How to unlock the Benevolent Leader achievement in Fallout 4 - Definitive Guide

By far the best place to do this is the red rocket just outside sanctuary hills, you dont need to buy anywhere near as much stuff for the achievement than the other solutions posted here,

You will need 6 settlers, 7 beds ( one for you), 5 tier 3 clinics, 6 mutfruit plants, 3 water pumps, 10 heavy machinegun turrets, a bell, a chair, a load of wooden crates, and a few decorations just to be on the safe side.

Start off by building your beds, making sure they are all under cover, water pumps, mutfruit plants, clinics and heavy machinegun turrets wherever you want them round the gas station, put a couple of bar stools at the front of the shop, tv set in the corner and the odd picture here and there, i put a statue outside just for good measure, build a bell and chair near your clinics then go round the back of the building and build a load of wooden crates until the size meter turns from green to yellow, you can find wooden crates under furniture/containers, once you have set this up go to a larger settlement and send 6 settlers to the red rocket by clicking X on them to move them, once your 6 settlers arrive assign 5 of them a clinic each and the other one to the mutfruit plants.

Now all you need to do is wait, i personally did this without a companion, not sure if this makes a difference or not but anyway sleep 2-3 days, ring the bell, sit on the chair for 12 hours then go for a little wander about, keep repeating this until the achievement pops.

P.S. i think people have said this already on other solutions but do not leave the settlement for any reason as your happiness will go down.

Think if you go back and stay it should start going back up bud, i know it gets a bit boring walking around for a while then sleeping again but if you stick with it the achievement will pop.

ive done what u said except I have added an extra lvl 3 medical stall, I also have a companion with me and a population of 8, I have lastly maxed out the space with decorations. however as much as I skip time and walk around I have a constant happiness value of 83 (with a green arrow pointing up). do u have anything that might help?

Great solution, worked perfectly for me. I would sleep 24 hours, then wait to see the happiness increase. Sleep another 24 and wait again for the increase. Kept doing this until the achievement unlocked. Took around 45 minutes with building and waiting. I had a companion with me so I don't think that matters.

I had given up with this achievement. But now I'm gonna give it a whirl. Red Rocket is very close to Sanctuary, so won't take long to get stuff moved over. Well, I have 10 suits of Power Armour in storage. That may take time. But if this guide works for me, I'll get back to ya.

I finally got it. as long as the arrow is pointing up then it will be going up (it may take like 10 mins of waiting after going to sleep/ wait for 2 times 24 hours but it slowly does go up) thank you for this solution, felt like it took forever.

my problem is that it would go from 93 to 96 in about ten mins and then 96 to 97 in about 15 mins, it went up in ones after that. but it was always with the upwards arrow.

Yeah I seem to be getting diminishing returns. I started at 44 -> 56 -> 65 -> 72 -> 79 -> 83 -> 86 -> 88 -> 90 -> 92

And it seems to be taking longer between each jump.

I think I figured out the problem. I had 2 Level 3 clinics, and 1 of every other type (Armor, Weapons, General Trader). Im going to try it with 5 Medical clinics. If so, you may want to bold or make an edit that this is crucial. Trying this tonight.

I have clearly stated in the solution you will need 5 tier 3 clinics bud, if you've been building weapons and armor stations that if defo why you've been having problems, as soon as you fix this you should have no problems popping this cheevo.

great guide worked perfect but I have found away to speed up the process, build a bell as well, sleep 24hrs then ring bell about 1min later happiness will go up then just repeat the process sleep 24hrs then ring bell again

Worked for me as well, I finally figured out a pattern when it got in the 90's, I slept for 3 days then sat for 12 hours and within a min or two it went up by 2 then eventually by 1 when it got closer to 100. Also the only things different from the solution that I had was that I had 101 defense and dogmeat was with me sitting on the roof.

I am confused... I've built everything exactly the way you suggested, but even though I have the up arrow, happiness never seems to increase when I am in the settlement. I sleep for 3 days, and can sit for 12 game hours with nothing changing. If I give up and go do other things and check back periodically the happiness does increase, but I don't think this will get me to 100 (I had tried this approach in Sanctuary (got to 97%), and in Starlight (95%).

In none of these settlements does it seem to increase when I am actually there.

Any suggestions?

The game can be a little buggy at times, ive had a couple of friends who cant complete a certain ending because theyre saves are messed up and stuff, hoprfully its not that kind of thing.

A large settlement has nothing to do with how big it is shadowraven9, any settlement can be a large settlement if you build enough stuff to make the size meter turn from green to yellow.

Worked for me. As others have said, only change I'd suggest is adding a bell next to a seat. I was sleeping 3 days, ringing bell, sitting in chair until everyone arrived and then left again. If happiness had gone up, I'd sleep again, if not wait 24 hours in chair and a few minutes real time for happiness to go up. Then rinse and repeat. Took hour/hour and a half or so

Will give this a go... only trouble is that I have no points in Local Leader, so I need to level that up to be able to build clinics.

I'd given up on getting this as I can't stand the whole settlement mechanic... but I'll give it a grind when I've seen all three faction endings... just one to go.

Found this solution via a Google search. Created an account just to say thank you to the original poster for writing up this guide. Took a while (3ish hours?), but it actually worked. Prior to this method, I tried following a video guide that required a TON of caps just to max out the happiness at 89. The above method is honestly the best way to do it. Just have to find the right of sleeping 24 hours, sitting in a chair and waiting 12 or so hours, then rinse & repeat. The happiness will start increasing in smaller increments the closer you are to 100. Good luck!

This was such a grind....I already had like 15 people there at 81% happiness. I had to send everyone down to 6 to different settlements. The last guy was doing a trade route. I had no idea where he would be, so I slept hoping they would just appear outside. Luckily, they did. However, there were two people. I grabbed one before they walked out of the build zone and told them to start farming food. Then my population grew to 7. I chased after the other trade route guy and shot them in the head. Population down to 6.

Upon returning, I was approached by a woman saying there were super mutants tearing the place up, but I didn't want to leave because of what little progress I had made. I continued the process for about a month and a half in-game and said mission timed out and I failed. At 86%, now, the arrow turned red and was pointed down.

I tried to sleep and continue and get the arrow to flip, but it wouldn't. I reloaded every save in reverse and the third one down glitched or something and the arrow was flipped up again. I was now at 85%.

I continued the process and it would only go up ever few weeks of sleeping in-game. Walking around for 30 minutes or leaving my guy idle didn't seem to contribute. I tried to see if it was timed or a certain number of steps, but I couldn't figure it out. So then, bored, I built stairs up to the tip of the rocket on top of the gas station and built a watchtower. Then I tried sniping raiders in town just for fun. I couldn't shoot far enough.

That's when I read baazfury's idea with the chair and the bell. At this point, I was at 95%. It seemed to actually make the percentage go up faster. I would ring sleep for a few days in-game, run around for a minute or two, ring the bell, sit down and "wait" in the chair for 12-24 hours, then ring the bell and run around, then sleep again. This actually made the number go up to 100% within an hour or so.

All in all, I spent about 6 hours on this. It was awful. I started to reflect on my life and my need to complete certain achievements and how pointless it is. But the sense of accomplishment afterward always seemed to justify it. However stupid, I still feel a sense of pride. lol

Rampage (& fellow wastelanders), your guide is good overall, but I think a few additions will add to the clarity. I recommend:
1) Add: The Cap Collector (LEVEL 2) and Local Leader (level 2) are necessary in order to build level 3 stores.
2) Add: the names of the level 3 stores for clarity (Surgery Center, Weapons Emporium, Restaurant, etc). This may help reduce confusion, since the ability to build in the store system is itself, tiered.
3) Add: The happy arrow will likely turn red when the village is under some type of threat (i.e. one of the residents gives you a side quest).

It has been my experience that the happiness level of a community is NOT tied to your presence. It is based on RESOURCES AVAILABLE and THREAT LEVEL on that community. (You can check community status in your Pip Boy. Communities that have issues with either will have an exclamation point by their settlement name).
Personally, I suggest dealing with these threats rather than just staying at the village and sleeping / waiting. If your happiness keeps going down, this may be why.

There were a few points where I diverged from your guide.

First, I did NOT stay in the village. I was stuck at 88 for some time trying to stay there and sleep / wait. I would hit 89 and the arrow would turn red because one of the villagers would give me a side quest that pertained to a local threat. Finally, I got fed up and did the side quests. Once I left the village and took care of the threats (kidnapping, raiders, etc.) the meter would start climbing again. I did find it necessary to “restock” the community a few times by building new items (power, gates, fences). Seems they consume some resources over time.

There was also a particular side mission of clearing a rest stop for establishment (Jamaica Springs, I think). After I did this, the rating shot up rather quickly, and again, I DID NOT SLEEP OR WAIT – I continued doing other missions and happiness continued to climb. When the happiness level peaked at 99, I rang the bell one time, went out and had a smoke, and by the time I came back in, the ach. had popped.

Second, I did not build all surgery centers, nor did I build them concurrently, since I was early in my game and did not have many caps. Once I had built one level 3 shop, the happiness meter began to rise quickly. Not having the same type of shop helped maximize my ability to sell items. When you have the same type of clinics at one location, they “share” their money among shops. Shop redundancy reduces the amount of money you can gain from selling items sales in one location. Side note, caps earned from stores can be collected at the work bench. They appear in the “misc.” category.

Got it, though it was NOT necessary for me to be in the base. Just built everything as you said (5 tier 3 clinics, 3 water pumps, 6 mutfruits, enough decorations or structures to reach Large Settlement) and went off to finish pending missions when suddenly it popped.

Had 7 people (after I sent 7 elsewhere) and filled every available wall space with pictures rather than crafting crates... but much easier than trying to manage 20+ people.

YMMV, but I saw a couple threads on reddit that claim that problems they were having getting the happiness meter to 100% was due to one or more of the settlers being a synth. Synths will sabotage a settlement. The posts say that they did a save and killed everyone in a settlement. Then they looted the bodies. If you have a synth infestation, there will be a synth component as proof. They they reload the save and nail that synth and get a human settler in his or her place.

Also, some human settlers have been reported to have committed suicide and they have a suicide note on their body to loot.

It seems to help to delete trash items like trees and put up more decorations. At least it seemed to go a bit quicker that last 3% when I was changing things around.

worked awesome, didn't have 80 defence only 75 due to a lack of resources but still worked perfectly. Reliably got the happiness to go up after sleeping for 3 days then waiting for 12 hrs. to hold back the boredom I just ran around throwing rugs on the ground that may have helped but i doubt it. takes some patience but guide spells it out perfectly.

Just to confirm that you don't need to be there.
My achievo popped up whiale I was far away in another mission. Complete the setting for rocket than continue playing normally, just watch out if the settlers needs something or someone attack them.

This worked like a charm. I went from 0 to 100 in roughly an hour, maybe 90 minutes. Every so often I put a painting up or built a statue (place looks hilarious now) in between sleeping rounds. I stayed there the whole time, but this was the last achievement I needed so I didn't have much else to do anyway.

Works like a charm, I did it on ps4, I scrapped everything I possibly could though apart from crafting stations, then just put pictures everywhere I could and even added walls to put pictures on. Arrow was always pointing up. Went up in random amounts and slowly at first. Wasn't really sleeping twice ring bell sit much at first. However once I started to do it more it felt like it was going quicker not sure if it was though.

My percentages went

60 > 68 > 75 > 81 > 86 > 88 > 91 > 93 > 95 > 96 > 98 > 100

I did feel once it got to the 90s it went a lot quicker. I was doing the sleep twice, ring bell and sit repeat while watching Netflix. Before I was doing as often.

Anyway hope this rambling helps someone.

By Far the best guide, if ya follow the build instructions. I differ on two areas, though. My settlement seemed only to increase happiness when I was NOT around, and I only needed 4 tier-three clinics and one tier-one. I started this guide from scratch at a 47 1/2 and following this guide got me to just over level 52, just by wandering.

This has been the best guide for this achievement. I did it at The Slog, because that's my favorite location, and instead of using wooden boxes to increase the settlement size, I used pictures. I went from 66 happiness to 100 in under two hours. Good stuff.

I finally got this one after many many hours of frustration. I read a guide somewhere that having a TV can goof up the happiness. I took that shit out immediately and add 4 more surgery centers. My happiness started going up past 95! I took a gamble on exploring the commonwealth and it went up a point or two.

but to play it safe i plugged in my controller and left the game on over night at red rocket, boom 100 happiness in the morning. I think by the end I had 19 food, 6 water? almost no power, 20 settlers. and pictures. fucking. everywhere .

No more settlement achievements!!

any idea what to do if the happiness meter isn't going up anymore? I've built everything needed at Red Rocket, but mine is now stuck at 88. I've tried sleeping for a few days, then ringing the bell to gather everyone and then waiting and its not moving anymore. I've talked to everyone and they don't have any quests the need doing

Props to the guide writer - this is by far the best guide I've read for this truly awful and stupid achievement! Definitely the worst achievement of Fallout 4...>_<

Unfortunately, I'm still to unpop this one - but I've made it to a happiness rating of 95, so I've made some progress at least thanks to this guide. One thing worrying me is the 'up' arrow has disappeared next to my rating and I've been stuck at 95 for quite a while now, despite following the guide very closely. I have some followers (Deacon, Piper, Garvey, etc) who reside Red Rocket - would this affect it in any way? They've been there the whole time. I'm considering starting the whole process again at another settlement...argh, stupid achievement!

P.S. Is there any clarification about how charisma affects this? I'm only at Lv6 for charisma. And does anyone know for sure if we absolutely need to stay at the settlement? I have been staying put, but after an over-two hour attempt at popping this achievement whilst using the guide and being stuck at Lv95 I'm beginning to get cabin fever!

I did it with 6 settlers lozmac, no companions and i personally stayed put till the cheevo popped although some people say if you walk somewhere else and fast travel it doesnt affect the happiness.

figured out what my problem was, I had only built the tier 1 clinics, I thought that since I had the requirements met they would automatically be picked, reloaded my save and built the tier 3 ones and now the happiness level is going up slowly. really hate this achievement.

You do not need Tier 3 clinics...I did this with the Bar(Tier 2 Food and Drink).

No need for Cap Collector, Medic, lots of caps...all that stuff is not needed at all. Look at DARDEN's WRATH's solution for more info. Really simple, trust me.

Mine was also stuck on 95 and no arrow. Abit of confused walking about and I noticed 2 of the settlers not in the clinic. So i highlighted the clinic and noticed it needed repairing, repaired 2 of them and the arrow came back :)

I recommend talking to the settlers you have assigned to the clinics. I would talk to them all after sitting at the bench, and use the Y dialogue option. It seemed to lower the amount of time I spent waiting around.

Thanks. Just got it. Had 99% but Super Mutants Kept attacking and turning my arrow upside down. After a few reloads I killed the mutants, arrow stayed up and 99. I went to talk to a vendor and he thanked me for helping kill the SM and the Achievement popped.

I have no idea what happened but I set up Sunshine Tidings like you said with 6 people and the happiness meter just kept going up on it's own. I haven't stepped foot in the settlement since I set it up and the achievement just popped for me.

Popped this achievement after 6 hours of following the prescribed method, it definitely gets the job done. How long it takes seems to be up to luck. I personally did not leave the settlement the whole time, occasionally getting healed at all of the clinics and asking them if they'd heard anything. Sitting for 1 hour blocks and letting them return to their stations before sitting again seems to work, I also try to let them get a good nights sleep by waiting until around 12 and waiting for 1 hour intervals until they were all asleep. To all those going for this, may luck be on your side. You might want to load up a movie or some TV shows before you start this bad boy.

I did what you said, but couldn't get it to raise past about 92%. I went out exploring. Came back to it being 96% and then followed the same instructions (waiting in the chair, ring bell, sleep) and got it to 99%. Tinkered around the base working with the armor station and it popped. So happy. Thanks for this awesome guide.

Just wanted to add another data point for a glitched system...

I set everything up as described and was up to a 96 happiness. Then I left to do some random quests. When I checked status from the quest it said I had only 4 beds and all my other stats were 0. Came back to check and all the numbers were correct again, but happiness was down to 86. So my take is "in theory" you don't need stay in camp, but there's a bug that makes it the only guaranteed way way to get the achievement.

So, now I'm back to waiting/sleeping/being annoyed. (As someone said earlier f**K this achievement!)

Yes, I am SD, that bug/glitch/whatever you want to call it is awful. I've had to constantly go back to Sanctuary (and others) because it said my defenses were 0 because I thought that somehow my 200+ defenses had been destroyed. Swap defense with beds, food, etc. and this "issue" is something that should be looked at relatively soon if that does indeed affect the Achievement.

I'm having an issue here trying to get the Benevolent Leader achievement. So many guides out there that I've and followed and still can't get the 100.

I had it up to mid 90's, then I did a mission called Human Error and then it dropped to 80. Argh! This is so annoying, this is the only achievement I need to complete.

Any suggestions?

This guide was great and it got me to happiness level 96 very quickly. It then alternated between 96 flat and 97 red arrow down. I built a tier 3 bar or food cart and assigned one of the clinic settlers to that and that got it to 100. Thanks for the guide, thumbs up.

Sleeping, using the bell and then sitting on the chair does nothing for me :( Is it because of the latest patch? I know there was a bug fix related to settlement happiness in that patch. Your set up brought the settlement immediately to 80, and standing inactive in the settlement brought it to 83. I hope it will get higher with standing around...

Got the achievement with the stats above. I never used defense higher than 24, and never built anything to increase settlement size. Took about 6 hours to go from 16% to 100%. As long as the arrow is up, you are getting progress.

What a PITA achievement. Great guide though.

I found that taking a couple of minutes between sleeping helped speed up the rate or increase. Just run round, harvest crops, mod weapons or armour - whatever takes your fancy. It does seem to help the rate of increase compared with sleeping or waiting on a chair.

I did this, added a bit more defence when I was bored but followed it perfectly otherwise. My run was 9 (started building at this) > 30 (I'd added settlers) > 44 > 56 > 65 > 73 > 78 > 83 > 87 > 90 (at this point I started sleeping for 4 days at a time) > 92 > 94 > 96 > 97 > 98 > 99 > 100.

My process was sleep for 24 hours x3, waiting 12, ring the bell and stand there for 2 minutes, then repeat.

Took me about an hour.

I used this and all the other solutions kind of mixed together. I had 18 settlers, and I just kept building tier 3 shops. Luckily I had enough .38 ammo I could sell it endlessly, and enough junk to keep making Jet which I never use anyway, so caps were not an issue. I found that the more clinics, clothing shops, restauraunts, and general trading stores (All tier 3) kept making my happiness go up. I find the bell didn't really ever do much.

Worked perfect. I was a little concerned at first since I went through 2-3 cycles of sleeping, resting, walking around, etc. with the meter stuck at 43 with a up arrow, but it finally started to jump up, and after a few cycles with it stuck at 99 with an up arrow, the achievement popped. Thank much.

Capped at 90 using this method, so I built the other tier 3 happiness-enhancing stores, staffed them with the settlers already present and it ticked up as it should. So if you're stuck, it might just require a little tinkering.

I have 10 settlers because I forgot to turn off my beacon. Is there a way to get rid of some? If not, will adding beds be enough or will I have to boost my food and water as well?

Bare Bum- not necessarily 'green' but an arrow pointing up next to your Happiness percentage. You can send settlers to other settlements via 'build' mode.

I think I hit a snag. Here's what I've got. Twelve settlers with six tier 3 clinics, a tier 2 clothing, and a tier 1 food and drink. There's 18 food, 12 water and 87 defense. Once the happiness hit 98 it stayed there for a while, but then it started going back down. I've been sleeping two to three days, then ringing the bell and waiting eight to twelve hours, but the arrow is still pointing down. Any advice?

The crates you create, be sure & move alot of those from time to time.
Build activity makes happiness go up.
Also, little trick I did to get me over the 99% mark - build some cat traps in your settlement.
Cats add to happiness! So it's cool to be a "Crazy cat lady" for this achievement.

Worked perfectly for me. I even had to stop playing in the middle of the process. I made a quicksave and turned off the console. Some hours late I loaded the game and the Happiness had even increase by 6 points! Then it was just a matter of sleeping some hours and waiting iddle for some minutes to see the marker go up. I was watching a TV show, so I just kept checking the game from time to time till the metter got to 100%...

Quick question , i was lazy, and set a supply line from sanctuary to red rocket station. I still only have 6 settlers at the station though. With everything else that was told as well , maybe a few extra pictures and stuff. Its taking forever but the green arrow is still going up. im on like the 2nd hour. Does that affect it?

Don't know if it's been said already, but i would just like to add that for me going back to sleep (3 days) before happiness went up, actually blocked me from increasing happiness. So i would say if you are stuck increasing happiness, keep walking around until it goes up, THAN go back to sleep.

i did the thing for myself with tiding settlement and now with red rocket. both settlements are at 100% but i didnt get the archivement. if i look into xbox one archivements its shown with 100% but wont unlock. microsoft support cant help me, is there a way to get this archivement, im almost waiting 96h now for unlocking ... grmpf

Just got the achievement 3 minutes ago and I been trying to get this achievement for over 3 weeks now.I followed your guide exactly but I keep having more than six settlers. My last go I had 6 settlers , 7 beds , 6 mutfruit , 81 defense which I might didn't need that high and also 5 surgical centers and a bar. One of my surgical centers didn't have know one working it.

I left when i was stuck at 97% and an Up arrow, after about 2 hrs of wandering for bobbles it popped. You can leave I just wouldnt do it until you hit 95%.

That's the problem - the damage can (and was in my case) invisible to the eye. Try to repair everything regardless of whether it looks like it needs it or not.

I did just as described, and I can't tell exactly how much real world time I spent on this, but it was a lot. But it worked. So you can have an idea, I started waiting for the happiness to go up on 12/21/2287 (in-game time, obviously), and when I finally got the achievement, it was already 5/20/2288. Almost 5 months in-game time.

Damn I don't get it. I'm stuck at 95 and am using the vault 88 as a settlement. Here is my setup :

34 settlers
39 food
100 water
100 defense
16 rank 3 clinics
3 rank 3 clothing shops
Around 50 decorative objects
10 Jackpot machines
32 beds

The bar is full and my happiness won't go up. From 90 happiness I noticed I needed 3 shops for it to increase by 1. I'm completely broke ( 24k caps in it ) and the happiness is stuck .. Been doing this achievement for 3 weeks now I'm desperate

I know you say "Level 3 clinic", but are these the surgical centres? Or are they clinics and you are able to upgrade them?

The way the happiness works sucks. Should've been possible to do this as long as you were taking care of your people with the resources and all that, and shouldn't have really been about just placing a bunch of shops everywhere. Red Rocket looks unappealing to me now, so definitely getting rid of all that. Fuck it if it makes them a bit unhappy, ungrateful shits.

Great solution, the way I got this to work for me is this. I built everything the solution suggests at 9:am I would sleep for 24 hours twice, ring the bell and sit in the chair till 4:30pm (not wait but let the game run) my rating would go up, I would then sleep until 9am and start the cycle again. It was the only consistent way of raising my rating.

Got this with 3 settlers (I think one was a brahmin) at Red Rocket. One ran the bar and the other a clinic. Spent time decorating my house there, sleeping every 15 mins. Sometimes the happiness went up. Sometimes it didn't. Took about 2 hours.

I used this solution but with daily routines from another solution. I was able to get to 93 but nothing seemed to change after that. I had that supermutant follower so I got rid of him and replaced by human.
People 6 (Maccready, Settler, Preston, Longfellow, Marcy Long and Sturges)
Food 6
Water 9
Defence 80
Beds 7
1 Bar
4 Surgery center
And a wooden boxes as much as could be crafted

Then I used suggested daily routine and 93 -> 100 it was swiftly.

Guide is an absolute pearl so thank you. Using the guide I was stuck at 98% for over three weeks in game time. The arrow never went green and was always red. I mirrored the guide exactly and still nothing. The only thing i found that changed the arrow to green was NOT sleeping. I sat in the chair, rang the bell and had a walk. Took about half an hour real time and the happiness jumped the 2%. May help other if stuck

Firstly, I'd like to say Marchedrampage, you da man!

I finally got this last night after a week of tearing my hair out and almost selling my soul to the devil. I don't think I have ever been happier or more relieved to get an achievement done.

This guide is definitely the best way to go about it and I hope to show here that even when facing every conceivable mishap along the way, you can get it if you stick to the the guide plan.

If anyone is late to the game and stuck like I was then this should help.

So, I set up everything like Rampage laid out and started to sleep, wait, sleep etc etc.

Everything was going splendidly well until I got to 96. At 96 it went up to 97 but with a red down arrow. OK, so I pottered about and it went back down to 96 but with no arrow. Then up to 97 with a red down arrow and then back to 96 with no arrow.

I tried everything as laid out in the comments to no avail and then believe it or not, I got 96 with a red down arrow, which turned into 95 with no arrow. Bollocks!

So I decided to start again. I got rid of everyone from Red Rocket and recruited 6 no name settlers from Starlight Drive In.

I had 7 beds, 5 tier 3 clinics, 6 mutfruit plants, 8 defence turrets, 4 water pumps, a bell with a chair by it and then I built up boxes until the location level was large. I wanged some stools and a TV at the bar and put up some pictures and a few animal trophies. I assigned 5 settlers to the clinics and 1 to the mutfruit plants.

So then the important part (if you follow this exactly at the end you will get the achievement). I say at the end because first I had to overcome problems again.

Go to a bed and sleep for 48 hours (x2 24). When you wake, walk outside and stand for 30 seconds.

Then ring the bell and sit in the chair and wait for 24 hours. If you have a clinic near the chair then a settler may ask you if you want patching up. If so, get back up from the chair before you wait and refuse. Then sit back down and wait for the 24 hours.

When the 24 hours has passed, stand up, go to the boxes and destroy about 10 of them. Then build the 10 back up. It doesn't matter what you choose do do at this stage. You can do the boxes or pictures or simply just stand still. It is time based and after about 3 to 5 minutes the happiness will go up.

When the happiness goes up, repeat the above exactly and keep rinse-repeating.

I did this and it was all plain sailing up to 96 again.

Then guess what? Yes, you guessed it I got to 97 and a red arrow down, even with different settlers. It went down to 96 with no arrow. I saved my game here.

So now I looked on the pip boy and the exclamation symbol was highlighted on Red Rocket, but only on the Happiness line and nothing else, so to all intents and purposes, everything was running OK.

To be safe I checked my clinics and there was no damage and not even a place to see any damage which I took to mean that they were all healthy.

I then saved my game again and killed all the settlers to check if any were synths and they were not.

I reloaded my save. I did not deviate from the waiting plan.

I could not think of anything else to do, but then on a whim I thought I would talk to each visitor and when I did one of them had a problem he needed sorting at a place called 'Jamaica Plain'.

That was why the arrow wouldn't go up on 97 and this was why there was an exclamation symbol on Red Rocket on the Pipboy, because one of the settlers had this problem to resolve and was not happy.

So I left the settlement and completed the Jamaica Plain quest.

When I returned I told the settler and then went back to the plan.

I got 96 green up arrow, 97 wait for it.....green up arrow. I nearly fudged my jocks! 98, green up arrow, 99 green up arrow...whoop! 100 red down arrow cheevo popped!!!!

So to clarify you sleep for x2 24 hours for a 48 hour total. Then you stand still outside for 30 seconds. Then ring the bell and sit down and wait for 24 hours. Then stand, walk or potter about in real time for 3 to 5 minutes and keep repeating.

One other thing, always try to get your waiting time to end at 7am in the morning, so that your settlers have all day to work and build happiness. So for instance, if it is 9am when you sit in the chair, then wait for 22 hours to get it back to 7am the next day. You can tinker with the waiting time to end up at 7am and it won't effect you plan.

Also don't worry about leaving the settlement. It makes no difference as it is all just time-based. I left to do the Jamaica Plain quest and it helped me get rid of the red down arrow at 97.

The most important thing is to not deviate from the plan. Keep it at sleep 48, stand, ring bell, sit and wait for 24 stand/walk or potter until happiness rises and then repeat.

It does work. I almost gave up when trying for the second time and still getting a red down arrow at 97, but all it was was a settler that needed a quest sorting. So if you checked for synths and damage and everything else and are still stuck then a settler will definitely need a task doing.

There are also scenarios were your settlement gets attacked or people turn up. Just repair or defend your settlement or wait for any visitors to leave and continue with the wait plan. Visitors will more than likely leave anyway if you just carry on, but only do that if they are friendlies. Don't try to wait out enemies; kill them before carrying on with the plan. I'm not sure, but I don't think you can wait with enemies nearby anyway.

Thanks to marchedrampage and to jojoborne...I was having the same issues as jojo and followed everything in both of their solutions to finally get the 100. Make sure you have the either of the last 2 clinics built, I had overlooked this fact and once I replaced them, the arrow went from flat 96 to green eventually to 100. Stick with it, it works!

Not to discredit this solution but about halfway down PaperTreePropht has an easier solution. It does require DLC but with his method it takes 5 minutes.
I tried this solution and it worked well up till 95 happiness. Then it got painfully slow. Hope I save some people some time, because let's be honest 95% of the world dont give a crap about settlements and just want this achievement done.

Hi, thanks for this guide very helpful.

I would like to add that I was also having trouble getting happiness up. I got stuck at 93% and having a red down arrow.

I was looking as too what I could build and I found "Pommel Horse" and "Weight Bench". These Items produce happiness. I built six of each, and on an evening between 9pm and 10pm my settlers would use these and made them happy, It took 15mins before they went up to 100%.

The items are located under (Furniture>Miscellaneous).
Hopes this helps others.

I did this, and made Codsworth idolize me, in the same go. followed the guide. Then built hundreds of pommel horses and weight benches. Sleep 24 hours, ring bell, wait 24 hours, mod a weapon for codsworth...
Never saw a down arrow, but, man, both of these took 5 in game months.

I got this by not updating my game, leaving it as the bare disc install, and following the guide, I didn't need to wait in the settlement, ring bells, or anything like that, I just continued questing, and noticed that my happiness was over the 80/90% that some people quote, and was rising. So I left it doing its thing, went questing and all that good stuff, hit 100%, save and quit, go online, clicked "update" and it just popped. Didn't even have to boot the game again, so that's the easy way IMO, although you'll have to put a few hours in.

I was stuck at 94% with this method, it even started going down after that. I got rid of all the wooden crates and did Pommel Horses and Workout Benches instead. Got from 93-100 in about 20 mins and the achievement popped.

Generally this setup does work as of this date. I had DLC so made a few alterations such as capturing and adding 2 cats, weight benchs, slot machine. 96% to 100% goes very slow but just keep on sleeping and waiting around the settlement and it will rise.

This seriously should be worth so much more then 20g after 2 days of sleep bell wait repeat it’s finally popped done it won’t 6 settlers, 11 food313 defence .25 water 4 clinics a bunch of weight benches and pommel horses and some statues. I had nearly gotten sanctuary to 100% with 25 settlers before it began to decline from 96% to 85%

Achieved on 12th of May following above guide without any issues.

1. I built & assigned everything as described by Guide author;
2. Slept in bed 2x for 24h;

4. Checked if Happiness increased;

Following the guide got me to 96% but then it stopped going up I made sure to have all my clinics with a roof above then built 2 vault tech dlc slot machines that let them win I then returned back to sleeping for 2 days then waiting for a few minutes and that got me the rest of the way

This isn't working on Xbox Series X as of 5/24/2024. Followed the guide to the letter, even added slot machines like the other person said, and tried standing still for 3 minutes each time; I'm stuck at 80 happiness.

I ended up LEAVING the settlement to go to Santuary, and as soon as I arrived, the truck stop's happiness went up to 84. Slept 48 hours, it went up to 88.

As a side note, this crashed my game after repeating the steps twice. Works twice, crash. Works twice, crash. Thank God for auto save. Rebooting the Xbox didn't fix the crashing issue.

I finally got the achievement after adding like 15 more statues, leaving to different settlements a few more times, and sleeping a few more times at the truck stop.

So I did this method and it worked well. I filled the whole place with paintings of lily pads and then stood in front of my gate I had alrdy made (I had planned on making red rocket a tower base which didnt go so well lol). While waiting for a hour in real time I witness 3 deathclaw attacks including a BoS bird going through the ground, 2 raider attacks follow by some lovely synths that killed a settler without me noticing for a few mins.

Best solution. Just got it.

As long as the arrow is point up, you're good to go. After about 95 it went up by 1's until it reached 100. Took about 10 minutes between each gain.

I can vouch for this solution. I had no-one based at Red Rocket Station and the happiness was set at around 20%. Simply moving 6 characters there and building the requirements netted me the achievement. I'm going to be honest, it does take around 2~3 hours of sleeping and randomly building things but it gets the achievement popped. I found that randomly customising weapons and then going to sleep kept me occupied for a while.

I finally managed to get this to work for me. I tended to find that sometimes sitting idle wouldn't do anything for me, but If I started sleeping for 2-3 days and then checked, happiness had gone up. so sometimes it went up sitting idle, sometimes sleeping.
Sort of bizarre and a totally pain in the ass.

I will also confirm though to never leave the settlement. I had another one getting attacked, so thought I would jump in, fight, and go back. My happiness dropped from 95% to 84%. Thankfully I saved the game before trying this so just went back to my previous save and let the other settlement figure it out for themselves.

the other thing I did when nothing was happening was to completely back out of the game and quit it, then re-launch it from scratch. I've had a few issues that have been resolved by this.

Thanks for the solution - it definitely took me way longer than it should have, but I finally got it following your advice. Much appreciated!

So does this achievement need to be done at the popular picked areas (sanctuary, red rocket)? The Co-op in the North West part of the map seems like a perfect spot to make a base of operations as well as farm up this achievement. Like what is defined as a "large settlement"?

I think having a chair by the bell is one of the keys to getting this achievement. It's called Benevolent Leader, so I figured I'd ring the bell and sit my butt in the chair and let my minions bask in my benevolent leader radiance. This is something I can see the game developers having fun with us.

I'm glad this achievement is in the can. This was a grind the other way, the 20 settlers route. I wasted so much time on it, it's kind of embarrassing.

**Staying in the settlement doesn't matter**.
Sleeping and waiting and walking seemed to take forever, so I just started running Minutemen missions. A lot of them just involved fast travelling to a place, killing 6 raiders or bugs, then popping back to get a new assignment. Each one of those cycles the happiness would increment. I went 98-99-100 in 15 minutes of play time or so? The achievement popped while I was shooting raiders after a fast travel.
It could be true that waiting in the settlement is faster in real time, but actually playing the game FELT faster just for not being so boring. I suspect the game just needs to run in real time, and sleeping for 3 days does nothing except burn a minute or two.

Also note: other solutions mention charisma level, I had just the minimum charisma for Local Leader. Most of people's solutions are full of superstitious magic rain dance details that don't matter at all. The bell does nothing. Set things up like the OP and just give it time. Just keep the settlement free of alerts.

Thanks for posting. This solution rocks!
Followed the setup exactly: Red Rocket: 3 pumps, 7 beds, 6 settlers, 5 tier 3 clinic, 10 heavy turrets, 6 mutfruit. I did have a companion (Valentine).
Took me 90 minutes. Once everything was set up and people moved in I followed this pattern: sleep 24 hours x 2, ring bell, sit in chair, wait 12 hours. Then talk to people, trade etc for a few minutes (max 3 minutes) each time until happiness goes up and repeat.
My stats went from 30>44>56>63>72>78>84>89>92>94>96>97>98>99>100
Good tip is to check back at your workbench, settlement generates purified water and bottlecaps. Then when you have time to kill you can trade water with the settlers to build up some caps while you grind this out. Also when you are done with the cheevo, remember to scrap all those clinic for some caps!

I would caution players about ringing a bell. My settlement's Happiness level had plateaued (neither rising nor falling) at 96. I rang a bell, remained stationary for a bit, then moved away from the congregated settlers so they would go back to their assignments. Within probably less than a minute after ringing the bell (and seemingly as a direct result of doing so) the Happiness level dropped to 95.

I also don't think furnishings/wall decorations do anything. When the Happiness had stagnated at 96 I built a bunch of decorations, furnishings, etc. and nothing happened. It wasn't until I built more shops/stores (not armor or weapons shops) that it started climbing again.

I also recommend using the Sleep/Wait schedule thing outlined in DURDEN'S WRATH's solution below.

I've been stuck at 48 Happiness and followed your guide perfectly. My current stats are 6 people, 6 food, 9 water, 3 power, 80 defense, 7 beds and high almost full yellow size. Any clue on what I may have done wrong?

Waiting 12 hours just staring is a waste of time.

What I did, gaining +1 every 5 minute, was being in the Workshop mode (You can build and so on) and just stare at the bell (Don't think that matter, didn't ring it at all) and wait for it to gain 1 happiness and then sleep for 2 days, and repeat.

Got it pretty fast after losing 10 happiness because of a raid.

It gives you the exact calculations and anything else you may require for the achievement. A large restaurant/bar is better than a clinic in raising happiness too.

It is possible to do it with one settler, it's how I have done it.

That's correct - absolutely undetectable by eye and the shop continued to function normally so basically unless you go around and try to repair everything (even when it doesn't look like you need to) you won't see what is wrong. This guide works perfectly - so if it isn't working then i'm almost positive this is what has happened.

This worked like a treat you dirty animal.

Here's what I did and it worked, so I was at Red rocket and I had too many settlers but I tried it and it wouldn't work it was going up and down so I thought I'll start again since I have lots of other places, I looked on my map and saw Sunshine Tidings Co-op with only 2 setters, I recently renovated the whole place.

So I fast travelled there and deleted all the food, water and anything else I had too much of and started the steps again, I slept 2 days, Walked over to the bell and rang it, Walked over to the bench soon as I saw a person going to the bell I waited 12 hours, then I got up and entred workshop mode and stood near my bed looking at them until it went up (this usually took 5 mins) then I did it all again.

This took me about 1 hour after I moved settlement, and as soon as it popped I killed all them for wasting my god damn time. Well thank God that awful achievement is out of the way.

BTW - you don't have to "scrap" the crates - just save alot of them in your workshop, then move them to another location from time to time.
Rinse & Repeat.....
This counts as build activity - which increases happiness (kinda like remodeling).
Junkyard Dog's also add to happiness, and defense.
You can catch one with a trap - but you might get a wild mongrel, etc. It will be pot luck on what dog you capture.
Or buy one off that random guy wandering the Wasteland (I think his name is Gene).

Thank you so much for this, I was finally able to get this annoying achievement. My final stats were: 6 people, 9 mutfruit plants, 14 small turrets and 6 spike plates = 76 defense, 0 power, 8 beds, and full size. Also, I had 3 tier-3 clinics and 3 tier-2 general stores. I would sleep for 3 days, ring the bell, sit for 12 hours, and then run around until the increase happened. Got stuck on 99 as it kept going back down to 98 so I changed some peoples assignments around, deleted/remade all of the wooden crates, and it popped. Thanks again!

I followed the guide above, with only a couple changes.
Added 3 pommel horses and 3 weight benches (one for each person), and that jumped me up about 8 points.
When I had my settlement maxed out (size bar maxed out), it wasn't moving. I build only enough items to get me from green to yellow on the size and that seemed to do it.
Hope this helps anyone else getting to this one late like me...lol

Followed this Guide and start to finish in one setting maxed happiness in ~2 hours.

Only change is at 90% happiness, I built a pommel horse and weight bench on the roof. After sleeping for 2 days, ringing bell, and waiting in chair for 12 hours, i would go put a minute on the pommel and 30 sec on the weight bench. The higher your happiness, the longer it took for the next increase. Engaging on the pommel and bench seemed to cut that time down in at least half. Chievo popped, thanks!

Most of this solution is way overkill. Decorations don't provide bonus happiness. Neither does having extra defense(You only need like, 2 turrets at 5 defense each for 6 settlers).

I got real frustrated trying to get this achievement at Sanctuary Hills with the 20 settlers method. Nothing I did could budge the the happiness meter above 98 or 99. And I had tried for days to get it.

I tried this method, which I also saw on reddit, posted by the user Lembitu36:

At the Red Rocket Truck Stop, I did this: 6 mutfruit, 9 power (3 water pumps), 0 power, 60 defense, 7 beds, 5 level 3 clinics (surgery centers). I put in stairs and built a prefab house on top of the building to house the settlers. I put up some paintings around the Truck Stop. I built a bell and a chair by the bell.

Then I went to the Starlight Drive-in, which still had the recruitment beacon going. I moved six settlers to the Red Rocket Truck Stop. I ferried crap from the workshop at Sanctuary Hills to Red Rocket. I did not use a supply line. I assigned one settler to the mutfruit and the rest to the clinics.

I went to the Red Rocket to try and get the achievement. I did not leave. I built the cheapest wood containers until the happiness bar went yellow and filled until I got a message that said I could not build anything else. At this point the happiness meter was at 60 with an up arrow.

I sat in my chair by the bell. I plugged in a wired controller and left the console on last night. When I got up and checked, happiness was 97 with an up arrow I rang the bell, waited four hours, went to sleep for 24 hours, repeated this a couple more times, and then just left the console on while my character sat in the chair. About an hour later, the achievement popped.

Thanks for this solution. I was thinking that I was not going to ever get this achievement using the 20 settlers method. This totally worked.

I finally randomly got this one. I had it all set up as the guide recommended. I did attempt to try waiting around to see if things increase but it didn't seem to take. After a while I got bored and went off to do other things.

Happiness would go up and down (fluctuated between 90 and 96), but I made sure to do a few things people have suggested:
-I did not fast travel directly into/out of the settlement.
-Eventually swapped out like 2 shops for tier-3 med clinics (just to see if that would help).
-Did the settlement quests juust in case they affected one another.

Ultimately I just went off and did my own thing, and the achievement popped while I was messing around in another settlement (pleasant surprise as I had given up for a bit).
Not sure which of the suggested actions helped push it up to 100% (maybe some, maybe all), but I didn't have to sit around ringing the bell. I did swing by whenever happiness dropped down so they could bask in my presence (as someone here hilariously described it) so maybe that does help lol laugh

If this helps you, go there and give lunamoonraker some love, because this simplifies an arduous task.

I'll post the full details, but here are some summary items.
Requirements:

1 x Settler (moved from other settlement)
1 x Sleeping Bag (or any bed, must be under cover)
1 x Machinegun Turret (5 Defense)
1 x Bar* (20 Bonus Happiness)
Local Leader Rank 2 (min. level 14) No other perk required.

That's it. No super huge amount of settlers, no need of caps in excess of 30k. Basically just level 14.

It will be slow the first day, but then you'll notice progression. It should occur like this:
80>84>88>91>93>95>97>98>99>99>100, I used a Level 3 (Restaurant) to get those numbers, but it can be done with level 2.

Here is the text of the method (and the end of my actual contributions). I did this just last night at Starlight Drive-In, and I can confirm that it works.

The Basic Method


You can of course add more than these basics but be aware that the more resources you have the more likely an attack which is just distracting really for the purposes of this method. The Settler is Protected so will never die from hostile attacks (only by the player or their companion) therefore is not really a concern for possible attacks.

What you will need;

1 x Settler (moved from other settlement)
1 x Sleeping Bag (or any bed, must be under cover)
1 x Machine-gun Turret (5 Defense)
1 x Bar* (20 Bonus Happiness)
Local Leader Rank 2 (min. level 14) No other perk required.

Note; * Depending on the game localization it can also be called Shop but basically the Food & Drink Rank 2 store.

Supply line is OK but not necessary. No crops planted. No water pumps constructed etc. All Water & Food required for the 1 Settler placed in the Workshop storage, sufficient for around 10-15 in-game days (1 Food/ 1 Water per day) The Settler is assigned from another settlement. You do need the ability to use the Workshop.

I strongly suggest using the Red Rocket Truck Stop settlement. (see reasons in General Notes below) But only if it has not been used already. if so, use another smaller settlement or clear Red Rocket back to no resources or settlers.

Method

Go to the settlement and craft a Sleeping Bag (3 Cloth) and place it under cover (i.e. indoors/ under the canopy or you get a penalty)

Craft the basic Machinegun Turret (8 Steel, 1 Circuitry, 2 Gear, 2 Oil) and place it on the roof (out of reach from attack helps)

Build a Stores > Food and Drink > Bar (Rank 2)* (5 Wood, 3 Steel, 500 Caps,)

Place sufficient Purified Water and Food (i.e. Mutfruit) in the Workshop storage. Allow for one of each per day for the Settler.Around 10 in-game days minimum. Better allow for 15-20 of each to be safe (if it runs out Happiness will drop) Remember Mutfruit = 1 Food. All other crops = 0.5 Food so double amounts if using these.

For the achievement the Size bar must move from green to orange colour which signifies a large settlement. The simplest way to do this if you have not done any scraping here is to spam craft 91 x Wooden Crate (3 Wood, 273 total. Can scrap after) Otherwise just craft these until Size turns orange.

Before proceeding confirm via the Workshop interface that all values are 0 (Green not Red) except Defense should be 5, Beds 1, Happiness 50 (base value) and the Size bar is orange. See this screenshot.

Once confirmed Move an existing Settler to the prepared settlement from another settlement via the Workshop interface to the prepared settlement and assign to the Bar store. If all went as planned you now have a settlement already with Happiness 80 which appears to be the maximum level with no Bonus Happiness. See this screenshot.

The process has now started. The Happiness should have reached the maximum 80 without the bonuses and there should be the green Up Arrow next to Happiness indicating it will increase.

Progressing from Happiness 80 > 100 for the Achievement

Now we have the pretty tedious part which is unavoidable because the rate at which Happiness will rise is governed, at least partly, by time played and not just in-game time. So you can't simply Sleep for 10 days and have the Settlement reach 100 in a matter of minutes.

After checking various reports of how to do this I found the most reliable way (never 100% sire but seems the better way) was a mix of waiting a bit each in-game day and also Waiting and Sleeping to progress faster than simply leaving the game running (works but some possible pitfalls, see below)

Suggested Daily (In-game) Routine


Once the settler is assigned I used the following daily (in-game) routine;

First day it wont rise so sit in a chair and Wait until 8:00PM then:

8:00PM > 8:00AM

Sleep (make another Sleeping Bag for this is easiest. or just Wait)

8:00AM > 12:00AM

Just open the Workshop window and idle in-game and watch for the Happiness to tick upwards. Often it will happen literally within 1-2 actual minutes,if so then move to next stage. If not wait for around 10-15 real minutes then move to next stage regardless if it ticked up or not.

12:00 > 8:00PM

Use a chair and Wait, then repeat cycle and sleep until the next in-game day.

Repeat until Happiness 100 and the achievement pops up. Around 10 in-game days
Congratulations!

This is the most difficult achievement and only a very small percentage of players get it when checking Steam for example. Not made any easier by the way it currently works.

Hopefully this method at least removes some of the uncertainties and provides a reliable and fairly straight forward way to gain it.

General Notes & Further Details

Which Settlement

I strongly suggest the Red Rocket Truck Stop as the settlement to use for this exercise.

It has a small footprint so requires less building to reach the large (orange bar) stage required for the achievement. It is close to Sanctuary Hill for the Settler (not companion. I have not checked if that works yet) and any materials you may still need. Also, it is available without any quests etc. Just use the Workshop.

If you have used it already then the Happiness may be altered, so best to remove all added items (crops, pumps etc.
A bit more on the Waiting Stage

I tested this three times fully with varying numbers of settlers (yes, I am a masochist!) and it hit Happiness 100 around Day 10.

Some times you can wait 30-60 minutes real time and it just doesn't want to tick up for some reason. Probably just the scripts. I found just keeping to the routine if this happened then the next day it would tick soon after waking as normal. Not sure why this happens. Maybe some variable in the script? or just happens.

I also tried saving, reloading and even restarting the game just to see if it helped but there was not regular pattern and it's mostly just a case of grinding the time out and ensuring the green Up Arrow is still there.

Because it only takes 5-10 real time minutes to do a daily cycle, for around 10 in-game days it still takes time but is faster than simply waiting I found.

it's quite possible that simply Waiting rather than Sleeping works also but it just made the time pass a little quicker to roleplay at least the sleeping...

Yep, this worked 100% for me.

I had 20 purified water and a mix of food that added up to 20 with me and ended up with 7 Purified Water and more food than water remaining afterwards, so make sure to bring enough of the good stuff.

Other than that, just follow the wait/sleep instructions and you're golden. Thumbs up from me, for sure.

And yeah, I had a green "up" arrow at Happiness level 99 for 2 or 3 in-game days but as you said, I stuck with the schedule and it finally ticked over.

This worked 100% for me... 1 setter, 1 bar, 2 sleeping bags, plenty of food in the workshop, 1 turret was all I needed. Nothing else - if you have anything, remove it.

All the other solutions of 20 settlers, 100 paintings, 20 beds etc etc - is a lot of tosh.... its not needed.

Only one part missing from this solution (but it is in the Reddit post) is that the Red Rocket is a small / green settlement. TO get it to orange/large just spam build wooden pallets.

Slowed FYI things slowed at 96 happiness, however just keep repeating the cycle of sleep, workshop, sit - and it will eventually ping.

Probably took me 60-90 minutes real time to get this from start to end.

Yes, grip if you just use a bar, the intervals will be longer.

Restaurants increase the speed you gain happiness, with the trade off of needing to be a higher level.

Mine started at 34 where I had a previous settlement there...and has gone from 34 > 48 > 59 > 68 > 75 > 80 > 84 > 88 > 91 > 93 > 95 > 96 > 97 > 98, I'm imagining at this point it's one point at a time, so I can see it going to 99, and then finally 100.....this is really dragging on now... But thumbs up regardless...still further than I was when I was trying to do Sanctuary Hills myself.

Side note: I found my happiness stuck at 96 for over a week game time, when I checked the pip-boy it was because there was the famous ! next to the happiness meter. After quickly throwing some paintings, rugs and random tat up, I had the remainder in three game days.

I managed to unlock this today using this method. It did get stuck three times at 95 until I moved my settler from the bar to a level 3 medic stand, after the green arrow came back and it eventually got to 100.

Worked a treat, thanks very much. I also started at 60 happiness after the initial set up but it climbed up just fine. 3 hours of sheer boredom though! I "stayed up" after waiting on a chair for the 11/12 hours and got my happiness increase at around 9pm very consistently.

Good solution. I did at the drive in but had some trouble with the food & water. I had a supply line, and everyday it took all my food and water, so kept running out. Persevered for a while trying to top up the farm at the other end of the supply line, but in the end i just moved another settler there, put in a pump and a couple of muttfruits, and was golden from there.

I don't know if the game was patched, but this wasn't working as fast to me, so I did a slight alteration to the waiting times and it proved to be an even faster method. You'll need more food for this, something around 20 to 25 water and food is enough.

What I did was this:

wait until the happiness meter rises for the first time. After this sit and wait until 8PM and then sleep until 8AM.

Now sit again and wait 48 hours. After this stick around looking at the meter. It should rise in 30 seconds to 2 minutes.

Now keep repeating this and you're set. No more waiting around for 10 minutes wondering if the happiness will rise or not and it is a lot faster in the end.

If your happiness isn't going up as it should be with the method posted here, try doing this and see if it helps.

In the end I used only 10 water doing it this way, no idea why he used only 10 instead of a lot more since I was waiting for 2 extra days all the time...

Got it. For me, the Happiness ticked up around 8:00-9:30PM every night, so as soon as it raised I slept for 11-12 hours until 8:00AM and then waited in a chair for 8 more hours until 4:00PM, then stood around idle in Workshop mode until it updated again. I used Sheffield at the Red Rocket Truck Shop.

Thank you so much for this method. Worked perfectly (although my Happiness started at 60, not 80, when my settler first arrived). The only real problem is how time consuming this is, but I've wasted far more time on far sillier achievements. Just do something else and have this running in the background.

Here's what I did. I didn't want to spend 2 or 3 hours waiting and sleeping so I set everything up and continued exploring the commenwealth and solving quests. Great way to do it if you have not finished the other achievements. Takes around 5-10 hours of playtime (which you do anyway). The settlement requires no further attention.

Much thanks. I used this method last night at Starlight Drive-In and was successful.

Making sure to set up the area for the settler BEFORE moving the individual settler in was a key note that I messed up the first time trying this. Setting up prior saves a ton of time.

Also I got hit by Gunners around 94% and they destroyed my single turret pretty easily. My additional advice would be to SAVE SAVE SAVE. Save every time the meter jumps up a point and after every 2 hours of idol waiting.

This is the best and easiest one as OP has stated.

A few things. You will start at 60 instead of 80. That is normal and its okay, still achievable.

Secondly, feel free to build better defenses. I had one turret up top and got attacked by ghouls when I was on a different input. Thank god I swapped over at just the right time to check up on it and was able to destroy them all. But I ended up building 3 Heavy Machine Gun turrets and when I got attacked again I didn't need to assist (Im level 42 and completed main story quest).

I put more food than required and it took around 11 days to get from 60 to 100. I would leave the game going for 30 minutes then sleep for 12-24 hours. Then would leave the game going for another 30 while watching netflix then sleep for 12-24 hours (depending on time of day).

Very easy to do. Great guide. Worked wonders.

Thanks SiegfriedX, the other way wasn't working for me but this worked very quickly. I went from 75 to 100 in about 30 minutes and it probably would've been faster but for some reason the first couple times waiting took a really long time.

Been stuck on 95 for a week in game time now with the green arrow but it's not been moving at all and I've tried a variety of techniques from these comments. I think I'm giving up now. Happiness is clearly glitchy and this achievement is not worth it.

Worked great for me but didn't need to sit around waiting. Set up settlement as described then just wandered off to explore and do quests. Several in game days later, achievement unlocked.

Absolutely amazing. I set this up after two weeks of trying other methods and finally got the pop! What really seemed to help was to leave the settlement every day after placing a few items (Pallets to fill that bar to orange) and go to another settlement. Poke around there for a few in game hours and then come back at night to sleep. Happiness shot up every morning after I followed this routine.

Thanks! This solution got it for me after every other solution failed. The only difference in my setup was I put a water purifier in the standing water in the middle if the area (and powered it with a small generator). It only took a few hours, too.

Great guide!! it was the only one that worked for me! I did the SET UP ONLY exactly the way you said, except instead of sticking around sleeping & waiting at the settlement, I continued on in the game. My rating went from 30% to 100% all while I was away playing other missions . I believe my biggest problem for all my other big, perfectly done settlements was my size settlement bar was never in the yellow since I broke down so many weapons at almost every other settlement I have, which in turn lowers your size settlement bar.

Cracking solution, worked well for me, only started off at 60 but got to 100, followed same sleep/rest pattern. My increase went up at 11am daily spot on in game time.

To start dogmeat was in the settlement but not showing as a person so I had 25 before I did the set up with red down arrow. I didn't realise until I bumped into the dog so put him as my companion. Once I did set up and moved settler into it the counter went to 60 where I started the sleep/rest cycle. Always had the up arrow from that point onwards.

Worked well with me but I believe you need to change the solution to include things found in the comments. I wouldn't have the achievement with them. I was stuck on 96 for a couple days before seeing the ! in the pipboy under the settlement. I changed the bar for a restaurant and added posters/rugs and it started ticking upwards again. The rest of the set up worked well, but you don't start at 80 anymore. It is 60

Worked great. I followed guide with the exception of 2 sleeping bags, one I assigned to the settler, but I somehow only started with only 60% happiness though and decided to change up the wait/sleep/idle times.. I idled from 8am-10am. Then did 24 hrs of waiting on a couch, then another 10 hrs of waiting (This pushed it to 8pm). Then slept from 8pm-8am. Every OTHER rotation increased the happiness. I even had 3 rad scorpions, one was even a freaken legendary, attack and it didn't effect anything. Doing it this way I got the achievement in 2 hrs 20 mins.

I decided to use Sunshine Tidings Co-op, because I it was already at 80 with two settlers. All I had ever done there before was plant some food, turrets, and water pumps early in the game.

After putting in a level 3 restaurant and all the crates to make it orange, I used SiegfriedX's waiting/sleeping method and got it without a hitch.

Still a working solution, unlocked earlier this week with this method. Only difference is that I basically completed the set up as per the guide and then left my settler to it whilst getting on with quests. Happiness continues to rise until the achievement pops.

Yep this worked for me. I just set it up during Act 1 of the game then played the game normally so I didn't have to bother with any time skipping.

I used twice the Mutfruit & Purified Water amount listed here however, because either the Settler was using them up too fast or Raiders were stealing them.

Speaking of Raiders, I suggest dropping in to Red Rocket whenever you visit Sanctuary because I've noticed there's sometimes random Raiders lurking around that I think cause the Settler's Happiness to drop. It also fixes the occasional map glitch where the Happiness appears lower than it actually is.

Seems that I've finally figure it out. I was stuck in 87 for about 5 in game days with the arrow going up, the problem was that I was sleeping in the wrong sleeping bag, after doing correctly, it started to move up again. So, if you're not sure what's your sleeping bag, go to the workshop and search for the sleeping bag that doesn't have a people assigned.

For people stuck follow the time method exactly. I would suggest using skill points to get cap collector level 2 so you can get the restaurant stand. I tried the bar and I was stuck at 94 going down. I also bought rugs and a bunch of flags and decorations to put up around the settlement. Build up your defenses too. I went completely overkill with 133 defense only because I got screwed the first time and Gunners attacked my base and it sent my settlers happiness down. A deathclaw tried to come onto my base and the turrents and my Courser destroyed it in less than 5 seconds.

Just so the time is clear for people

8PM-8AM sleep in bed

8AM-12AM Idle around workshop for 2-5 mins then sleep in bed. (Just note the first day your rating won't go up so don't bothering idling until you complete one full cycle.)

12AM-8PM wait in chair then start cycle over

Mine seemed to stagnate at 94% but I hadn't been waiting in the settlement as described and was doing the nuka dlc, this was my last achievement left o it got my full attention then. Did a couple of days and had no movement in the percentage, so I built alot of horses and workbenchs which kicked the arrow upwards, everyday say a rise, 94-96-97-98-99-100

This should be the top rated guide. You don’t even have to do all the waiting. I set up as described, and ran around doing the scav mags and recipies. Checked in every so often to deposit food/purified water

Achievement unlocked literally as I was in sanctuary crafting my last 2 recipies 🙂

This worked for me but I will say I needed a lot more food than described. I'm not sure if I assigned a particularly hungry settler or perhaps they kept selling the food via the bar but I found it best to keep all the food and deposit it slowly (i.e. 4 corn, 4 melon, 2 Mutfruit). For the same reason I added a water pump to remove the need for any purified water.

Still works in 2024! Everything went perfectly but (as someone said before) when you reach 95 you need to change the bar for a medical store and that's it. Great guide, should be in first place

This seems like a great guide however following your instructions I only start with 60 happiness.
I'm using the Red Truck Shop,I sent 7 people there previously but I've never built anything at the settlement so the happiness was always at 0.

I sent those elsewhere and built what was needed,I then sent 1 settler from another settlement and assigned him to the Bar shop but the happiness level won't go to 80,any idea why?

I'm still trying to give it a go even by starting from 60 but after 3 days it only got to 68 and hasn't moved since,still have the arrow pointing upwards,going to leave it a few days still and then start over if it doesn't work.

Worked perfectly. Only difference was that I had scrapped everything at Red Rocket about 100 game hours before, so I had to craft extra crates (about 110 total) to get it to go from green to yellow/orange. And then after moving a settler there I was only at 60% happiness. But I followed the plan and it got to 100% after about 14 in game days. Boring, but easier than any other solution. Two thumbs up.

Worked perfectly for me, even went up in the same increments described in the guide. I did it at Jamaica plain. I had two guys there originally, one doing a supply route and one tending to two food. I took the farmer off farming and put him in a level 3 restaurant. Also, don't know if it had any effect but I put the restaurant and 3 beds (two for the settlers, one for me) in a steel hut (using wooden floors arranged 3X3, steel walls and steel roofs), electrified it with a medium generator and a large power pylon on the roof, lots of turrets on the roof, lots of lights, furniture and decorations inside. Then i put a bunch of decorations outside and wooden crates to get the settlement to the point where nothing more could be built. Kept the same schedule as the guide and it took about a half-hour to 45 minutes to hit 100. Most of the time the tick up happened in the first in game hour of the day (by 9AM in game), if it didn't tick up by two or three in game hours i just waited till 8PM then slept till 8AM and tried again. The longest gap for me happened from 98-99. That took a few days to tick up, but when it did 99-100 happened the very next day.

It doesnt work.
i followed the instructions, but it wont go past 95. And i have noticed that if I leave 15+ mutfruit in the workshop, when they go to use/eat one, they use several of them at once, only leaving one. Wasted several hours trying the method, for it to not work :(

Unlocked this yesterday following the Reddit solution above. Worked for me - took a while. I'd built Red Rocket up previously so removed everything - including scrapping my heavy machine gun turret for the basic machine gun turret. Follow the guide EXACTLY and it should work. I'd sent a guy here from Covenant.

Make sure you're killing time in workshop mode from 8am - Midday - this is when I saw the marginal increases day-to-day. I killed time by making a staircase and writing rude words out of all the boxes laying around.

This worked a treat for me - less than an hour from scratch with some tweaks below (after trying forever to get Sanctuary working). The final part (time from settler arriving to having the cheevo) was less that 30 mins.

Junkyard dog:
- If you have found Gene and purchased the Junkyard dog, you can build a dog house at the Red Rocket and send her there. Then when you send your first settler as this solution says, the settlement will jump to 90 happiness instead of 80. (I didn't have the Junkyard dog, but was able to get it in ~15mins, by farming the random encounter spawn points by fast travelling between Abernathy Farm (spawn point camp site north), Starlight Drive-in (spawn point immediatley behind fast travel point) and Salem Witchhouse (spawn point camp sight south)).

Sleep/wait:
- I alternated between waiting 12 hours in a chair and sleeping 12 hours in (an extra) bed, back to back with no idling. Not sure if the junkyard dog made this go faster as well, but it went 90->92->94->96->97->98->99->99->100. This was pretty quick (less than 30 mins)

Water pump:
- I placed a single water pump instead of worrying about having enough water, since I was low on water but had lots of food.

Turrets:
- Not sure if it matters, but I had built 3 heavy turrets on the roof.

I done this too. It works. I had a 80+ happy settlement the whole time with 20 people and I was frustrated with it, I thought I will never have this achievement. Then I made a settlement with this method, and while I grinded Nuka World achievements this one popped randomly.

The time Nuka World achievements took was enough for this without any sleeping and grinding. Sometimes I visited the settlement to be safe, but only when I had to do something in the Commonwealth anyway.

I followed this guide, and it did work, but the achievement bugged out. I got Red Rocket to 100% happiness with one resident and a level 3 bar, and nothing happened.

I tried taking all of the food and water out of the workshop, went to do something else, came back with happiness at 94%, put the food and water back, and waited around for it to go back up to 100%. Nothing happened.

I tried sending a few residents back to Red Rocket. Happiness was still at 100%, with the red down arrow. Nothing happened.

I tried deleting everything non-essential in the town: The water pump, the windmill, extra beds, a turret, etc. Nothing happened.

Googled a bunch of stuff. Nobody seemed to have this same problem. Most of the problems with this achievement are people not able to make it to 100% in the first place.

Then, about 5-6 hours later when I wasn't even playing, the achievement popped all on its own.

G** f**king dammit I hate Bethesda's buggy-ass games so much.

I followed this, but I used the Egret Tours Marina as I already had a large setup at the Red Rocket Truck Stop and the Marina had 0 settlers and 50 happiness to start. I also didn't get the initial 80 even though I used only 1 sleeping bag, 1 turret, and the proper amount of purified water and mutfruit. I started with 60 after the single settler I sent to this location was assigned to the Bar (Level 2). I then decided to go for it anyway and began the cycle sleeping from 8pm to 8am, waiting from 8am to 12pm, and checking for progress. As soon as any progress showed up, I waited in a chair from whatever time the progress showed up at till 8pm and then slept till 8am again. I saw progress all, but one day in the cycle (and it was early on in the 70s that this occurred) and saw at least an increase of 1 percent on all the others. It really begins to slow down once you enter the 90s. The achievement took a bit to pop though so be patient even if you get the 100 and it doesn't show up initially. Also, I did this WITHOUT a large settlement. My size meter was at the starting half way mark when I began the process and was the same for the entirety of the process. The whole thing took about 10 days I believe. I hope my "documenting" this helps someone in some way. All the same though, good luck!

Throwing in another up vote . . . took a while (the achievements fault, not the solutions), but it worked like clockwork. It took eleven turns: 80 > 84 > 88 > 90 > 92 > 94 > 95 > 96 > 97 > 98 > 99 > 100 . . . points came between about 9 and 10:30 every morning.

Other side details:
- i didn't sleep at all . . . each day, I just Waited until 8 AM, sat in workshop mode until the points popped up, waited until 8 PM, then then started over again.
- I had some electricity from a windmill and a few powered items (a TV, 2 lights, and a fan), because I wanted to actually keep the settlement when I was done (and I was trying in to build up the settlement size). It didn't seem to affect anything.
- I used a Level 3 Bar (Restaurant) and actually had a defense of 70. LOL

Great solution . . . even if he is an Alabama fan. wink

Thank you! Excellent video; followed it to a tee and got it in about an hour.

Good thing about this one is you can just, save, set it up from scratch with about 9000 caps and then just reload the save before it to save the caps.

This was the only one that was bothering me, as I saw so many people saying how hard it was. The rest are mostly natural play, so 1k in sight :)

I tried other "solutions" that never worked. This one worked in less than 2 hours. The only change I made was to change 1 surgery center for a bar/restaurant. At night the settlers hangout at the bar and if you stand around with them the happiness goes up a point or two. Thanks again!

Definitely the best method out there. I would add, watch out for supply line settlers that you may have who just pass through once in a while. I was stuck at 99% trending down forever. They seem to effect you even though you sent them away. I had to follow my "extra" settler well out of the area (so the others wouldn't see) and shoot him. My happiness dipped for a minute but shot all the way to 100% after a few sleeps.

I can confirm I did this with 5 companions (only 5 "settlers" showed on my map at the Red Rocket) Cait, Preston, Sturgess, Strong, Piper. Just slept for 24 hours a few times, waited next to my bell 10-12 hours at a time and went from 30% to 100% in 2 hours. I had 5 Level 3 Clinics as well.

I was given a quest by one of the settlers, which I proceeded to fail because the guide states not to leave. However, immediately after failing it, my happiness started to drop. Any idea if this will change?

You can slightly speed this up by following this perfectly but after sleeping for 24 hours, sleep again immediately for 1 hour. The waiting time is far shorter in between the happiness raising.

Thanks. This helped out a lot. Just have to be patient and wait. Sleeping for 24 hours, if haven't noticed an increase in happiness helps a bit. Than just waiting in build mode. Keep going, and it'll unlock. Once it hits the 80's it can go slow, so don't panic. Just keep going.

- i had a town bell that i would ring (apparently it increases happiness from other sources, but not confirmed) every morning when my character woke up.
- installed an empty bar with stools in front so when it hit evening, settlers would go drink
- I made also sure that my red rocket settlement couldn't build anything more to be at 100% capacity

Worked perfectly. And I can confirm you don't have to do it at once. I had to save and stop playing in the middle of the process. When I loaded up de game, my happiness had jumped 4 points up!

TIP FOR ALL WHO HAVE PROGRESS STOP AFTER BEING ATTACKED!!

Took me hours of idle waiting and sleeping before I realized that if your settlement is attacked the clinic stands themselves can take damage causing you to lose your green arrow. If this happens walk up to the stands in workshop mode if there is an option to hit A to repair do so and then sleep for 12 hours to get your arrow back :D

I had four 3-tier clinics and one bar, arranged in a semi-circle around the bell with a chair, lots of rugs and the mutfruit trees very close by.

I had the bar in my original set-up and when I deleted it for a fifth surgery center, the happiness dropped 3 points immediately! Once I built a new bar, had the achievement in less than an hour.

When I started Fallout I started using The Red Rocket fuel station. for myself.
The place where I leaved all my junk, placed all my Power Armour and leaved all my companions.

I made a little place for my companions and for everyone a bed, water, food, but did do nothing else.

When I was started going for this achievement my happyness was allready 80% because of they where living there.

At that moment I sent everybody away, made the settlement like suggested in the video.

- 6 Settlers
- 6 Mudfruit plants.
- 3 water pumps.
- 80 defence
- 5 shops (clinics)
- 7 beds.

And waiting it is now, but it's a lot better to waith with 80 happyness allready then start from 0.

My happyness raised in half a hour from 80 to 88.

Excellent guide. Still works well as of Oct 21, 2020.

I wanted to share a bit of information that others might find useful when attempting to get their settlement to maximum happiness.

- I'm not sure where the idea came from that you need to stand around for hours (game hours not actual hours) in order to progress the happiness meter. Once I had everything set up I rested for 24 hours and then watched until the happiness number went up (usually takes approx 5 mins). Once it did, I slept for another 24 hours and waited for the happiness number to rise again. I did this all the way to level 100 and never lost the green arrow next to the happiness level. So don't waste time by wandering around during the day or waiting in a chair for 12 hours. That's silly. This method only took me about 3 1/2 hours to do from start to achievement.

- It's obvious, but DONT FORGET TO SAVE! I got to a happiness level of 92 and my game froze so I had to start all over. So make sure you save often just in case.

- The only modification I made to the guide was I placed steel walls all the way around the settlement and then placed my turrets outside those. I read somewhere that if your settlement gets attacked, and the vendors take damage, it can't prevent you from reaching maximum happiness unless you find and repair that. So for piece of mind I walled myself and the 6 others inside to shield everything from any attacks while the turrets dealt with them.

One Settler Solution

There is no need for grinding, this is a very easy achievement that you can just set and forget. No sitting and waiting, no ringing a bell.

To get 100 happiness:

1. Get Cap Collector level 2
2. Go to Red Rocket Truck Stop
3. Go to the workshop and transfer in at least 15 mutfruit and 15 water
4. Build a "Restaurant" (level 3 Food & Drink)
5. Assign one settler to work the restaurant
6. Send everyone else away
7. Make sure you have adequate water, defense, and indoor beds
8. Build wooden crates until you get the Size up to yellow
9. Go do other missions and watch happiness slowly improve

That's it. No sleeping and ringing a bell and sitting and whatever. Just set this up and keep playing the game, happiness should start around 80 and slowly climb up. If you have a dog (from Gene) or a cat/gorilla (from Wasteland Workshop DLC), you can send them there to boost happiness further. I did this without any pets.

Welcome to Easy Mode...

Watch the two videos below; in the second one my settlement doesn't have any food, water, power, or defenses and starts at 4 happiness.

Then after popping down a ton of weight benches (new item added in the Vault DLC under "Furniture>Miscellaneous") and sending 1 settler over, waiting 24 hours, the happiness seemingly by magic jumps to 100%!!!

Using the other guides and reading the comments I have worked on this achievement from a multitude of angles and it comes down to this:

Do Preston's missions of the Minutemen to gain the area called Starlight Drive In, this is the best place to do this achievement.

You will need Cap Collector rank 2 ability, and Local Leader rank 2.

Requirements in settlement:



Other things you should add to your base that most likely effect your happiness (n1ckKz mentioned and it made his happiness go up)

Note: Add these if you don't make 100 happiness with the main requirements.

To get this tedious achievement I used Sanctuary Hills as a base.

Requirements for preparation.
- Send ALL companions away from this settlement, you want to have only settlers.
- Remove ALL scrap/destroyed buildings etc from the settlement.
- 10 charisma (I used a Tuxedo to get me the extra point for ten) (20 People)
- 24 Mutfruit Plants Planted. (24 Food)
- Eight Wells Placed (32 Water).
- 24 Beds Placed (ALL INDOORS, UNDER A ROOF!) (24 Beds)
- 30 Machine Gun Turrets Placed in a circle around the area you will keep your Shops. (150 Defence)
- Power is not necessary but i used a few generators to power some extra laser turrets. (15 Power)
- Place four of EACH happiness generating shop (TIER 3) (CLINIC, FOOD, GENERAL STORE, CLOTHING).
- Ensure your size bar is around three quarters full. (3/4 SIZE)
- Go to other settlements, go into workshop mode, go up to settlers and press X to move them to sanctuary hills, keep doing this until you have 20 there.

Once having done all this.
- Build a bell and use it to find all the settlers.
- Assign the four permanent settlers (unique characters) in sanctuary hills to food.
- Assign your random settlers to every shop one by one.
- Build a seat and start waiting for 24 hours at a time a little down the road from your shopping mall. (Rinse and repeat these steps)
- Once you finish waiting walk around for five minutes or so till your happiness goes up. (Rinse and repeat these steps)
- Once you reach 98-99 happiness or so and the green arrow stops going up, start placing paintings everywhere, on any wall that you can find! ( I was stuck on 99 with no arrow either way, then placed about 100 paintings and it ticked over!)

Okay i've been grinding on this Achievement for about 2 days now ..

I've looked at all these guides and im calling absolute bullshit on a required amount of things you need .. Here's how i got mine after i was seconds away from snapping my disc and throwing my xbox out the window.

1. Get the fuck out of Sanctuary Hills ..( Starlight Drive in was my choice )
2. Remove every settler with a name , If you have anyone without the name Settler Fuck them off, as they just cause trouble and can sometimes say they are filling a role but not using it.
3. Build 135 Defence using the lowest turrets you can. ( Cheapest in resources )
4. Build 22 Beds.
5. Build the cheapest water pumps till you have 108 water.

Now this is where everyone doesn't have a fucking clue, I've been striving for the highest amount of people i could get ( As these forums and guides have instructed ) but wasn't having any success as i would get to around 97-98 and then go down again.

6. Gather 17 Settlers ( yes 17 and, for anyone wondering i have 13 charisma )
7. 3x..... lvl 3 Bars.
8. 7x..... lvl 3 Clinics.
9. 4x..... lvl 3 General Stores.

Now make sure every single one of these are occupied.

10. Have 3 people farming so your food production should be around 18 Food.
11. Build a Bell in the centre, Which a chair and a bed next to it..

At this point with the 17 settlers you should turn off the Radio tower so no one else comes. Then leave your xbox on and let the horrible grind begin.

Ring bell .. Sleep for 24 hours x 4 ... Then sit in chair and wait 24 hours x 4 ... Then ring bell and leave in idle for about 10 mins surrounded by the settlers.

Rinse and repeat .

Once i got to 90 happiness it only took about 1 hours ( May vary, As i've found with response comments, But none the less within a 4 hour time frame ) of this and i got my hard earned achievement that i wish i never have to ever see again..

vI Insane Iv's guide is pretty spot on.
Though I was one of the unlucky ones who got capped around 90-98 using this method.
Searching the Internet I've found a few extra things that worked and pushed me to 100 for the achievement.
So any of you guys reading this because you're stuck. The tips should hopefully help you out

First of all. I used Sunlight Drive In.
Sanctuary was where I kept all Companions for convenience sake.

The basics:
- You WILL need 10 Charisma or higher
(At 10 Charisma, you can have 20 Settlers)

- A Roach load of caps minimum of 20,000+

- Food/Water/Beds will need to be equivalent or higher to your People Count. Beds will also need to have a roof over them.

- A Defence higher than 100 (mine was 225/Missile Turrets)

- A Recruitment Radio Beacon And a Bell

- Perks
Medic Rank 1
Cap Collector Rank 2
Local Leader 2

- Any Settlement can be a " Large Settlement" when the bar in the top right goes from Green. To Yellow.

Your basic set up is to have 16, level 3 shops
(Clinic/Bar/Trader/Clothier)
They're the ONLY stores that will increase the Settlers happiness.
Once you have Bars/food. You can start to remove the Farmer Settlers and start making more stores.
IMPORTANT!:
Everyone is happiest when they have a job!
(It took me forever to find out but as soon as they were assigned. It shot to 100.
In the end. I had 22 Settlers. All with their own Emporium.

Keeping the place decorated with tables, chairs, pictures, flags and a radio or two helps.
Build a Bell to gather your Settlers at any part of the Settlement. Ring it once or twice a day, deal with their passive aggressive sales techniques, passing on them all until they start to bugger off. Then off you pop to sleepy dreamland for 24-30 hours.

Tip: to increase your Settlement size.
Drop unwanted armour/weapons/food within the Settlement from your Pip-Boy. Then go into Workshop mode and then Store in the Workshop or Scrap the unwanted gear on the floor. It'll bring your bar down to build infinitely.

Tip:
Before you assign a Settler to a Store. Trade gear with them.
I gave my Settlers a Dirty Suit of any kind before instantly assigning them. That way. Even within the Settlement. I could tell who had a job and didn't. Placing a bed next to their store and assigning them to that also kept the wandering and confusion to a minimum.
You can spot the new Settlers coming in as they'll stick out,
So make them wear the suit. Take their old clothes and hats. Assign them then sell their stuff for the extra caps.

Also:
Be sure to check your Workshop every now and again. Sometimes the Settlers give you a few nice things, mostly anything from 50-200 Caps and some Food/Purified Water.
The extra Caps and gifts come in handy for lower level characters.

Once you've got your Settlers, stores and bell. Stay within the Settlement. No matter how boring it gets, and keep on repeating the process. It will eventually come!

Hopefully the tips alone have helped a few of you finally end your torment on trying to get this achievement.

I know there are quite a few solutions on here but here is what I did to pop this achievement.
I found an empty settlement and transferred two settlers from other settlements there. In this settlement I transferred a bunch of junk from one of my established settlements using strong and power armour. I do not know the reaction of a provisioner to the happiness of the settlement so I ignored it. I built the following:
6 Mutfruits
2 water pumps
1 tier three bar
1 Heavy Machine gun turret.
3 beds

I assigned one settler to the mutfruit and the other to the bar. At this point all you need to do is wait. I laid out my days doing the following.
8am wake up and enter build mode and watch the happiness meter. Once it changes, or if approximately 10 minutes go by, sit in a chair and wait until 8pm. Then sleep until 8am again, repeat until 100 happiness.
The size of the settlement does not appear to matter as the achievement popped for me when the size bar was only half full, not in the yellow range.

I unexpectedly just got this achievement. It might be glitched. I had 2 settlers in County Crossing. 1 was assigned to food, the other to a level 3 bar/restaurant. I am playing on survival difficulty. I had also caught a dog who was living there in a doghouse I had built. There was one water pump, 2 beds, 1 turret, and there was not a supply line. I was just exploring the wasteland when I noticed on my pip boy that happiness at County Crossing was 99. I walked there expecting to have to build a bunch of crap to make the settlement large. I slept at the settlement for a couple of days waiting for the happiness to get to 100 before I started building. But when it did get to 100, the achievement popped even though the settlement size bar was still green and less than half full.

Hope this helps somebody! Even if the achievement doesn't pop for you with less than a large settlement, this is still a pretty easy way to get to 100 happiness if you have the Local Leader level 2 perk. Then you could reassign your food settler to your supply line network, which immediately grants you access to all of your workshop resources. Then just build a bunch of cheap containers or whatever you can until your settlement size bar turns red and the achievement should pop.

how i got the achievement:

used red rocket truck stop which was empty (base happiness 50%). added 2 settlers. added 2 beds in the garage. added 1 water pump (equals 3 water). planted 3 carrots and one razorgrain (equals 3 food). i assigned 1 settler to the food. then i added 2 stores; 1 bar and 1 clinic. i assigned the other settler to the bar (the clinic was left unattended). after this initial setup was complete my base happiness went to approx. 80%.

then i added a fountain, 2 statues (vault boy and girl), 2 bench press stations, 1 pommel horse, a bench (for me to 'wait' on), 1 machine gun turrent, 2 junkyard dogs (that i captured at other settlements but reassigned to red rocket), 4 cats (that i captured/released) plus 4 cat bowls and added a bunch of posters to the walls. after this secondary stage my base happiness went to 90%.

from this point i simply 'waited' on the bench for 12hrs at a time, or went off to do other things in the commonwealth. i'd return periodically to make sure the happiness kept rising; after about 4 days ('game' days) i hit 100%.

Ok this is how I got the achievement-

I did this at sanctuary hills

-I had 11 charisma at the time of getting this with 21 settlers
-I put lights in every room, in every house including prefab houses I built on empty slots
-I put pictures EVERYWHERE! Every wall in every house multiple pictures
-Rugs on EVERY floor (in houses)
-I generally made houses look nice with beds (never without a roof over them), and chairs, cooking stoves, TVs and radios
-I had decorations outside (statue) and light boxes
-I had 16 TIER 3 CLINICS ALL ASSIGNED! (I think this really helps) I also dressed them all in casual clothes so I knew who they were
-I had the other 4 (Preston was one as he was my ONLY COMPANION THERE) on food (Marcy long, sturges, and the other guy lol)
-I had 30 food, 42? Water, 115 power and 175 defence (turrets everywhere) and 32 beds
-It was a LARGE settlement meaning the size bar must be yellow (mine was maxed out)

Ok this is where it is REALLY IMPORTANT -

DO NOT FAST TRAVEL IN OR OUT OF SANCTUARY HILLS! (or wherever u choose to do the achievement) fast travelling to and from a settlement resets the %!

I would run to red rocket truck stop then fast travel, then fast travel back when I was done and run home. I played the game as normal and every time I completed a mission the % would tick up. Got the achievement when I went back on 99% and spoke to a settler who needed help. You do not need to waste 10+ hours waiting around your settlement.

Really hope this helps! As I said this is how I got it, if you vote negative please let me know why.

This worked for me but might not for you, but not fast travelling in or out is key!

I got it at Tenpines Bluff:

People 2, Food 6 (one settler assigned to mutfruits), Water 3, Power 0, Defense 37 (7 MG turrets, one setter assigned to a Guard Post), Beds 3 (built a pre-fab wooden shack with a door and put one mattress in it to add to the small shack that already had two sleeping bags)

I put down 30 Pommel Horses (Furniture > Miscellaneous > Pommel Horse)
I built wooden crates (Furniture > Containers > Wooden Crate) until the settlement was large enough to turn the green meter at the top-right to yellow

Then I played the game for about 4 real-life hours doing various quests and watched it go up little by little until it finally reached 100. I suppose you could find a bed and sleep or a chair and wait, but it went up fine just playing the game normally.

hey i do not know if this has been posted here yet but i got this achievement in less than 30 mins by following this guy’s guide. it works as of october 3rd 2020.
essentially all you have to do is build a lot (maybe 120) weight lift benches at a large enough settlement. i used starlight drive-in. then assign one follower there and boom. the achievement popped for me. idk why i got a down arrow. this took me 30 minutes whereas it was taking me hours to do it any other way on this site lol.

Here is my current and comprehensive guide to this achievement.

First off, People have been WAY over complicating this achievement. A few of the guides are correct but they don't highlight the thought and mechanics behind the achievement. The happiness is an average of the settlers individual happiness and it takes a while for the script to run and reflect this.

What you need:
-6 Mutfruit Plants
-10 Heavy Turrets
-5 Level 3 Clinics
-6 Settlers
-7 Bed
-A FRESH Settlement

I say fresh because there is SO much that can effect this acheivement. You see, variables suck. Basically, I picked the Sunshine Tidings Co-op because I never sent a caravan to it, it wasn't touched by much and it was considered a "large" settlement yet this might not matter. My other settlements had brahmine, and caravans which are considered "unemployed settlers" and are hard to get back, even with a bell.

So once you found your clean settlement, you should build the previously mentioned. Go to other settlements and send settlers until you ONLY have 6. There is an important reason behind this. Each settler needs 1 food, 1 water and a level of defense higher than the total size of the settlement. More is better and doesn't tax the settlement so just build 10 heavy turrets.

The game works like this... There is a "if than" statement in the script used to pop the achievement. If 1 food, then happiness +20 and so on. Building what I said and nothing more will meet all of these requirements. You do NOT need boxes, or pictures or really anything else. There are no build-able items that will lower or raise (other than clinics) the happiness.

Once you have your 6 settlers, assign 1 to the mutfruits and 5 to the clinics. This all will start the happiness process.

My final words are be patient. Do not think its not working and always look for the Up Arrow on the workshop bar. If it goes away, you messed something up and likely the settlement was really "fresh". I got it by a mixture of waiting in a chair and sleeping in 12 hour increments. These numbers don't hold a real fix to what needs to be done. The game needs to run the script to check happiness and there is no real way to force this. Again, the happiness is just an average of every ones happiness and the game need to wait for them all to get to 100 slowly.

I hope this helps but if it doesn't, let me know what you think might be wrong.

I credit some pages on reddit for data-mining and finding the numbers behind it all and all the other guides as they helped me figure out what was going wrong. I tried on Castle and Red Rocket but they both has variables (ie; Too many people, Brahmine, Missing Settlers)

The tl;dr Variables suck, and you need to start from an untouched settlement. Keep the resources to what I listed and just be patient. It will come.

haha that cracks me up. Love the weight bench landscape you've built there buddy, its like how outdoor gyms should be. Don't plant a food, put in a weight bench.

The above really works. I did it in Sanctuary, so it doesn't mater where except that you need a fair bit of space. The other thing you will need is a good stack of Steel. Maybe about 1000.

First build 3 Soda Fountains and assign a Survivor to each.
I created 150 Weight Benches in the open area around my settlement. It's best to spread them out because settlers will try to use any that you produce and they can get stuck in the maze of equipment.

Once done you don't need to stay in the settlement. If it's above 75% when you start the sequence will be 90% in 1 hour of game play then 96% in the following hour and 100% within the third hour.

I timed this specifically to see how quick I could make the transition.

I suggest you pick a large well established settlement so your build is just the items I have specified and a 18+ colony will make your happiness meter move quickly.

Despite the suggestion to use Red Rock it doesn't matter as long as you can place 150 Weight Benches efficiently within the Colony zone without them causing a problem. You can go and do missions and other content in the 3 hours and the happiness is not affected by you being elsewhere. However , you must try to defend colonies closest or trade linked to your chosen location because it does affect the duration required to get to 100% happiness.

You will be truly satisfied when you see the Benevolent achievement unlock whilst you are doing a mission elsewhere.

This achievement was done with the faction 8 Raider Colonies in operation in Commonwealth. It is why I chose to test the Weight Bench happiness theory against a more hostile environment. Result - it makes no difference. Just work on the colony of choice and anything that trades with it.

With the expansions this achievement got a lot easier I think.

Common misconceptions:
- You do not need to build up to the settlement cap to get this achievement.
- You do not need to stay in the settlement.

What you need:
Red Rocket Base (however this could be done anywhere)
Local Leader 2
1 Beds indoors (could do 2 if you want to sleep there)
1 Level 2 Bar
1 Water Pump
10 days of Food directly put in the workshop
1+ Turret(s)
1 Gen (Power hooked to building, I think settlers like light)

Additional things to make this faster:
Happiness Items (weight bench, pommel horse)
Trapped happiness animals (I had 6 cats, need softshell mirelurk meat)
More defense (settlers like to feel safe)
Wall (totally optional but is useful just in case place gets attacked)

Steps:
Scrap most things from site.
Build things above.
Put food in Workshop.
If you trap animals make sure you let them out of traps.
Send a settler from somewhere else. (from other workshop mode select settler and send)
Assign settler to Bar.
Leave. Check back on settlement once a day or so.

I was nowhere near the settlement cap as I wanted to see If I could first get the achievement without building a bunch of garbage. I monitored the settlement in between exploring some new zones and doing a few missions checking back once a day or so. Each time I made sure the arrow was still going up and the settler had food still. Place got attacked once as i warped in and my 6 roof turrets and wall did their job but otherwise it was pretty quiet.

Achievement popped while I was out roaming after about 5 days.

This achievement gave me sweats, nightmare. I pulled my hair, i raged, i wanted to throw my pad into the screen and smash the box on the motorway. No more.

Tired of the other solutions demanding ridiculous requirement, time, etc ?

In essence :
- Get any empty settlement
- Get vault-tec DLC
- Build a real bunch of workbenches and/or pommel horses
- Go in another settlement
- Send one or two guys to the empty settlement you built with the benches
- Go there too
- Build a bed, any bed. Sleep 24 hours.
- Watch hapiness skyrocketing to 100 (EVEN IF THERE IS NO BEDS, WATER, FOOD, DEFENSE,ETC

You are done. Now it's up to the game mechanics to copy that and get you the achievement. Stay around idling til it pops. Nightmare over.

A good place to do this is Red Rocket Truck Stop.
The settlement doesn't have to be a large one (yellow or orange size bar).
This can be done with any settlement.

Settlers:
Always make sure you have one settler free to perform a job that gives bonus happiness. If you want to use just one settler, you can stock up on food and water* by storing it inside the workshop table. You'll need enough for 10 days. If you don't want to gather food and water, you can use two settlers with one of them farming. Just gather some mutfruit at Greentop Nursery or tatos at Abernathy farm and craft plants with them. Then, assign one of your settlers to harvest them. This will provide you with more than a unit of food per settler per day. You may also send a settler from another settlement to carry out a supply line and drop off food at your settlement. To do so, highlight them and select the supply line option in the crafting menu. One settler fed by a supply line will make the job super easy.

There's plenty of mutfruit at Greentop Nursery and purified water can be bought at various places.

Materials:
Cloth (Comes in shipments)
Steel (Comes in shipments)
Gears (From shipments and scraps of turrets and various other items like office desk fans)
Oil (Scrap gas canisters, used oil cans and lanterns)
Concrete (Bags of cement)
Wood (Comes in shipments)
Circuitry (Scrap circuit boards or get a shipment from Daisy's Discounts or some place else)

Each human settler can provide up to 80 happiness points by meeting their basic needs, which are:
A bed in which to sleep, which counts for 10 points.
For their bed to be covered from rainfall, which counts for 10 points.
One unit of food production per settler, which counts for 20 points.
One unit of water production per settler, which counts for 20 points.
One unit of defense per settler, which counts for 20 points.

Food: Food is already taken care of.
Water: For water, you need to build a water pump. For this, you will need concrete, obtainable from bags of cement, a gear and some steel. Each one will provide 3 units of water production, which is more than enough for 2 settlers.
Bed: Use cloth and steel to make a bed. You can place all of your beds in the garage to keep them covered from rainfall. This is important as it counts for 10 basic happiness points.
Defense: Use your circuitry, gear, oil and steel to build a heavy machine gun turret. This will easily satisfy the defense requirement, providing 8 units of defense.

Bonus Happiness: Bonus happiness is calculated as raw happiness divided by the number of settlers. If you have 2 settlers, you'll need 40 raw happiness points to give the whole settlement a bonus of 20 points. This can be done using a Restaurant (Tier 3 bar). Simply place one and assign your free settler to it.

So after reading the 13 comments there used to be, I ran across one that explained a smaller, shorter route for this. So here is what I did.

It appears there were a lot of people that saw the same thing as the comment I mentioned is the number one solution. You nailed it buddy!! Thanks!

Red Rocket Station (Where you find Dog Meat in the beginning)

Had 6 Settlers
Charisma Over 10, not sure it matters when it's this small though

So I built 5 lvl3 Clinics and assigned 1 settler to each

Planted 6 Mutfruit and assigned the 6th guy to that. (6 food)

Had 21 Water

My Defense was over 100 with the first level turrets. Just put them out on the perimeter.

Then, behind the gas station I built a shack and made 7 beds (One for yourself) and decorated the crap out of it. Paintings, Ceiling fans, chairs, a couch, and some rugs.

Then I put out couches and light and made the area under the awning where the actual pumps where look like a club kinda. Put up the disco light, installed a jukebox in the gas station, and moved a campfire in the middle.

Basically, I started out around 20 happiness because nobody was there. I moved 6 people from Sanctuary (which was stagnant at 95 happiness) to the Red Rocket. Then, I hung out. Slept for a day, hung out, waited for 24 hours, ect. It probably took me a good couple of hours, and the last few percentages (93-100) took the longest, only going up 1 at a time every 5-15 minutes it seemed like. You need to make sure it registers as a large settlement, and with all the couches and stuff I built, it was fine.

Ring the bell and let all your doctors ask you if you need anything, seemed to keep them interested. Eventually that number ticked over from 99 to 100 and I did a happy dance.

Hope this helps. In the beginning, my level skyrocketed so don't be scared if you get there and start working on everything for your settlement and it still shows in the low numbers. It will go up but you cannot leave. So be prepared to grind out some time for this.

This is one of the hardest achievements to get, not because of difficulty but because its just random and annoying.

You can get this achievement playing normally, getting 20 settlers on Sanctuary, and getting food, water, beds and stores for everyone. *Everyone must have jobs to get happiness to a high level*.

Eventually you will get 80% happiness, from there, just wait till it gets to 100%.

If you only want this achievement and you want to get it quick:

Go to Red Rocket, send one settler there, give him enough food in the workshop. And give him a store and a bed. Then AFK there, sleep, wait, and repeat until you have 100% happiness.

I found this method, I confirm that it works in about twenty minutes, it can be done in any outpost, I did it on Red Rocket truck stop just outside Sanctuary Hill.
You need the Automatron dlc.
I believe it is the fastest, easiest method to do.

This trophy has some bugs tied with the 100% happiness. If you leave a settlement then the happiness will start randomly fluctuating but no-one is 100% sure as to why this happens. Second, the Settlement needs a ridiculous amount of Tier 3 clinics for the happiness to increase. In my opinion, this shouldn't be the case as it costs in excess of 30,000 caps for these. Getting that amount of caps takes a hell of a long time. Before you try this method, you can try following this to make it easier. You can get the trophy with just one settler with some planning: LINK

You will need:

  • Food needs to be the same as the amount of people in the settlement (Plant Mutfruits)
  • Water needs to be the same as the amount of people in the settlement)
  • Same amount of beds as there are people)
  • Defence - Needs to be equal or greater than, the sum of people, food and water combined. 15+15+15= 45 Defense
  • Cap Collector - Rank 2
  • Local Leader Perk - Rank 2
  • Do not set up supply routes

My final settlement with 100 happiness had stats like this:

It's best to keep the Settlement population to a minimum so that there is less to wrong and although this can be acquired with 1 settler, we will be doing it with 2 because a 2 settler settlement can sustain itself whereas a 1 settler settlement requires regular monitoring. Both are simple but a 2 settler settlement has 1 less problem to worry about.

Before you even begin setting up your settlement, you will need 2 Perks to achieve this with the method listed here:

 

  • Local Leader rank 2 (level 14)
  • Cap Collector rank 2 (level 20)

Early in the game, you will discover the Red Rocket Truck Stop, this is where you find Dogmeat. This is the settlement you will use for the trophy. So leave it empty until you go for the trophy. Once reach level 20, you should have both Local Leader Rank 2 and Cap Collector Rank 2. Now time to place and do ONLY the following at the Red Rocket Truck Stop:

  • 2 Beds (under a roof)
  • 2 Food
  • 1 Water Pump (Gives 3 water)
  • 1 Machine gun Turret (Gives 5 defence)
  • 1 Food and Drink Tier 3 (Restaurant)

Once all is placed, go to any settlement and send 2 settlers to the Red Rocket Truck Stop (You should have a radio beacon at another settlement, such as Sanctuary so you can send settlers to the Red Rocket Truck Stop). Back at Red Rocket Truck Stop, assign 1 settler to Food and 1 to the Restaurant (you may have to sleep for 24hrs until they arrive). Now you just have to give it time. It will take 5hrs+ real time, so just go and do some other quests while you wait. GO back every now and then to check if there's a green arrow by the happiness.

Keep an eye out for any notifications on the screen stating that Red Rocket Truck Stop is under attack. If this does happen, fast travel back there, kill the enemies, repair anything and then continue with the Story. Chances are this won't happen, as attacks are rare given you have some defence. If it does happen, the happiness will fluctuate a bit but will fix itself over time. For additional help with this trophy, you can refer to the threads below:

Agora é hora de preencher a barra de tamanho no canto superior direito até que fique amarela. Quando ela ficar amarela, o assentamento será classificado como grande (Nota 3: Isso talvez não tenha ficado claro no jogo. Eu não precisei preencher toda a barra para que ela ficasse amarela. Deve ter ficado em torno de 45%. E mesmo assim, quando a felicidade chegou a 100%, a conquista foi liberada. Nem precisei estar no assentamento quando isso aconteceu).

Vá para outro assentamento e encontre uma ou duas pessoas com o título “Colono” e mova-as para o local onde você está configurando. Não use ninguém com nome, exceto “colono”, pois isso interferirá. Volte para o assentamento e designe os colonos para o bar (e/ou máquina de refrigerante) que você criou anteriormente. Se eles ainda não chegaram, é provável que ainda estejam viajando, então você pode precisar dormir algumas horas até que eles cheguem. Você pode construir um sino para ajudar a localizá-los, mas não é necessário.

This achievement is not as difficult or time consuming as you may think. Check the wiki HERE if you want detailed information on the mechanics behind how happiness is computed and what affects it. See below for the fastest, easiest, cheapest way to pop the achievement.

What you will need:

  • Player level 20, Charisma level 6, Local Leader perk level 2, and Cap Collector perk level 2
    1 water pump (resources > water > water pump)
    • 1 Concrete
      4 steel
      1 gear
    1 max level Bar (stores > food and drinks > restaurant)
    • 5 wood
      1500 bottlecaps
      3 steel
    1 bed (sleeping bag is the cheapest to build) (furniture > beds > sleeping bag)
    • 3 cloth
    2 turrets (defense > turrets > machinegun turret)
    • 16 steel
      2 circuitry
      4 gear
      4 oil
    15-30 days worth of food units stored in the workshop. note: 1 mutfruit = 1 unit, all other food 2 = 1 unit
    1 person. Can be a settler or a humanoid companion.

Build your water pump, put the food in the workshop, build the bed indoors, set up your turrets, build the max level Bar (under stores > food and drink) and then assign your person to work the bar.

With everything except the bar, your single person settlement should reach 80 happiness. With the bar, you add 40/# of settlers to your settlements happiness. Hence, with 1 person, you should reach 100 fairly quickly. The number will rise pretty quickly at first jumping 4 points at a time before it trickles down to single point increases and then reaches 100.

That's it. From there you can go about your questing and exploring business and the happiness will slowly rise. No need to sit and wait or sleep to wait and remain tied to the settlement. You may want to check back periodically to ensure the arrow is still pointing up on the happiness meter and they still have plenty of food.

Some people have reported the achievement unlocking without the size bar having changed color to indicate a "large" settlement. If you reach 100 happiness and it hasn't popped; the cheapest way to increase your settlement size is to build several of the wooden crate containers (furniture > containers > wooden crate) for 3 wood each.

This is certainly not the only way to pop this achievement, but it is the simplest. You should be able to use any settlement for this, however, I do recommend Red Rocket or Starlight Drive-In simply because they don't start with any occupants so you have complete control over what and who is in them without having to do any extra work.

Before attempting this achievement, I would suggest going into the dev room with the "coc qasmoke" command, and looting everything from every chest in there. This will give you a ton of resources for crafting. From there, you'll want to follow the "legit" guide method for building the perfect settlement. I added a few pommel horse and weight sets to my camp to bump the happiness up a little faster.

Once you have your camp setup the way you want, use "sgtm 100" to speed up the game time and watch the happiness rise. If at any point it stop increasing (or heaven forbid decreasing), slow time back down with "sgtm 01" and try to troubleshoot what is wrong (not enough food, defense, power, etc) then build to fit the needs of the camp, and resume speeding up when the arrow next to the happiness total is pointing up again.

I had a problem getting a trophy in Sanctuary; two attempts to do it according to the guides led to 99% happiness in the settlement and no paintings, statues or other decorations helped. It was decided to adapt the method for another settlement. Actually step by step instructions:

Stage 1. New happy home - preparation for suffering

1. The Sunshine Tidings Co-op settlement south of Sanctuary was chosen as the site. There is enough space there and there are no quest NPCs (the 4 residents living there work, there are no lazy or hungry people).
2. Mandatory upgraded perks: Local Leader - 2 lvl, medic - 1 lvl, cap collector - 2 lvl
3. Be sure to include the settlement in the supply line in order to fumble resources between workbenches in different settlements. Organize a supply line from any external settlement so that the inhabitants of Sunshine Tidings Co-op do not intersect in any way with caravans in the internal logic of the game.
4. We send a partner, if any, on vacation for a while, for the reason from point 3.


Stage 2. Mining resources - waternomics

1. We will need 36,000 caps for the construction of stores, but we may have to buy additional resources, so a supply will not hurt, you can carry garbage and sell it, you can use an exploit for money, but we will do differently (honestly in the game universe, if I may say so ) - we will trade water. 1 unit of Purified Water costs 11 caps from the seller; it would be optimal to farm in batches of approximately 250 units of water. Those. in one run to the sellers we will receive approximately 2500 caps.
2. Mining site - Sanctuary. We build 8 pieces of Water Purifier - Industrial (5 energy, 40 water) and connect them in pairs to 4 pieces of Generator - Large (10 energy). You can start building with 1-2 Water Purifier and 1 Generator - Large and reinvest the profit received from water into expanding water production. My statistics in Sanctuary were 20 people and 341 water.
3. We take the accumulated water from the layout and arrange a fast travel to the merchants for the purpose of selling, 3 merchants in the square in Diamond City Market during the day for ~350 caps and one at night with ~350 caps, 2 merchants in Bunker Hill for ~450-500 caps, 2 merchant in Goodneighbor for ~ 350 caps, if there is water left - a retail outlet on The Prydwen for ~ 700 caps (but alas, two additional loading screens until you run to it from the flight deck).
4. This method greatly facilitates the entire subsequent game, since water is capsules, capsules are cartridges, drugs, weapons, and resources from sellers. There is no need to bring a bunch of garbage to the hump from quests.

Stage 3. Farming the trophy (part 1) - construction

0. I had karma 7 at the time of farming the trophy, I gained another 3 points with things. 10 charisma - we give us 20 inhabitants in the settlement, the magic number from which it is more convenient to start. We check that charisma is exactly 10 and begin construction.
1. We build a radio transmitter and a small generator, connect it, turn it on. While we are waiting for new settlers, we will start cleaning. We take out all the trash in the form of trees and old plants used for food. We install manual water pumps; in my case, 30 units of water was enough.
2. We build beds, always under the roof in existing houses, we add 20 pieces to the existing ones, they are never superfluous.
3. Plant 24 Mutfruit Plants, plant 6 in a group, separate the groups from each other to make it easier to control. Why Mutfruit Plant? Because it gives 1 unit of food, and one settler can care for 6 plants, it only takes 20% of the population to feed the remaining 80%. Reminds me of the 20-80 rule, doesn't it?
3. We are building 28 Machinegun Turrets on the roofs of houses with the expectation that they will cover a vegetable garden and a future avenue with boutiques. We get 140 defense, this is enough to get the trophy.
4. We build 20 Surgery Centers (Clinic level 3). Exactly 20, not 16.

Stage 4. Farming the trophy (part 2) - settlement

1. We take a breath, ring the bell, and call the settlers. We are starting to distribute assignments. Four lucky comrades are assigned to the garden, remember we planted the plants in separate groups, it is convenient to assign seeing which group is needed by the gardener. In order to distinguish gardeners from traders, and traders from newcomers, I used a system of tags, gardeners - hats, traders - bandanas.
2. We assign the remainder to clinics. We check the number of residents. At this point, my happiness was at the level of 85% with 15 residents, but the numbers may differ, this is not significant. We go to neighboring friendly settlements and deport the residents from there to our new happy settlement, so that there are residents. We assign new arrivals to work in clinics.
3. We sleep a couple of nights, look at the statistics and see People 20, Food 24, Water 30, Power 3, Defense 140, Beds 27, Happiness is a couple of points higher than in point 2 and there is an up arrow next to it, which means we are on the right track.

Etam 5. Farming the trophy (part 3) - completion and waiting

1. The Size scale should be yellow; if it is the color of your interface (and by default, Sunshine Tidings is not the size of a large settlement), then you need to start building.
2. Do you remember in the third stage we removed the trees? Now we will use the wood obtained from them. And it will require steel. We build three flights of stairs and start from the top flight by simply sculpting wood prefab and/or steel prefab like a cube in Tetris, looking at the size scale (to be sure, you can build until it is completely filled).
3. If there is not enough steel, remember our water economics and buy shipment of steel (100) from Myrna (day) and Percy (night). They usually have 4 of each in stock.
4. We return to the settlement, sleep for a couple of nights, look at the statistics. People 20, Food 24, Water 30, Power 3, Defense 140, Beds 27, Happiness one or two points higher than last time and an up arrow next to it. The Size bar is yellow and 100% filled.

Stage 5. Finish line of waiting.

1. Disable all energy-saving functions of the console in the settings.
2. We leave the character in the settlement (I left him just standing on the roof of one of the houses).
3. Turn off the TV and go to bed, work, study in real life, upon return the trophy will be waiting for you (my wait was 1 hour 45 minutes, judging by the time the trophy dropped out).

Having just completed the story, we go to the “red rocket” where we met the dog, install one turret, put 20 mutafruits, 20 cans of purified water, a level 2 bar (costs 500 caps) in the workbench, create 1 bed, set up a bunch of boxes so that the limit bar is almost filled to the end and call 1 resident and assign him to the bar, we all go play so as not to bother with rewinding time, after completing a little more than half of the game the trophy will appear on its own.

The method with 1 resident and a store works (04/05/16). You can reduce the waiting time by continuously sleeping for one hour at a time (press X next to your bed without stopping). Check your happiness level periodically; if you do everything correctly, you will reach 100% quickly enough.
PS I advise you to save periodically, because the game can easily crash from the pressure.

Carpets and paintings help, happiness reached 98 three times, and then fell. I hung pictures, laid a bunch of carpets, and paid 100. Also clean the area around the settlement from debris and fallen trees. By the way, I did it in Sanchuary, it’s not buggy.

I used the method described by MuxauJl above, or rather, I did it according to the video to which he referred, except that I built up the entire territory with gymnastic horses and weight training equipment until the size scale was filled. The most boring trophy if you don't put it off until the end of the game, but start doing it immediately after completing the requirements for building a bar... spent a whole night of real time. I tried 3 methods at once (22+ residents, 6 residents and 1) the trophy dropped in a settlement with 1 person, a lot of food in the warehouse, 1 sleeping bag in the house for a resident and 1 for myself, 1 turret, 1 water pump and a level 3 bar. periodically moved around his settlements, but most of all he slept or sat on a chair for 24 hours... the trophy took about 2.5 months of playing time...

1. an achievement is made in any settlement, the main thing is that construction can be more or less expanded and there is enough space for shops and houses for living.

I completed trophies in Sanctuary and couldn’t complete it for a long time, but I completely figured it out

Made a trophy in the location indicated in the video
Did this with 3 settlers: one stood behind the bar , another behind the last level medical post , and the third was attached to the garden where 3 mutafruits were planted.
I built a house in the same place as shown in the video. I placed beds in it for each settler and decorated the room to the maximum (laid a carpet, hung a flag and pictures, put a music player, etc.)
I also set up a bed for my character and slept on it for an hour (sorry on ), speeding up the process of increasing the happiness of the settlers .
