How to unlock the Benevolent Leader achievement in Fallout 4 - Definitive Guide
You will need 6 settlers, 7 beds ( one for you), 5 tier 3 clinics, 6 mutfruit plants, 3 water pumps, 10 heavy machinegun turrets, a bell, a chair, a load of wooden crates, and a few decorations just to be on the safe side.
Start off by building your beds, making sure they are all under cover, water pumps, mutfruit plants, clinics and heavy machinegun turrets wherever you want them round the gas station, put a couple of bar stools at the front of the shop, tv set in the corner and the odd picture here and there, i put a statue outside just for good measure, build a bell and chair near your clinics then go round the back of the building and build a load of wooden crates until the size meter turns from green to yellow, you can find wooden crates under furniture/containers, once you have set this up go to a larger settlement and send 6 settlers to the red rocket by clicking X on them to move them, once your 6 settlers arrive assign 5 of them a clinic each and the other one to the mutfruit plants.
Now all you need to do is wait, i personally did this without a companion, not sure if this makes a difference or not but anyway sleep 2-3 days, ring the bell, sit on the chair for 12 hours then go for a little wander about, keep repeating this until the achievement pops.
P.S. i think people have said this already on other solutions but do not leave the settlement for any reason as your happiness will go down.

I'll post the full details, but here are some summary items.
Requirements:
1 x Settler (moved from other settlement)
1 x Sleeping Bag (or any bed, must be under cover)
1 x Machinegun Turret (5 Defense)
1 x Bar* (20 Bonus Happiness)
Local Leader Rank 2 (min. level 14) No other perk required.
That's it. No super huge amount of settlers, no need of caps in excess of 30k. Basically just level 14.
It will be slow the first day, but then you'll notice progression. It should occur like this:
80>84>88>91>93>95>97>98>99>99>100, I used a Level 3 (Restaurant) to get those numbers, but it can be done with level 2.
Here is the text of the method (and the end of my actual contributions). I did this just last night at Starlight Drive-In, and I can confirm that it works.
The Basic Method
You can of course add more than these basics but be aware that the more resources you have the more likely an attack which is just distracting really for the purposes of this method. The Settler is Protected so will never die from hostile attacks (only by the player or their companion) therefore is not really a concern for possible attacks.
What you will need;
1 x Settler (moved from other settlement)
1 x Sleeping Bag (or any bed, must be under cover)
1 x Machine-gun Turret (5 Defense)
1 x Bar* (20 Bonus Happiness)
Local Leader Rank 2 (min. level 14) No other perk required.
Note; * Depending on the game localization it can also be called Shop but basically the Food & Drink Rank 2 store.
Supply line is OK but not necessary. No crops planted. No water pumps constructed etc. All Water & Food required for the 1 Settler placed in the Workshop storage, sufficient for around 10-15 in-game days (1 Food/ 1 Water per day) The Settler is assigned from another settlement. You do need the ability to use the Workshop.
I strongly suggest using the Red Rocket Truck Stop settlement. (see reasons in General Notes below) But only if it has not been used already. if so, use another smaller settlement or clear Red Rocket back to no resources or settlers.
Method
Go to the settlement and craft a Sleeping Bag (3 Cloth) and place it under cover (i.e. indoors/ under the canopy or you get a penalty)
Craft the basic Machinegun Turret (8 Steel, 1 Circuitry, 2 Gear, 2 Oil) and place it on the roof (out of reach from attack helps)
Build a Stores > Food and Drink > Bar (Rank 2)* (5 Wood, 3 Steel, 500 Caps,)
Place sufficient Purified Water and Food (i.e. Mutfruit) in the Workshop storage. Allow for one of each per day for the Settler.Around 10 in-game days minimum. Better allow for 15-20 of each to be safe (if it runs out Happiness will drop) Remember Mutfruit = 1 Food. All other crops = 0.5 Food so double amounts if using these.
For the achievement the Size bar must move from green to orange colour which signifies a large settlement. The simplest way to do this if you have not done any scraping here is to spam craft 91 x Wooden Crate (3 Wood, 273 total. Can scrap after) Otherwise just craft these until Size turns orange.
Before proceeding confirm via the Workshop interface that all values are 0 (Green not Red) except Defense should be 5, Beds 1, Happiness 50 (base value) and the Size bar is orange. See this screenshot.
Once confirmed Move an existing Settler to the prepared settlement from another settlement via the Workshop interface to the prepared settlement and assign to the Bar store. If all went as planned you now have a settlement already with Happiness 80 which appears to be the maximum level with no Bonus Happiness. See this screenshot.
The process has now started. The Happiness should have reached the maximum 80 without the bonuses and there should be the green Up Arrow next to Happiness indicating it will increase.
Progressing from Happiness 80 > 100 for the Achievement
Now we have the pretty tedious part which is unavoidable because the rate at which Happiness will rise is governed, at least partly, by time played and not just in-game time. So you can't simply Sleep for 10 days and have the Settlement reach 100 in a matter of minutes.
After checking various reports of how to do this I found the most reliable way (never 100% sire but seems the better way) was a mix of waiting a bit each in-game day and also Waiting and Sleeping to progress faster than simply leaving the game running (works but some possible pitfalls, see below)
Suggested Daily (In-game) Routine
Once the settler is assigned I used the following daily (in-game) routine;
First day it wont rise so sit in a chair and Wait until 8:00PM then:
8:00PM > 8:00AM
Sleep (make another Sleeping Bag for this is easiest. or just Wait)
8:00AM > 12:00AM
Just open the Workshop window and idle in-game and watch for the Happiness to tick upwards. Often it will happen literally within 1-2 actual minutes,if so then move to next stage. If not wait for around 10-15 real minutes then move to next stage regardless if it ticked up or not.
12:00 > 8:00PM
Use a chair and Wait, then repeat cycle and sleep until the next in-game day.
Repeat until Happiness 100 and the achievement pops up. Around 10 in-game days
Congratulations!
This is the most difficult achievement and only a very small percentage of players get it when checking Steam for example. Not made any easier by the way it currently works.
Hopefully this method at least removes some of the uncertainties and provides a reliable and fairly straight forward way to gain it.
General Notes & Further Details
Which Settlement
I strongly suggest the Red Rocket Truck Stop as the settlement to use for this exercise.
It has a small footprint so requires less building to reach the large (orange bar) stage required for the achievement. It is close to Sanctuary Hill for the Settler (not companion. I have not checked if that works yet) and any materials you may still need. Also, it is available without any quests etc. Just use the Workshop.
If you have used it already then the Happiness may be altered, so best to remove all added items (crops, pumps etc.
A bit more on the Waiting Stage
I tested this three times fully with varying numbers of settlers (yes, I am a masochist!) and it hit Happiness 100 around Day 10.
Some times you can wait 30-60 minutes real time and it just doesn't want to tick up for some reason. Probably just the scripts. I found just keeping to the routine if this happened then the next day it would tick soon after waking as normal. Not sure why this happens. Maybe some variable in the script? or just happens.
I also tried saving, reloading and even restarting the game just to see if it helped but there was not regular pattern and it's mostly just a case of grinding the time out and ensuring the green Up Arrow is still there.
Because it only takes 5-10 real time minutes to do a daily cycle, for around 10 in-game days it still takes time but is faster than simply waiting I found.
it's quite possible that simply Waiting rather than Sleeping works also but it just made the time pass a little quicker to roleplay at least the sleeping...
I had 20 purified water and a mix of food that added up to 20 with me and ended up with 7 Purified Water and more food than water remaining afterwards, so make sure to bring enough of the good stuff.
Other than that, just follow the wait/sleep instructions and you're golden. Thumbs up from me, for sure.
And yeah, I had a green "up" arrow at Happiness level 99 for 2 or 3 in-game days but as you said, I stuck with the schedule and it finally ticked over.

There is no need for grinding, this is a very easy achievement that you can just set and forget. No sitting and waiting, no ringing a bell.
To get 100 happiness:
1. Get Cap Collector level 2
2. Go to Red Rocket Truck Stop
3. Go to the workshop and transfer in at least 15 mutfruit and 15 water
4. Build a "Restaurant" (level 3 Food & Drink)
5. Assign one settler to work the restaurant
6. Send everyone else away
7. Make sure you have adequate water, defense, and indoor beds
8. Build wooden crates until you get the Size up to yellow
9. Go do other missions and watch happiness slowly improve
That's it. No sleeping and ringing a bell and sitting and whatever. Just set this up and keep playing the game, happiness should start around 80 and slowly climb up. If you have a dog (from Gene) or a cat/gorilla (from Wasteland Workshop DLC), you can send them there to boost happiness further. I did this without any pets.
Watch the two videos below; in the second one my settlement doesn't have any food, water, power, or defenses and starts at 4 happiness.
Then after popping down a ton of weight benches (new item added in the Vault DLC under "Furniture>Miscellaneous") and sending 1 settler over, waiting 24 hours, the happiness seemingly by magic jumps to 100%!!!
Benevolent Leader
Using the other guides and reading the comments I have worked on this achievement from a multitude of angles and it comes down to this:
Do Preston's missions of the Minutemen to gain the area called Starlight Drive In, this is the best place to do this achievement.
You will need Cap Collector rank 2 ability, and Local Leader rank 2.
Requirements in settlement:
Other things you should add to your base that most likely effect your happiness (n1ckKz mentioned and it made his happiness go up)
Note: Add these if you don't make 100 happiness with the main requirements.

Requirements for preparation.
- Send ALL companions away from this settlement, you want to have only settlers.
- Remove ALL scrap/destroyed buildings etc from the settlement.
- 10 charisma (I used a Tuxedo to get me the extra point for ten) (20 People)
- 24 Mutfruit Plants Planted. (24 Food)
- Eight Wells Placed (32 Water).
- 24 Beds Placed (ALL INDOORS, UNDER A ROOF!) (24 Beds)
- 30 Machine Gun Turrets Placed in a circle around the area you will keep your Shops. (150 Defence)
- Power is not necessary but i used a few generators to power some extra laser turrets. (15 Power)
- Place four of EACH happiness generating shop (TIER 3) (CLINIC, FOOD, GENERAL STORE, CLOTHING).
- Ensure your size bar is around three quarters full. (3/4 SIZE)
- Go to other settlements, go into workshop mode, go up to settlers and press X to move them to sanctuary hills, keep doing this until you have 20 there.
Once having done all this.
- Build a bell and use it to find all the settlers.
- Assign the four permanent settlers (unique characters) in sanctuary hills to food.
- Assign your random settlers to every shop one by one.
- Build a seat and start waiting for 24 hours at a time a little down the road from your shopping mall. (Rinse and repeat these steps)
- Once you finish waiting walk around for five minutes or so till your happiness goes up. (Rinse and repeat these steps)
- Once you reach 98-99 happiness or so and the green arrow stops going up, start placing paintings everywhere, on any wall that you can find! ( I was stuck on 99 with no arrow either way, then placed about 100 paintings and it ticked over!)
Okay i've been grinding on this Achievement for about 2 days now ..
I've looked at all these guides and im calling absolute bullshit on a required amount of things you need .. Here's how i got mine after i was seconds away from snapping my disc and throwing my xbox out the window.
1. Get the fuck out of Sanctuary Hills ..( Starlight Drive in was my choice )
2. Remove every settler with a name , If you have anyone without the name Settler Fuck them off, as they just cause trouble and can sometimes say they are filling a role but not using it.
3. Build 135 Defence using the lowest turrets you can. ( Cheapest in resources )
4. Build 22 Beds.
5. Build the cheapest water pumps till you have 108 water.
Now this is where everyone doesn't have a fucking clue, I've been striving for the highest amount of people i could get ( As these forums and guides have instructed ) but wasn't having any success as i would get to around 97-98 and then go down again.
6. Gather 17 Settlers ( yes 17 and, for anyone wondering i have 13 charisma )
7. 3x..... lvl 3 Bars.
8. 7x..... lvl 3 Clinics.
9. 4x..... lvl 3 General Stores.
Now make sure every single one of these are occupied.
10. Have 3 people farming so your food production should be around 18 Food.
11. Build a Bell in the centre, Which a chair and a bed next to it..
At this point with the 17 settlers you should turn off the Radio tower so no one else comes. Then leave your xbox on and let the horrible grind begin.
Ring bell .. Sleep for 24 hours x 4 ... Then sit in chair and wait 24 hours x 4 ... Then ring bell and leave in idle for about 10 mins surrounded by the settlers.
Rinse and repeat .
Once i got to 90 happiness it only took about 1 hours ( May vary, As i've found with response comments, But none the less within a 4 hour time frame ) of this and i got my hard earned achievement that i wish i never have to ever see again..

Though I was one of the unlucky ones who got capped around 90-98 using this method.
Searching the Internet I've found a few extra things that worked and pushed me to 100 for the achievement.
So any of you guys reading this because you're stuck. The tips should hopefully help you out
First of all. I used Sunlight Drive In.
Sanctuary was where I kept all Companions for convenience sake.
The basics:
- You WILL need 10 Charisma or higher
(At 10 Charisma, you can have 20 Settlers)
- A Roach load of caps minimum of 20,000+
- Food/Water/Beds will need to be equivalent or higher to your People Count. Beds will also need to have a roof over them.
- A Defence higher than 100 (mine was 225/Missile Turrets)
- A Recruitment Radio Beacon And a Bell
- Perks
Medic Rank 1
Cap Collector Rank 2
Local Leader 2
- Any Settlement can be a " Large Settlement" when the bar in the top right goes from Green. To Yellow.
Your basic set up is to have 16, level 3 shops
(Clinic/Bar/Trader/Clothier)
They're the ONLY stores that will increase the Settlers happiness.
Once you have Bars/food. You can start to remove the Farmer Settlers and start making more stores.
IMPORTANT!:
Everyone is happiest when they have a job!
(It took me forever to find out but as soon as they were assigned. It shot to 100.
In the end. I had 22 Settlers. All with their own Emporium.
Keeping the place decorated with tables, chairs, pictures, flags and a radio or two helps.
Build a Bell to gather your Settlers at any part of the Settlement. Ring it once or twice a day, deal with their passive aggressive sales techniques, passing on them all until they start to bugger off. Then off you pop to sleepy dreamland for 24-30 hours.
Tip: to increase your Settlement size.
Drop unwanted armour/weapons/food within the Settlement from your Pip-Boy. Then go into Workshop mode and then Store in the Workshop or Scrap the unwanted gear on the floor. It'll bring your bar down to build infinitely.
Tip:
Before you assign a Settler to a Store. Trade gear with them.
I gave my Settlers a Dirty Suit of any kind before instantly assigning them. That way. Even within the Settlement. I could tell who had a job and didn't. Placing a bed next to their store and assigning them to that also kept the wandering and confusion to a minimum.
You can spot the new Settlers coming in as they'll stick out,
So make them wear the suit. Take their old clothes and hats. Assign them then sell their stuff for the extra caps.
Also:
Be sure to check your Workshop every now and again. Sometimes the Settlers give you a few nice things, mostly anything from 50-200 Caps and some Food/Purified Water.
The extra Caps and gifts come in handy for lower level characters.
Once you've got your Settlers, stores and bell. Stay within the Settlement. No matter how boring it gets, and keep on repeating the process. It will eventually come!
Hopefully the tips alone have helped a few of you finally end your torment on trying to get this achievement.
I found an empty settlement and transferred two settlers from other settlements there. In this settlement I transferred a bunch of junk from one of my established settlements using strong and power armour. I do not know the reaction of a provisioner to the happiness of the settlement so I ignored it. I built the following:
6 Mutfruits
2 water pumps
1 tier three bar
1 Heavy Machine gun turret.
3 beds
I assigned one settler to the mutfruit and the other to the bar. At this point all you need to do is wait. I laid out my days doing the following.
8am wake up and enter build mode and watch the happiness meter. Once it changes, or if approximately 10 minutes go by, sit in a chair and wait until 8pm. Then sleep until 8am again, repeat until 100 happiness.
The size of the settlement does not appear to matter as the achievement popped for me when the size bar was only half full, not in the yellow range.
Hope this helps somebody! Even if the achievement doesn't pop for you with less than a large settlement, this is still a pretty easy way to get to 100 happiness if you have the Local Leader level 2 perk. Then you could reassign your food settler to your supply line network, which immediately grants you access to all of your workshop resources. Then just build a bunch of cheap containers or whatever you can until your settlement size bar turns red and the achievement should pop.
used red rocket truck stop which was empty (base happiness 50%). added 2 settlers. added 2 beds in the garage. added 1 water pump (equals 3 water). planted 3 carrots and one razorgrain (equals 3 food). i assigned 1 settler to the food. then i added 2 stores; 1 bar and 1 clinic. i assigned the other settler to the bar (the clinic was left unattended). after this initial setup was complete my base happiness went to approx. 80%.
then i added a fountain, 2 statues (vault boy and girl), 2 bench press stations, 1 pommel horse, a bench (for me to 'wait' on), 1 machine gun turrent, 2 junkyard dogs (that i captured at other settlements but reassigned to red rocket), 4 cats (that i captured/released) plus 4 cat bowls and added a bunch of posters to the walls. after this secondary stage my base happiness went to 90%.
from this point i simply 'waited' on the bench for 12hrs at a time, or went off to do other things in the commonwealth. i'd return periodically to make sure the happiness kept rising; after about 4 days ('game' days) i hit 100%.
I did this at sanctuary hills
-I had 11 charisma at the time of getting this with 21 settlers
-I put lights in every room, in every house including prefab houses I built on empty slots
-I put pictures EVERYWHERE! Every wall in every house multiple pictures
-Rugs on EVERY floor (in houses)
-I generally made houses look nice with beds (never without a roof over them), and chairs, cooking stoves, TVs and radios
-I had decorations outside (statue) and light boxes
-I had 16 TIER 3 CLINICS ALL ASSIGNED! (I think this really helps) I also dressed them all in casual clothes so I knew who they were
-I had the other 4 (Preston was one as he was my ONLY COMPANION THERE) on food (Marcy long, sturges, and the other guy lol)
-I had 30 food, 42? Water, 115 power and 175 defence (turrets everywhere) and 32 beds
-It was a LARGE settlement meaning the size bar must be yellow (mine was maxed out)
Ok this is where it is REALLY IMPORTANT -
DO NOT FAST TRAVEL IN OR OUT OF SANCTUARY HILLS! (or wherever u choose to do the achievement) fast travelling to and from a settlement resets the %!
I would run to red rocket truck stop then fast travel, then fast travel back when I was done and run home. I played the game as normal and every time I completed a mission the % would tick up. Got the achievement when I went back on 99% and spoke to a settler who needed help. You do not need to waste 10+ hours waiting around your settlement.

This worked for me but might not for you, but not fast travelling in or out is key!
People 2, Food 6 (one settler assigned to mutfruits), Water 3, Power 0, Defense 37 (7 MG turrets, one setter assigned to a Guard Post), Beds 3 (built a pre-fab wooden shack with a door and put one mattress in it to add to the small shack that already had two sleeping bags)
I put down 30 Pommel Horses (Furniture > Miscellaneous > Pommel Horse)
I built wooden crates (Furniture > Containers > Wooden Crate) until the settlement was large enough to turn the green meter at the top-right to yellow
Then I played the game for about 4 real-life hours doing various quests and watched it go up little by little until it finally reached 100. I suppose you could find a bed and sleep or a chair and wait, but it went up fine just playing the game normally.
essentially all you have to do is build a lot (maybe 120) weight lift benches at a large enough settlement. i used starlight drive-in. then assign one follower there and boom. the achievement popped for me. idk why i got a down arrow. this took me 30 minutes whereas it was taking me hours to do it any other way on this site lol.

First off, People have been WAY over complicating this achievement. A few of the guides are correct but they don't highlight the thought and mechanics behind the achievement. The happiness is an average of the settlers individual happiness and it takes a while for the script to run and reflect this.
What you need:
-6 Mutfruit Plants
-10 Heavy Turrets
-5 Level 3 Clinics
-6 Settlers
-7 Bed
-A FRESH Settlement
I say fresh because there is SO much that can effect this acheivement. You see, variables suck. Basically, I picked the Sunshine Tidings Co-op because I never sent a caravan to it, it wasn't touched by much and it was considered a "large" settlement yet this might not matter. My other settlements had brahmine, and caravans which are considered "unemployed settlers" and are hard to get back, even with a bell.
So once you found your clean settlement, you should build the previously mentioned. Go to other settlements and send settlers until you ONLY have 6. There is an important reason behind this. Each settler needs 1 food, 1 water and a level of defense higher than the total size of the settlement. More is better and doesn't tax the settlement so just build 10 heavy turrets.
The game works like this... There is a "if than" statement in the script used to pop the achievement. If 1 food, then happiness +20 and so on. Building what I said and nothing more will meet all of these requirements. You do NOT need boxes, or pictures or really anything else. There are no build-able items that will lower or raise (other than clinics) the happiness.
Once you have your 6 settlers, assign 1 to the mutfruits and 5 to the clinics. This all will start the happiness process.
My final words are be patient. Do not think its not working and always look for the Up Arrow on the workshop bar. If it goes away, you messed something up and likely the settlement was really "fresh". I got it by a mixture of waiting in a chair and sleeping in 12 hour increments. These numbers don't hold a real fix to what needs to be done. The game needs to run the script to check happiness and there is no real way to force this. Again, the happiness is just an average of every ones happiness and the game need to wait for them all to get to 100 slowly.
I hope this helps but if it doesn't, let me know what you think might be wrong.
I credit some pages on reddit for data-mining and finding the numbers behind it all and all the other guides as they helped me figure out what was going wrong. I tried on Castle and Red Rocket but they both has variables (ie; Too many people, Brahmine, Missing Settlers)
The tl;dr Variables suck, and you need to start from an untouched settlement. Keep the resources to what I listed and just be patient. It will come.
The above really works. I did it in Sanctuary, so it doesn't mater where except that you need a fair bit of space. The other thing you will need is a good stack of Steel. Maybe about 1000.
First build 3 Soda Fountains and assign a Survivor to each.
I created 150 Weight Benches in the open area around my settlement. It's best to spread them out because settlers will try to use any that you produce and they can get stuck in the maze of equipment.
Once done you don't need to stay in the settlement. If it's above 75% when you start the sequence will be 90% in 1 hour of game play then 96% in the following hour and 100% within the third hour.
I timed this specifically to see how quick I could make the transition.
I suggest you pick a large well established settlement so your build is just the items I have specified and a 18+ colony will make your happiness meter move quickly.
Despite the suggestion to use Red Rock it doesn't matter as long as you can place 150 Weight Benches efficiently within the Colony zone without them causing a problem. You can go and do missions and other content in the 3 hours and the happiness is not affected by you being elsewhere. However , you must try to defend colonies closest or trade linked to your chosen location because it does affect the duration required to get to 100% happiness.
You will be truly satisfied when you see the Benevolent achievement unlock whilst you are doing a mission elsewhere.
This achievement was done with the faction 8 Raider Colonies in operation in Commonwealth. It is why I chose to test the Weight Bench happiness theory against a more hostile environment. Result - it makes no difference. Just work on the colony of choice and anything that trades with it.
Common misconceptions:
- You do not need to build up to the settlement cap to get this achievement.
- You do not need to stay in the settlement.
What you need:
Red Rocket Base (however this could be done anywhere)
Local Leader 2
1 Beds indoors (could do 2 if you want to sleep there)
1 Level 2 Bar
1 Water Pump
10 days of Food directly put in the workshop
1+ Turret(s)
1 Gen (Power hooked to building, I think settlers like light)
Additional things to make this faster:
Happiness Items (weight bench, pommel horse)
Trapped happiness animals (I had 6 cats, need softshell mirelurk meat)
More defense (settlers like to feel safe)
Wall (totally optional but is useful just in case place gets attacked)
Steps:
Scrap most things from site.
Build things above.
Put food in Workshop.
If you trap animals make sure you let them out of traps.
Send a settler from somewhere else. (from other workshop mode select settler and send)
Assign settler to Bar.
Leave. Check back on settlement once a day or so.
I was nowhere near the settlement cap as I wanted to see If I could first get the achievement without building a bunch of garbage. I monitored the settlement in between exploring some new zones and doing a few missions checking back once a day or so. Each time I made sure the arrow was still going up and the settler had food still. Place got attacked once as i warped in and my 6 roof turrets and wall did their job but otherwise it was pretty quiet.
Achievement popped while I was out roaming after about 5 days.

In essence :
- Get any empty settlement
- Get vault-tec DLC
- Build a real bunch of workbenches and/or pommel horses
- Go in another settlement
- Send one or two guys to the empty settlement you built with the benches
- Go there too
- Build a bed, any bed. Sleep 24 hours.
- Watch hapiness skyrocketing to 100 (EVEN IF THERE IS NO BEDS, WATER, FOOD, DEFENSE,ETC
You are done. Now it's up to the game mechanics to copy that and get you the achievement. Stay around idling til it pops. Nightmare over.
The settlement doesn't have to be a large one (yellow or orange size bar).
This can be done with any settlement.
Settlers:
Always make sure you have one settler free to perform a job that gives bonus happiness. If you want to use just one settler, you can stock up on food and water* by storing it inside the workshop table. You'll need enough for 10 days. If you don't want to gather food and water, you can use two settlers with one of them farming. Just gather some mutfruit at Greentop Nursery or tatos at Abernathy farm and craft plants with them. Then, assign one of your settlers to harvest them. This will provide you with more than a unit of food per settler per day. You may also send a settler from another settlement to carry out a supply line and drop off food at your settlement. To do so, highlight them and select the supply line option in the crafting menu. One settler fed by a supply line will make the job super easy.
There's plenty of mutfruit at Greentop Nursery and purified water can be bought at various places.
Materials:
Cloth (Comes in shipments)
Steel (Comes in shipments)
Gears (From shipments and scraps of turrets and various other items like office desk fans)
Oil (Scrap gas canisters, used oil cans and lanterns)
Concrete (Bags of cement)
Wood (Comes in shipments)
Circuitry (Scrap circuit boards or get a shipment from Daisy's Discounts or some place else)
Each human settler can provide up to 80 happiness points by meeting their basic needs, which are:
A bed in which to sleep, which counts for 10 points.
For their bed to be covered from rainfall, which counts for 10 points.
One unit of food production per settler, which counts for 20 points.
One unit of water production per settler, which counts for 20 points.
One unit of defense per settler, which counts for 20 points.
Food: Food is already taken care of.
Water: For water, you need to build a water pump. For this, you will need concrete, obtainable from bags of cement, a gear and some steel. Each one will provide 3 units of water production, which is more than enough for 2 settlers.
Bed: Use cloth and steel to make a bed. You can place all of your beds in the garage to keep them covered from rainfall. This is important as it counts for 10 basic happiness points.
Defense: Use your circuitry, gear, oil and steel to build a heavy machine gun turret. This will easily satisfy the defense requirement, providing 8 units of defense.
Bonus Happiness: Bonus happiness is calculated as raw happiness divided by the number of settlers. If you have 2 settlers, you'll need 40 raw happiness points to give the whole settlement a bonus of 20 points. This can be done using a Restaurant (Tier 3 bar). Simply place one and assign your free settler to it.

Red Rocket Station (Where you find Dog Meat in the beginning)
Had 6 Settlers
Charisma Over 10, not sure it matters when it's this small though
So I built 5 lvl3 Clinics and assigned 1 settler to each
Planted 6 Mutfruit and assigned the 6th guy to that. (6 food)
Had 21 Water
My Defense was over 100 with the first level turrets. Just put them out on the perimeter.
Then, behind the gas station I built a shack and made 7 beds (One for yourself) and decorated the crap out of it. Paintings, Ceiling fans, chairs, a couch, and some rugs.
Then I put out couches and light and made the area under the awning where the actual pumps where look like a club kinda. Put up the disco light, installed a jukebox in the gas station, and moved a campfire in the middle.
Basically, I started out around 20 happiness because nobody was there. I moved 6 people from Sanctuary (which was stagnant at 95 happiness) to the Red Rocket. Then, I hung out. Slept for a day, hung out, waited for 24 hours, ect. It probably took me a good couple of hours, and the last few percentages (93-100) took the longest, only going up 1 at a time every 5-15 minutes it seemed like. You need to make sure it registers as a large settlement, and with all the couches and stuff I built, it was fine.
Ring the bell and let all your doctors ask you if you need anything, seemed to keep them interested. Eventually that number ticked over from 99 to 100 and I did a happy dance.
Hope this helps. In the beginning, my level skyrocketed so don't be scared if you get there and start working on everything for your settlement and it still shows in the low numbers. It will go up but you cannot leave. So be prepared to grind out some time for this.

You can get this achievement playing normally, getting 20 settlers on Sanctuary, and getting food, water, beds and stores for everyone. *Everyone must have jobs to get happiness to a high level*.
Eventually you will get 80% happiness, from there, just wait till it gets to 100%.
If you only want this achievement and you want to get it quick:
Go to Red Rocket, send one settler there, give him enough food in the workshop. And give him a store and a bed. Then AFK there, sleep, wait, and repeat until you have 100% happiness.
You need the Automatron dlc.
I believe it is the fastest, easiest method to do.

This trophy has some bugs tied with the 100% happiness. If you leave a settlement then the happiness will start randomly fluctuating but no-one is 100% sure as to why this happens. Second, the Settlement needs a ridiculous amount of Tier 3 clinics for the happiness to increase. In my opinion, this shouldn't be the case as it costs in excess of 30,000 caps for these. Getting that amount of caps takes a hell of a long time. Before you try this method, you can try following this to make it easier. You will need:
- Food needs to be the same as the amount of people in the settlement (Plant Mutfruits)
- Water needs to be the same as the amount of people in the settlement)
- Same amount of beds as there are people)
- Defence - Needs to be equal or greater than, the sum of people, food and water combined. 15+15+15= 45 Defense
- Cap Collector - Rank 2
- Local Leader Perk - Rank 2
- Do not set up supply routes
My final settlement with 100 happiness had stats like this:
It's best to keep the Settlement population to a minimum so that there is less to wrong and although this can be acquired with 1 settler, we will be doing it with 2 because a 2 settler settlement can sustain itself whereas a 1 settler settlement requires regular monitoring. Both are simple but a 2 settler settlement has 1 less problem to worry about.
Before you even begin setting up your settlement, you will need 2 Perks to achieve this with the method listed here:
- Local Leader rank 2 (level 14)
- Cap Collector rank 2 (level 20)
Early in the game, you will discover the Red Rocket Truck Stop, this is where you find Dogmeat. This is the settlement you will use for the trophy. So leave it empty until you go for the trophy. Once reach level 20, you should have both Local Leader Rank 2 and Cap Collector Rank 2. Now time to place and do ONLY the following at the Red Rocket Truck Stop:
- 2 Beds (under a roof)
- 2 Food
- 1 Water Pump (Gives 3 water)
- 1 Machine gun Turret (Gives 5 defence)
- 1 Food and Drink Tier 3 (Restaurant)
Once all is placed, go to any settlement and send 2 settlers to the Red Rocket Truck Stop (You should have a radio beacon at another settlement, such as Sanctuary so you can send settlers to the Red Rocket Truck Stop). Back at Red Rocket Truck Stop, assign 1 settler to Food and 1 to the Restaurant (you may have to sleep for 24hrs until they arrive). Now you just have to give it time. It will take 5hrs+ real time, so just go and do some other quests while you wait. GO back every now and then to check if there's a green arrow by the happiness.
Keep an eye out for any notifications on the screen stating that Red Rocket Truck Stop is under attack. If this does happen, fast travel back there, kill the enemies, repair anything and then continue with the Story. Chances are this won't happen, as attacks are rare given you have some defence. If it does happen, the happiness will fluctuate a bit but will fix itself over time. For additional help with this trophy, you can refer to the threads below:

Entre todos, a "Parada de Caminhoneiros Red Rocket" e o "Beco do Inforcado" são os melhores candidatos. Eles são bons porque já possuem uma bancada de armas logo de cara, onde você pode desmontar armas coletadas para obter mais sucata. O "Beco do Inforcado" ainda conta com portas, por isso ele é o melhor candidato.
Vá até o assentamento e desmonte qualquer lixo (blocos de concreto, casas em ruínas, árvores, etc.). Isso ajudará a obter alguns dos recursos necessários e, ao mesmo tempo, tornará o local mais esteticamente agradável.

Quando ela ficar amarela, o assentamento será classificado como grande (Nota 3: Isso talvez não tenha ficado claro no jogo. Eu não precisei preencher toda a barra para que ela ficasse amarela. Deve ter ficado em torno de 45%. E mesmo assim, quando a felicidade chegou a 100%, a conquista foi liberada. Nem precisei estar no assentamento quando isso aconteceu).
Vá para outro assentamento e encontre uma ou duas pessoas com o título “Colono” e mova-as para o local onde você está configurando. Não use ninguém com nome, exceto “colono”, pois isso interferirá. Volte para o assentamento e designe os colonos para o bar (e/ou máquina de refrigerante) que você criou anteriormente. Se eles ainda não chegaram, é provável que ainda estejam viajando, então você pode precisar dormir algumas horas até que eles cheguem. Você pode construir um sino para ajudar a localizá-los, mas não é necessário.
Está tudo pronto, o que inicia o jogo de espera. Você pode sair do acampamento, conferindo seu avanço pelo menu oficinas em seu Pip-boy. Build your water pump, put the food in the workshop, build the bed indoors, set up your turrets, build the max level Bar (under stores > food and drink) and then assign your person to work the bar.
With everything except the bar, your single person settlement should reach 80 happiness. With the bar, you add 40/# of settlers to your settlements happiness. Hence, with 1 person, you should reach 100 fairly quickly. The number will rise pretty quickly at first jumping 4 points at a time before it trickles down to single point increases and then reaches 100.
That's it. From there you can go about your questing and exploring business and the happiness will slowly rise. No need to sit and wait or sleep to wait and remain tied to the settlement. You may want to check back periodically to ensure the arrow is still pointing up on the happiness meter and they still have plenty of food.
Some people have reported the achievement unlocking without the size bar having changed color to indicate a "large" settlement. If you reach 100 happiness and it hasn't popped; the cheapest way to increase your settlement size is to build several of the wooden crate containers (furniture > containers > wooden crate) for 3 wood each.
This is certainly not the only way to pop this achievement, but it is the simplest. You should be able to use any settlement for this, however, I do recommend Red Rocket or Starlight Drive-In simply because they don't start with any occupants so you have complete control over what and who is in them without having to do any extra work.
Once you have your camp setup the way you want, use "sgtm 100" to speed up the game time and watch the happiness rise. If at any point it stop increasing (or heaven forbid decreasing), slow time back down with "sgtm 01" and try to troubleshoot what is wrong (not enough food, defense, power, etc) then build to fit the needs of the camp, and resume speeding up when the arrow next to the happiness total is pointing up again.
Stage 1. New happy home - preparation for suffering
1. The Sunshine Tidings Co-op settlement south of Sanctuary was chosen as the site. There is enough space there and there are no quest NPCs (the 4 residents living there work, there are no lazy or hungry people).
2. Mandatory upgraded perks: Local Leader - 2 lvl, medic - 1 lvl, cap collector - 2 lvl
3. Be sure to include the settlement in the supply line in order to fumble resources between workbenches in different settlements. Organize a supply line from any external settlement so that the inhabitants of Sunshine Tidings Co-op do not intersect in any way with caravans in the internal logic of the game.
4. We send a partner, if any, on vacation for a while, for the reason from point 3.
Stage 2. Mining resources - waternomics
1. We will need 36,000 caps for the construction of stores, but we may have to buy additional resources, so a supply will not hurt, you can carry garbage and sell it, you can use an exploit for money, but we will do differently (honestly in the game universe, if I may say so ) - we will trade water. 1 unit of Purified Water costs 11 caps from the seller; it would be optimal to farm in batches of approximately 250 units of water. Those. in one run to the sellers we will receive approximately 2500 caps.
2. Mining site - Sanctuary. We build 8 pieces of Water Purifier - Industrial (5 energy, 40 water) and connect them in pairs to 4 pieces of Generator - Large (10 energy). You can start building with 1-2 Water Purifier and 1 Generator - Large and reinvest the profit received from water into expanding water production. My statistics in Sanctuary were 20 people and 341 water.
3. We take the accumulated water from the layout and arrange a fast travel to the merchants for the purpose of selling, 3 merchants in the square in Diamond City Market during the day for ~350 caps and one at night with ~350 caps, 2 merchants in Bunker Hill for ~450-500 caps, 2 merchant in Goodneighbor for ~ 350 caps, if there is water left - a retail outlet on The Prydwen for ~ 700 caps (but alas, two additional loading screens until you run to it from the flight deck).
4. This method greatly facilitates the entire subsequent game, since water is capsules, capsules are cartridges, drugs, weapons, and resources from sellers. There is no need to bring a bunch of garbage to the hump from quests.
Stage 3. Farming the trophy (part 1) - construction
0. I had karma 7 at the time of farming the trophy, I gained another 3 points with things. 10 charisma - we give us 20 inhabitants in the settlement, the magic number from which it is more convenient to start. We check that charisma is exactly 10 and begin construction.
1. We build a radio transmitter and a small generator, connect it, turn it on. While we are waiting for new settlers, we will start cleaning. We take out all the trash in the form of trees and old plants used for food. We install manual water pumps; in my case, 30 units of water was enough.
2. We build beds, always under the roof in existing houses, we add 20 pieces to the existing ones, they are never superfluous.
3. Plant 24 Mutfruit Plants, plant 6 in a group, separate the groups from each other to make it easier to control. Why Mutfruit Plant? Because it gives 1 unit of food, and one settler can care for 6 plants, it only takes 20% of the population to feed the remaining 80%. Reminds me of the 20-80 rule, doesn't it?
3. We are building 28 Machinegun Turrets on the roofs of houses with the expectation that they will cover a vegetable garden and a future avenue with boutiques. We get 140 defense, this is enough to get the trophy.
4. We build 20 Surgery Centers (Clinic level 3). Exactly 20, not 16.
Stage 4. Farming the trophy (part 2) - settlement
1. We take a breath, ring the bell, and call the settlers. We are starting to distribute assignments. Four lucky comrades are assigned to the garden, remember we planted the plants in separate groups, it is convenient to assign seeing which group is needed by the gardener. In order to distinguish gardeners from traders, and traders from newcomers, I used a system of tags, gardeners - hats, traders - bandanas.
2. We assign the remainder to clinics. We check the number of residents. At this point, my happiness was at the level of 85% with 15 residents, but the numbers may differ, this is not significant. We go to neighboring friendly settlements and deport the residents from there to our new happy settlement, so that there are residents. We assign new arrivals to work in clinics.
3. We sleep a couple of nights, look at the statistics and see People 20, Food 24, Water 30, Power 3, Defense 140, Beds 27, Happiness is a couple of points higher than in point 2 and there is an up arrow next to it, which means we are on the right track.
Etam 5. Farming the trophy (part 3) - completion and waiting
1. The Size scale should be yellow; if it is the color of your interface (and by default, Sunshine Tidings is not the size of a large settlement), then you need to start building.
2. Do you remember in the third stage we removed the trees? Now we will use the wood obtained from them. And it will require steel. We build three flights of stairs and start from the top flight by simply sculpting wood prefab and/or steel prefab like a cube in Tetris, looking at the size scale (to be sure, you can build until it is completely filled).
3. If there is not enough steel, remember our water economics and buy shipment of steel (100) from Myrna (day) and Percy (night). They usually have 4 of each in stock.
4. We return to the settlement, sleep for a couple of nights, look at the statistics. People 20, Food 24, Water 30, Power 3, Defense 140, Beds 27, Happiness one or two points higher than last time and an up arrow next to it. The Size bar is yellow and 100% filled.
Stage 5. Finish line of waiting.
1. Disable all energy-saving functions of the console in the settings.
2. We leave the character in the settlement (I left him just standing on the roof of one of the houses).
3. Turn off the TV and go to bed, work, study in real life, upon return the trophy will be waiting for you (my wait was 1 hour 45 minutes, judging by the time the trophy dropped out).
