How to unlock the Locked and Loaded achievement in METAL GEAR SOLID V: THE PHANTOM PAIN - Definitive Guide
Most likely you will be working towards this late game and it should come naturally enough, but you will need a ton of GMP and to speed things along, once you’ve got the wormhole fulton device head to mission 12. At the start of the mission take out the 2 soldiers then climb the platform where there are 3 containers 1 gives you fuel resources (very useful for grinding base development) one minor metals (not that helpful late game can be sold) and finally you a container of precious metals – 500 total which can be sold for 500k GMP (note though you will have to wait until the resources are converted to be able to sell them)
After fultoning each container, head to the opposite platform and activate the document for a checkpoint. You can then replay the mission to your hearts content. The whole process takes about 2 minutes each time and is more time effective than other missions because there is no long helicopter ride at the mission start – the resources are right there in front of you.
note – if the resources aren’t there, you’ve most likely recently picked them up in open world mode. Come back later after doing a few missions and they should have respawned.
Over the course of your playthrough, you will naturally be developing weapons and equipment through Mother Base’s “Development” tab in your iDroid. Here, you can begin development on a number of upgraded weapons, equipment tools, suits and camos, helicopter customizations, and buddy equipment as well. The catch for this achievement is that you will need tremendous amount of GMP to develop 300 or more items. That, coupled with the fact that most items are locked until your Teams/Units reach a certain level, make this yet another achievement that will be quite the time-sink.
Generally, there is no suggested path in what items to develop over others. Rather than look at this achievement in that light, you’ll simply want to continue developing items as you unlock them; even if that means you’re developing weapons and equipment that you may not necessarily want to use at any point during your playthrough. On top of this, GMP might be an issue while working on this achievement; though between replaying missions for S-Ranks and mission tasks, selling unneeded resources such as trucks, tanks, and armored vehicles, and completing Dispatch Missions, GMP should never actually be a true problem. If it is for any reason, replaying the “hard difficulty” missions such as "[EXTREME] Traitor’s Caravan" and "[EXTREME] Metallic Archaea," both of which are pretty easy and quick following the S-Rank videos provided in this guide, can net a nice amount of GMP each time you complete the missions.

First we develop what you need, and then everything else. Those who use farming resources in mission 12 - sell excess processed resources - get more GMP for development. This is especially true for diamonds, where 1000 pieces give one GMP lemon. And if you want to earn money honestly, you just go through the game, and GMP will gradually increase from different tasks. You can get especially good value from defending bases in FOB/Forward Bases.

The fact is that in this way you don’t really develop items and in the end, when everything is completed and all the achievements are received, this achievement remains and it becomes long! Develop everything during the game, little by little, but steadily, otherwise at the end you will sit and wait for the three hundredth item to be there.
