How to unlock the Top Tier achievement in Phantom Doctrine - Definitive Guide

The maximum level of your agents is level 20. Experience gain in this game is pretty unbalanced. All of the "tasks" that you agents complete on the world map only net them 10XP. This is essentially nothing when it takes 100,000 experience to level up in late game. In Chapter 7 there are enemies that you can kill that net you 12,000XP (per enemy)! I wouldn't recommend grinding this out before Chapter 7.

I don't know if my results are standard or not (I guess it depends on how stealthy you are, and how often you avoid combat), but my highest character was level 12 when I hit the final mission.

I wasn't really feeling grinding through dozens of battles and prolonging the playthrough a whole bunch of hours. So, I basically just assaulted a Beholder Cell with only one character and just kept letting reinforcements spawn without evacuating. I ended up going from level 12 to level 20 in one fight by killing around 50 reinforcements with my solo agent.

My agent was decked out in end-game gear, and I used Body Engineering (see my guide for Syndicate Engineering). It was pretty easy to put down the reinforcements with headshots/takedowns and using Focus to regenerate your Awareness. Sometimes there will be air-raids instead of reinforcements, just hide in a building so they don't hit you.

I also brought a bunch of silent sniper supports so they could shoot the enemies, but they weren't strong enough to kill them. My agent would steal the kill for the experience. Another thing I noticed is that kills with skills (Coup de Grace) or grenades don't seem to net experience.

The maximum agent level is 20, which can be a daunting task. Here is a breakdown of the experience required at each corresponding level:

Level 2 – 100
Level 3 – 200
Level 4 – 400
Level 5 – 800
Level 6 – 1600
Level 7 – 3200
Level 8 – 6400
Level 9 – 12800
Level 10 – 15400
Level 11 – 25k
Level 12 – 40k
Level 13 – 53k
Level 14 – 64k
Level 15 – 78k
Level 16 – 90k
Level 17 – 99k
Level 18 – 100k
Level 19 – 100k

To help with this process, the 'Gifted' perk can be quite helpful (+5% experience for all tactical missions) but only really at the higher levels as the extra 5% in Chapter 3 is garbage. In addition, the 'Loyal' perk is very handy too since it is possible to lose an agent that is not loyal to random events in the mid to late game. This is particularly true of the extended campaign where I lost a level 16 agent with max stats who actually was loyal from an event related to the extended campaign. Chances are you will be able to finish the game before any of your agents reach 20, in which case just reload before the final mission and grind tactical missions.

Another option is to buy the highest level agent possible (Level 14) during the final chapter and boost them with tactical missions. I used this method since none of my agents were above 13 when I reached the end of the game.
