How to unlock the Strategist achievement in FINAL FANTASY XIII-2 - Definitive Guide
Ok for this you need to do 1000 Paradigm shifts, Sounds hard but i found a way to do this in one fight and take NO DAMAGE!
*You will want a monster that can heal
First off you will want two different paradigms set up like this
Leader---Other---Monster
Anything---Sentinel---Medic
Anything---Sentinel---Medic
Ok now get into a fight (not a boss) and kill everything but one monster.
Now keep swapping between these 2. Since the other member is a Sentinel he wont attack and will take all the damage and thanks to the healer they will be healed so he loses no health also since you keep swapping you wont do any damage to the monster! So your party takes no damage and you will get 1000 in around 25 mins!
*I was averaging 100 every 2:30
*If the Sentinel gets hit sometime they will counter attack. If this happens try Anything-Medic-Medic to stop the monster from dying Thanks to redjarman for that.

In the off chance the enemy hits though, the sentinel can counterattack. I'd say play it safe and just go Anything-Medic-Medic

For this achievement, you must perform 1000 Paradigm Shifts.
I thought the first solution was an elegant one for those simply wanting to grind specifically for this achievement. However, I used a little different solution that still helped me accomplish story goals while grinding for monster upgrade materials.
I simply set up duplicate paradigms in my deck for Relentless Assault (COM/RAV/RAV) and paradigm shifted between the two duplicate paradigms during easy fights with mobs or slightly tougher single or double opponents while grinding for upgrade materials on the Archylte Steppe (and elsewhere). This can actually be started early in the game from the very first fights - no need to wait until that gate opens in the Historia Crux. The fights finish up in the same amount of time from what I can tell, and if you do it right, the ATB refresh from switching paradigms can actually speed things up a bit because you don't have to wait for the ATB segments to refill.
This is also good to use while grinding New Bodhum (Tidal Shallows) for the Clock Stopper (get 100 consecutive "Great" ratings on the Mog clock aka/100 pre-emptive strikes) achievement so you can help check off two items on your to-do list simultaneously.

Sweet, glad to hear this works. I've been doing the same thing with the duplicate paradigms and then got to wondering if I've just been wasting time as I've been duplicate paradigm shifting at least 3 times per battle (usually 4+). I should pop this fairly soon, but the idea for the duplicate paradigms didn't hit me until late Chapter 2 or 3. I am relieved to hear it works though. Whew!
One thing I'd like to add about when you said the fights take roughly the same time. The first Paradigm Shift automatically replenishes your ATB gauge. It's kind of a hidden bonus that was implemented into FF13 as well. I thought it was just the timing of my shifts that gave the illusion that it replenished my ATB, but it definitely refills completely upon the first shift.
Also, there is a set amount of time that passes during battle that resets this replenishment feature once you've let the ATB gauge replenish naturally (e.g., if you cut your turn short for an interrupt by using 2 ATB segments instead of a full 6, the timer will not start). So, for example, every 15 seconds you're in battle, you get a free replenishment of ATB upon a Paradigm Shift. In terms of turns, this mechanic seems to activate approximately once every two turns with 5 ATB segments after you let your ATB gauge to naturally fill completely.
So, the short version of what I am saying is that your observation of it not really hurting your battle results by using Paradigm Shift is correct. In fact, it definitely benefits the player to use Paradigm Shift at least once per battle and more shifts during longer battles as we're basically given a free turn every few seconds.
What I don't know is how many seconds have to elapse or if that time is static or not. It *seems* like it is a set amount of time that doesn't change. I've been trying to nail down an exact time but I can't seem to narrow it down any more than between 10 and 14 seconds as I'm just eyeballing it most of the time and there are so many factors involved that can replenish a little of your ATB that we're given through passive abilities. The amount of time that has to pass may very well depend on a number of factors as well, much like battle results. What you're fighting, your party make-up, your stats and so on may factor into how much time we're allotted between free ATB refills. I'm sure this info is out there somewhere, but I don't look up info on games I play in fear of spoilers lol (unless I feel I may have been wasting my time doing something like my duplicate shifting hehe).
Anyway, sorry for the long comment. It's probably more than any one wants to read, but hopefully someone will get something out of this. You probably already know all of this, but I can't tell if it's news to you or not by what you've written. When you've collected all of the fragments, you can get a fragment skill which lets you speed up gameplay. This means nearly no waiting between paradigm shifts, and you can crank them out insanely fast.
Once you have that skill, enable it, and set up a couple paradigms where you won't do any damage. (some combination of sentinel and medic is probably best) Find an enemy, and grind it out. Your medic will prevent you from dying, and since you don't have any damage-dealing roles, you won't kill the enemy.
With this method, I was able to get 50+ every minute.

you do just switch from paradigm to paradigm as fast as u can right? or do you need to wait a few seconds til it registers the switch? thx for saying how much u need i thought it was like 10000 xD

This will require a total of 1,000 paradigm shifts. Once you have your paradigms setup in the menu (there will be a tutorial on this if you didn't play the first game), simply press and then select a new paradigm to switch your character's roles. Between dealing damage, raising stagger meters and healing, you'll be doing this quite often but it will likely be on of your last achievements in the game still.
If you still need this after collecting all 160 Fragments, turn on the rewarded "Clock Master" skill to speed up gameplay.
