How to unlock the Unpopular Mayor achievement in Cities: Skylines - Definitive Guide

Done quite easily by starting a new map.

Build roads into your city, zone for low density housing but don't provide any services.

You can use electricity and jobs (industrial zoning) to get people to move into your city and when they do, just delete the industrial roads and the power plant.

Then just wait. I got mine at about 9% happiness after about 10 minutes.

Got my residential happiness down to 6% and no achievement. Do you have to have a certain number of residents?

You need to have a mayor which happens at 1,000 people.

I got it at 81 pop. It took a few minutes between the happiness dropping and it unlocking though.

Credit to https://www.trueachievements.com/gamer/RuhanR for the Xbox solution I based mine on.

Start any map and build a road on one side of the incoming highway for low-density housing zoning. I made the housing road about 30 squares long. Then on the opposite side I built the same length road and zoned some industrial and some commerical.

To make sure people moved in, I did put a wind turbine and water/sewage lines through.

After all zone squares were full, I dezoned industrial and commercial and demolished those two zoned buildings, leaving housing as-is. I also turned off the wind turbine and water/sewage plants.

You can watch the happiness drop in the Info Views (cn_T+cn_down), then 2nd column, 4th row with the green smiley face. As soon as residential happiness hit 12% for me, trophy popped.

To get this I loaded up a scenario, raised the taxes, turned off pretty much everything nice - parks, water, electric, sewer, schools, etc. It did not take long after that for the general happiness to plummet. This only appears to be tied to the residential happiness. Both Industrial and Commercial happiness were well over 15% still when I got the achievement. Also, my residential happiness was closer to 12% before the achievement popped.
