For me, the most difficult survival scenario. You can lose both at the beginning and at the end. As a result, you always need to have a steam core on hand in order to relieve the load, but this can only be done once. So you need to turn off the afterburner before a breakdown.

At the beginning of the passage, you need to resolve the issue with the sick and hungry as soon as possible, otherwise people will die like flies, which will negatively affect hope, and at the beginning it is extremely difficult to regain it. It is necessary to move the tents to the thermal zone, since you cannot cover all the tents with steam centers - there is not enough coal. I advise you to bring engineers to the city, who can be found in the Frostlands to the west. With their help, it is possible to treat patients even more, and research will proceed faster. And you can remember the weather forecast anyway. Next priority is coal. Send the automaton into the city. It will need to be placed in a coal mine. You will need to get about 6k coal in order to complete the scenario as quickly as possible, otherwise I once decided not to rush to send the dreadnought, and in the end I had to start the scenario again.

The priority is research on food, medicine and saving/coal mining. One must always keep in mind that hope can drop to zero at any moment, and one must have at hand the means to return it. I often lost because I simply didn’t have time to restore people’s hope. And yes, you need to try to fulfill all the requests of people until you complete the quest to gain hope to 50%.

Here are a couple of tips to help you get through this scenario without stress.
1. Demolish roads and steam centers that do not heat tents.
2. Build a Drill and a Sawmill. If warehouses are full, expand them; production should not be idle!
3. Hire workers at the Steel Mill and one Coal Miner + 2 Mining Posts.
4. Send Scouts to the Frostlands. The interesting thing in the south is food and an outpost with food for 100 raw food per day, and in the west there are 40 engineers, one machine gun OR an outpost for 200 steel per day. In the north and east there are resources and steam cores.
5. To clear debris, build mining posts and heat them if they are outside the thermal zone. The rubble itself can be safely cleared in the thermal zone with the afterburner or the second level of the generator turned on.
6. To sign the first law, you need to quell dissatisfaction; the pub and fast and furious do an excellent job of this. Sign first of all Radical treatment, compaction, Care home. Next, download Faith to the temple, after which you can download the laws on Soup and Extended Shifts.
7. 10 sanitary points and 6 care homes are enough to stop the epidemic. Research and build infirmaries.
8. As soon as the space at the generator is cleared, build barracks or houses, depending on the amount of resources. Take down old tents.
9. Outposts. As soon as a courier with resources leaves the outpost, demolish the outpost and go to another outpost. By driving in a circle like this, you will have a constant increase in Coal, Steel and food.
10. To complete the scenario, you need to Send the Dreadnought, and not save all the inhabitants. Prepare in advance 25 engineers, 250 rations, 300 steel, 5000 coal. Send resources on 4 flights and say goodbye to this doomed city!
