you.
Step 2. Light the Torches
We now need to head back to the church and go upstairs near the pews on fire. On the wall starting above the pew and wrapping around to above the mystery box will be symbols that are lit up. From left to right each group of symbols corresponds to a specific number. Starting on the left the numbers correspond to pillars 11, 5, 9, 7, 6, 3, 4(blood pillar). Here's a picture of what I am talking about.

So depending on which buttons are lit up (and it is random every time), that will be the sequence of torches you need to light. Again starting from left to right, for me was 11, 9, 6, 3, and the blood pillar (4). Once you get this step down they will all light up and you will move onto step 3.
Step 3. Fire the Fire Ball Up.
We need to head back to the excavation site and down to the bottom where the large discs are with the four sides and the different colors. Our objective now is to rotate the four discs so they all match up red for fire. There are 2 levers on the ground floor (if looking at where the staffs go there is on up the stairs to the left and one to the right--opposite of each other) and 2 levers on the wooden walkways above you. Each time you rotate a specific lever the disc changes colors. Once you hit the red color for a disc move onto the next one. When all four are red a little red ball will appear just above the blue symbol on the ground of excavation, and will now require you to shoot the red ball with the fire staff to make it glow and fly up through the discs. Time to punch it.
Step 4. Killing em' Souls to Ultimate
Fill the staff with souls.
Time to go back to Agartha and fill the staff with zombie souls. You can use any gun, the thunder fists (which are a one-hit-kill until wave 19) or Maxis to help fill the staff. Their souls will fill the staff like the fill chests, culminating with Samantha telling you the power of fire is ready. Again we are looking at about 30 or so zombies to fill the staff, and once it's done you will be able to take your ultimate staff of fire.
Ice:
Ice is a fairly easy staff to build, but can be tricky if you are not careful with the matching up of buttons.
Step 1. Match and Freeze.
We need to head to Agartha and go to the ice area. This can be done easiest by going through the ice portal that is located between church and generator six. Once in Agartha if you look above the teleporter there will be six blocks you need to shoot with the ice staff. In order to get the code you will see a box off to the side that looks like it is flowing with some symbol in white on it. Here's a great image showing the correlation between picture and ice block symbol.

After this is finish you will need to head back up to the main area and find three tombstones to freeze and destroy them.
Step 2. Tombstone Destroyer
Once the puzzle is finished it's time to hunt the three tombstones down. You must shoot the tombstones once with the ice staff to freeze it and then with a regular weapon to destroy it.
- Tombstone one is located next to the MP-40 in the area where you fill up a chest by Jugg.
- Tombstone two is located on the excavation hillside facing Jugg.
- Tombstone three is located near the downed robot's hand by tank station where generator two is at, or the area where the tank stops for a cool down.
Once you destroy the last tombstone we move onto step 3.
Step 3. Frozen Ice Orb Heading Up
Head back to excavation and repeat the process you did for the fire staff, but this time we are trying to get the colors to be blue. Once you match them up shoot the blue orb with the ice staff and move onto the final step.
Step 4. Killing em' Souls to Ultimate
Fill the staff with souls.
Time to go back to Agartha and fill the staff with zombie souls. You can use any gun, the thunder fists (which are a one-hit-kill until wave 19) or Maxis to help fill the staff. Once it's done take your ultimate staff and drop the blizzards.
Lightning:
Lightning is fairly easy, but there is quite a bit of running around the map so be prepared for a long haul.
Step 1. Lightning on the Piano
Complete the first puzzle for the lightning staff.
Like the other staffs we will need to Agartha and head to the lightning area (purple) and play a little piano. At the very bottom of this guide is a video that goes into depth about what you need to do and why you are doing it. I will stick to telling you what you need to do without all of the background.
In a nutshell you need to play three cords, but if you are musically challenged like myself, just follow this little picture to success. The combo is A>C>E then E>G>B and finally F>A>D.

Step 2. Flip the Switch, Crank the Power
Complete the second lightning staff puzzle.
We need to run a little lap around the map making sure any switches that are sparking are turned off. You may have noticed some of them through your travels, but now they will become a part of powering up this staff. You must follow this order as once one switch is taken care of move onto the next. You hold until it stops sparking. Here is the order:
- Near generator 5 (Stamin Up machine), next to the Wunderfizz machine.
- Underneath the church, behind the tank spawn off to the left.
- Upstairs in the church to the left of where the mystery box is.
- Next to the area of generator 4/Jugg next to the entrance to the wind tunnel.
- Inside of spawn at the stairs before you enter the second room.
- Inside the workshop between generator 2 and the main area.
- Right as you are about to pass through the workshop into the main area on your right.
- In front of the stairs before going to the church area on the wall.
Once they are all done back to excavation site.
Step 3. That Orb is Lighting Hot. Up She Goes!
Power up the orb and move it to Agartha.
Head back to excavation and repeat the process you did for the the other staves, but this time we are trying to get the colors to be purple. Once you match them up shoot the purple orb with the lightning staff and move onto the final step.
Step 4. Killing em' Souls to Ultimate
Fill the staff with souls.
Time to go back to Agartha and fill the staff with zombie souls. You can use any gun, the thunder fists (which are a one-hit-kill until wave 19) or Maxis to help fill the staff. Once it's done take your ultimate staff and unleash the lightning bolt.
Wind:
Wind isn't too bad, but you will need to be careful with step 3 in order to not waste a ton of time.
Step 1. Fix the Rings, Empower the Winds
Complete the first puzzle for the wind staff.
Head back to Agartha and to the yellow area to be able to start this first staff. The puzzle we need to do now is located above the teleporter. The following picture will be the solution you need to answer the puzzle, minus the rationale of why. In order to take advantage of this picture you need to have your back to the center of Agartha.

Step 2. Smoking Is Bad.. Put Them Out in the Middle
Complete the second wind staff puzzle.
There are 3 smoking balls spread across the map that you will need to put out using the wind staff. The caveat is that you need to put them out facing the center of the map. The three locations are as follows:
Near juggernog:
In the cemetery reached by traveling through the mud path from the backside of tank:
Finally on the path up to generator 5/stamin up to your right:
Once all three are done the smoke will go out and you will be prompted to align the disks.
Step 3. May the Wind Guide You Up
Power up the orb and move it to Agartha.
Head back to excavation and repeat the process you did for the the other staves, but this time we are trying to get the colors to be yellow. Once you match them up shoot the yellow orb with the wind staff and move onto the final step.
Step 4. Killing em' Souls to Ultimate
Fill the staff with souls.
Time to go back to Agartha and fill the staff with zombie souls. You can use any gun, the thunder fists (which are a one-hit-kill until wave 19) or Maxis to help fill the staff. Once it's done take your ultimate staff and unleash the hurricane.
With the final staff built you need to wield all four in order to get the achievement. You have a few options for getting this.
-You can leave all the staves in holders in Agartha and have one person pick them all up.
-You can put three of the staves into their holders in the respected robots as well as the fire staff in excavation (See "Little Lost Girl" for details on that) and then pick up from the bottom of excavation site. Now here you can pick up the staves one at a time. If you allow only one person to do it then you won't have to worry about counting who wielded what.
